The Weekly Register, also known as Niles Weekly Register was a weekly periodical edited by Hezekiah Niles (1777-1839), and published in Baltimore Maryland. Volumes of Interest were published between 1811 (Vol. 1, No. 1, September 7, 1811) to 1814 (Vol. 5, No. 26, February 26, 1814). These volumes focus primarily on 19th century Politics and Government in the United States of America. Niles edited and published the Weekly Register until 1836, making it one of the most widely-circulated magazines in the United States. The popularity also made Niles into one of the most influential journalists of his day. Devoted primarily to politics, Niles' Weekly Register is considered an important source for the history of the period. The Register also recorded current economics, technology, science, medicine, geography, archaeology, the weather, and stories of human interest. Joseph Pope was born in Charlottetown, Prince Edward Island in 1854. He was the private secretary to Sir John A. Macdonald from 1882-1891. He worked as the assistant clerk to the Privy Council and undersecretary of state for Canada from 1896-1909. He was appointed a Companion of the Order of St. Michael and St. George in 1901. He was later knighted as a Knight Commander of the same order. Joseph Pope was the first permanent head of the Department of External Affairs (now Foreign Affairs and Internal Trade) 1909-1925. He was an advisor to Prime Ministers from Macdonald to King. He died in Ottawa, in 1926. As well as Confederation, Pope also penned: Memoirs of Sir John A. Macdonald : A Chronicle of the First Prime Minister of the Dominion; The Day of Sir John Macdonald; Jacques Cartier, his life and voyages; Traditions and Sir John A. MacDonald vindicated : a review of the Right Honourable Sir Richard Cartwright's reminiscences as well as other books Pope’s son, Maurice Arthur Pope wrote a book about Joseph entitled Public Servant: the Memoirs of Sir Joseph Pope”.

Three studies comprised the current research program, in which the major goals were to propose and validate empirically the proposed two-level (universal and culture-specific) model of both autonomy and relatedness, as well as to develop reliable and valid measures for these two constructs. In Study 1, 143 mainland Chinese adolescents were asked open-ended questions about their understanding of autonomy and relatedness in three social contexts (peer, family, school). Chinese youth’s responses captured universal and culturally distinctive forms of autonomy (personal vs. social) and relatedness (accommodation vs. distinctiveness), according to a priori criteria based on the theoretical frameworks. Also, scenarios designed to reflect culture-specific forms of autonomy and relatedness suggested their relevance to Chinese adolescents. With a second sample of 201 mainland Chinese youth, in Study 2, the obtained autonomy and relatedness descriptors were formulated into scale items. Those items were subject to refinement analyses to examine their psychometric properties and centrality to Chinese youth. The findings of Study 1 scenarios were replicated in Study 2. The primary goal of Study 3 was to test empirically the proposed two-level (universal and culture-specific) models of both autonomy and relatedness, using the measures derived from Studies 1 and 2. A third sample of 465 mainland Chinese youth completed a questionnaire booklet consisting of autonomy and relatedness scales and scenarios and achievement motivation orientations measures. A series of confirmatory factor analysis (CFA) autonomy and relatedness measurement models (first-order and second-order), as well as structural models linking culture-specific forms of autonomy and relatedness and achievement motivation orientations, were conducted. The first-order measurement models based on scale and scenario scores consistently confirmed the distinction between personal autonomy and social autonomy, and that of accommodation and distinctiveness. Although the construct validity of the two culture-specific forms of autonomy gained additional support from the structural models, the associations between the two culture-specific forms of relatedness and achievement motivation orientations were relatively weak. In general, the two-level models of autonomy and relatedness were supported in two ways: conceptual analysis of scale items and second-order measurement models. In addition, across the three studies, I explored potential contextual and sex differences in Chinese youth’s endorsement of the diverse forms of autonomy and relatedness. Overall, no substantial contextual variability or sex differences were found. The current research makes an important theoretical contribution to the field of developmental psychology in general, and autonomy and relatedness in particular, by proposing and testing empirically both universal and culture-specific parts of autonomy and relatedness. The current findings have implications for the measurement of autonomy and relatedness across social contexts, as well as for socialization and education practice.

We provide a theoretical framework to explain the empirical finding that the estimated betas are sensitive to the sampling interval even when using continuously compounded returns. We suppose that stock prices have both permanent and transitory components. The permanent component is a standard geometric Brownian motion while the transitory component is a stationary Ornstein-Uhlenbeck process. The discrete time representation of the beta depends on the sampling interval and two components labelled \"permanent and transitory betas\". We show that if no transitory component is present in stock prices, then no sampling interval effect occurs. However, the presence of a transitory component implies that the beta is an increasing (decreasing) function of the sampling interval for more (less) risky assets. In our framework, assets are labelled risky if their \"permanent beta\" is greater than their \"transitory beta\" and vice versa for less risky assets. Simulations show that our theoretical results provide good approximations for the means and standard deviations of estimated betas in small samples. Our results can be perceived as indirect evidence for the presence of a transitory component in stock prices, as proposed by Fama and French (1988) and Poterba and Summers (1988).

Dans un contexte d’intégration économique, quel est l’impact d’un cadre réglementaire distinctif en matière d’emploi sur le développement économique ? L’article montre dans un premier temps le caractère fondamentalement distinct du cadre réglementaire québécois relativement au cadre américain. De là, il analyse cette question à partir d’entrevues réalisées auprès de dirigeants d’entreprises ayant des lieux de production dans ces deux espaces économiques. Cette démarche permet d’amorcer une réflexion théorique sur le particularisme institutionnel au sein d’un ensemble économique régional intégré. L’étude conclut qu’il est possible de préserver les spécificités du cadre réglementaire québécois dans la mesure où celui-ci s’inscrit dans une stratégie de développement de l’industrie manufacturière dans les secteurs à haute valeur ajoutée, lesquels exigent une main-d’œuvre qualifiée. Il importe donc de soutenir la croissance des secteurs susceptibles de tirer avantage d’un tel contexte, notamment par l’appui à la recherche et au développement.

L’objectif de ce mémoire est de décrire et expliquer le traitement des jeunes filles traduites devant la Cour des jeunes délinquants de Montréal durant toute la période de son existence, soit de 1912 à 1950. Une analyse statistique a tout d’abord été utilisée sur un échantillon de 1 465 jeunes filles pour lesquelles nous avions des données quantitatives provenant du plumitif de la cour. Une analyse documentaire a ensuite été utilisée sur un sous-échantillon de 126 mineures pour lesquelles nous avions accès aux divers documents contenus dans leur dossier judiciaire. L’analyse met particulièrement en évidence la différence d’application de la loi en fonction du sexe des mineurs traduits devant la cour. Les jeunes filles sont poursuivies pour des motifs différents de ceux pour lesquels on poursuit les garçons : elles sont particulièrement poursuivies pour des infractions spécifiques aux mineurs telles que l’incorrigibilité, les infractions à caractère sexuel, la désertion ou la protection. Les garçons, quant à eux, sont davantage poursuivis pour des infractions prévues au Code criminel (notamment le vol). Les mineures sont plus souvent amenées devant la cour par leurs parents plutôt que par les officiers de la cour et se voient imposer des mesures différentes de celles qu’on impose aux garçons pour une même infraction. Le placement est ainsi plus fréquemment utilisé chez les filles que chez les garçons et la probation plus fréquemment utilisée chez ces derniers. La définition de ce qui pose problème chez ces mineures et les solutions souhaitables pour y remédier varient en fonction des différents acteurs (les agents de probation, les officiers de la cour, les parents et les mineures elles-mêmes).
