This thesis presents a way to plan and deploy the strategy of a small retailing company with use of lean six sigma technics. In small companies there are mostly no future strategic planning based on the external market and customer needs. Aiming for effective strategies, it is necessary to deal with significant information and transparency of plans and targets. With lean six sigma method it can be achieved and this Thesis has the purpose of analysis of the method application in the creation of a strategy for a small company in the city of Franca, state of São Paulo. The outcomes are a financial and market analysis, a structured strategic planning, an employees function outline, the creation of plans, indicators and targets, and the employees and owners' opinion regarding the new way of working

Background: Warfarin-dosing pharmacogenetic algorithms have presented different performances across ethnicities, and the impact in admixed populations is not fully known. Aims: To evaluate the CYP2C9 and VKORC1 polymorphisms and warfarin-predicted metabolic phenotypes according to both self-declared ethnicity and genetic ancestry in a Brazilian general population plus Amerindian groups. Methods: Two hundred twenty-two Amerindians (Tupinikin and Guarani) were enrolled and 1038 individuals from the Brazilian general population who were self-declared as White, Intermediate (Brown, Pardo in Portuguese), or Black. Samples of 274 Brazilian subjects from Sao Paulo were analyzed for genetic ancestry using an Affymetrix 6.0 (R) genotyping platform. The CYP2C9*2 (rs1799853), CYP2C9*3 (rs1057910), and VKORC1 g.-1639G>A (rs9923231) polymorphisms were genotyped in all studied individuals. Results: The allelic frequency for the VKORC1 polymorphism was differently distributed according to self-declared ethnicity: White (50.5%), Intermediate (46.0%), Black (39.3%), Tupinikin (40.1%), and Guarani (37.3%) (p < 0.001), respectively. The frequency of intermediate plus poor metabolizers (IM + PM) was higher in White (28.3%) than in Intermediate (22.7%), Black (20.5%), Tupinikin (12.9%), and Guarani (5.3%), (p < 0.001). For the samples with determined ancestry, subjects carrying the GG genotype for the VKORC1 had higher African ancestry and lower European ancestry (0.14 +/- 0.02 and 0.62 +/- 0.02) than in subjects carrying AA (0.05 +/- 0.01 and 0.73 +/- 0.03) (p = 0.009 and 0.03, respectively). Subjects classified as IM + PM had lower African ancestry (0.08 +/- 0.01) than extensive metabolizers (0.12 +/- 0.01) (p = 0.02). Conclusions: The CYP2C9 and VKORC1 polymorphisms are differently distributed according to self-declared ethnicity or genetic ancestry in the Brazilian general population plus Amerindians. This information is an initial step toward clinical pharmacogenetic implementation, and it could be very useful in strategic planning aiming at an individual therapeutic approach and an adverse drug effect profile prediction in an admixed population.

Este estudo teve como objetivo analisar a discursividade de gestores sobre a relação entre a organização dos serviços de saúde e a gestão do cuidado à tuberculose (TB) em um município da região metropolitana de João Pessoa/PB. Conduzido pela pesquisa qualitativa no campo analítico da Análise de Discurso de linha francesa, participaram 16 trabalhadores de saúde que atuavam como integrantes de equipes gestoras. Os depoimentos transcritos foram organizados com uso do software Atlas.ti versão 6.0. Após leitura minuciosa do material empírico procurou-se observar nos discursos os processos parafrásicos, polissêmicos e metafóricos, os quais possibilitaram a identificação da seguinte formação discursiva: organização dos serviços de saúde e a relação com a gestão do cuidado à TB; o plano e a prática. Nos discursos dos gestores evidencia-se a fragmentação das ações de controle da tuberculose, a falta de articulação entre os serviços e os setores, o cumprimento de atividades específicas à TB, bem como a falta de planejamento estratégico para gestão do cuidado da doença. Nesse sentido, para que a organização dos serviços de saúde seja efetiva, se faz necessário que a tuberculose seja prioridade na agenda da gestão e reconhecida como um problema social.

O objetivo do trabalho foi o de estudar o processo estratégico, testar algumas hipóteses acerca desse processo e propor modelos explicativos para a criação de estratégia em pequenas empresas de base tecnológica. A estratégia empresarial é uma área de significativa importância para os estudos administrativos, tendo em vista o impacto das decisões e ações estratégicas para o sucesso das empresas. Além disso, a teoria sobre estratégia está fortemente fundamentada em estudos realizados em empresas de grande porte, maduras, podendo, portanto, apresentar viés quando considerada a sua aplicação em empresas de pequeno porte e empresas em fase de desenvolvimento. Este estudo analisou os processos de criação de estratégias e propôs um conjunto de modelos representativos desses processos para pequenas empresas de base tecnológica criadas sem a formalização de planos de negócios, o que foi muito comum no início dos polos tecnológicos brasileiros na década de 80. Foi realizado um trabalho de campo cuja natureza foi a de pesquisa aplicada. O procedimento técnico utilizado foi o estudo multicasos, sendo investigadas cinco empresas de pequeno e uma de médio porte, conforme classificação pelo número de empregados, todas de base tecnológica e localizadas no Polo Tecnológico de São Carlos, em São Carlos, SP. O resultado da pesquisa evidenciou que as estratégias são criadas por etapas distintas, o que permitiu a construção de um conjunto de modelos representativos do processo de criação de estratégias, além de confirmar algumas hipóteses formuladas, podendo destacar que a ausência de formalização de planos de negócios não impediu o sucesso das empresas estudadas.

Il tema centrale di questo lavoro è costituito dalle nuove forme di pianificazione territoriale in uso nelle principali città europee, con particolare riferimento all'esperienza della pianificazione strategica applicata al governo del territorio, e dall'analisi approfondita delle politiche e degli strumenti di pianificazione urbanistica e territoriale della città di Bologna, dal Piano Regolatore Generale del 1985-'89 al nuovo Piano Strutturale Comunale del 2008. Più precisamente, le caratteristiche, potenzialità e criticità del nuovo strumento urbanistico del capoluogo emiliano-romagnolo, vengono esaminati, non solo, in rapporto alle caratteristiche tipiche dei piani strategici europei, ma anche alle forme tradizionali della pianificazione urbanistica (i piani regolatori generali) di cui il piano strutturale dovrebbe superare i limiti, sia in termini di efficacia operativa, sia per quanto riguarda la capacità di costruire condivisione e consenso tra i diversi attori urbani, sull'idea di città di cui è portatore. The main topics of this research are the new tools for urban planning used by the main European cities - with particular reference to strategic planning applied to the territorial management - and the analysis of Bologna policies and instruments for urban and territorial planning, from the Piano Regolatore Generale '85-'89, to the Piano Strutturale Comunale in 2008. More precisely, the Bologna new planning instrument's characteristics, potentialities and criticalities, are not only investigated in relation to the fundamental characteristics of European strategic plans, but also to the traditional instruments of Italian urbanistic planning (Piani Regolatori Generali), of which the new structural plan should exceed the limits, both in terms of effectiveness; and in terms of ability to build agreement and sharing on its urban project, between different urban actors.

The present work is part of the European project THESEUS (Innovative technologies for safer Europeans coasts in a changing climate). The main goals are to provide adequate integrated methodologies for strategic planning of sustainable coastal defence. The present study investigates the structure and composition of meiobenthonic populations of the intertidal zone in four beaches along the Northern Adriatic coast of Emilia Romagna: Lido di Spina, Bellocchio, Lido di Dante e Cervia. The four sites are different for the level of human impacts and for the different management interventions against coastal erosion. The analysis of biotic and abiotic variables revealed different responses due mainly to site-specific characteristics of the investigated sites, in particular as regards the site of Bellocchio. The growing interest in ecosystems of sandy beaches has recently highlighted the importance of the ecological role of meiofauna, emphasizing the need to develop studies aimed to conservation as well as to the use of these organisms as descriptors of the environmental status. The present study showed that the response of the organisms of meiofauna was highly sensitive to the specific environmental conditions of the four sites considered. Therefore it appears to be possible to consider the response of meiofauna to environmental and anthropogenic stressors as supplementary information to the responses of macrobenthic communities, which have been, until now, widely recognized and used as syncretic indicators of the ecosystem status.

La finalità della ricerca è l'individuazione di uno strumento urbanistico per governare il territorio metropolitano che garantisca la successione efficace ed efficiente delle azioni nelle quali si articola il processo di pianificazione strategica. All'interno della ricerca, da un lato si indaga lo sviluppo storico-culturale che ha caratterizzato in Italia il concetto di area metropolitana, individuandone i contenuti e le operazioni che portano alla perimetrazione del suo territorio. Dall'altro lato si approfondisce il tema della pianificazione strategica come strumento fondamentale per il governo delle città metropolitane intermedie. Si è proceduto all'approfondimento del dibattito culturale e scientifico sul tema delle aree metropolitane, nell'esperienza di pianificazione strategica sviluppata in ambito internazionale e successivamente il dibattito politico che si è sviluppato nella realtà italiana sul concetto di area metropolitana, evidenziandone gli aspetti condivisi e le diverse tipologie di approccio per ottenere una perimetrazione utile al piano di governo del territorio. Ovviamente, nel processo di analisi, un ruolo dominante è stato assunto dal quadro istituzionale e normativo che si è sviluppato ed è tuttora in corso sul tema delle aree metropolitane. Alla tematica relativa alla definizione delle aree, si è sviluppato un consistente approfondimento sui requisiti che devono essere posseduti da un piano strategico costruito sulle esigenze di un'area metropolitana. E' stata individuata l'area metropolitana di Bologna quale area oggetto di studio approfondito, ripercorrendo le vicende che hanno animato il dibattito sulla nascita della Città metropolitana delimitata dalla Provincia. A tal proposito, si è sviluppata una riflessione sui contenuti innovativi e promozionali del piano strategico, valutando gli effetti che il Piano Strategico Metropolitano in corso di elaborazione sarà in grado di produrre sulle dinamiche territoriali e socio-economiche dell'area bolognese.

Die Regulierung und Steuerung von Hochschulen unterliegt spätestens seit der Liberalisierung des Hochschulrahmengesetzes im Jahr 1998 einer erheblichen Reformdynamik. Hochschulautonomie, New Public Management, Profilbildung, Exzellenz und Wettbewerb sind zentrale Stichworte im Rahmen der durchgeführten politischen Reformen und Programme.rnDer politisch intendierte Ausbau einer organisationalen Selbststeuerung von Universitäten stellt die Hochschulen vor beachtliche Herausforderungen und kann als Paradigmenwechsel im Bereich der Hochschul-Governance betrachtet werden. In der Fachdiskussion wird der entsprechende Wandel auch als Stärkung der „managerial governance“ (bspw. de Boer et al. 2007) oder als Wandel von Universitäten hin zu „more complete organizations“ (Brunsson/ Sahlin-Andersson 2000) bzw. „organisational actors“ (Krücken/Meier 2006) beschrieben. rnGleichzeitig liegt bislang eher fragmentarisches Wissen darüber vor, wie der veränderte Re-gulierungskontext von den Steuerungsakteuren in deutschen Hochschulen aufgegriffen wird, d.h. ob auf Organisationsebene tatsächlich ein Ausbau der organisationalen Selbststeuerung stattfindet, welche Steuerungsinitiativen und -instrumente sich bewähren und warum dies der Fall ist. Die vorliegende Arbeit geht diesen Fragen im Rahmen einer vergleichenden Fallstudie an sechs Universitäten nach. rnIm Zentrum der empirischen Erhebung stehen 60 qualitative sozialwissenschaftliche Interviews mit Leitungsakteuren auf Hochschul- und Fachbereichsebene. Diese Daten werden ergänzt durch umfangreiche Dokumentenanalysen, insbesondere von Jahresberichten, Grundordnungen, Strategie- und Planungsdokumenten sowie durch Daten der amtlichen Hochschul-statistik. Das Untersuchungsdesign erlaubt überdies eine Gegenüberstellung von großen und kleinen Universitäten sowie von Hochschulen mit einer technisch-naturwissenschaftlichen Ausrichtung gegenüber solchen mit einem kultur- und sozialwissenschaftlichen Schwerpunkt. Die Untersuchung zeigt, dass an fünf der sechs untersuchten Hochschulen ein zum Teil deutlicher Ausbau der organisationalen Selbststeuerung festzustellen ist, wenngleich der spezifische organisationale Charakter von Universitäten, d.h. eine weitgehend lose Kopplung mit autonomen Professionals, im Wesentlichen erhalten bleibt. Die Zusammenschau der Veränderungen ergibt ein idealtypisches Modell des Wandels von Strategie, Struktur und Kultur der Hochschulen. Auf Basis der empirischen Ergebnisse werden weiterhin zentrale externe und interne Einflussfaktoren auf den spezifischen organisationalen Wandel analysiert. Schließlich werden Kosten und Nutzen sowie Risiken und Chancen der Governance-Reformen im Hoch-schulbereich gegenübergestellt.

The group presents an analysis of the development of the Czech society and economy during the 1990s. They believe that the Czech neo-liberal strategy of transformation led to a partial and uneven modernisation and that this strategy is unable to provide a firm basis for a complex process of modernisation. The increasing developmental problems encountered during 1996-1999 can be seen as empirical evidence of the inadequacy of the neo-liberal transformation strategy. These problems are connected to institutional shortcomings due to the excessive speed of privatisation, its form with certain important Czech innovations (particularly the voucher method and an attempt to resuscitate the Czech national capital) and with the overlooking of the importance of the legal framework and its enforcement. The overly hasty privatisation has created a type of 'recombinant property' which lacks the economic order necessary to stimulate efficiency in an atmosphere of prevailing social justice. A second reason for the present difficulties is the long-term lag behind the civilisation and cultural standards typical of the advanced European countries. The first steps of the Czech transformation concentrated mainly on changes in the institutions important for the distribution of power and wealth and largely neglected the necessity of deep-reaching modernisation of Czech society and the economy. The neo-liberal strategy created conditions conducive to predatory and speculative behaviour at the expense of creative behaviour. Inherited principles of egalitarianism combined with undeserved economic privileges survived and were reinforced by important new developments in the same direction. This situation hinders the assertion of meritocratic motivations. The group advocates the development and implementation of a complex strategy of modernisation based on deliberate reforms, institutional changes and restructuring on the basis of strategic planning, and structural and regional policies which stress the role of cultivation of the institutional order and of the most important factors of economic growth and development.

Master production schedule (MPS) plays an important role in an integrated production planning system. It converts the strategic planning defined in a production plan into the tactical operation execution. The MPS is also known as a tool for top management to control over manufacture resources and becomes input of the downstream planning levels such as material requirement planning (MRP) and capacity requirement planning (CRP). Hence, inappropriate decision on the MPS development may lead to infeasible execution, which ultimately causes poor delivery performance. One must ensure that the proposed MPS is valid and realistic for implementation before it is released to real manufacturing system. In practice, where production environment is stochastic in nature, the development of MPS is no longer simple task. The varying processing time, random event such as machine failure is just some of the underlying causes of uncertainty that may be hardly addressed at planning stage so that in the end the valid and realistic MPS is tough to be realized. The MPS creation problem becomes even more sophisticated as decision makers try to consider multi-objectives; minimizing inventory, maximizing customer satisfaction, and maximizing resource utilization. This study attempts to propose a methodology for MPS creation which is able to deal with those obstacles. This approach takes into account uncertainty and makes trade off among conflicting multi-objectives at the same time. It incorporates fuzzy multi-objective linear programming (FMOLP) and discrete event simulation (DES) for MPS development.

The field of library assessment continues to grow. The annual Library Assessment Trends Report provides a brief synopsis of the more important trends in library assessment. It is hoped these brief reports will facilitate the Dean of the Library’s understanding of assessment trends. These reports provide information that supports data driven decisions. Additionally, the reports are an outreach method that supports a greater institutional understanding of library assessment. Library assessment supports strategic planning, improved processes, and a greater understanding of our users’ needs.

Synopsis: Sport organisations are facing multiple challenges originating from an increasingly complex and dynamic environment in general, and from internal changes in particular. Our study seeks to reveal and analyse the causes for professionalization processes in international sport federations, the forms resulting from it, as well as related consequences. Abstract: AIM OF ABSTRACT/PAPER - RESEARCH QUESTION Sport organisations are facing multiple challenges originating from an increasingly complex and dynamic environment in general, and from internal changes in particular. In this context, professionalization seems to have been adopted by sport organisations as an appropriate strategy to respond to pressures such as becoming more “business-like”. The ongoing study seeks to reveal and analyse the internal and external causes for professionalization processes in international sport federations, the forms resulting from it (e.g. organisational, managerial, economic) as well as related consequences on objectives, values, governance methods, performance management or again rationalisation. THEORETICAL BACKGROUND/LITERATURE REVIEW Studies on sport as specific non-profit sector mainly focus on the prospect of the “professionalization of individuals” (Thibault, Slack & Hinings, 1991), often within sport clubs (Thiel, Meier & Cachay, 2006) and national sport federations (Seippel, 2002) or on organisational change (Griginov & Sandanski, 2008; Slack & Hinings, 1987, 1992; Slack, 1985, 2001), thus leaving broader analysis on governance, management and professionalization in sport organisations an unaccomplished task. In order to further current research on above-mentioned topics, our intention is to analyse causes, forms and consequences of professionalisation processes in international sport federations. The social theory of action (Coleman, 1986; Esser, 1993) has been defined as appropriate theoretical framework, deriving in the following a multi-level framework for the analysis of sport organisations (Nagel, 2007). In light of the multi-level framework, sport federations are conceptualised as corporative actors whose objectives are defined and implemented with regard to the interests of member organisations (Heinemann, 2004) and/or other pressure groups. In order to understand social acting and social structures (Giddens 1984) of sport federations, two levels are in the focus of our analysis: the macro level examining the environment at large (political, social, economic systems etc.) and the meso level (Esser, 1999) examining organisational structures, actions and decisions of the federation’s headquarter as well as member organisations. METHODOLOGY, RESEARCH DESIGN AND DATA ANALYSIS The multi-level framework mentioned seeks to gather and analyse information on causes, forms and consequences of professionalization processes in sport federations. It is applied in a twofold approach: first an exploratory study based on nine semi-structured interviews with experts from umbrella sport organisations (IOC, WADA, ASOIF, AIOWF, etc.) as well as the analysis of related documents, relevant reports (IOC report 2000 on governance reform, Agenda 2020, etc.) and important moments of change in the Olympic Movement (Olympic revenue share, IOC evaluation criteria, etc.); and secondly several case studies. Whereas the exploratory study seeks more the causes for professionalization on an external, internal and headquarter level as depicted in the literature, the case studies rather focus on forms and consequences. Applying our conceptual framework, the analysis of forms is built around three dimensions: 1) Individuals (persons and positions), 2) Processes, structures (formalisation, specialisation), 3) Activities (strategic planning). With regard to consequences, we centre our attention on expectations of and relationships with stakeholders (e.g. cooperation with business partners), structure, culture and processes (e.g. governance models, performance), and expectations of and relationships with member organisations (e.g. centralisation vs. regionalisation). For the case studies, a mixed-method approach is applied to collect relevant data: questionnaires for rather quantitative data, interviews for rather qualitative data, as well as document and observatory analysis. RESULTS, DISCUSSION AND IMPLICATIONS/CONCLUSIONS With regard to causes of professionalization processes, we analyse the content of three different levels: 1. the external level, where the main pressure derives from financial resources (stakeholders, benefactors) and important turning points (scandals, media pressure, IOC requirements for Olympic sports); 2. the internal level, where pressure from member organisations turned out to be less decisive than assumed (little involvement of member organisations in decision-making); 3. the headquarter level, where specific economic models (World Cups, other international circuits, World Championships), and organisational structures (decision-making procedures, values, leadership) trigger or hinder a federation’s professionalization process. Based on our first analysis, an outline for an economic model is suggested, distinguishing four categories of IFs: “money-generating IFs” being rather based on commercialisation and strategic alliances; “classical Olympic IFs” being rather reactive and dependent on Olympic revenue; “classical non-Olympic IFs” being rather independent of the Olympic Movement; and “money-receiving IFs” being dependent on benefactors and having strong traditions and values. The results regarding forms and consequences will be outlined in the presentation. The first results from the two pilot studies will allow us to refine our conceptual framework for subsequent case studies, thus extending our data collection and developing fundamental conclusions. Colleges and universities’ missions are typically comprised of educating students, training professionals, engaging in scholarship and research, promoting creative activity, improving healthcare, and providing public service. Academic libraries exist to support these core functions, yet most academic libraries are organized based on library functions rather than the primary missions of their college or university. This paper describes one academic library’s attempt to align library strategy and structure with its university’s academic plan.
