Executive Summary: Observations show that warming of the climate is unequivocal. The global warming observed over the past 50 years is due primarily to human-induced emissions of heat-trapping gases. These emissions come mainly from the burning of fossil fuels (coal, oil, and gas), with important contributions from the clearing of forests, agricultural practices, and other activities. Warming over this century is projected to be considerably greater than over the last century. The global average temperature since 1900 has risen by about 1.5ºF. By 2100, it is projected to rise another 2 to 11.5ºF. The U.S. average temperature has risen by a comparable amount and is very likely to rise more than the global average over this century, with some variation from place to place. Several factors will determine future temperature increases. Increases at the lower end of this range are more likely if global heat-trapping gas emissions are cut substantially. If emissions continue to rise at or near current rates, temperature increases are more likely to be near the upper end of the range. Volcanic eruptions or other natural variations could temporarily counteract some of the human-induced warming, slowing the rise in global temperature, but these effects would only last a few years. Reducing emissions of carbon dioxide would lessen warming over this century and beyond. Sizable early cuts in emissions would significantly reduce the pace and the overall amount of climate change. Earlier cuts in emissions would have a greater effect in reducing climate change than comparable reductions made later. In addition, reducing emissions of some shorter-lived heat-trapping gases, such as methane, and some types of particles, such as soot, would begin to reduce warming within weeks to decades. Climate-related changes have already been observed globally and in the United States. These include increases in air and water temperatures, reduced frost days, increased frequency and intensity of heavy downpours, a rise in sea level, and reduced snow cover, glaciers, permafrost, and sea ice. A longer ice-free period on lakes and rivers, lengthening of the growing season, and increased water vapor in the atmosphere have also been observed. Over the past 30 years, temperatures have risen faster in winter than in any other season, with average winter temperatures in the Midwest and northern Great Plains increasing more than 7ºF. Some of the changes have been faster than previous assessments had suggested. These climate-related changes are expected to continue while new ones develop. Likely future changes for the United States and surrounding coastal waters include more intense hurricanes with related increases in wind, rain, and storm surges (but not necessarily an increase in the number of these storms that make landfall), as well as drier conditions in the Southwest and Caribbean. These changes will affect human health, water supply, agriculture, coastal areas, and many other aspects of society and the natural environment. This report synthesizes information from a wide variety of scientific assessments (see page 7) and recently published research to summarize what is known about the observed and projected consequences of climate change on the United States. It combines analysis of impacts on various sectors such as energy, water, and transportation at the national level with an assessment of key impacts on specific regions of the United States. For example, sea-level rise will increase risks of erosion, storm surge damage, and flooding for coastal communities, especially in the Southeast and parts of Alaska. Reduced snowpack and earlier snow melt will alter the timing and amount of water supplies, posing significant challenges for water resource management in the West. (PDF contains 196 pages)

Some 25 to 30 yr ago, when we as students were beginning our respective careers and were developing for the first time our awareness of marine mammals in the waters separating western North America from eastern Asia, we had visions of eventually bridging the communication gap which existed between our two countries at that time. Each of us was anxious to obtain information on the distribution, biology, and ecological relations of "our" seals and walruses on "the other side," beyond our respective political boundari~s where we were not permitted to go to study them. We were concerned that the resource management practices on the other side of the Bering and Chukchi Seas, implemented in isolation, on a purely unilateral basis, might endanger the species which we had come to know and were striving to conserve. At once apparent to both of us was the need for free exchange of biological information between our two countries and, ultimately, joint management of our shared resources. In a small way, we and others made some initial efforts to generate that exchange by personal correspondence and through vocal interchange at the annual meetings of the North Pacific Fur Seal Commission. By the enabling Agreement on Cooperation in the Field of Environmental Protection, reached between our two countries in 1972, our earlier visions at last came true. Since that time, within the framework of the Marine Mammal Project under Area V of that Agreement, we and our colleagues have forged a strong bond of professional accord and respect, in an atmosphere of free intercommunication and mutual understanding. The strength and utility of this arrangement from the beginning of our joint research are reflected in the reports contained in this, the first compendium of our work. The need for a series of such a compendia became apparent to us in 1976, and its implementation was agreed on by the regular meeting of the Project in La Jolla, Calif., in January 1977. Obviously, the preparation and publication of this first volume has been excessively delayed, in part by continuing political distrust between our governments but mainly by increasing demands placed on the time of the contributors. In this period of growing environmental concern in both countries, we and our colleagues have been totally immersed in other tasks and have experienced great difficulty in drawing together the works presented here. Much of the support for doing so was provided by the State of Alaska, through funding for Organized Research at the University of Alaska-Fairbanks. For its ultimate completion in publishable form we wish to thank Helen Stockholm, Director of Publications, Institute of Marine Science, University of Alaska, and her staff, especially Ruth Hand, and the numerous referees narned herein who gave willingly oftheir time to review each ofthe manuscripts critically and to provide a high measure of professionalism to the final product. The authors provide an extensive annotated bibliography to a full list of species occurring in Scotland, to highlight what is known about them and to indicate potential areas for further research. The list of references brings together published research papers and numerous unpublished theses and reports, including experimental and laboratory studies conducted in Scotland, although some may not have unique application to the fish fauna in Scottish waters. There has been no attempt to include references that are made incidentally in the general literature intended for naturalists.

The East African Great Lakes are now well known for (1) their fisheries, of vital importance for their rapidly rising riparian human populations, and (2) as biodiversity hotspots with spectacular endemic faunas, of which the flocks of cichlid fishes unique to each of the three largest lakes, Tanganyika, Malawi and Victoria, offer unique opportunities to investigate how new species evolve and coexist. Since the early 1990s research involving over a hundred scientists, financed by many international bodies, has produced numerous reports and publications in widely scattered journals. This article summarizes their main discoveries and examines the status of, and prospects for, the fisheries, as well as current ideas on how their rich endemic fish faunas have evolved. It first considers fisheries projects in each of the three lakes: the deep rift valley lakes Tanganyika and Malawi and the huge Victoria, all of which share their waters between several East African countries. Secondly it considers the biodiversity surveys of each lake, based on underwater (SCUBA) observations of fish ecology and behaviour which have revealed threats to their fish faunas, and considers what conservation measures are needed. Thirdly, using the lakes as laboratories, what have the international investigations (including DNA techniques and follow-up aquarium experiments) now revealed about the origins and relationships of their cichlid species flocks and mechanisms of evolution?

A brief review of work carried out since the laboratory was established ten years ago will put present studies into perspective and show to what extent the aims of this organisation are being fulfilled. These aims can be simply defined under two heads: the maintenance of a watch on the commercial fisheries and original research designed to provide the necessary if these fisheries are to be exploited rationally and managed efficiently. While reference to past results, which cover a wide range of subjects, can best be made in the appropriate sections of this report, a short general statement on the Lake Victoria Fisheries may be useful. From the earliest records contained in Michael Graham's Report it was clear that even before 1929 considerable inroads had been made the stocks of fish in Lake Victoria. Some control measures were subsequently introduced which must have had a moderating effect, but so the Game Department reports continued to express concern regarding the state of the fisheries. During the last war some reduction in fishing effort occurred due to ,a shortage of nets, this afforded some respite to the fisheries, but after this period the fishing effort again increased steadily. At the present time the fishing effort is higher than it has ever been.

The annual report presents present activities and achievements for the reporting year 2011/2012. The Objectives of NaFIRRI are highlighted below: a) Generation of knowledge and technologies of strategic importance for the management, development and conservation of fisheries resources and water quality. b) Establishment and management of the human, physical and financial resources of the National Fisheries Resources Research Institute. c) Provision of technical backstopping and capacity building to the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), Zonal Agricultural Research and Development Institutes (ZARDIs) and other agencies dealing in fisheries research and water quality. d) Development and management of fisheries research information and ensuring collaboration with stakeholders. e) Planning, monitoring and evaluation of all fisheries research programmes undertaken by the institute to ensure conformity with national research strategy. f) Ensuring the quality of knowledge and technologies developed, multiplied and disseminated through uptake pathways. g) Generation of periodic reports on fisheries and water quality research programmes to National Agricultural Research Council (NARC) and other stakeholders. h) Establishment of sustainable linkages and partnerships with local, regional and international research bodies.

In this work, the neutron radiation field at Heavy Ion Research Facility in Lanzhou (HIRFL) was investigated. Total neutron yields, spectra and angular distributions in the bombardment of various thick targets by C-12 and O-18 ions with energies up to 75 MeV/u were obtained using the activation method. The neutron dose equivalent rates of 60 MeV/u O-18 on various thick targets at different angles were measured with a modified A-B remmeter. Our results are compared with those of other reports.

The emergence of a sensor-networked world produces a clear and urgent need for well-planned, safe and secure software engineering. It is the role of universities to prepare graduates with the knowledge and experience to enter the work-force with a clear understanding of software design and its application to the future safety of computing. The snBench (Sensor Network WorkBench) project aims to provide support to the programming and deployment of Sensor Network Applications, enabling shared sensor embedded spaces to be easily tasked with various sensory applications by different users for simultaneous execution. In this report we discus our experience using the snBench research project as the foundation for semester-long project in a graduate level software engineering class at Boston University (CS511).

India has compelling need and keen aspirations for indigenous clinical research. Notwithstanding this need and previously reported growth the expected expansion of Indian clinical research has not materialized. We reviewed the scientific literature, lay press reports, and ClinicalTrials.gov data for information and commentary on projections, progress, and impediments associated with clinical trials in India. We also propose targeted solutions to identified challenges. The Indian clinical trial sector grew by (+) 20.3% CAGR (compound annual growth rate) between 2005 and 2010 and contracted by (-) 14.6% CAGR between 2010 and 2013. Phase-1 trials grew by (+) 43.5% CAGR from 2005-2013, phase-2 trials grew by (+) 19.8% CAGR from 2005-2009 and contracted by (-) 12.6% CAGR from 2009-2013, and phase-3 trials grew by (+) 13.0% CAGR from 2005-2010 and contracted by (-) 28.8% CAGR from 2010-2013. This was associated with a slowing of the regulatory approval process, increased media coverage and activist engagement, and accelerated development of regulatory guidelines and recuperative initiatives. We propose the following as potential targets for restorative interventions: Regulatory overhaul (leadership and enforcement of regulations, resolution of ambiguity in regulations, staffing, training, guidelines, and ethical principles [e.g., compensation]).Education and training of research professionals, clinicians, and regulators.Public awareness and empowerment. After a peak in 2009-2010, the clinical research sector in India appears to be experiencing a contraction. There are indications of challenges in regulatory enforcement of guidelines; training of clinical research professionals; and awareness, participation, partnership, and the general image amongst the non-professional media and public. Preventative and corrective principles and interventions are outlined with the goal of realizing the clinical research potential in India.

While E-learning technologies are continuously developing, there are number of emerging issues and challenges that have significant impact on e-learning research and design. These include educational, technological, sociological, and psychological viewpoints. The extant literature points out that a large number of existing E-learning systems have problems with offering reusable, personalized and learner-centric content. While developers are placing emphasis on the technology aspects of e-learning, critical conceptual and pedagogical issues are often ignored. This paper will reports on our research in design and development of personalised e-learning systems and some of the challenges and issues faced.
