This article surveys several methods of fundamental matrix estimation which have been classified into linear methods, iterative methods and robust methods. The European Union Agency for Fundamental Rights (FRA), the EU body responsible for advising EU institutions on fundamental rights, is equipped with a Fundamental Rights Platform (FRP) to ensure an on-going and structured exchange of information and feedback between the FRA and Civil Society. When the FRA was founded in 2007, there was little pre-existing knowledge on how to design such a Platform; hence, the development of the relationship between the FRA and Civil Society over the first five years proved an interesting experiment. Although the Platform was never intended as a mechanism of democratic co-decision making, it is far more than a loose marketplace where Civil Society actors across the spectrum of fundamental rights themes gather. The Platform offers channels of consultation and exchange not only among the participants but also with the FRA. It allows for cross-pollination, ensuring informed grassroots input into FRA work and FRA expertise flow to Civil Society actors. This synergetic relationship builds upon both the self-organising forces of Civil Society and the terms of references of the FRP as defined by the FRA. The Platform allows to find a certain unity in the remarkable diversity of fundamental rights voices. To what degree, however, the Platform’s dynamics allow the transformation of sometimes ‘compartmentalised’ single human rights discussions into wider trans-sectoral and transnational debates within the Human Rights Community depends on the motivation and the interest(s) of the different Civil Society players.

The fundamental vibration-rotational absorption band of hydrogen chloride near 3 45,t has been remeasured using higher resolving power than previously. The wave-lengths of the absorption lines have been determined more precisely, and the isotopic splitting of lines has been completely resolved. The results have provided new and more satisfactory values for the rotational constants Bi, and the centrifugal stretching constants Di, and their relative values for the two isotopic species agree closely with what is to be expected for the difference in mass. The positions of the lines in the pure rotational absorption spectrum have been calculated from the derived data, and agree closely with those recently observed. The bond lengths re for each isotopic species H35C1 and H37C1 is found to be 1-2744A.

Rotation lines in the fundamental vibration bands of 13C16O and 12C180 have been measured, using very high resolving power and more accurate wavelength calibrations than previously. The molecular rotational and vibrational constants have been deduced and compared in relation to the mass differences between these molecules and the main species 12C160.

In this work we investigate the relation between the fundamental group of a complete Riemannian manifold M and the quotient between the Weyl group and reflection group of a polar action on M, as well as the relation between the fundamental group of M and the quotient between the lifted Weyl group and lifted reflection group. As applications we give alternative proofs of two results. The first one, due to the author and Toben, implies that a polar action does not admit exceptional orbits, if M is simply connected. The second result, due to Lytchak, implies that the orbits are closed and embedded if M is simply connected. All results are proved in the more general case of polar foliations.

This paper seeks to examine the link between Knowledge Management (KM) and Quality Management (QM) with a particular focus on the role of a Quality Culture. The authors propose that as Knowledge Management reaches its maturity in terms of acceptance as an important part of doing business in the modern world, that quality will again become the mantra of successful companies. This time, however, quality will not only be defined in terms of the properties of the product and/or services that the organisation provides, but in a more holistic manner that is subject to rapid change and shifting customer preferences. This increasingly dynamic knowledge-driven environment will require companies to pay close adherence to quality in order to satisfy demand and stay ahead of the competition. A national survey of 1000 quality certified organisations in Australia was distributed with a 23% response rate. The survey asked questions pertaining to the organisations' use of Knowledge Management, their quality culture, as well as their quality performance measures. As a result of an analysis of the data, the authors suggest that, in order to survive in such a dynamic environment, organisations will have to embrace Knowledge Management as a fundamental component of delivery of a quality culture.

Ionic liquids (ILs) based on trihexyltetradecylphosphonium coupled with either diphenylphosphate or bis(trifluoromethanesulfonyl)amide have been shown to react with magnesium alloy surfaces, leading to the formation a surface film that can improve the corrosion resistance of the alloy. The morphology and microstructure of the magnesium surface seems critical in determining the nature of the interphase, with grain boundary phases and intermetallics within the grain, rich in zirconium and zinc, showing almost no interaction with the IL and thereby resulting in a heterogeneous surface film. This has been explained, on the basis of solid-state NMR evidence, as being due to the extremely low reactivity of the native oxide films on the intermetallics (ZrO2 and ZnO) with the IL as compared with the magnesium-rich matrix where a magnesium hydroxide and/or carbonate inorganic surface is likely. Solid-state NMR characterization of the ZE41 alloy surface treated with the IL based on (Tf)2N− indicates that this anion reacts to form a metal fluoride rich surface in addition to an organic component. The diphenylphosphate anion also seems to undergo an additional chemical process on the metal surface, indicating that film formation on the metal is not a simple chemical interaction between the components of the IL and the substrate but may involve electrochemical processes.

The quadratic form of the Dirac equation in a Riemann space-time yields a gravitational gyromagnetic ratio κ(S) = 2 for the interaction of a Dirac spinor with curvature. A gravitational gyromagnetic ratio κ(S) = 1 is also found for the interaction of a vector field with curvature. It is shown that the Dirac equation in a curved background can be obtained as the square-root of the corresponding vector field equation only if the gravitational gyromagnetic ratios are properly taken into account.

We present results from an analysis of stellar population parameters for 7132 galaxies in the 6dF Galaxy Survey Fundamental Plane (FP) sample. We bin the galaxies along the axes, v1, v2 and v3, of the tri-variate Gaussian to which we have fitted the galaxy distribution in effective radius, surface brightness and central velocity dispersion (FP space), and compute median values of stellar age, [Fe/H], [Z/H] and [a/Fe]. We determine the directions of the vectors in FP space along which each of the binned stellar population parameters vary most strongly. In contrast to previous work, we find stellar population trends not just with velocity dispersion and FP residual, but with radius and surface brightness as well. The most remarkable finding is that the stellar population parameters vary through the plane (v1 direction) and across the plane (v3 direction), but show no variation at all along the plane (v2 direction). The v2 direction in FP space roughly corresponds to luminosity density. We interpret a galaxys position along this vector as being closely tied to its merger history, such that early-type galaxies with lower luminosity density are more likely to have undergone major mergers. This conclusion is reinforced by an examination of the simulations of Kobayashi, which show clear trends of merger history with v2.

In 1983, M. van den Berg made his Fundamental Gap Conjecture about the difference between the first two Dirichlet eigenvalues (the fundamental gap) of any convex domain in the Euclidean plane. Recently, progress has been made in the case where the domains are polygons and, in particular, triangles. We examine the conjecture for triangles in hyperbolic geometry, though we seek an for an upper bound for the fundamental gap rather than a lower bound.
