The study 'Youth Welfare as Prevention - The reconfiguration of support and control in advanced liberalism' is part of the Graduate program 'Youth Welfare in Transition' funded by the 'German Research Association'. In empirical terms it is based on both interviews with professionals, reconstructive discourse analysis based on documents and programs as well as a secondary analysis of a range of existing studies.

I am flattered and privileged to have received four such astute critiques of my work from an international cast. I will reflect at length about many of their points in future work but to respond fully would require a very long article and so I will highlight some of the more salient issues. The authors share misgivings about my commitment to a realist version of governmentality theory so I will try to articulate a bit more clearly how it is different from two major alternative perspectives highlighted by the authors: what I term a `discursive` governmentality perspective (Stenson 2005), and the neo-Marxist regulationist school of political economy. However, deeper normative questions are raised, for example by Wendy Larner, about what it means to be progressive or critical within the broad terrain of liberalism (which can include neo-liberals and neo-conservatives) in the wake of the collapse of communism and much of the power of western labour movements, the rise of the new emancipatory and environmental social movements and varieties of religious fundamentalism. As social scientists and university intellectuals we usually argue that our work differs from journalistic reportage or ideological polemics that gather supportive evidence through selective fact gathering. This is because we dig beneath the flux of events and surface appearances and debates to uncover the deeper structures of thought and social relations that shape our experiences and the flow of events. And we also engage with contrary evidence that troubles our truth claims. This is the work of theory. I accept that theory plays a vital role but argue for a more grounded approach rooted in empirical research using a variety of methods and data sources. Hence I adopt a more cautious approach to conceptions of the `deeper structures` we uncover. At best we can only know them through provisional heuristic modelling and it is best not to reify them.

The UK's liberal-cum-democratic welfare regime has led to a more developed state-sponsored youth work than in the majority of continental Europe, where a corporatist welfare regime has held sway (Esping Andersen 1990). To this extent British Youth Work has been more susceptible to governmental intervention. Nevertheless the ascendancy of neo-liberalism across the last three decades has disturbed significantly all models of the Welfare State, expressed in the impact of 'New Managerialism'. Thus we are seeing a convergence towards an imposed, instrumental, output-driven approach to the delivery of both education and welfare. In both the UK and continental Europe youth workers and social workers are confronted with intrusive interventions and demands from governments, which are utterly at odds with their shared desire to start from 'where young people are at'. In this paper we sketch the emergence of a campaign within Youth Work, which seeks to oppose and resist its transformation into an agency of social engineering. In contrast we stand for an emancipatory Youth Work committed to social change. In telling our story thus far we hope to reach out to and make alliances with workers across Europe sympathetic to our cause.

This article develops the concept of “Functional Regulatory Space” (FRS) in order to analyze the new forms of State action addressing (super) wicked problems. A FRS simultaneously spans several policy sectors, institutional territories and levels of government. It suggests integrating previous policy theories that focused on “boundary-spanning regime,” “territorial institutionalism” or multi-level governance. The FRS concept is envisaged as a Weberian “ideal-type” of State action and is applied to the empirical study of two European cases of potential FRS: the integrated management of water basins and the regulation of the European sky through functional airspace blocks. It will be concluded that the current airspace regulation does match the ideal-type of FRS any better than the water resource regulation does. The next research step consists in analyzing the genesis and institutionalization of potential FRS addressing other (super) wicked problems such as climate change and economic, security, health and immigration issues in different institutional contexts as well as at various levels of governance.

When Alexander von Humboldt reached the village of Calpi in the Andes on 22 June 1802, he was greeted with reverence and enthusiasm. Triumphal arches adorned with cotton, cloth, and silver decorated his path. The natives performed a dance in festive dress. A singer praised the explorer's expedition, which had departed three years earlier from the Spanish port of La Coruña. Like Odysseus on the isle of the Phaeacians, the traveler listened to a local rhapsodist singing about his heroic deeds. Before his adventure ended, it had already spun a popular myth. This episode, which Humboldt recorded in his diary, occurred at a significant moment. One day later, the “Second Discoverer of America” rose to even greater fame on an excursion marking in more ways than one the climax of his enterprise. Humboldt set out to climb Chimborazo (6,310 m/20,702 ft.), the mountain then thought to be the highest in the world. He was accompanied by the French botanist Aimé Bonpland (1773–1858) and the Creole nobleman and future activist Carlos Montúfar (1780–1816), as well as native guides and assistants. They climbed to heights never reached before, setting a new record and catapulting Humboldt to fame on both continents.

It seems to be impossible for the liberal state to embrace a Christian identity, because ‘liberalism’ is exactly a device for separating state and religion. Discussing the implications of a recent decision of the European Court of Human Rights, Lautsi v. Italy (2011), I argue that this is not necessarily so. If paired with a liberal commitment to pluralism, a Christian identity might even be more inclusive of minority religions than a narrowly ‘liberal’ state identity, which has been the dominant response in Western Europe to the challenge of immigrant diversity, especially that of Muslim origins.

Over sixty years ago, British high court judge Patrick Devlin and legal philosopher H.L.A. Hart fought out a famous debate over the legal enforcement of morality, which was generated by the question whether homosexuality should be legalized or not. Jurists agree that this debate was won by Hart, also evidenced in the fact that the state has since been retreating from its previous role of moral watchdog. I argue in this paper that the two most conflicted and essentially unresolved issues in the integration of Islam, the regulation of the female body and of free speech, have reopened this debate anew, pushing the liberal state toward the legal regulation of morality, thus potentially putting at risk its liberalness. I use the Hart-Devlin debate as a template for comparing and contrasting the Muslim quest for restricting free speech with the host-society quest for restricting the Islamic veil. Accordingly, there is a double threat to liberalism, which this paper brings into view in tandem, one originating from Islam and another from a hypertrophied defense of liberalism.

This paper takes the recent abdication of multiculturalism by the leaders of Europe’s most powerful nations (Germany, France, and Britain) as hub for a reflection on common themes in Europe’s crisis of multiculturalism. The most obvious common theme in this crisis is Islam and problems of Muslim integration. Accordingly, this paper addresses the role of religion and Islam in Europe’s multiculturalism crisis, and elaborates on the “muscular liberalism” or “civic integration” policies that have appeared in lieu of a discarded multiculturalism. In a final step, I tackle, in a forward-looking mode, some “critical issues” that will shape European immigrant integration after multiculturalism: the need to fight discrimination despite multiculturalism’s ebb, a greater concern for majority culture, the importance of robust debate and democracy as medium of integration, the often-neglected factor of immigrant selection, and a recognition that institutions matter more than policy in the process of integration.

The way media depict women and men can reinforce or diminish gender stereotyping. Which part does language play in this context? Are roles perceived as more gender-balanced when feminine role nouns are used in addition to masculine ones? Research on gender-inclusive language shows that the use of feminine-masculine word pairs tends to increase the visibility of women in various social roles. For example, when speakers of German were asked to name their favorite "heroine or hero in a novel," they listed more female characters than when asked to name their favorite "hero in a novel." The research reported in this article examines how the use of gender-inclusive language in news reports affects readers' own usage of such forms as well as their mental representation of women and men in the respective roles. In the main experiment, German participants (N = 256) read short reports about heroes or murderers which contained either masculine generics or gender-inclusive forms (feminine-masculine word pairs). Gender-inclusive forms enhanced participants' own usage of gender-inclusive language and this resulted in more gender-balanced mental representations of these roles. Reading about "heroines and heroes" made participants assume a higher percentage of women among persons performing heroic acts than reading about "heroes" only, but there was no such effect for murderers. A post-test suggested that this might be due to a higher accessibility of female exemplars in the category heroes than in the category murderers. Importantly, the influence of gender-inclusive language on the perceived percentage of women in a role was mediated by speakers' own usage of inclusive forms. This suggests that people who encounter gender-inclusive forms and are given an opportunity to use them, use them more themselves and in turn have more gender-balanced mental representations of social roles.

Para entender la relación entre religión y política en Argentina, necesario reconocer las tendencias de justificación sagrada en los imaginarios religiosos. En este sentido, la legitimidad religiosa es construida sobre la crítica de la política neoliberal y sus consecuencias en la vida social (pobreza, exclusión, marginalidad). La presencia católica, las manifestaciones protestantes, y la crítica de otros grupos religiosos (por ejemplo, la crítica del rabino Alejandro Bloch) tienen en común una profunda objeción al neoliberalismo.

En Argentina, el liberalismo y el conservadorismo, constituyen el trasfondo ideológico del sistema político de la generación de 1880. A partir de 1880 se consolidan las instituciones políticas y se definen los rasgos centrales de la sociedad argentina, la que sufrirá profundas transformaciones al influjo del crecimiento económico, demográfico y de las políticas de educación pública. La empresa política es protagonizada por los hombres del "80", quienes constituyen la primera "generación argentina" que concreta ese nuevo espíritu que surge en el "53": coexistencia de amplias libertades civiles y económicas junto a una estructura con rasgos centralizadores, con claro predominio del órgano ejecutivo como reaseguro contra las tendencias anárquicas.

Desde el concepto de canon como el modelo impuesto por un grupo de poder, el presente trabajo analiza la canonización de la figura sanmartiniana en el cruce de los Andes, según relatos de autores de la clase dirigente. En los cuales se compara este personaje con Napoleón, Aníbal, Alejandro Magno y otras significativas figuras de la tradición occidental. Tres narraciones edifican la imagen de un héroe romántico, luchador a favor de la libertad y protector de los pueblos que libera. San Martín como paladín democrático frente a la tiranía despótica de los españoles, aparece en el relato de Gerónimo Espejo “El paso de los Andes". Este rico trabajo de prolijo historiador pondera la hazaña por sobre las de Napoleón y Aníbal. Bartolomé Mitre en su “Historia de San Martín", enfoca al héroe como paladín de unidad americana en la causa de la independencia, con una maestría superior a los cruces clásicos de Napoleón y Aníbal, parangonándolo con el de Bolívar en los Andes ecuatorianos. Ricardo Rojas en El santo de la espada fabrica una imagen religiosa de San Martín y lo iguala a héroes cristianos como Parsifal, Lohengrin y el Cid Campeador. El parangón con Napoleón. Aníbal y Alejandro Magno, se ve apoyado por la iconografía argentina de la época. La estatua más popular de San Martín repite la pose del retrato de Napoleón por David. Este, a su vez, está inspirado en mayólicas de Alejandro que lo representan en similar postura. Así, la imagen del héroe argentino en su cruce de los Andes se inserta con éxito en la tradición occidental.

La teoría de la propiedad de Locke tiene como escenario el estado de naturaleza, cuyo correlato empírico es la colonización inglesa de América. Este es el supuesto que permite articular la apelación a la teología para fundar la propiedad privada de modo unilateral y en cualquier lugar del mundo; el desplazamiento del criterio de necesidad a la teoría del valor para justificarla; así como el supuesto de abundancia que la hace posible sin requerir pacto político ni consenso social. En este sentido, si su teoría de la propiedad resultó esencial para legitimar el liberalismo que moldeó América desde la colonización inglesa y la Constitución norteamericana, el hecho de que América sea el ejemplo para su teórico más temprano y destacado, permite comprender mejor el carácter esencial de la relación entre liberalismo y colonialismo.

The Economic Analysis of Law should be considered the most important bridge between Law and Economics at the present time. We can find its foundations in 1960’s, mainly since the publication of two great economists’ works: Ronald Coase (University of Chicago) and Guido Calabresi (University of Yale). Furthermore, several works of Richard Posner (University of Chicago Law School) have contributed to its diffusion beyond the frontiers of the american universities. In this paper, we show the internal structure of the Economic Analysis of Law, based upon the neoclassical model in Economics, and the main critics adressed to it from Institutional Economics as well as from Legal Theory.

La Corte Suprema de Justicia de la Nación defiende en las primeras décadas del siglo XX el liberalismo económico, rechazando el intervencionismo del Estado según los principios del laissez faire. Con el propósito de no escindir el estudio de la jurisprudencia de su respectivo contexto, sino por el contrario, con una visión integradora del derecho y las ciencias sociales que procura la comprensión del fenómeno jurídico, se rastrean las fuentes inspiradoras de la ideología de la Corte. Determinadas doctrinas de derecho constitucional sustentan los fallos basadas en un pensamiento jurídico que, a su vez, constituye la expresión de una concepción política y filosófica. Son considerados los principios que permiten preconizar el liberalismo económico, la influencia del constitucionalismo norteamericano a través de destacados expositores como Thomas Mc Intyre Cooley, Christopher Tiedeman y Joseph Story, así como las bases constitucionales que actúan como fundamento, y las doctrinas de Juan Bautista Alberdi. El estudio se efectuó mediante la consulta de fuentes éditas, la edición oficial de Fallos de la Suprema Corte de Justicia Nacional con la relación de sus respectivas causas, y bibliográfica específica referida al pensamiento político-constitucional norteamericano.
