This article presents a study of how contemporary Swedish lower secondary school textbooks present the emergence of the Cold War and how 10 active lower secondary school history teachers interpreted a quotation that was ambiguous in relation to the general narrative in the studied Swedish textbooks, seeking to analyse textbooks both from the perspectives of content and reception. Applying a theoretical framework of uses of history, the study finds that the narratives presented in the studied textbooks are what could be called traditional in the sense that they do not acknowledge perspective and representation in history. While the interviewed teachers generally acknowledged that textbook narratives are representations of history and contingent on perspective, few teachers extended this to include how their own views affect their interpretations, suggesting an intermediary appreciation of the contextual contingency of historical narratives.

Even though assessing social marketing endeavors proves to be challenging, evaluators can learn from previous campaigns and identify which facets of social marketing events, programs and campaigns need to be improved. Additionally, by analyzing social movements and evaluating how they connect to social marketing, we can gain a clearer view on ways to ameliorate the field of social marketing. As social marketing becomes increasingly sophisticated and similar to commercial marketing, there is hope that social marketing can yield higher rates of success in the future. Friend and Levy (2002) claimed that it was nearly impossible to compare social marketing endeavors using quantitative criteria and advocate the use of qualitative methods. However, if social marketing scholars developed a more systematic paradigm to assess events, programs and campaigns employing a combination of both quantitative and qualitative methods, then it would be easier to establish which social marketing efforts generated more success than others. When there are too many confounding variables, conclusions cannot always be drawn and evaluations may not be viewed as legitimate. As a result, critics become skeptical of social marketing’s value and both the importance and credibility of social marketing decline. With the establishment of proper criteria and evaluation methods, social marketing can progress and initiate more social change.

Enrollment management discussions at the graduate level require a clear division of responsibilities among faculty and staff. This report examines how graduate school deans, enrollment management staff, and graduate program directors collaborate to meet enrollment goals.

This paper presents an overview of the Brazilian macroeconomy by analyzing the evolution of some specific time series. The presentation is made through a sequence of graphs. Several remarkable historical points and open questions come up in the data. These include, among others, the drop in output growth as of 1980, the clear shift from investments to government current expenditures which started in the beginning of the 80s, the notable way how money, prices and exchange rate correlate in an environment of permanently high inflation, the historical coexistence of high rates of growth and high rates of inflation, as well as the drastic increase of the velocity of circulation of money between the 70s and the mid-90s. It is also shown that, although net external liabilities have increased substantially in current dollars after the Real Plan, its ratio with respect to exports in 2004 is practically the same as the one existing in 1986; and that residents in Brazil, in average, owed two more months of their final income (GNP) to abroad between 1995-2004 than they did between 1990 and 1994. Variance decompositions show that money has been important to explain prices, but not output (GDP).

O Setor de Telecomunicações representa um dos segmentos maiS relevantes do sistema social brasileiro. Surgiu, se desenvolveu e alcançou patamares altamente significativos tanto no Brasil como no concerto das nações marcado, sempre, pelo desafio e pela necessidade dos homens de se comunicarem e de se fazerem ouvir a distâncias cada vez maiores. Aos dias de hoje, no momento em que no Brasil o setor vem consolidando o desenho de mais uma etapa da sua evolução, calcado na competição entre organizações, como resultado da recente quebra do monopólio estatal em que se fundamentou durante um largo período de sua existência, cabe pesquisar e buscar compreender o processo de seu desenvolvimento e identificar as diversas mudanças de tendências que se verificaram ao longo desta traj etória. o Contexto Histórico do Processo de Institucionalização das Telecomunicações no Brasil é o tema da presente dissertação que, diferentemente de estudos de Institucionalização relacionados ao desenvolvimento de Organizações individualizadas, trata de um setor como um todo, da dinâmica de suas variáveis internas e do seu relacionamento com a sociedade, beneficiária dos serviços por ele prestados. Neste contexto, aplicam-se pressupostos relacionados a uma visão sistêmica onde o setor se posiciona como um processador que recebe insumos do ambiente externo e devolve resultados em forma de produtos ou serviços. Das inúmeras classificações que vêm servindo para definir o conceito de sistema, este trabalho se concentrará na caracterização do setor de telecomunicações brasileiro como um sistema social, complexo e aberto. Para isso foram estudadas diferentes etapas do seu processo de desenvolvimento institucional, identificando momentos de sua evolução no contexto da interação, política, econômica, social e tecnológica com o conjunto da nação. o objetivo da presente dissertação é descrever este processo de desenvolvimento setorial mediante a utilização de subsídios teóricos e da análise comparativa, subjetiva (empírica), com o desenvolvimento do País. A escolha do tema decorreu da identificação da necessidade de se evoluir de estudos existentes e que refletem meramente relatos históricos para uma abordagem mais ampla, integrada e relacionada, entre outras, às responsabilidades do setor perante o meio ambiente onde ele se insere.

A presente pesquisa analisa a presença do Estado no setor financeiro brasileiro, a partir do estudo da atuação de um de seus agentes. Para tanto, toma por referência as teorias organizacionais, em especial a corrente do institucionalismo e os fundamentos da administração burocrática. As empresas financeiras públicas têm exercido um importante papel na formação e no desenvolvimento do Estado brasileiro, apresentando-se como instrumentos indispensáveis tanto para sua economia quanto para sua consolidação institucional. Postula o trabalho que o desenvolvimento e a forma de organização desses agentes não são ditados apenas pela sua natureza constitutiva, mas também por um conjunto de elementos e características decorrentes de um processo de institucionalização que acaba por determinar suas condições de sobrevivência, a ampliação de seus papéis e responsabilidades e, ainda, a sua conformação organizacional. Discute elementos teóricos e práticos que explicam a combinação de componentes estruturais e simbólicos que, aliados a circunstâncias históricas, culminaram na institucionalização de uma organização financeira pública brasileira. A metodologia escolhida privilegia a pesquisa bibliográfica para configuração de sua consistência teórica e também opta por um estudo de caso para averiguação de suas hipóteses de investigação: o caso da Caixa Econômica Federal. O trabalho realizou ampla pesquisa documental e desenvolveu uma análise qualitativa do material reunido com a finalidade de obter os elementos e informações que contribuíram para a explicação dos fenômenos analisados.

Industrial companies in developing countries are facing rapid growths, and this requires having in place the best organizational processes to cope with the market demand. Sales forecasting, as a tool aligned with the general strategy of the company, needs to be as much accurate as possible, in order to achieve the sales targets by making available the right information for purchasing, planning and control of production areas, and finally attending in time and form the demand generated. The present dissertation uses a single case study from the subsidiary of an international explosives company based in Brazil, Maxam, experiencing high growth in sales, and therefore facing the challenge to adequate its structure and processes properly for the rapid growth expected. Diverse sales forecast techniques have been analyzed to compare the actual monthly sales forecast, based on the sales force representatives’ market knowledge, with forecasts based on the analysis of historical sales data. The dissertation findings show how the combination of both qualitative and quantitative forecasts, by the creation of a combined forecast that considers both client´s demand knowledge from the sales workforce with time series analysis, leads to the improvement on the accuracy of the company´s sales forecast.

Recently, a claim has been made that executive decisions makers, far from being fact collectors, are actually fact users and integrators. As such, the claim continues, executive decision makers need help in understanding how to interpret facts, as well as guidance in making decisions in the absence of clear facts. This report justifies this claim against the backdrop of the modern history of decision making, from 1956 to the present. The historical excursion serves to amplify and clarify the claim, as well as to develop a theoretical framework for making decisions in the absence of clear facts. Two essential issues are identified that impact upon decision making in the absence of clear facts, as well criteria for decision making effectiveness under such circumstances. Methodological requirements and practical objectives round off the theoretical framework. The historical analysis enables the identification of one particular established methodology as claiming to meet the methodological requirements of the theoretical framework. Since the methodology has yet to be tried on information-poor situations, a further project is proposed that will test its validity.

Este artigo discute o conceito de coalizões de classe como uma alternativa parcial à luta de classes na compreensão das sociedades capitalistas; define duas coalizões de classes básicas - a desenvolvimentista e a liberal; apresenta brevemente três coalizões de classe desenvolvimentistas paradigmáticas - a mercantilista, a bismarckiana, e a social-democrata (ou dos anos dourados do capitalismo); e usa esse arcabouço teórico para entender o capitalismo contemporâneo nos anos pós neoliberais - os anos que se seguem a crise financeira global de 2008

A presente tese teve como objetivo explicar a dinâmica político-institucional que produziu um quadro de relações intergovernamentais polarizado na política de saúde no âmbito do SUS ao final da década de 1990. Tal polarização ocorreu em virtude da presença simultânea de expressivo grau de municipalização e elevada capacidade indutiva e regulatória do Ministério da Saúde. As abordagens anteriores presentes na literatura sobre a descentralização do SUS produziam explicações parciais em virtude de apontarem como fatores explicativos da polarização um conjunto de razões específicas, em especial o escopo expressivamente descentralizador da Constituição de 1988, as preferências municipalistas do Movimento da Reforma Sanitária, o conteúdo das normas operacionais, o legado centralizador da trajetória da política de saúde no Brasil, a agenda centralizadora das reformas econômicas realizadas a partir da implementação do Plano Real, entre outros. Com base no arcabouço teórico do NeoInstitucionalismo Histórico, essa tese propõe uma abordagem que integra os diversos fatores condicionantes do jogo federativo setorial em torno de uma explicação sequencial das decisões que marcaram a trajetória da descentralização do SUS. Nessa abordagem, a trajetória das relações intergovernamentais é o resultado cumulativo de uma longa cadeia de decisões tomadas em contextos singulares que marcaram os governos Collor, Itamar e FHC, onde a escolha de um governo afetou o leque de opções disponíveis ao governo seguinte, deixando-lhe menos margem de mudança. Nessa lógica, a polarização federativa é vista como o produto não intencional de uma sequência de decisões que, acumuladas ao longo da década, concentraram poder, atribuições e recursos na União e nos municípios.

The acronym BRICS was a fad among the media and global investors. Now, the acronym sounds passé. However, the group of countries remains important, from both political and economic reasons. They have a large aggregate size, 28% of the global GDP and 42% of the world’s population, high growth potential due to the current significant misallocation of resources and relatively low stock of human capital, structural transformation is in progress and one of them, China, is taking steps to become a global power and a challenger to the US dominance. This paper provides a brief overview of the five economies, Brazil, Russia, India, China and South Africa. We focus on some aspects of their history, the Chinese initiatives in international finance and geopolitical strategic moves, their growth experience and structural transformation over the last 35 years, trade and investment integration into the global economy and among themselves, the growth challenges faced by their economies and the potential gains to the Brazilian economy from a stronger integration with the other BRICS. In association with its efforts to be a global power, China aims to become a major player in global finance and to achieve the status of global currency for the renminbi, which would be the first currency of an emerging economy to attain such position. Despite the similarities, the BRICS encompass very diverse economies. In the recent decades, China and India showed stellar growth rates. On the other hand, Brazil, Russia and South Africa have expanded just in line with global output growth with the Russian economy exhibiting high volatility. China is by far the largest economy, and South Africa the smallest, the only BRICS economy with a GDP lower than US$ 1 trillion. Russia abandoned communism almost 25 years ago, but reversed many of the privatizations of 90’s. China is still ruled by communism, but has a vibrant private sector and recently has officially declared market forces to play a dominant role in its economy. Brazil, Russia and South Africa are global natural resources powerhouses and commodity exporters while China and India are large commodity importers. Brazil is relatively closed to international trade of goods and services, in marked contrast to the other four economies. Brazil, India and South Africa are dependent on external capital flows whereas China and Russia are capital exporters. India and South Africa have younger populations and a large portion living below the poverty line. Despite its extraordinary growth experience that lifted many millions from poverty, China still has 28% of its population classified as poor. Russia and China have much older populations and one of their challenges is to deal with the effects of a declining labor force in the near future. India, China and South Africa face a long way to urbanization, while Brazil and Russia are already urbanized countries. China is an industrial economy but its primary sector still absorbs a large pool of workers. India is not, but the primary sector employs also a large share of the labor force. China’s aggregate demand structure is biased towards investment that has been driving its expansion. Brazil and South Africa have an aggregate demand structure similar to the developed economies, with private consumption accounting for approximately 70%. The same similarity applies to the supply side, as in both economies the share of services nears 70%. The development problem is a productivity problem, so microeconomic reforms are badly needed to foster long-term growth of the BRICS economies since they have lost steam due a variety of factors, but fundamentally due to slower total factor productivity growth. China and India are implementing ambitious reform programs, while Brazil is dealing with macroeconomic disequilibria. Russia and South Africa remain mute about structural reforms. There are some potential benefits to Brazil to be extracted from a greater economic integration with the BRICS, particularly in natural resources intensive industries and services. Necessary conditions to the materialization of those gains are the removal of the several sources of resource misallocation and strong investment in human capital.
