This report details research into the enforcement of intellectual property (IP). It considers the attitudes and practices of small and medium-sized enterprises (SMEs) and micro firms as well as the cost implications of the present IP enforcement system in the UK. According to an earlier report for SABIP, by Weatherall et al. 2009, in the Gowers Review of Intellectual Property questions of enforcement were largely addressed through assertion, rather than empirical research. This report aims to provide such research. Our study included both an online survey and a phone survey. These concentrated on SMEs and micro firms rather than being a comparative study with large firms. Further work obtained information on Patents and Registered Design cases listed for hearings in the Patents Court from 2003 to 2009. The analysis of this data provides some evidence that complements the results of the survey.

The UK has a relatively low ratio of business R&D to GDP (the BERD ratio) compared to other leading economies. There has also been a small decline in UK’s BERD ratio in the 1990s, whereas other leading economies have experienced small rises. The relatively low BERD ratio cannot be explained solely by sectoral or industry-level differences between the UK and other countries. There is, therefore, considerable interest in understanding the firm-level determinants of investment in R&D. This report was commissioned by the DTI to analyse the link between R&D and productivity for a sample of firms derived from merging the ONS’s Business Research and Development Database (BERD) and the Annual Respondents Database (ARD). The analysis estimates the private rates of returns to R&D, and not the social rates of return, since it is the private returns that should drive firms’ decisions. A key objective of this research is to analyse the productivity of R&D in small and medium sized enterprises (SME). The analysis is intended to allow comparisons to the results in Rogers (2005), which uses publicly available data on R&D in medium to large UK firms in the 1990s.

Vendor-managed inventory (VMI) is a widely used collaborative inventory management policy in which manufacturers manages the inventory of retailers and takes responsibility for making decisions related to the timing and extent of inventory replenishment. VMI partnerships help organisations to reduce demand variability, inventory holding and distribution costs. This study provides empirical evidence that significant economic benefits can be achieved with the use of a genetic algorithm (GA)-based decision support system (DSS) in a VMI supply chain. A two-stage serial supply chain in which retailers and their supplier are operating VMI in an uncertain demand environment is studied. Performance was measured in terms of cost, profit, stockouts and service levels. The results generated from GA-based model were compared to traditional alternatives. The study found that the GA-based approach outperformed traditional methods and its use can be economically justified in small- and medium-sized enterprises (SMEs).

This study adopts a power perspective to investigate sustainable supply chain relationships and specifically uses resource-dependence theory (RDT) to critically analyze buyer-supplier-supplier relationships. Empirical evidence is provided, extending the RDT model in this context. The concept of power relationships is explored through a qualitative study of a multinational company and agricultural growers in the UK food industry that work together to implement sustainable practices. We look at multiple triadic relationships involving a large buyer and its small suppliers to investigate how relative power affects the implementation of sustainable supply-management practices. The study highlights that power as dependence is relevant to understanding compliance in sustainable supply chains and to identifying appropriate relationship-management strategies to build more sustainable supply chains. We show the influences of power on how players manage their relationships and how it affects organizational responses to the implementation of sustainability initiatives. Power notably influences the sharing of sustainability-related risks and value between supply chain partners. From a managerial perspective, the study contributes to developing a better understanding of how power can become an effective way to achieve sustainability goals. This article offers insights into the way in which a large organization works with small and medium size enterprises to implement sustainable practices and shows how power management-that is, the way in which power is used-can support or hinder effective cooperation around sustainability in the supply chain. © 2014 Decision Sciences Institute.

Purpose Small and Medium-sized Enterprises (SMEs), which form a significant portion in many economies, are some of the most vulnerable to the impact of Extreme Weather Events (EWEs). This is of particular importance to the construction industry, as an overarching majority of construction companies are SMEs who account for the majority of employment and income generation within the industry. In the UK, previous research has identified construction SMEs as some of the worst affected by EWEs. Design/methodology/approach Given the recent occurrences of EWEs and predictions suggesting increases in both the intensity and frequency of EWEs in the future, improving the resilience of construction SMEs is vital for achieving a resilient construction industry. A conceptual framework is first developed which is then populated and expanded based on empirical evidence. Positioned within a pragmatic research philosophy, case study research strategy was adopted as the overall research strategy in undertaking this investigation. Findings Based on the findings of two in-depth case studies of construction SMEs, a framework was developed to represent EWE resilience of construction SMEs, where resilience was seen as a collective effect of vulnerability, coping strategies and coping capacities of SMEs, characteristics of the EWE and the wider economic climate. Originality/value The paper provides an original contribution towards the overarching agenda of the resilience of SMEs, and policy making in the area of EWE risk management by presenting a novel conceptual framework depicting the resilience of medium-sized construction companies.

Cikkünkben a vállalkozók külső finanszírozásának modelljét terjesztjük ki arra az - irodalom által eddig nem tárgyalt - esetre, amikor a vállalkozónak van nem fizető vevője. Szerződéselméleti megközelítésünkben a vállalkozó hitelképességére vonatkozó információ aszimmetrikus a tranzakcióban részt vevő felek között, s ez morális kockázatnak ad teret. Megfigyelhető, hogy ilyenkor a pontosan fizető vevők számára is hitelszűke lép fel. A vállalkozó és a finanszírozó közötti optimális szerződés nem fizető vevő hatására további hitelszűkösséget generál. Két esetet vizsgálunk: az egyikben a vállalkozó információs előnyben van a vevő nemfizetésére vonatkozóan, a másikban nincs ilyen előny. A két modellváltozat alapján információs paradoxon jellemzi a kialakuló finanszírozási helyzetet: a vállalkozó kisebb összegű hitelhez jut az említett információs előnye esetén, mint amikor közte és a finanszírozó között szimmetrikus az információ. A modell azt a - magyar kis- és középvállalkozóknál látott - jelenséget írja le, amikor nem transzparens a szállító-vevő viszonya, és a finanszírozó bank e miatt az információs hátrány miatt kevesebb hitelt nyújt kis- és középvállalati ügyfeleinek. _____ The model of external financing of the firm is extended here to cases where there may be defaults on account receivables. Information asymmetry between entrepreneur and lender on a firm's creditworthiness leads to moral hazard and credit rationing, even in the absence of default risk. The authors show an optimal debt contract that formulates the situation, and focus on two cases: where the entrepreneur has an information advantage on defaults on receivables, and where the information is symmetric. A comparison of these cases revealed a paradoxical knowledge issue in external financing: a better informed entrepreneur may be able to afford a smaller financing ability. The model describes a frequent phenomenon in small businesses, when the relationship between buyer and seller lacks transparency, and lenders offer lower amount of lending to small and medium-sized enterprises.

A Budapesti Corvinus Egyetem kutatócsoportja által végzett kutatás során arra a kérdésre kerestük a választ, hogy a Nemzeti Fejlesztési Terv (NFT) és az Új Magyarország Fejlesztési Terv (ÚMFT) keretében létrehozott, kis- és középvállalatok számára kialakított gazdaságfejlesztési pályázatok milyen hatékonysággal működnek. Hogyan volt képes a rendszer beépíteni az NFT Gazdasági Versenyképesség Operatív Program (GVOP) tapasztalatait az ÚMFT Gazdaságfejlesztési Operatív Programba (GOP). Továbbá, hogy maguk a kis- és középvállalatok miként értékelik ezen kiírásokat és milyen javaslatokat tennének az ilyen típusú pályázatok "felhasználóbaráttá" tételéhez. A kutatás 2009 márciusától 2009 decemberéig tartott. A kéziratot 2010 áprilisában zártuk. / === / In a research group of the Corvinus University of Budapest we aimed to answer the questions of efficiency and effectiveness of the economic development grants of the National Development Plan (2004-2006) and the New Hungarian Development Plan (2007-13) with the focus of small and medium sized enterprises (SME's). We tried to highlight the results of learning by doing of the first National Development Plan and how this practice was built into the second development plan. An emphasis was placed on the opinion of the SME's, how they evaluate the grants and what are their proposals to make the grant system more "user friendly".

A szerzők 300 magyar kis- és középvállalatot (KKV) tartalmazó mintán vizsgálják a különböző stratégiai orientációk teljesítményre gyakorolt hatását. Ismeretes, hogy a gazdasági környezet változása erősítheti (stimulálhatja), illetve korlátozhatja e kapcsolat szorosságát. Az eredmények alapján elmondható, hogy a modellben alkalmazott stratégiai orientációk közül elsősorban a vállalkozói orientáció és mérsékelt módon az ügyfélkapcsolati orientáció hat pozitívan a KKV-k teljesítményére. Megerősítést nyert az a sejtés, hogy a piaci és az innovációra irányuló orientáció akkor értékelődik fel, ha a környezetben turbulens (gyakran előre jelezhetetlen) erők hatnak. / === / The authors examine the effect of different strategic orientations on business performance on a sample of 300 small and medium sized enterprises (SME) in Hungary. It is widely known that the competitive environment might stimulate or hinder the relationship between strategic orientations and business performance. The results show that out of six strategic orientations the entrepreneurial orientation has the strongest effect on SME performance. Customer relationship orientation is also responsible for the performance development of SMEs, although to a lesser extent. Furthermore, it has been reinforced that market and innovation orientation takes its importance if there are turbulent forces in the environment.

A kis- és középvállalatok számottevő gazdasági tényezőt jelentenek. A cikk a szakirodalom azon egyre szélesedő részéhez szeretne hozzátenni, amely az ő gyakorlatuk, sajátosságaik megismerésével foglalkozik: a KKV-k beszerzési sajátosságainak megismerését és rendező modellben való bemutatását célozza meg. A modell felépítéséhez a nemzetközi szakirodalomban elérhető empirikus eredményeket és a versenyképesség-kutatás kérdőíves adatbázisának válaszait dolgozza fel. A javasolt modell a nagyvállalati beszerzés és a fogyasztói vásárlás jellemző sajátosságait egészíti ki a KKV-k gyakorlatának leírásával. ________________ Small and medium sized enterprises play an important role in every economy. This article aims to contribute to the growing number of literature focusing on SMEs management practice. Based on a review of literature and the analysis of the survey database of Competitiveness Research of CUB it develops a model to describe the characteristics of the purchasing practice of SMEs. The suggested model will describe the main attributes of SMEs purchasing as compared to large companies practice and buying habits of individuals.

The paper highlights the main trends and barriers of this internationalisation process. Methodology included document analyses, interviews, and the analyses of statistical databases.

As part of a wider research program we analysed the theoretical frameworks and the developments of the process of internationalisation (transnationalisation) of small- and medium-sized enterprises in the European Union and specifically in Hungary and Spain. We tried to highlight the barriers and trends of internationalisation. We consider internationalisation of the SME sector as a crucial factor in increasing competitiveness and as an important condition for sustainable and dynamic growth and improving employment (Europe 2020). We made policy recommendation mostly for the government in terms of how to promote the process. We carried out analyses of documents and databases, interviews, and online data collection.

The innovation capacity (efforts, activities and results) however of the individual SMEs is very limited. Food production (including SMEs) has to fulfil food safety requirements in a rapidly increasing extent, which implies a continuous innovation and development process from all market players. In Hungary the agri-food sector had to face a suddenly increased competition especially after the EU enlargement. Based on survey data this paper examines the efforts, activities and results in knowledge acquisition, utilisation, coordination and transfer in the Central Hungarian food SMEs. We have found (using ordered logistic regression) that R&D expenditures, achieved innovations, export/import orientation as well as the networking activity of the SMEs play significant role in market development.

In the new social media context, it is gradually more common to say that each party can itself be considered a media content provider, firms included (through their brand pages). This tendency is reflected in a rising professional field called “content marketing”. This study incorporates the perspective of small and medium-sized enterprises (SMEs) into the scope of social media (SM) as a marketing communications and media content distribution system. In an exploratory content analysis of 20 official SM brand pages with 1281 analyzed posts the authors study how SMEs respond to the advent of a new paradigm of marketing communications with special attention to their usage of media-specific contents. SM impels companies to eventually rethink the traditional one-way communication flow of their marketing messages and to incorporate a new, two-way communication into their marketing strategy, where (their engaged and involved) users can create, modify, share and discuss content related to the firm’s activity. This study’s preliminary results show that diffusing content generally acts for SMEs as a facilitator to involve fans by offering a thematized space for them to manifest themselves in company-related topics. Therefore, content adds to the firms’ possibilities of brand positioning by offering a reflection of fans’ company- and contentrelated behavior, which is a supplementary source of information.
