ENGLISH: The Inter-American Tropical Tuna Commission (IATTC) operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas and tuna-like species in the eastern Pacific Ocean (EPO). Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, France and Nicaragua in 1973, Vanuatu in 1990, Venezuela in 1992, El Salvador in 1997, Guatemala in 2000, Peru in 2002, Spain in 2003, the Republic of Korea in 2005, and Colombia in 2007. Canada withdrew from the IATTC in 1984. The IATTC's responsibilities are met with two programs, the Tuna-Billfish Program and the Tuna- Dolphin Program. SPANISH: La Comisión Interamericana del Atún Tropical (CIAT) funciona bajo la autoridad y dirección de una convención suscrita originalmente por Costa Rica y los Estados Unidos de América. La Convención, vigente desde 1950, está abierta a la afiliación de cualquier país cuyos ciudadanos pesquen atunes tropicales y especies afines en el Océano Pacífico oriental (OPO). A presente tese busca analisar as políticas educacionais desenvolvidas durante o período de 1937 à 1945 e 1951 a 1954, período em o antigo estado do Rio de Janeiro esteve governado pelo Comandante Ernani do Amaral Peixoto, que foi interventor federal durante todo o período do Estado Novo e depois retornou ao governo do estado como governador eleito. Este longo período a frente do estado do Rio de Janeiro proporcionou o desenvolvimento de uma política educacional continuada.Para compreender a dimensão das suas ações em relação à política educacional torna-se imprescindível analisar a figura do Comandante Amaral Peixoto, a sua participação na política fluminense, a biografia e as redes de sociabilidade construídas por ele. Este estudo importa em refletir sobre suas escolhas e investimentos na área da educação, além de buscar entender que influências sofreu para implantar as medidas que politicamente fez valer no estado, principalmente no âmbito da educação. Investigo a política educacional desenvolvida no período citado frisando especialmente a política desenvolvida para a escola do trabalho, as escolas superiores, a educação especial, a educação de adultos, a educação rural (escolas típicas rurais e praianas) e a educação física, abordando ainda o desenvolvimento da cultura nas ações relacionadas às missões culturais fluminenses, ao cinema educativo e museus que estavam ligados a educação nesta época, evidencio também a questão pedagógica através da analise da verificação de rendimentos e dos programas escolares desenvolvidos pelo departamento de educação. O papel do professor fluminense no desenvolvimento das políticas educacionais foi discutido a partir da formação de professores e do papel do estado do Rio como referência modernizadora na educação, traçando o perfil do professor fluminense nas décadas de 1930, 1940 e 1950, examinando a formação inicial destes professores, a formação continuada que era oferecida a eles e as correntes pedagógicas que influenciaram este professor na sua formação

Esta pesquisa analisa as perspectivas adotadas para uma educação integral implementadas pela cidade de Nova Iguaçu no período de 2006 a 2013, mais especificamente tendo em tela a implementação do Programa Bairro-Escola (2006 a 2010) e o Programa Mais Educação (2008 a 2013) oriundo do governo federal. A partir do conceito de educação integral como uma perspectiva de aprendizagem/apreensão de experiências e conhecimentos complementares fundamentados no social, em um contexto de relações histórico-sociais foi possível revisitar os Programas Bairro-Escola e o Programa Mais Educação. Foram consideradas as concepções de tempo integral e educação integral dos autores Coelho (1997, 2009, 2012), Cavaliere (2002, 2007, 2009, 2010) e Algebaile (2004, 2009, 2013). A metodologia adotada considerou a pesquisa qualitativa valendo-se de pesquisa documental, analisando a legislação das esferas governamentais, manuais e orientações municipais, utilizando o Ciclo de Políticas de Ball & Bowe (1992), baseado nos estudos de Mainardes (2006). A luz das reflexões permeadas pelas concepções sócio historicamente referenciada e a de proteção social, em suas especificidades, pode-se considerar os aspectos da apropriação da cultura e da ciência acumuladas historicamente, como condição para atuação protagonizadora à reorganização crítica de tal cultura e ciência, como também a visão considerada como acolhimento e integração social, atendendo primordialmente, a missões sociais de apoio à criança. O resultado do estudo remete a constatação de que a iniciativa do Programa Bairro-Escola diferentemente da proposta de uma educação integral em tempo integral do Programa Mais Educação, constituiu-se em um programa ousado e significativo e caracterizou-se em uma visão moderna de acordo com seus propósitos de educação integral. O Programa Bairro-Escola em sua formulação apresenta tendência de uma educação integral com vistas a uma formação socialmente partícipe, contextualizada no momento histórico e ofertada a todos, já o Programa Mais Educação apresenta tendências de uma rede de proteção social limitando-se ao atendimento de crianças e adolescentes em situações de vulnerabilidade social.

Durante muito tempo, os membros das câmaras de vereadores brasileiras tiveram suas atuações políticas limitadas à circunscrição territorial dos seus respectivos municípios. Isso se deve muito à forma de organização e à outorga de competências conferidas aosentes federativos. O modelo de federação criado no Brasil apresenta peculiaridades em relação a outros modelos existentes no mundo. Uma das mais evidentes é o reconhecimento constitucional dos municípios como ente integrante de sua estrutura, dotando-os de autonomia em relação aos Estados-membros e à União, bem como conferidas atribuições políticas e administrativas próprias. Esse status transformou consideravelmente o papel das municipalidades brasileiras após o advento da Constituição de 1988. Mas, infelizmente, a forma de distribuição dos recursos públicos do país concentra grande parte das receitas nos entes federativos de maior dimensão, em especial da União. Essa desproporcionalidade impede que as municipalidades exerçam, de forma plena, todas as missões que lhes foram outorgadas. Em consequência,eles sentem o peso das várias incumbências a serem desenvolvidas, sem que possuam as verbas suficientes para isso. Uma das soluções para minimizar essa situação está na iniciativa dese integrarem a outros entes para que, de forma conjunta, concretizem as políticas públicas necessárias à população. Atualmente, verifica-se que muitos problemas existentes nos municípios são comuns a todos que estejam situados em determinada região. Esse fenômeno ocorre principalmente quando a expansão urbana gerou as conurbações, interligando os municípios de uma forma tal que acabam compartilhando, os anseios e mazelas. Prevendo essa situação, o constituinte brasileiro de 1988 outorgouaos Estados-membros a prerrogativa de instituir as regiões metropolitanas e outras formas de unidade territorial urbana.Possibilitou, comoisso, a criação de uma organização administrativa que pudesse desenvolverações estatais de dimensão regional, conjugando os esforços dos entes federativos envolvidos para a consecução do bem comum. Aproveitando a existência dessas regionalidades administrativas, surgiunas câmaras de vereadores o anseio de ampliar seu campo de atuação para levar à discussão regional os temas inerentes a todos os municípios que as integram.Assim, criaram-se em algumas partes do país, os parlamentos metropolitanos.Consistem em um fórum de discussão e atuação integrada das edilidades municipais inseridas nessas unidades territoriais urbanas. A presente pesquisa tem como objeto central analisar a formação e atuação desses parlamentos, bem como os resultados já alcançados por alguns, além de sugerir propostas que venham fortalecer o seu papel. Essas instituições podem contribuir consideravelmente para o aperfeiçoamento da denominada governança interfederativa das regiões metropolitanas, nos termos que são propostos pelo Estatuto das Metrópoles (Lei Federal n. 13.089/15). Trata-sede um vetor de colaboração e associação entre os entes e órgãos de poder integrantes da região metropolitana, em busca de concretizar as funções públicas de interesse comumem prol da população nela inserida.

NOAA’s Coral Reef Conservation program (CRCP) develops coral reef management priorities by bringing together various partners to better understand threats to coral reef ecosystems with the goal of conserving, protecting and restoring these resources. Place-based and ecosystem-based management approaches employed by CRCP require that spatially explicit information about benthic habitats and fish utilization are available to characterize coral reef ecosystems and set conservation priorities. To accomplish this, seafloor habitat mapping of coral reefs around the U.S. Virgin Islands (USVI) and Puerto Rico has been ongoing since 2004. In 2008, fishery acoustics surveys were added to NOAA survey missions in the USVI and Puerto Rico to assess fish distribution and abundance in relation to benthic habitats in high priority conservation areas. NOAA’s National Centers for Coastal Ocean Science (NCCOS) have developed fisheries acoustics survey capabilities onboard the NOAA ship Nancy Foster to complement the CRCP seafloor habitat mapping effort spearheaded by the Center for Coastal Monitoring and Assessment Biogeography Branch (CCMA-BB). The integration of these activities has evolved on the Nancy Foster over the three years summarized in this report. A strategy for improved operations and products has emerged over that time. Not only has the concurrent operation of multibeam and fisheries acoustics surveys been beneficial in terms of optimizing ship time and resources, this joint effort has advanced an integrated approach to characterizing bottom and mid-water habitats and the fishes associated with them. CCMA conducts multibeam surveys to systematically map and characterize coral reef ecosystems, resulting in products such as high resolution bathymetric maps, backscatter information, and benthic habitat classification maps. These products focus on benthic features and live bottom habitats associated with them. NCCOS Centers (the Center for Coastal Fisheries and Habitat Research and the Center for Coastal Environmental Health and Biomolecular Research) characterize coral reef ecosystems by using fisheries acoustics methods to capture biological information through the entire water column. Spatially-explicit information on marine resources derived from fisheries acoustics surveys, such as maps of fish density, supports marine spatial planning strategies and decision making by providing a biological metric for evaluating coral reef ecosystems and assessing impacts from pollution, fishing pressure, and climate change. Data from fisheries acoustics surveys address management needs by providing a measure of biomass in management areas, detecting spatial and temporal responses in distribution relative to natural and anthropogenic impacts, and identifying hotspots that support high fish abundance or fish aggregations. Fisheries acoustics surveys conducted alongside multibeam mapping efforts inherently couple water column data with information on benthic habitats and provide information on the heterogeneity of both benthic habitats and biota in the water column. Building on this information serves to inform resource managers regarding how fishes are organized around habitat structure and the scale at which these relationships are important. Where resource managers require place-based assessments regarding the location of critical habitats along with high abundances of fish, concurrent multibeam and fisheries acoustics surveys serve as an important tool for characterizing and prioritizing coral reef ecosystems. This report summarizes the evolution of fisheries acoustics surveys onboard the NOAA ship Nancy Foster from 2008 to 2010, in conjunction with multibeam data collection, aimed at characterizing benthic and mid-water habitats in high priority conservation areas around the USVI and Puerto Rico. It also serves as a resource for the continued development of consistent data products derived from acoustic surveys. By focusing on the activities of 2010, this report highlights the progress made to date and illustrates the potential application of fisheries data derived from acoustic surveys to the management of coral reef ecosystems.

Inflatable aerodynamic decelerators have potential advantages for planetary re-entry in robotic and human exploration missions. It is theorized that volume-mass characteristics of these decelerators are superior to those of common supersonic/subsonic parachutes and after deployment they may suffer no instabilities at high Mach numbers. A high fidelity computational fluid-structure interaction model is employed to investigate the behavior of tension cone inflatable aeroshells at supersonic speeds up to Mach 2.0. The computational framework targets the large displacements regime encountered during the inflation of the decelerator using fast level set techniques to incorporate boundary conditions of the moving structure. The preliminary results indicate large but steady aeroshell displacement with rich dynamics, including buckling of the inflatable torus that maintains the decelerator open under normal operational conditions, owing to interactions with the turbulent wake. In this paper, we focus on an inflatable tension cone design that has potential advantages over other geometries. A computational fluid-structure interaction model of a tension cone is employed to investigate the behavior of the inflatable aeroshell at supersonic speeds for conditions matching recent experimental results. A parametric study is carried out to investigate the deflections of the tension cone as a function of inflation pressure of the torus at a Mach of 2.5. Universities currently need to satisfy the demands of different audiences. In light of the increasing policy emphasis on "third mission" activities, universities are attempting to incorporate these into their traditional missions of teaching and research. University strategies to accomplishing its traditional missions are well-honed and routinized, but the incorporation of the third mission is posing important strategic and managerial challenges for universities. This study explores the relationship between university-business collaborations and academic excellence in order to examine the extent to which academic institutions can balance these objectives. Based on data from the UK Research Assessment Exercise 2001 at the level of the university department, we find no systematic positive or negative relationship between scientific excellence and engagement with industry. Across the disciplinary fields reported in the 2001 Research Assessment Exercise (i. e. engineering, hard sciences, biomedicine, social sciences and the humanities) the relationship between academic excellence and engagement with business is largely contingent on the institutional context of the university department. This paper adds to the growing body of literature on university engagement with business by examining this activity for the social sciences and the humanities. Our findings have important implications for the strategic management of university departments and for higher education policy related to measuring the performance of higher education research institutions. © 2013 Akadémiai Kiadó, Budapest, Hungary.

This work presents simplified 242mAm-fueled nuclear battery concept design featuring direct fission products energy conversion and passive heat rejection. Optimization of the battery operating characteristics and dimensions was performed. The calculations of power conversion efficiency under thermal and nuclear design constraints showed that 5.6 W e/kg power density can be achieved, which corresponds to conversion efficiency of about 4%. A system with about 190 cm outer radius translates into 17.8 MT mass per 100 kW e. Total power scales linearly with the outer surface area of the battery through which the residual heat is rejected. Tradeoffs between the battery lifetime, mass, dimensions, power rating, and conversion efficiency are presented and discussed. Inflatable aerodynamic decelerators present potential advantages for planetary entry in missions of robotic and human exploration. The design of these structures face many engineering challenges, including complex deformable geometries, anisotropic material response, and coupled shockturbulence interactions. In this paper, we describe a comprehensive computational fluid-structure interaction study of an inflation cycle of a tension cone decelerator in supersonic flow and compare the simulations with earlier published experimental results. The aeroshell design and flow conditions closely match recent experiments conducted at Mach 2.5. The structural model is a 16-sided polygonal tension cone with seams between each segment. The computational model utilizes adaptive mesh refinement, large-eddy simulation, and shell mechanics with self-contact modeling to represent the flow and structure interaction. This study focuses on the dynamics of the structure as the inflation pressure varies gradually, and the behavior of forces experienced by the flexible and rigid (the payload capsule) structures. © 2011 by the American Institute of Aeronautics and Astronautics, Inc. Strategic planning can be an arduous and complex task; and, once a plan has been devised, it is often quite a challenge to effectively communicate the principal missions and key priorities to the array of different stakeholders. The communication challenge can be addressed through the application of a clearly and concisely designed visualisation of the strategic plan - to that end, this paper proposes the use of a roadmapping framework to structure a visual canvas. The canvas provides a template in the form of a single composite visual output that essentially allows a 'plan-on-a-page' to be generated. Such a visual representation provides a high-level depiction of the future context, end-state capabilities and the system-wide transitions needed to realise the strategic vision. To demonstrate this approach, an illustrative case study based on the Australian Government's Defence White Paper and the Royal Australian Navy's fleet plan will be presented. The visual plan plots the in-service upgrades for addressing the capability shortfalls and gaps in the Navy's fleet as it transitions from its current configuration to its future end-state vision. It also provides a visualisation of project timings in terms of the decision gates (approval, service release) and specific phases (proposal, contract, delivery) together with how these projects are rated against the key performance indicators relating to the technology acquisition process and associated management activities. © 2013 Taylor & Francis.

The same-beam VLBI observations of Rstar and Vstar, which were two small satellites of Japanese lunar mission, SELENE, were successfully performed by using Shanghai and Urumqi 25-m telescopes. When the separation angle between Rstar and Vstar was less than 0.1 deg, the differential phase delay of the X-band signals between Rstar and Vstar on Shanghai-Urumqi baseline was obtained with a very small error of 0.15 mm rms, which was reduced by 1-2 order compared with the former VLBI results. When the separation angle was less than 0.56 deg, the differential phase delay of the S-band signals was also obtained with a very small error of several mm rms. The orbit determination for Rstar and Vstar was performed, and the accuracy was improved to a level of several meters by using VLBI and Doppler data. The high-accuracy same-beam differential VLBI technique is very useful in orbit determination for a spacecraft, and will be used in orbit determination for Mars missions of China Yinghuo-1 and Russia Phobos-grunt.

As a simple and reliable propulsion system, arcjet thrusters have been used in multiple satellite missions. In order to improve the efficiency of arcjet thrusters, energy dissipation study was carried out in a 1 kW arcjet thruster with pure N2, H2-N2 and H2 as the propellant. Using a 698 nm interference filter, thermal radiation was isolated from arc and plume emissions and the internal nozzle temperature was obtained by converting the thermal radiation signals. Results show that the addition of hydrogen leads to higher nozzle temperature, which is the determining factor for the mode of arc root attachment. At lower nozzle temperatures, constricted type attachment with unstable motions of the arc root was observed, while a fully diffused and stable arc root was observed at elevated nozzle temperatures. Output energy distribution analysis shows that losses from frozen flow and exhaust thermal losses are the main parts in limiting the efficiency of arcjet thrusters.

We used fifteen years (1993-2007) of altimetric data, combined from different missions (ERS-1/2, TOPEX/Poseidon, Jason-1, and Envisat), to analyze the variability of the eddy kinetic energy (EKE) in the South China Sea (SCS). We found that the EKE ranged from 64 cm(2)/s(2) to 1 390 cm(2)/s(2) with a mean value of 314 cm(2)/s(2). The highest EKE center was observed to the east of Vietnam (with a mean value of 509 cm(2)/s(2)) and the second highest EKE region was located to the southwest of Taiwan Island (with a mean value of 319 cm(2)/s(2)). We also found that the EKE structure is the consequence of the superposition of different variability components. First, interannual variability is important in the SCS. Spectral analysis of the EKE interannual signal (IA-EKE) shows that the main periodicities of the IA-EKE to the east of Vietnam, to the southwest of Taiwan Island, and in the SCS are 3.75, 1.87, and 3.75 years, respectively. It is to the south of Taiwan Island that the IA-EKE signal has the most obvious impact on EKE variability. In addition, the IA-EKE exhibit different trends in different regions. An obvious positive trend is observed along the east coast of Vietnam, while a negative trend is found to the southwest of Taiwan Island and in the east basin of Vietnam. Correlation analysis shows that the IA-EKE has an obvious negative correlation with the SSTA in Nio3 (5A degrees S-5A degrees N, 90A degrees W-150A degrees W). El Nio-Southern Oscillation (ENSO) affects the IA-EKE variability in the SCS through an atmospheric bridge-wind stress curl over the SCS. Second, the seasonal cycle is the most obvious timescale affecting EKE variability. The locations of the most remarkable EKE seasonal variabilities in the SCS are to the east of Vietnam, to the southwest of Taiwan, and to the west of Philippines. To the east of Vietnam, the seasonal cycle is the dominant mechanism controlling EKE variability, which is attributed primarily to the annual cycle there of wind stress curl. In this area, the maximum EKE is observed in autumn. To the southwest of Taiwan Island, the EKE is enlarged by the stronger SCS circulation, which is caused by the intrusion branch from the Kuroshio in winter. Finally, intra-annual and mesoscale variability, although less important than the former, cannot be neglected. The most obvious intra-annual and mesoscale variability, which may be the result of baroclinic instability of the background flow, are observed to the southwest of Taiwan Island. Sporadic events can have an important effect on EKE variability.
