Privatization has dominated industrial restructuring programs since the 1980s and continues to do so. This authoritative and accessible Handbook considers all aspects of this key issue, including the theory of privatization; privatization in transition, developed and developing economics; as well the economic regulation of privatized industries. The studies in this volume, introduced by international experts in the field 'presents evidence of the scope and effects of privatization, and consequently provide the basis for improving both policy formulation and implementation. However, they also emphasize that privatization is not an end in itself. It is argued that for privatization to be worthwhile and for lasting economic efficiency gains to be achieved, supporting reforms must accompany most privatization programs, particularly in the arenas of corporate governance and capital markets, product market competition, and state regulatory processes. This paper investigates whether equity market volatility in one major market is related to volatility elsewhere. This paper models the daily conditional volatility of equity market wide returns as a GARCH-(1,1) process. Such a model will capture the changing nature of the conditional variance through time. It is found that the correlation between the conditional variances of major equity markets has increased substantially over the last two decades. This supports work which has been undertaken on conditional mean returns which indicates there has been an increase in equity market integration.

Working within the framework of the branch of Linguistics known as discourse analysis, and more specifically within the current approach of genre analysis, this thesis presents an analysis of the English of economic forecasting. The language of economic forecasting is highly specialised and follows certain conventions of structure and style. This research project identifies these characteristics and explains them in terms of their communicative function. The work is based on a corpus of texts published in economic reports and surveys by major corporate bodies. These documents are targeted at an international expert readership familiar with this genre. The data is analysed at two broad levels: firstly, the macro-level of text structure which is described in terms of schema-theory, a currently influential model of analysis, and, secondly, the micro-level of authors' strategies for modulating the predictions which form the key move in the forecasting schema. The thesis aims to contribute to the newly developing field of genre analysis in a number of ways: firstly, by a coverage of a hitherto neglected but intrinsically interesting and important genre (Economic Forecasting); secondly, by testing the applicability of existing models of analysis at the level of schematic structure and proposing a genre-specific model; thirdly by offering insights into the nature of modulation of propositions which is often broadly classified as `hedging' or `modality', and which has been recently described as lq`an area for prolonged fieldwork'. This phenomenon is shown to be a key feature of this particular genre. It is suggested that this thesis, in addition to its contribution to the theory of genre analysis, provides a useful basis for work by teachers of English for Economics, an important area of English for Specific Purposes.

This paper explores optimal biofuel subsidies in a general equilibrium trade model. The focus is on the production of biofuels such as corn-based ethanol, which diverts corn from use as food. In the small-country case, when the tax on crude is not available as a policy option, a second-best biofuel subsidy may or may not be positive. In the large-country case, the twin objectives of pollution reduction and terms-of-trade improvement justify a combination of crude tax and biofuel subsidy for the food exporter. Finally, we show that when both nations engage in biofuel policies, the terms-of-trade effects encourage the Nash equilibrium subsidy to be positive (negative) for the food exporting (importing) nation. © 2013 John Wiley & Sons Ltd.

This study examines the influence of corporate governance structures on the levels of compliance with IFRSs disclosure requirements by companies listed on the stock exchanges of two leading MENA (Middle East and North Africa) countries, Egypt and Jordan. This study employs a cross-sectional analysis of a sample of non-financial companies listed on the two stock exchanges for the fiscal year 2007. Using an unweighted disclosure index, the study measures the levels of compliance by companies listed on the two stock exchanges investigated.Univariate and multivariate regression analyses are used to estimate the relationships proposed in the hypotheses. In addition, the study uses semi-structured interviews in order to supplement the interpretation of the findings of the quantitative analyses. An innovative theoretical foundation is deployed, in which compliance is interpretable through three lenses - institutional isomorphism theory, secrecy versus transparency (one of Gray’s accounting sub-cultural values), and financial economics theories. The study extends the financial reporting literature, cross-national comparative financial disclosure literature, and the emerging markets disclosure literature by carrying out one of the first comparative studies of the above mentioned stock exchanges. Results provide evidence of a lack of de facto compliance (i.e., actual compliance) with IFRSs disclosure requirements in the scrutinised MENA countries. The impact of corporate governance mechanisms for best practice on enhancing the extent of compliance with mandatory IFRSs is absent in the stock exchanges in question. The limited impact of corporate governance best practice is mainly attributed to the novelty of corporate governance in the region, a finding which lends support to the applicability of the proposed theoretical foundation to the MENA context. Finally, the study provides recommendations for improving de facto compliance with IFRSs disclosure requirements and corporate governance best practice in the MENA region and suggests areas for future research.

The contribution of different-sized businesses to job creation continues to attract policymakers’ attention; however, it has recently been recognised that conclusions about size were confounded with the effect of age. We probe the role of size, controlling for age, by comparing the cohorts of firms born in 1998 over their first decade of life, using variation across half a dozen northern European countries Austria, Finland, Germany, Norway, Sweden and the UK to pin down size effects. We find that a very small proportion of the smallest firms play a crucial role in accounting for cross-country differences in job growth. A closer analysis reveals that the initial size distribution and survival rates do not seem to explain job growth differences between countries, rather it is a small number of rapidly growing firms that are driving this result.

A Világbank az 1990-es évek végén egy nagyszabású, nemzetközi teljesítmény-értékelési programot indított a víz- és szennyvíz-szolgáltató vállalatok körében. Az International Benchmarking Network for Water and Sanitation Utilities (IBNET) elnevezésű kezdeményezés keretében a szolgáltatók egy szabványosított kérdőíven információt adnak meg működésükről. Az egyedi, cégszintű adatokból egy adatbázis készül, mely lehetővé teszi a vállalatok működésének összehasonlító elemzését, amit teljesítmény-értékelésnek (benchmarking) is szokás nevezni. A programról és eddigi eredményeiről angol nyelvű információ a www.ib-net.org honlapon található. A felmérést eddig több, mint 70 országban végezték el, köztük Magyarországon is. Itthon a REKK kapott megbízást a feladat végrehajtására. Az adatgyűjtésen túl az adatbázisra alapozva Közép és Kelet-Európa országainak víziközmű cégeiről statisztikai elemzést végeztünk az alap adottságok és a költségek összefüggésének feltárására.

The financial crisis of 2007-2009 has shaken both money and capital markets. Its consequences have not even left European markets untouched and divided spirits in the financial world. In some countries efforts by the monetary policy to protect the national currency throughout the crisis seemed to be ineffective. In the present paper we are investigating the effect of the most important macroeconomic and economic policy factors on the exchange rate of the forint and zloty in the last decade. For an analysis of exchange rates we are relying on some preceding research results based on equilibrium exchange rate theories.

The Great Crisis has made it clear once again that avoiding the derailment of globalization of trade and finance and the protecting the globe from fragmentation call for enhanced global cooperation and an efficient, flexible and coherent system of global governance. Three interconnected levels (national, regional, and global) comprise the system of global governance. This paper is dealing with some of the main issues of global economic governance in the post-crisis world. It reveals that the turbulence and the distress of the world of the early 21st century have deeper roots and broader sources than the crisis. Global governance therefore has to respond much broader set of challenges in comprehensive framework and long term perspective.

Sokoldalú nemzetközi megállapodások és programok foglalkoznak a hulladékok keletkezésének és az országhatárokon átterjedő hatásainak problémájával, a nemzetközi együttműködést szükségessé tevő megoldásokkal. A leginkább átfogó megközelítést a probléma hajtóerőinek szentelt globális programok tartalmazzák, de a fenntarthatóság alapelveire támaszkodó termelési eljárásokra és fogyasztási szokásokra, a zöld gazdaságra való áttérést szorgalmazó dokumentumok nem tartalmaznak számon kérhető kötelezettségeket. A konkrétabb hulladékkeletkezési és hatásterjedési ügyekben – mindenekelőtt a veszélyes hulladékok és a nemzeti fennhatóság alá nem tartozó területekre eljutó vagy ott keletkező hulladékok esetében – jóval konkrétabb nemzetközi megállapodások és programok léteznek. Ezek szabályozási, szakpolitikai, technológiai célokat, feladatokat határoznak meg az országok és az érintett ágazati szereplők szintjén is. Egyes problémák kapcsán és egyes térségekben a hulladékgazdálkodás jelentős eredményeket tud felmutatni, de általában véve a nemzetközi megállapodások hatékony végrehajtásával komoly gondok vannak. Továbbá a meglévő nemzetközi eszközök összességükben még teljes körű végrehajtásuk esetén sem lennének képesek ellensúlyozni a hulladékprobléma globális szintű növekedését. Következésképpen további erőfeszítésekre van szükség – minden kormány, érintett nem-kormányzati szervezet és az ágazatok részéről – különösen a megelőzés vonatkozásában. ____ Various multilateral agreements and programmes deal with the problems of waste generation and its transboundary impacts, and those solutions, which necessitate international co-operation. Those global programmes include the most comprehensive approach, which are dedicated to the drivers of these problems, however, these documents promoting the transition to sustainable production and consumption, or to the green economy do not consist of binding commitments. In case of more concrete issues of waste generation and transboundary impacts there are much more concrete international agreements and programmes, especially, for the hazardous waste streams and the waste transmitted to and/or generated in areas outside national jurisdiction. These determine regulatory, policy, technological goals and tasks for the participating countries and the relevant sectors. Significant progress is demonstrated for some specific problems and in certain regions, but in general, there are serious concerns about the efficient implementation of the international agreements in their entirety. Moreover, even if those were fully accomplished, the existing set of the international instruments would be unable to counterweigh the global increase of the waste problem. Consequently, further efforts are needed by all countries, the relevant non-governmental organisations and sectors, primarily in order to prevent the further global escalation of the problem.

Along with the recognition of the increasing environmental and social problems stemming from globalization, the need to address these problems and to develop the relevant international framework has strengthened since the 1970s. The scope of this cooperation gradually broadened and eventually it embraced all issues, which were considered to be critical for sustainable development. The summits on sustainability, namely, the UN Conference on Environment and Development in 1992, the “Rio+5” in 1997 and the World Summit on Sustainable Development in 2002, wished to respond to all unsustainable processes by adopting, reinforcing and expanding a global program. This program is based on a series of important principles and includes various goals and instruments adopted by consensus; however, it also reflects delicate compromises between development related aspirations and environmental barriers, and also between the developed and the developing countries. Actually, there is a serious implementation gap and there are also new challenges. Referring to these problems, the idea of convening an extraordinary summit in 2012 was raised and it was eventually adopted but with a rather narrow mandate and agenda. It turned out that besides the “usual” conflicts between the developed and developing countries e.g. upon the common but differentiated responsibilities or international development financing, there were also diverting views on the green economy and on the ways of institutional strengthening of the international sustainable development and environmental governance. As a consequence, the 2012 Conference concluded with rather modest results.
