Classical swine fever (CSF) outbreaks can cause enormous losses in naïve pig populations. How to best minimize the economic damage and number of culled animals caused by CSF is therefore an important research area. The baseline CSF control strategy in the European Union and Switzerland consists of culling all animals in infected herds, movement restrictions for animals, material and people within a given distance to the infected herd and epidemiological tracing of transmission contacts. Additional disease control measures such as pre-emptive culling or vaccination have been recommended based on the results from several simulation models; however, these models were parameterized for areas with high animal densities. The objective of this study was to explore whether pre-emptive culling and emergency vaccination should also be recommended in low- to moderate-density areas such as Switzerland. Additionally, we studied the influence of initial outbreak conditions on outbreak severity to improve the efficiency of disease prevention and surveillance. A spatial, stochastic, individual-animal-based simulation model using all registered Swiss pig premises in 2009 (n=9770) was implemented to quantify these relationships. The model simulates within-herd and between-herd transmission (direct and indirect contacts and local area spread). By varying the four parameters (a) control measures, (b) index herd type (breeding, fattening, weaning or mixed herd), (c) detection delay for secondary cases during an outbreak and (d) contact tracing probability, 112 distinct scenarios were simulated. To assess the impact of scenarios on outbreak severity, daily transmission rates were compared between scenarios. Compared with the baseline strategy (stamping out and movement restrictions) vaccination and pre-emptive culling neither reduced outbreak size nor duration. Outbreaks starting in a herd with weaning piglets or fattening pigs caused higher losses regarding to the number of culled premises and were longer lasting than those starting in the two other index herd types. Similarly, larger transmission rates were estimated for these index herd type outbreaks. A longer detection delay resulted in more culled premises and longer duration and better transmission tracing increased the number of short outbreaks. Based on the simulation results, baseline control strategies seem sufficient to control CSF in low-medium animal-dense areas. Early detection of outbreaks is crucial and risk-based surveillance should be focused on weaning piglet and fattening pig premises.

The performance of tasks that are perceived as unnecessary or unreasonable, illegitimate tasks, represents a new stressor concept that refers to assignments that violate the norms associated with the role requirements of professional work. Research has shown that illegitimate tasks are associated with stress and counterproductive work behaviour. The purpose of this study was to provide insight into the contribution of characteristics of the organization on the prevalence of illegitimate tasks in the work of frontline and middle managers. Using the Bern Illegitimate Task Scale (BITS) in a sample of 440 local government operations managers in 28 different organizations in Sweden, this study supports the theoretical assumptions that illegitimate tasks are positively related to stress and negatively related to satisfaction with work performance. Results further show that 10% of the variance in illegitimate tasks can be attributed to the organization where the managers work. Multilevel referential analysis showed that the more the organization was characterized by competition for resources between units, unfair and arbitrary resource allocation and obscure decisional structure, the more illegitimate tasks managers reported. These results should be valuable for strategic-level management since they indicate that illegitimate tasks can be counteracted by means of the organization of work.

Snow-accumulation rates are known to be sensitive to local changes in ice-sheet surface slope because of the effect of katabatic winds. These topographic effects can be preserved in ice cores that are collected at non-ice-divide locations. The trajectory of an ice-core site at South Pole is reconstructed using measurements of ice-sheet motion to show that snow was probably deposited at places of different surface slope during the past 1000 years. Recent accumulation rates, derived from shallow firn cores, vary along this trajectory according to surface topography, so that on a relatively steep flank mean annual accumulation is similar to 18% smaller than on a nearby topographic depression. These modern accumulation rates are used to reinterpret the cause of accumulation rate variability with time in the long ice-core record as an ice-dynamics effect and not a climate-change signal. The results highlight the importance of conducting ancillary ice-dynamics measurements as part of ice-coring programs so that topographic effects can be deconvolved from potential climate signals.

This study presents an integrated mineralogical-geochemical data base on fine-grained sediments transported by all major rivers of southern Africa, including the Zambezi, Okavango, Limpopo, Olifants, Orange and Kunene. Clay mineralogy, bulk geochemistry, Sr and Nd isotopic signatures of river mud, considered as proxy of suspended load, are used to investigate the influence of source-rock lithology and weathering intensity on the composition of clay and silt produced in subequatorial to subtropical latitudes. Depletion in mobile alkali and alkaline-earth metals, minor in arid Namibia, is strong in the Okavango, Kwando and Upper Zambezi catchments, where recycling is also extensive. Element removal is most significant for Na, and to a lesser extent for Sr. Depletion in K, Ca and other elements, negligible in Namibia, is moderate elsewhere. The most widespread clay minerals are smectite, dominant in muds derived from Karoo or Etendeka flood basalts, or illite and chlorite, dominant in muds derived from metasedimentary rocks of the Damara Orogen or Zimbabwe Craton. Kaolinite represents 30-40% of clay minerals only in Okavango and Upper Zambezi sediments sourced in humid subequatorial Angola and Zambia. After subtracting the effects of recycling and of local accumulation of authigenic carbonates in soils, the regional distribution of clay minerals and chemical indices consistently reflect weathering intensity primarily controlled by climate. Bulk geochemistry identifies most clearly volcaniclastic sediments and mafic sources in general, but cannot discriminate the other sources of detritus in detail. Instead, Sr and Nd isotopic fingerprints are insensitive to weathering, and thus mirror faithfully the tectonic structure of the southern African continent. Isotopic tools thus represent a much firmer basis than bulk geochemistry or clay mineralogy in the provenance study of mudrocks.

Determining the contribution of wood smoke to air pollution in large cities such as London is becoming increasingly important due to the changing nature of domestic heating in urban areas. During winter, biomass burning emissions have been identified as a major cause of exceedances of European air quality limits. The aim of this work was to quantify the contribution of biomass burning in London to concentrations of PM2:5 and determine whether local emissions or regional contributions were the main source of biomass smoke. To achieve this, a number of biomass burning chemical tracers were analysed at a site within central London and two sites in surrounding rural areas. Concentrations of levoglucosan, elemental carbon (EC), organic carbon (OC) and K+ were generally well correlated across the three sites. At all the sites, biomass burning was found to be a source of OC and EC, with the largest contribution of EC from traffic emissions, while for OC the dominant fraction included contributions from secondary organic aerosols, primary biogenic and cooking sources. Source apportionment of the EC and OC was found to give reasonable estimation of the total carbon from non-fossil and fossil fuel sources based upon comparison with estimates derived from 14C analysis. Aethalometer-derived black carbon data were also apportioned into the contributions frombiomass burning and traffic and showed trends similar to those observed for EC. Mean wood smoke mass at the sites was estimated to range from 0.78 to 1.0 μgm-3 during the campaign in January–February 2012. Measurements on a 160m tower in London suggested a similar ratio of brown to black carbon (reflecting wood burning and traffic respectively) in regional and London air. Peaks in the levoglucosan and K+ concentrations were observed to coincide with low ambient temperature, consistent with domestic heating as a major contributing local source in London. Overall, the source of biomass smoke in London was concluded to be a background regional source overlaid by contributions from local domestic burning emissions. This could have implications when considering future emission control strategies during winter and may be the focus of future work in order to better determine the contributing local sources.

Hyperketonemia interferes with the metabolic regulation in dairy cows. It is assumed that metabolic and endocrine changes during hyperketonemia also affect metabolic adaptations during inflammatory processes. We therefore studied systemic and local intramammary effects of elevated plasma β-hydroxybutyrate (BHBA) before and during the response to an intramammary lipopolysaccharide (LPS) challenge. Thirteen dairy cows received intravenously either a Na-DL-β-OH-butyrate infusion (n = 5) to achieve a constant plasma BHBA concentration (1.7 ± 0.1 mmol/L), with adjustments of the infusion rates made based on immediate measurements of plasma BHBA every 15 min, or an infusion with a 0.9% NaCl solution (control; n = 8) for 56 h. Infusions started at 0900 h on d 1 and continued until 1700 h 2 d later. Two udder quarters were challenged with 200 μg of Escherichia coli LPS and 2 udder quarters were treated with 0.9% saline solution as control quarters at 48 h after the start of infusion. Blood samples were taken at 1 wk and 2h before the start of infusions as reference samples and hourly during the infusion. Mammary gland biopsies were taken 1 wk before, and 48 and 56 h (8h after LPS challenge) after the start of infusions. The mRNA abundance of key factors related to BHBA and fatty acid metabolism, and glucose transporters was determined in mammary tissue biopsies. Blood samples were analyzed for plasma glucose, BHBA, nonesterified fatty acid, urea, insulin, glucagon, and cortisol concentrations. Differences were not different for effects of BHBA infusion on the mRNA abundance of any of the measured target genes in the mammary gland before LPS challenge. Intramammary LPS challenge increased plasma glucose, cortisol, glucagon, and insulin concentrations in both groups but increases in plasma glucose and glucagon concentration were less pronounced in the Na-DL-β-OH-butyrate infusion group than in controls. In response to LPS challenge, plasma BHBA concentration decreased in controls and decreased also slightly in the BHBA-infused animals because the BHBA concentration could not be fully maintained despite a rapid increase in BHBA infusion rate. The change in mRNA abundance of citrate synthase in LPS quarters was significant between the 2 treatment groups. The results indicate that elevated circulating BHBA concentration inhibits gluconeogenesis before and during immune response to LPS challenge, likely because BHBA can replace glucose as an energy source.

The long-term integrity of protected areas (PAs), and hence the maintenance of related ecosystem services (ES), are dependent on the support of local people. In the present study, local people's perceptions of ecosystem services from PAs and factors that govern local preferences for PAs are assessed. Fourteen study villages were randomly selected from three different protected forest areas and one control site along the southern coast of Côte d'Ivoire. Data was collected through a mixed-method approach, including qualitative semi-structured interviews and a household survey based on hypothetical choice scenarios. Local people's perceptions of ecosystem service provision was decrypted through qualitative content analysis, while the relation between people's preferences and potential factors that affect preferences were analyzed through multinomial models. This study shows that rural villagers do perceive a number of different ecosystem services as benefits from PAs in Côte d'Ivoire. The results based on quantitative data also suggest that local preferences for PAs and related ecosystem services are driven by PAs' management rules, age, and people's dependence on natural resources.

AIM Vitamin D deficiency is considered to diminish bone regeneration. Yet, raising the serum levels takes months. A topic application of the active vitamin D metabolite, calcitriol, may be an effective approach. Thus, it becomes important to know the effect of vitamin D deficiency and local application on alveolar bone regeneration. MATERIAL AND METHODS Sixty rats were divided into three groups; two vitamin depletion groups and a control group. Identical single defects (2 mm diameter) were created in the maxilla and mandible treated with calcitriol soaked collagen in one deficiency group while in the other two groups not. Histomorphometric analysis and micro CTs were performed after 1 and 3 weeks. Serum levels of 25(OH)D3 and PTH were determined. RESULTS Bone formation rate significantly increased within the observation period in all groups. Bone regeneration was higher in the maxilla than in the mandible. However, bone regeneration was lower in the control group compared to vitamin depletion groups, with no significant effects by local administration of calcitriol (micro CT mandible p = 0.003, maxilla p < 0.001; histomorphometry maxilla p = 0.035, mandible p = 0.18). CONCLUSION Vitamin D deficiency not necessarily impairs bone regeneration in the rat jaw and a single local calcitriol application does not enhance healing.

Local mRNA translation in neurons has been mostly studied during axon guidance and synapse formation but not during initial neurite outgrowth. We performed a genome-wide screen for neurite-enriched mRNAs and identified an mRNA that encodes mitogen-activated protein kinase kinase 7 (MKK7), a MAP kinase kinase (MAPKK) for Jun kinase (JNK). We show that MKK7 mRNA localizes to the growth cone where it has the potential to be translated. MKK7 is then specifically phosphorylated in the neurite shaft, where it is part of a MAP kinase signaling module consisting of dual leucine zipper kinase (DLK), MKK7, and JNK1. This triggers Map1b phosphorylation to regulate microtubule bundling leading to neurite elongation. We propose a model in which MKK7 mRNA localization and translation in the growth cone allows for a mechanism to position JNK signaling in the neurite shaft and to specifically link it to regulation of microtubule bundling. At the same time, this uncouples activated JNK from its functions relevant to nuclear translocation and transcriptional activation.

The events of the 1990's and early 2000's demonstrated the need for effective planning and response to natural and man-made disasters. One of those potential natural disasters is pandemic flu. Once defined, the CDC stated that program, or plan, effectiveness is improved through the process of program evaluation. (Centers for Disease Control and Prevention, 1999) Program evaluation should be accomplished not only periodically, but in the course of routine administration of the program. (Centers for Disease Control and Prevention, 1999) Accomplishing this task for a "rare, but significant event" is challenging. (Herbold, John R., PhD., 2008) To address this challenge, the RAND Corporation (under contract to the CDC) developed the "Facilitated Look-Backs" approach that was tested and validated at the state level. (Aledort et al., 2006).^ Nevertheless, no comprehensive and generally applicable pandemic influenza program evaluation tool or model is readily found for use at the local public health department level. This project developed such a model based on the "Facilitated Look-Backs" approach developed by RAND Corporation. (Aledort et al., 2006) Modifications to the RAND model included stakeholder additions, inclusion of all six CDC program evaluation steps, and suggestions for incorporating pandemic flu response plans in seasonal flu management implementation. Feedback on the model was then obtained from three LPHD's—one rural, one suburban, and one urban. These recommendations were incorporated into the final model. Feedback from the sites also supported the assumption that this model promotes the effective and efficient evaluation of both pandemic flu and seasonal flu response by reducing redundant evaluations of pandemic flu plans, seasonal flu plans, and funding requirement accountability. Site feedback also demonstrated that the model is comprehensive and flexible, so it can be adapted and applied to different LPHD needs and settings. It also stimulates evaluation of the major issues associated with pandemic flu planning. ^ The next phase in evaluating this model should be to apply it in a program evaluation of one or more LPHD's seasonal flu response that incorporates pandemic flu response plans.^

A mediados del año 2007 el municipio de Maipú en la provincia de Mendoza, decide implementar su Presupuesto Participativo en el marco del Programa de Participación Activa y Responsable (PAR). En consecuencia, este estudio se propone analizar y evaluar críticamente la formulación e implementación de esta política local de control y participación ciudadana en el municipio maipucino, a la luz de una experiencia que lleva cinco años ininterrumpidos de ejecución. El trabajo parte de la “originaria y exitosa" experiencia de Porto Alegre (Brasil) y contrasta el caso con otros similares de Argentina (Ciudad de Buenos Aires y Rosario), a los efectos de observar sus recorridos, fortalezas, debilidades y la capacidad de sustentabilidad alcanzada, en relación con el nivel y calidad de la participación ciudadana. El mecanismo, si bien reitera criterios de trascendental importancia como es la mediación y deliberación de los ciudadanos en las decisiones presupuestarias junto a otras características comunes, también confirma que existen diferencias cualitativas y tipicidades en su implementación y ejecución, pero todas orientadas a la democratización y promoción de un modelo de gestión local, fundado en la participación. Aunque ya es extensa la literatura sobre el tema y a pesar del constante y creciente interés que el Presupuesto Participativo genera, aún se lo encuentra en una fase de consolidación porque persisten los déficits de comunicación, de capacitación y de transformación de las prácticas sociales que el proceso entre políticos, funcionarios y ciudadanos requiere para estabilizar las innovaciones institucionales. Por eso, este estudio aporta y reitera consideraciones y reflexiones a la luz del proceso de democratización política municipal y del mejoramiento de la gestión presupuestaria, entendida como centro estratégico para el desarrollo sostenido del Departamento y que servirán tanto para incrementar los esfuerzos de comparabilidad de estas prácticas como para que la dirigencia reflexione sobre el camino andado por Maipú.

El cambio estructural dado en los noventa, impactó en distintas direcciones: transferencia hacia arriba (acuerdos regionales); hacia abajo, provincias y territorios locales (descentralización de funciones); y una delegación horizontal que implicó ceder roles a grupos u organizaciones de la sociedad civil que interactuaban con el Estado. La participación pública, pasó a formar parte del discurso de los noventa, sobre todo en este nivel micro, como garante de 'transparencia y control' en el proceso de elaboración y transferencias de programas y políticas sociales. En el marco del Programa 'Plan Social Santiago', se constituyeron las Mesas Locales de Políticas Sociales, que fueron espacios multisectoriales conformados por representantes de organizaciones de los distintos sectores e intereses de la comunidad (representantes de organismos públicos: municipios vinculados con el trabajo de promoción y desarrollo social, escuelas, representantes de organizaciones sociales, representantes de desocupados etc.) En este trabajo nos proponemos analizar las características que adquirió el proceso de descentralización, control y participación en el municipio de Loreto, a partir de la emergencia de la Mesa de Política Social Local en esa localidad, y a partir de la elaboración y ejecución de los programas descentralizados a través de ella. Para ello nos preguntamos sobre el papel desempeñado por los actores sociopolíticos que intervinieron en su formación y su funcionamiento. Para este fin, utilizaremos la combinación de diferentes fuentes como entrevistas a informantes claves, análisis de documentación institucional, análisis de periódicos y fuentes secundarias

Se analiza particularmente el modelo FRAD de la IFLA con el fin de aproximar a la comunidad bibliotecaria local a los nuevos modelos que están siendo desarrollados internacionalmente. A partir de este acercamiento, el estudio de las GARR y las ISAAR[CFP], normas utilizadas para la descripción de autoridades en los archivos, y un análisis del entorno de la Facultad de Humanidades y Ciencias de la Educación de la Universidad Nacional de la Plata, se define un modelo de base de datos acorde con las necesidades detectadas en el análisis del entorno para la institución mencionada que permitiría controlar los nombres de personas y de entidades corporativas, y se propone también, una aplicación para cargar, visualizar y consultar los datos en un sistema web. Se estima que una aplicación de este tipo beneficiaría la recuperación de información en las distintas bases de datosinstitucionales, colaboraría con la memoria de la organización y con el resguardo de la identidad de las personas que conforman la comunidad académica y que han elegido un nombre para firmar los trabajos que han producido. La aplicación de FRAD ante un entorno concreto con necesidades propias y tangibles comprueba en cierta forma la factibilidad de aplicación de este modelo conceptual para la solución de problemas

Nuestro interés por recuperar trayectorias discursivas que se ocuparon de lo que hoy denominamos derechos (no) reproductivos y sexuales y de las mujeres en Argentina, nos condujo al análisis de las locuciones del movimiento anarquista. En nuestras primeras pesquisas, las voces de dos médicos anarquistas se destacaron en el tratamiento del problema que nos interesaba abordar. Asimismo, la presencia de ideas provenientes de la eugenesia en los planteos de estos profesionales para el desarrollo de un discurso emancipatorio para las mujeres en relación del derecho a la autodeterminación sexual y reproductiva, nos condujo a focalizar en las distintas apropiaciones de la eugenesia dentro del campo médico. Ante este panorama, nuestra investigación tiene por objetivo general analizar, fundamentalmente, el discurso médico del movimiento anarquista referido al control de la natalidad, la maternidad y el placer sexual en la Argentina durante el período 1931-1951. En este sentido, nos interesa ocuparnos del debate sobre estos temas ?más o menos explícitamente enunciados- en el campo médico y, a partir de allí, desprender la particularidad libertaria. La hipótesis general que demostrará esta tesis sostiene que, a partir de la consolidación del pensamiento eugénico anarquista local a través de su propuesta de control de la natalidad, se fortaleció y se legitimó el discurso sobre los derechos de las mujeres a decidir sobre su capacidad de gestar y su derecho al placer sexual sin que interviniera la reproducción como único destino

Este trabajo analiza el papel de los inmigrantes en el régimen municipal en la campaña bonaerense. Se indaga la relación entre los extranjeros y un poder local marcado por la dinámica de los avances fronterizos y la construcción de nuevos espacios económicos y sociales. Analizaremos los inicios del régimen en la década de 1850, la posición legal que los extranjeros habrían de ocupar y el papel del Estado provincial controlando esos mecanismos de representación. Se examinan los resultados de las elecciones municipales de 1886 en 16 partidos, con la intención de dimensionar los índices de participación que registraron las colectividades extranjeras
