Apresenta os modelos de administração pública patrimonial, burocrático, gerencial e societal, bem como os impactos sociais da adoção de cada um desses modelos. Também são apresentadas as várias reformas pelas quais passou a administração pública brasileira. Utilizando-se de uma abordagem descritivo-comparada, o estudo leva à conclusão que as sociedades possuem prioridades diferentes ao longo do tempo e os Estados precisam se reestruturar para atender adequadamente às necessidades que se apresentam a cada momento.

The variables include the age-structure of the fishermen, level of investment, educational background, membership of co-operative societies and marketing arrangements. Nigeria with an estimated population of about 120 million people requires about 2.3 million metric tonnes of fish and fisheries product for good health at the recommended 19 kg/caput/year by FAO. Lake Chad fisheries resource of Borno State is a blessing in disguise to the Nigerian economy. It has potential to produce over 300,000 metric tonnes of fish protein annually, representing about 12.2% of the total fish demand of Nigerians. In spite of this laudable potential Lake Chad fisheries resources of Borno State declined in the past two decades due, largely, to lack of/or inadequate attention by the government, private and commercial organization, lack of social economics and infra-structural facilities for rational exploitations and management of its resources. This paper re-emphasizes the importance of Lake Chad Fisheries of Borno State in the Nigerian economy. The fisheries resources, the environment, the exploitation, the potential marketing, the role of law enforcement and foreign agencies, the constraints and potentials are discussed. Nigeria can derive a substantial proportion of its fish demand from Lake Chad fisheries of Borno State alone just with the adoption of some proffered strategies including combined efforts of the private and public sectors in the rational management of the fisheries resource of Lake Chad

Over the past decade, scholarly interest concerning the use of limitations to constrain government spending and taxing has noticeably increased. The call for constitutional restrictions can be credited, in part, to Washington's apparent inability to legislate any significant reductions in government expenditures or in the size of the national debt. At the present time, the federal government is far from instituting any constitutional limitations on spending or borrowing; however, the states have incorporated many controls on revenues and expenditures, the oldest being strictures on full faith and credit borrowing. This dissertations examines the efficacy of these restrictions on borrowing across the states (excluding Alaska) for the period dating from 1961 to 1990 and also studies the limitations on taxing and spending synonymous with the Tax Revolt.

We include socio-economic information in our calculations to control for factors other than the institutional variables that affect state borrowing levels. Our results show that certain constitutional restrictions (in particular, the referendum requirement and the dollar debt limit) are more effective than others. The apparent ineffectiveness of other limitations, such as the flexible debt limit, seem related to the bindingness of the limitations in at least half of the cases. Other variables, such as crime rates, number of schoolage children, and state personal income do affect the levels of full faith and credit debt, but not as strongly as the limitations. While some degree of circumvention can be detected (the amount of full faith and credit debt does inversely affect the levels of nonguaranteed debt), it is so small when compared to the effectiveness of the constitutional restrictions that it is almost negligible. The examination of the tax revolt era limitations yielded quite similar conclusions, with the additional fact that constitutional restrictions appear more binding than statutory ones. Our research demonstrates that constitutional limitations on borrowing can be applied effectively to constrain excessive borrowing, but caution must be used. The efficacy of these restrictions decrease dramatically as the number of loopholes increase.

A diagnostic survey was conducted among the fishermen in six selected villages in Doko Local Government Area of Niger State. One hundred and fifty fishermen were randomly selected and interviewed to find out whether or not they had interest in commercial fish farming aimed at improving their livelihood. The dwindling fish catches in the natural flood plain ponds and Ex-bow Lakes continue to have a serious negative effect on the socio-economic well being of the village communities in question. A break on natural regular annual flooding of the plains had resulted into very low natural fish recruitment. Data analysis using simple descriptive statistics revealed that land tenure system, educational status, inadequate infrastructural facilities, religious taboos, existing fish species among others were found to be favourable indices for commercial fish farming. However, serious conflicts among the fishermen concerning the ownership status of these natural fish ponds are found to be major obstacles to commercial fish farming despite that the traditional ownership of the ponds were vested in the lands of individuals and village communities. Extensive fish farming and small-scale fish farming in the ponds and Ex-bow Lake with improved management practices are considered to be profitable venture. Despite the fact that fish seeds supply and extension effort are still inadequate, the fish farmers have indicated willingness to adopt commercial fish farming in the Ex-bow Lakes and flood plains in order to restore abundant fish production thereby providing for their food security and also increasing the daily income

A preliminary survey was conducted among the fishermen in five selected villages in Edozhigi L.G.A. of Niger State. One hundred and fifty fishermen were randomly selected and interviewed to find out the impact of Niger State fisheries legislation on fisheries conservation resources in the area. The analysis of data collected using descriptive statistics indicated that undersized mesh of gill nets, beach seines and traps are being used unabated. Also, fenced barriers across the entrance of flood plain ponds and Ex-bow lakes from the main stream are in the area. The fisheries rules and regulations implementers are rarely seen or not seen at all in the area. The decreasing nature of fish catches was detected. It is observed that government policy on fish conversation is neglected due to inadequate or lack of funding for meaningful extension and implementation of the fisheries rules and regulations

Several technologies have been disseminated to the rural populace of which few were adoptable while others were above their reaches. The adoption-rejection behaviour of the people of Monai community formed the basis for this study. Twenty women fish processors were interviewed using standard questionnaire. The study discovered that the women fish processors used the new introduced Better Life Programme Banda in rotation for even coverage. The use of new Banda has a positive effect on the quantity of fish processed and income. Additional two basins were processed on weekly basis with an income of N1,000.00 over the previous processing technology. No women processor however had the new Banda on individual basis for cost. Hence rural people adopt a technology that is cheap and simple but conforming to their traditional practices and values. Therefore any innovation intended for the rural populace should take cognizance of their socio-economic and cultural factors

The rapid rise in the residential photo voltaic (PV) adoptions in the past half decade has created a need in the electricity industry for a widely-accessible model that estimates PV adoption based on a combination of different business and policy decisions. This work analyzes historical adoption patterns and finds fiscal savings to be the single most important factor in PV adoption, with significantly greater predictive power compared to all other socioeconomic factors including income and education. We can create an application available on Google App Engine (GAE) based on our findings that allows all stakeholders including policymakers, power system researchers and regulators to study the complex and coupled relationship between PV adoption, utility economics and grid sustainability. The application allows users to experiment with different customer demographics, tier structures and subsidies, hence allowing them to tailor the application to the geographic region they are studying. This study then demonstrates the different type of analyses possible with the application by studying the relative impact of different policies regarding tier structures, fixed charges and PV prices on PV adoption.

Este trabalho discute o patenteamento farmacêutico no Brasil por meio de análises dos exames de patentes propriamente ditos, com a entrada em vigor da atual lei da propriedade industrial (Lei 9.279/1996). Para a compreensão de como funciona o exame de patentes, parte-se da apresentação de conceitos basilares da propriedade industrial. É dado destaque à importância das patentes como fonte de informação tecnológica (pesquisa bibliográfica em bancos de patentes e para a recuperação das informações contidas nestes documentos). Neste ponto, apresenta-se um estudo sobre as patentes relacionadas ao efavirenz, por tratar-se de um caso excepcional na discussão sobre propriedade industrial e saúde pública; já que ele foi o primeiro medicamento licenciado compulsoriamente pelo Governo brasileiro (dentro da política de controle da epidemia da Aids). Em seguida, o problema da associação entre os direitos de propriedade industrial e o acesso a medicamentos é abordado em dois capítulos relevantes: i) as questões sobre a atenteabilidade de polimorfos de fármacos; e ii) os procedimentos técnicos adotados no exame de patentes farmacêuticas no âmbito da Coordenação de Propriedade Intelectual da ANVISA (COOPI-ANVISA) e do Instituto Nacional da Propriedade Industrial (INPI). De fato, o primeiro tratado internacional relativo à propriedade industrial, a Convenção da União de Paris (CUP, de 1883), já propugnava o princípio da independência das patentes, ou seja, que cada país tem liberdade para decidir sobre a patenteabilidade ou não dos diferentes produtos e processos de invenção. Mais tarde, o Acordo TRIPS (de 1995) não vedará aos países a adoção de escopos de proteção distintos, visando o equilíbrio entre os interesses públicos e privados em diferentes domínios tecnológicos, nos diferentes países. Finalmente, a Declaração de Doha, de 2001, prevê dispositivos flexibilizadores de modo a favorecer precisamente políticas de saúde e acesso a medicamentos pela utilização de salvaguardas dos direitos de propriedade intelectual no exame de pedidos de patentes. Conclui-se, neste trabalho, que aspectos técnicos e jurídicos inerentes ao patenteamento aliados à capacidade política de decisão em favor da implementação de flexibilidades no exame de pedidos patentes de fármacos e medicamentos podem ser mais ou menos favoráveis à saúde pública.
