Resumo:
On the political economy of development and the contribution of services. This paper aims to ponder on recent approaches to Political Economy of Development, that bring about new concepts about the role of services activities in the economic development process. The analysis begins by checking the new attributions of services entailed by the productive paradigm changes that have occurred since the 1970's. Then, it examines the debate about the new kind of society, called "post-industrial", which is centered in the services dynamics. Finally, it discusses the relevance of social capital disponibility, as a prime factor to attain economic development

Tähän vesienhoidon toimenpideohjelmaan vuosille 2016–2021 on koottu tiedot Pohjois-Karjalan pinta- ja pohjavesien tilasta sekä tarvittavista toimenpiteistä vesien tilan parantamiseksi ja hyvän tilan ylläpitämiseksi. Ohjelmassa on tarkistettu ja täydennetty vesienhoitokaudelle 2010–2015 laaditussa toimenpideohjelmassa esitetyt tiedot. Tarkastelussa oli 538 pintavesimuodostumaa. Vesien tilaa heikentävät erityisesti hajakuormituksen aiheuttama rehevöityminen ja paikoin pistekuormitus. Rakenteelliset muutokset, kuten padot ja perkaukset ovat vaikuttaneet etenkin virtavesien tilaan. Luokitellusta järvipinta-alasta 92 % on erinomaisessa tai hyvässä ja 8 % hyvää heikommassa ekologisessa tilassa. Jokimuodostumien kokonaispituudesta 78 % on vähintään hyvässä ja 22 % hyvää huonommassa tilassa. Kemiallista tilaa heikentävät nikkelipitoisuus kaivosteollisuuden alapuolisissa vesistöissä Outokummussa sekä runsashumuksissa vesistöissä yleisesti korkeahko kalojen elohopeapitoisuus. Tämä on pääosin seurausta kaukokulkeumana tulevasta laskeumasta. Ohjelmassa esitetään toimenpiteitä mm. maataloudesta ja muista hajalähteistä aiheutuvan ravinnehuuhtouman vähentämiseksi sekä yhdyskuntien, kaivostoiminnan ja turvetuotannon päästöjen hallintaan. Lisäksi esitetään kunnostustoimia rehevöityneiden järvien ja rakenteellisesti muuttuneiden vesistöjen tilan parantamiseksi. Pohjavesien tila on pääosin hyvä. Uhkatekijöitä ovat pilaantuneet maa-alueet, tiestö, asutuksen leviäminen, maa-ainesten otto ja ampumaradat. Pohjois-Karjalan 342 pohjavesialueesta kaksi on määritelty riskialueeksi ja kemialliselta tilaltaan huonoksi. Selvityskohteiksi on esitetty kahdeksan pohjavesialuetta. Tärkeimpinä toimenpiteinä ovat pohjavesien suojelusuunnitelmiin sisältyvien toimien toteuttaminen, pilaantuneita maa-alueita koskevat toimenpiteet, peltoviljelyn pohjavesien suojelutoimet, tiealueiden suojaukset, maa-ainesottoalueiden kunnostaminen sekä pohjavesien seuranta. Esitettyjen toimien kokonaiskustannukset ovat noin 41 milj. € vuodessa. Lainsäädäntöön perustuvien perustoimenpiteiden kustannukset ovat noin 32 milj. €/v. Se koostuu asutuksen ja turvetuotannon vesien puhdistuksesta ja pilaantuneiden alueiden kunnostuksesta. Täydentävien toimenpiteiden rahoitustarve on noin 8,5 milj. € vuodessa. Siitä suuren osan muodostavat maa- ja metsätalouden kuormituksen vähentämistoimenpiteet, haja-asutuksen viemäröintikustannukset ja vesistöjen kunnostustoimet. Toteuttamalla ohjelman mukaiset toimet ekologisen tilan tavoitteet arvioidaan pääosin saavutettavan. Noin 50 vesistössä tavoitteen toteutumiseen esitetään jatkoaikaa vuoteen 2021 tai 2027. Kemiallisen tilan tavoitteen saavuttamiseen tarvitaan jatkoaikaa vuoteen 2027. Pohjavesialueilla hyvän tilan arvioidaan säilyvän kaikissa selvityskohteissa, sen sijaan riskialueilla jatkoaika v. 2027 on tarpeen.

ABSTRACT The article presents an analysis of the Creative Economy in Brazil, showing its development potential for the generation of income and employment, in order to the country's development resumption. They are initially presented concepts and features of the Creative Economy for, in sequence, to analyze the economic development profile and potential of this industry in Brazil. The empirical part introduces some methodological aspects, in continuing with the analysis of the creative chain contribution to the generation of Value Added and employment in the country, and a vision of their foreign trade.potential. Finally, the challenges to the implementation of public policies are investigated.

The thesis presents a comparison of the national energy policies of the Federal Republic of Germany and Canada from 1973 until the late 1980s. The purpose of this paper is to analyze whether economic and/or environmental concerns were responsible for changes in the· West-German and Canadian national energy policies. Furthermore, the feasibility of implementing a soft energy path in West-Germany and Canada is examined. For better comprehension of the policy-making process and implemented changes in the national energy policies of the two states, the West-German and Canadian parliamentary systems and the political cultures were compared. For the analysis, several events with international impact were taken as guidelines. Furthermore, based on statistical data, the West-German and Canadian energy production and consumption were analyzed. With reference to these results the degree of the de facto changes in the national energy policies were analyzed. In addition, the thesis discusses the possibilities which a soft energy path offers to both national governments to renounce themselves from the dependencies on a few energy resources. The thesis reveals that changes in the West-German and Canadian national energy policies, in their energy production and consumption are correlated to various world events. In particular, governmental reponses security of energy supply by the two international oil crises of 1973 and 1979/1980 demonstrate that changes in the West-German and Canadian national energy policies were implemented in reaction to economic concerns than environmental ones. With the policies "away from oil" and "off oil", the West-German and Canadian government implemented the i i substitution of oil through various diverse energy supply resources. However, energy savings concepts and policies were initiated through the first oil crisis in 1973. The world recessions in 1975 and 1982 had no 'profound impacts on the agenda of West-German and Canadian energy policies. As a consequence of the stagnation or the negative growth of the world economic market, changes in their energy production and consumption can be perceived. However, the West-German and Canadian energy production and consumption intensified with the augmentation of the world economy. During the period of study, environmental concerns were taken into account in the energy policy agendas of the Federal Republic of Germany and Canada but they were not of primary concern. wi thin the decade of. the 1980s notably more environmental considerations were taken into account in the energy policies of the two states. The two nuclear reactor accidents in 1979 and 1986 sharpened to various degrees West-German and Canadian public discourse of present energy supply mix and attitude towards energy production and consumption. The statistical data reflects yet no changes in the energy policies in regard to the position of nuclear power. However, in the next several years possible changes can be observed through statistical data, because the planning, the construction and possible phase out of nuclear power requires several years. Finally, the thesis reveals that the implementation of a soft energy path requires profound changes in the consumer behaviour. As several studies indicate, a soft energy path is technological and economically feasible for the Federal Republic of Germany and Canada, its implementation remains to be a political decision.

Objectlve:--This study examined the intraclass reliability· of different measures of the
excitability of the Hoffmann reflex, derived from stimulus-response curves. The slope of the
regression line of the H-reflex stimulus-response curve advocated by Funase et al. (1994) was
also compared to the peak of the first derivative of the H-reflex stimulus-response curve
(dHIdVmax), a new measure introduced in this investigation. A secondary purpose was to explore
the possibility of mood as a covariate when measuring excitability of the H-reflex arc.
Methods: The H-reflex amplitude at a stimulus intensity corresponding to 5% of the
maximum M-wave (Mmax) is an established measure that was used as an additional basis of
comparison. The H-reflex was elicited in the soleus for 24 subjects (12 males and 12 females)
on five separate days. Vibration was applied to the Achilles tendon prior to stimulation to test
the sensitivity of the measures on test day four. The means of five evoked potentials at each
gradually increasing intensity, from below H-reflex threshold to above Mmax, were used to create
both the H-reflex and M-wave stimulus response curves for each subject across test days. The
mood of the subjects was assessed using the Subjective Exercise Experience Scale (SEES) prior
to the stimulation protocol each day.
Results: There was a modest decrease in all H-reflex measures from the first to third test day,
but it was non-significant (P's>0.05). All measures of the H-reflex exhibited a profound
reduction following vibration on test day four, and then returned to baseline levels on test day
five (P's<0.05). The intraclass correlation coefficient (ICC) for H-reflex amplitude at 5% of
Mmax was 0.85. The ICC for the slope of the regression line was 0.79 while it was 0.89 for
dH/dVmax. Maximum M-wave amplitude had an ICC of 0.96 attesting to careful methodological

We propose finite sample tests and confidence sets for models with unobserved and generated regressors as well as various models estimated by instrumental variables methods. The validity of the procedures is unaffected by the presence of identification problems or \"weak instruments\", so no detection of such problems is required. We study two distinct approaches for various models considered by Pagan (1984). The first one is an instrument substitution method which generalizes an approach proposed by Anderson and Rubin (1949) and Fuller (1987) for different (although related) problems, while the second one is based on splitting the sample. The instrument substitution method uses the instruments directly, instead of generated regressors, in order to test hypotheses about the \"structural parameters\" of interest and build confidence sets. The second approach relies on \"generated regressors\", which allows a gain in degrees of freedom, and a sample split technique. For inference about general possibly nonlinear transformations of model parameters, projection techniques are proposed. A distributional theory is obtained under the assumptions of Gaussian errors and strictly exogenous regressors. We show that the various tests and confidence sets proposed are (locally) \"asymptotically valid\" under much weaker assumptions. The properties of the tests proposed are examined in simulation experiments. In general, they outperform the usual asymptotic inference methods in terms of both reliability and power. Finally, the techniques suggested are applied to a model of Tobin’s q and to a model of academic performance.

It is well known that standard asymptotic theory is not valid or is extremely unreliable in models with identification problems or weak instruments [Dufour (1997, Econometrica), Staiger and Stock (1997, Econometrica), Wang and Zivot (1998, Econometrica), Stock and Wright (2000, Econometrica), Dufour and Jasiak (2001, International Economic Review)]. One possible way out consists here in using a variant of the Anderson-Rubin (1949, Ann. Math. Stat.) procedure. The latter, however, allows one to build exact tests and confidence sets only for the full vector of the coefficients of the endogenous explanatory variables in a structural equation, which in general does not allow for individual coefficients. This problem may in principle be overcome by using projection techniques [Dufour (1997, Econometrica), Dufour and Jasiak (2001, International Economic Review)]. AR-types are emphasized because they are robust to both weak instruments and instrument exclusion. However, these techniques can be implemented only by using costly numerical techniques. In this paper, we provide a complete analytic solution to the problem of building projection-based confidence sets from Anderson-Rubin-type confidence sets. The latter involves the geometric properties of “quadrics” and can be viewed as an extension of usual confidence intervals and ellipsoids. Only least squares techniques are required for building the confidence intervals. We also study by simulation how “conservative” projection-based confidence sets are. Finally, we illustrate the methods proposed by applying them to three different examples: the relationship between trade and growth in a cross-section of countries, returns to education, and a study of production functions in the U.S. economy.

La croissance de la population vieillissante en Amérique du Nord a un impact significatif sur nos politiques sociales. Ainsi, l’État québécois met à la disposition des personnes âgées une aide afin de faciliter le maintien à domicile. Qui a maintenant la responsabilité de répondre aux besoins des personnes âgées; est-ce la famille ou l’État? Si la réponse peut nous aider à formuler des politiques sociales équitables, elle nous pousse aussi à repenser le lien social à la lumière de la dépendance. Dans un premier temps nous nous pencherons sur l’évolution de l’éthique de la sollicitude pour ensuite analyser les apports des études sur la production du handicap. Puisque la problématique de la dépendance s’avère cruciale dans ce débat, les écrits de deux théoriciens français, Albert Memmi et Bernard Ennuyer, nous aideront à élucider la question de la dépendance. Nous verrons par la suite comment ces divers apports peuvent nous amener à reconceptualiser le lien social.
