The National Program for Strengthening Family Agriculture (Pronaf) has included family farmers into the scope of public policies, by following the trends of policies from the 1990s to democratize access to financial resources. Sustainability has been put into the program. In this study, the overall purpose was analyze the objectives of Pronaf, in the context of economic development. We found out that Pronaf would not allow evaluating the relation among activities conducted and results obtained by the program. Thus, it would be inconsistent. Besides analyzing official documents, other specific objectives were to analyze the consistency of Pronaf and, in case of inconsistency, propose a logical framework matrix. No project was found, only the legislation. The analyse of the latter does not allow filling the matrix and this indicates an inconsistency. A full matrix was proposed.

This study sought to raise the water issue is addressed in the teaching of chemistry in public schools through the notebooks Curricular Proposal of the State of Sao Paulo. First we tried to do a survey of knowledge related to construction of the concept of historical perspective, the physical and chemical properties, their importance to man and the particulars of the national curriculum for this subject. The methodology used was qualitative, descriptive and documentary. We analyzed the books for the first, second and third marking periods and the three series (the 4th book had not yet been distributed). As expected the first scenario, the proposed curriculum addresses the topic in greater depth in only one of the notebooks of the second year of high school. The approaches are no longer linked to health issues and the environment, cross-cutting issues considered by the NCP and important for students to make associations between the chemical content and their daily lives. We conclude that the contract should be evaluated by teachers and that their use should be involved in drawing up a plan that takes into account the aspects that seem incomplete. We also emphasize that although the proposal is interesting from the standpoint of teaching, teachers need training to its full use in the classroom

This research attempts to analyze the relationship between the National Secondary Education Examination and the design of teaching, specifically in the way of defining what should be taught, in the present National Curriculum identifying clues that help us in the explanation of a conception of teaching and making the confrontation between the evaluation device in this ENEM. We intend to identify, even if there is consistency between what is taught and what is learned in schools, whether it public or private, and it evaluates the evidence as ENEM. This work is part of the Bachelor's Degree in Education Full theme is a critical analysis of the evaluation system ENEM regarding their school pedagogical practices. The overall goal is to bring to light the evaluative perspective envisaged in secondary education as a training practice, regarding the evaluation method levied by the National Examination of Secondary Education, seeking to raise the following reflection: The evaluation addressed in high school according to the National Curriculum meets view of the National Middle School? To answer this question, the work specified in a field research through analysis of evidence applied to the Portuguese Language School students in two schools, one in public and one private school, both in the city of Rio Claro, São Paulo, the analysis on the Matrix Reference ENEM in order to show whether the school pedagogical practice meets the demand of this evaluation system. With reference to curricular changes proposed by the CNE Resolution 1 /2002 and CNE 2/2002 on Teacher Education in Basic Education teaching degree - this study aims to analyze the new professional profile proposed in curriculum pedagogy , Physical Education , Science Biology , Mathematics , Physics and Geography . Within the curriculum guidelines was observed in a more normative articulated curriculum, focused on action-reflection- action. A guided design in practical rationality and the skills set without breaking the commitment of the public university with emancipation and quality education . Although there is this understanding we must also attend to the care that must be given to the new guidelines , based on the same reveal great concern with vocational training , with its instrumentation , with the pragmatic and utilitarian dimension of the training process . It is noteworthy that throughout the twentieth century in Brazil , where he fought for educational policies that were to solidify the construction of teacher identity , but the gains have largely remained restricted to the issue of educational reforms and a roster of disciplines , called pedagogical varnish . Therefore, this work is to deepen this thematic perspective , studying the identity of the teacher in the new curriculum design presented by undergraduate courses . Therefore , the central objective seeks to understand how the identity of teacher ( professional profile ) was presented in the proposals for teacher training , as well as the different elements that make up this identity process . According to the Brazilian National Curriculum Parameters (PCN), the teaching of astronomy must provide subjects to the teaching/learning processes of basic education, acquisition of skills and competencies in order to form a critical, reflective and conscious citizen. Several surveys on teaching astronomy show that some changes need to be made in educational, aiming to provide to participants (students and teachers) of the teaching/learning real and significant conditions of knowledge aiming to astronomy. Thus, by prior construction, implementation and evaluation, of a course on astronomy, thought and implemented by the author in a public school in elementary school and high school in a town in São Paulo state, aimed to this work: know the challenges that teachers face in teaching Astronomy and identify possible contributions in formative processes of these teachers in service. So, the study revealed that teachers have many difficulties to teach the concepts of astronomy because of the deficit in their formations, both in specific and pedagogical knowledge that was the main problem pointed out by them. In view of this, it was possible to say here that the lack of specific knowledge about astronomy and pedagogical knowledge of how to teach this area are two hotspots in the dynamics of these school teachers who have the challenge of teach an area that really do not know

Due to the large economic development associated with the growing consumerist lifestyle of our capitalist society, the problem of uncontrolled solid waste generation worsens, which one is considered to be one of the main responsible factors for environmental degradation. As a case study and in order to solve the problem of large generation of municipal solid waste, this work aims to study the “plano diretor” of Rio Claro city, São Paulo. The “plano diretor” is a municipal law that provides guidelines for the administration of the city, which include guidelines for the management of solid waste generated in the city. The guidelines required in order to write the “plano diretor” are provided by the national law “estatuto da cidade”, providing information for the planning and development of the cities, as well as the management of the urban environment. However, only the “estatuto da cidade” does not provide enough instructions for creating management plans in order to solve the many problems from the urban environment. Thus, studies have been done about urban and environmental management, to understand how municipal management plans should be structured. As a form of seeking information that can complement the “plano diretor” to the creation of policies for managing solid waste of the city, the “Política Nacional de Resíduos Sólidos”(PNRS) emerges in 2010 as a document which provides principles, objectives and guidelines to create plans for Solid Waste Management at the national, state, regional and municipal levels. Therefore, it was possible to make a joint analysis of the “plano diretor” of Rio Claro with the PNRS to identify what is already done within the municipality about the solid waste management, and identify which aspects are most significant in the municipal solid waste management that the national policy provides. The growing population, purchasing power and changing the profile of Brazilian consumers are the facts to justify the increase in waste production in the country. According to the National Research Sanitation made by IBGE in 2000, Brazil produced 241,614 tons of waste per day, equivalent to approximately 90 million tons per year. This growth leads researchers to consider a better way to dump this material in order to mitigate the damage to population health and the environment. For this, one of the possible actions is the search for alternative disposal technological development, a possible solution being the construction of landfills. But many cities, especially those from regions of poor or agricultural base, do not always have sufficient resources and open spaces for the construction of a landfill as required by law. Fits like a context in which it operates as an alternative technology for inter-municipal consortia landfill and public-private partnerships in order to contribute to the sustainable development of cities. The law that regulates public consortia is the Federal Law 11.107 of April 2005, as the law that regulates and makes possible the Public-Private Partnership is the Federal Law 11.079 of 2004. Consortia are entities that bring together several municipalities, with or without the State and the Union to carry out joint actions that if were borne singly, not would achieve the same results or would lose a greater volume of resources, and would demand more time. The public-private partnership consist of one or more municipalities and a private company, selected by public tender, which becomes responsible for implementation, maintenance and operation of the landfill. n this paper I pose some questions that I systematized after taking part in a colloquium proposed by the National Conference on Education (CONAE 2010) to discuss the theme “Environmental Education and Curriculum Contextualization”. Regarding public environmental education policies, I try to indicate some perspectives that are both coherent with what Brazilian educators and environmentalists have been proposing and considered necessary for the consolidation of an Articulated National Education System. I present a synthesis of the environmental education proposals systematized in the CONAE Reference Document, which was designed as a guide to state and local conferences. I make an effort to carry out a preliminary analysis of both the process and the content of the public environmental education proposals systematized in the Essential Documents (Volumes I and II), Thematic Plenary Meeting Documents, and Final Document. Furthermore, I try to present a short synthesis of the prevailing tendencies of educational policies in Brazil in the last decades, pointing out the meaning and need of social activism for the construction of public policies for education, in general, and for environmental education, specifically.

The government of a megalopolis, such as São Paulo, shows singular challenges that do not exist in less complex urban contexts. Being a city of a country with a recent industrialized economy, with an income (functional and geographical) highly concentrated, that has resumed the democracy for only one quarter of a century, this megacity lives with its own political and organizational assignments, due to the contradictory character of the political behavior of its habitants/ voters and of the traditionalist nature of populism and patronage in the relationship between the rulers and the ruled and between the Executive and Legislative powers at the local level. In such context, the difficulties to prosecute the assignments of the metropolitan organization, the decentralization and the institutionalization of citizen participatory channels in the governance and administrative activities are huge. The centrifuge forces (of the decentralization of the local government, through subprefectures), the centripetal forces ( of the metropolitan organization process) and the diffuse forces (of the claiming popular participation) act simultaneously over the deciding processes, in São Paulo, receiving, still, state and national political influences, since the city is a very significant historically producer of political and electoral capital. The analysis of the recent experience of the creation of the subprefectures and the representative counsels (fixed in the Municipality Organic Law of 1990) and the attempt to implement the participatory budgeting, in two occasions (1989-1992 and 2001-2004), reveal some of the social and political reasons that make difficult the establishment of a solidly democratic governance and of a more efficient public administration in the metropolitan area of São Paulo.

This study aims to analyze the possibilities of integration of new information and communication technologies (ICT) in teaching and learning in a school of public elementary school Municipal Araraquara. This is a survey based on a qualitative approach, which has a strategy Case Study. Made an analysis of the Curriculum Guidelines and Policy Project (PPP) school selected, in order to check how the school addresses the issue of the use of new technologies in the educational process. For the analysis of the Curriculum Guidelines and Educational Policy Project found that the school has studied a concern to make use of ICT in teaching and learning, featuring an awareness of the importance of technology in education, but does not describe ways to integrate curricularmente them. The integration of new technologies into the curriculum requires a systematic reflection about their goals, their technical and content chosen. Not only is working with new technologies aimed at digital inclusion of students, but we need to integrate the school into their curricular, integrate them into the process of teaching and learning. Today ICT configure themselves into a new form of language, essential for knowledge representation and, if so, their presence in the school curriculum is crucial.
