In the development of family policy under New Labour there has been a growing tendency to identify groups who are likely to be high in lifetime costs to the state. Investment in such groups is seen as crucial. Whilst the economic case for current investment is compelling, idenitiying one of these groups, ‘families with multiple problems’ raises complex research problems and ethical issues. Reseach indicates that families with multiple problems may be identified on the caseloads of child and family social worker and there are claims that key events such as the registration of a child on the child protection register may indicate such multiple problems. This offers new opportunities for child and family social work to embrace less incident based ways of working in favour of longer term provision of services to address longer term risks.

This article is concerned with the ethical conflicts that arise for social workers when dealing with males that perpetrate violence against women and children with whom they have or had intimate relationships. In particular, the article seeks to highlight how a strong social work value base is essential when working with perpetrators whose apparent wilful violent controlling behaviour creates a major ethical dilemma for the practising social worker. The argument contends that strategies designed to protect and enhance the welfare of domestic violence victims, particularly those aimed at the re-education of perpetrators, are weakened when social workers do not adhere to a social work value base.

L’importance accordée à la reconnaissance des droits fondamentaux des personnes en matière d’intégrité physique et de consentement aux soins dans notre société fait que le travailleur social appelé à participer à l’ouverture de régimes de protection du majeur doit développer une expertise multidimensionnelle. De plus, le travailleur social se retrouve à confronté à différentes logiques d’action (juridique et procédurale, médicale, psychosociale, pragmatique) dont il doit tenir compte dans le processus d’évaluation. Ceci nous amène à aborder la position difficile dans laquelle se trouve généralement le travailleur social qui oscille entre la possibilité de favoriser l’autonomie de la personne et la volonté de protéger celle-ci. L’objectif de ce mémoire est donc d’accroître notre compréhension du processus de prise de décision du travailleur social dans la détermination de l’inaptitude d’une personne âgée, dans le cadre des régimes de protection du majeur. D’une manière plus spécifique, cette étude consiste à retracer et à théoriser, par l’analyse de sa logique d’action, le processus à travers lequel le travailleur social se positionne lorsqu’il se retrouve confronté à des dilemmes éthiques par rapport à la détermination de l’inaptitude d’une personne âgée. L’analyse de l’expérience du travailleur social a été réalisée à travers le paradigme de l’individualisme méthodologique tel que définit par Raymond Boudon. Les données furent recueillies lors d’entrevues semi-dirigées réalisées auprès de sept intervenants. Les témoignages recueillis par le biais de cette recherche exploratoire montrent à quel point il peut être difficile et éprouvant pour le travailleur social de devoir se positionner dans la détermination de l’inaptitude d’une personne âgée, dans le cadre des régimes de protection du majeur et comment ces interventions s’inscrivent dans un jeu infiniment complexe d’interactions multiples entre acteurs et actants. Les principaux obstacles à la prise de décision éthique dont ont fait part les travailleurs sociaux interrogés sont liés au contexte de pratique. Il s’agit du manque de ressources financières et humaines disponibles ainsi que le fait que les décisions ne soient pas toujours prises en équipe interdisciplinaire et dans un climat qui soit non menaçant. La reconnaissance de l’expertise des travailleurs sociaux en matière d’ouverture de régimes protection est d’ailleurs ressortie comme un enjeu important.

RESUMO: Os dados estatísticos evidenciam uma tendência para o aumento de casos de HIV/SIDA em indivíduos com mais de 50 anos (OMS, 2008) e apontam a transmissão por via sexual como uma das causas das novas infecções nesta faixa etária. A inexistência de um tratamento ou de uma vacina para o HIV/SIDA faz com que a alteração de comportamentos de risco seja ainda o único meio disponível e universal de prevenir a doença, independentemente da faixa etária considerada. Reconhecendo a dimensão social do fenómeno, e a função preventiva e educativa inerente à actividade dos assistentes sociais, constitui-se como principal objectivo deste estudo compreender o papel do Serviço Social na prevenção do HIV /SIDA e dos comportamentos de risco nos idosos frequentadores de centros de convívio e academias. Especificamente pretendemos identificar o entendimento dos assistentes sociais face à SIDA, à sexualidade e aos comportamentos de risco da população idosa; compreender o papel do Serviço Social na prevenção do HIV/SIDA por relação a outros profissionais; identificar que acções de âmbito preventivo são utilizadas e em que nível da prevenção se situa a intervenção dos assistentes sociais e perceber se a mesma contribui para a mudança de comportamentos de risco. Situámos o estudo numa abordagem qualitativa, e seguimos uma estratégia indutiva. Os dados foram recolhidos através de entrevistas semi-estruturadas, aplicadas a oito assistentes sociais que exercem a sua actividade em Centros de Convívio ou Academias Seniores, no concelho de Cascais. Pela análise e interpretação dos discursos das entrevistadas verifica-se que, a maioria, têm conhecimentos acerca da sexualidade dos idosos no geral e nas respectivas instituições. Percepcionam a sexualidade como algo existente nos idosos, embora se tenham identificado, concomitantemente alguns preconceitos, não sendo um assunto comummente abordado nas suas acções quotidianas. O conhecimento que revelam relativamente ao HIV/SIDA e à expressão do problema a nível global ou local tem uma relação muito directa com a existência, ou não, de casos concretos na instituição. Constatámos que as acções preventivas sobre os comportamentos sexuais de risco são feitas por profissionais exteriores à instituição e de outras áreas, como a enfermagem e a psicologia. Face à regularidade e proximidade com os destinatários da intervenção sublinhamos a importância que os assistentes sociais podem ter no âmbito da prevenção primária, promovendo acções que capacitem, eduquem e motivem os idosos para a adopção de comportamentos saudáveis, sendo também condição sine qua non que os profissionais se reposicionem e assumam esse papel investindo na sua qualificação e especialização. ABSTRACT: The statistical data shows that the number of HIV/AIDS cases in individuals over 50 is rising (OMS, 2008), with the sexual transmission being the prime cause of the new infections in this age group. The non-existence of a treatment or a vaccine for HIV/AIDS leads the change in risk behaviors to remain the only available and universal method to prevent the spreading of this disease, regardless of the age group we are considering. Acknowledging the social dimension of the phenomenon and the inherent preventive and educational function of the Social Workers, the main objective of this study is to understand the role of the Social Work in HIV/AIDS prevention and the risk behaviors of the elderly. Specifically we intend to identify the knowledge the social workers have about HIV/AIDS, about the sexuality and risk behaviors of the elderly; understand the role of the social worker in HIV/AIDS prevention by comparison to other professionals; identify which preventive actions are taken in intervention and in which level of prevention the intervention of social workers takes place, and understand if prevention leads to changing the risk behaviors. We based the study in a qualitative approach, and followed an inductive strategy. The data was gathered by semi-structured interviews, applied to eight Social Workers working in Recreational Centers or Seniors Academies in Cascais’ district. By analyzing and interpreting the interviews we see, that the majority, knows about the sexuality of the elderly in general and in their respective institutions. They see sexuality as something that the elderly possess, although we have also identified some prejudices towards it, and it isn’t a theme usually approached in their daily actions. The knowledge that they reveal about HIV/AIDS and the impact of this problem at a global and local level, is directly linked to the existence, or not, of actual cases in the institution they work. We noticed that the preventive actions on sexual risk behaviors are conducted by professionals that don’t belong to the institution and of other areas of expertise, as Nursing and Psychology. Due to the regularity and proximity with whom the intervention is destined to, we emphasize the importance that the social workers may have in primary prevention, promoting actions that enable, educate and encourage the elderly to adopt health promoting behaviors, also being a sine qua non condition the professionals must reposition themselves and take that role investing in their qualification and specialization.

Until recently, the author was in Scotland, where professional registration in social work extends to students and involves criminal record checks prior to acceptance into a course of study. She is now teaching at Deakin University in Australia, which places a high priority on making higher education available to persons and groups who have traditionally been excluded, both through the provision of courses through off campus (distance education) study mode and an innovative and culturally sensitive mode of provision for indigenous Australians. One result of our attempts to redress social exclusion is that, on occasion, we discover that some of our students are incarcerated. There are important logistical issues which may emerge as a consequence of accepting prisoners into a program of social work education. However, it would seem that the inclusion of prisoners is symbolic of a fundamental difference in philosophy with programmes of social work education in countries where there is a strong expectation that social work educators act as gatekeepers to the profession, especially in respect of students with criminal convictions. This in tum reflects an expectation among social work educators in Australia that it may be more appropriate for professional associations or registration bodies to determine whether or not a graduate with a criminal record is suitable for employment as a professional social worker. In some settings, a prior criminal record is not a barrier to being an effective service provider, as well as international differences in understandings of the social work role and employment
destinations of social work graduates.

Michael White, the Australian narrative practitioner, died in April this year. Given White trained in social work and has had a large impact on many social workers, it is timely to investigate the opaque relationships linking White and his work with his discipline-of-origin. The present examination proceeds in three steps. First, a schematic outline of White’s intellectual influences and achievements is set out; second, the alignments, as well as tensions, between White’s work and his discipline-of-origin are considered; and, third, it is argued that White was informed by, and went on to produce a body of work that further informed, the contesting spirit that is the wellspring of the discipline of social work. This conclusion is reached mindful of the fact that White remained antagonistic to the role played by the professions in general and that he did not identify with the title ‘social worker’ in particular.

This paper reports the use of vignettes as a methodology to analyse the extent to which the new social work degree programmes enabled students to develop their analytical and reflective capabilities. Two vignettes, which focused on children and families and adult social care respectively, were developed for the study. Students were asked to respond in writing, from the perspective of a social worker, to a standard set of questions at the beginning (T1) and end of their degree programme (T2). Considering the responses to all questions across the two vignettes, a series of scales was developed to measure the key themes which had been identified by qualitative analysis. These included ‘Attention to process of relationships’ and ‘Social/structural/political awareness’. Responses were also rated as ‘descriptive’, ‘analytic’ or ‘reflective’.

Students from six universities in England participated. From an original sample of 222 students, it was possible to match 79 T1 and T2 responses. Analysis of variance demonstrated statistically significant increases in nine of the 11 themes and increases in ratings for analysis and reflection.

In conclusion, vignettes can be used to produce both qualitative and quantitative data in respect of changes in students’ acquisition of knowledge and skills over time.

Retaining social workers in the workforce is a significant challenge and a considerable amount of research has focused on identifying and examining the reasons why social workers choose to leave the profession. This paper presents findings collected as part of a small-scale exploratory study into why some social workers have chosen to remain in the social work profession for many years and who consider themselves to be passionate about their careers. In particular, the paper focuses on the potential of effective professional supervision as a factor that can facilitate social worker workforce retention. Supervision was mentioned by all participants in the study as being important for their wellbeing, either throughout their social work career or at particular points along the way, and supervision was also cited as one of the reasons they were still social workers. On the basis of this research, the authors argue that regular professional supervision can increase the retention rate of social worker employees; and it is, therefore, false economy not to allocate sufficient resources for effective supervision.

Background Broad community access to high quality evidence-based primary mental health care is an ongoing challenge around the world. In Australia one approach has been to broaden access to care by funding psychologists and other allied health care professionals to deliver brief psychological treatments to general practitioners' patients. To date, there has been a scarcity of studies assessing the efficacy of social worker delivered psychological strategies. This study aims to build the evidence base by evaluating the impact of a brief educational intervention on social workers' competence in delivering cognitive behavioural strategies (strategies derived from cognitive behavioural therapy). Methods A randomised controlled trial design was undertaken with baseline and one-week follow-up measurement of both objective and self-perceived competence. Simulated consultations with standardised depressed patients were recorded on videotape and objective competence was assessed by blinded reviewers using the Cognitive Therapy Scale. Questionnaires completed by participants were used to measure self-perceived competence. The training intervention was a 15 hour face-to-face course involving presentations, video example consultations, written materials and rehearsal of skills in pairs. Results 40 Melbourne-based (Australia) social workers enrolled and were randomised and 9 of these withdrew from the study before the pre training simulated consultation. 30 of the remaining 31 social workers (97%) completed all phases of the intervention and evaluation protocol (16 from intervention and 14 from control group). The intervention group showed significantly greater improvements than the control group in objective competence (mean improvement of 14.2 (7.38-21.02) on the 66 point Cognitive Therapy Scale) and in subjective confidence (mean improvement of 1.28 (0.84-1.72) on a 5 point Likert scale). On average, the intervention group improved from below to above the base competency threshold on the Cognitive Therapy Scale whilst the control group remained below. Conclusions Social workers can attain significant improvements in competency in delivering cognitive behavioural strategies from undertaking brief face to face training. This is relevant in the context of health reforms that involve social worker delivery of evidence based psychological care. Further research is required to assess how these improvements in competence translate into performance in practice and clinical outcomes for patients.

The Theory analyzes what should know and what competes, formally, to the Professional of Social Service to act in the School Education. He/she investigates, starting from studies on the theme, and close to Council Federal and Regional of Social Service, and of the Brazilian Association of Studies and Researches in Social Service, that you know and competences are necessary for the social worker performance in that specific area. Through a research of nature empiric, bibliographical and documental, the analysis focus outlines the glance and the understanding of the professionals' category that represent the defense organs, fiscalization and formation of the profession. The importance of the scientific study is justified for the social worker necessary contribution acting in the School Education, whose political and pedagogic context presents multiple demands, you know and relationships, and when it is lived a social and education picture at the present time with order words in formation, as inclusion, empowerment, competence, that they demand other specialists in the school scenery to work with the varied expressions of the social subject. Since the years 1930 the social worker acts in the area of the Education, with an originating from knowledge the human and social areas that you/he/she makes possible him/it to contribute, undisciplinement, close to the pedagogic team of the School Education. The clarity of the you know and of the necessary competences to intervene in that field of specific work makes possible the legitimation of the identity, of the social worker professionalization and the formalization of his/her practice. The Theory ends that the profissionality and the social worker professionalism is built and it is recognized in the area of the Education starting from the knowledge of the you know and pertinent competences to intervene in that context, beginning that knowledge on the part of the category of the Social Service and of the formation organs and representation of the profession so that the school community - administration and pedagogic coordination, teachers and students - he understands and recognize the social worker necessary intervention in that field. The formalization of those you know and competences are built starting from actions and thought mobilizations and operation in the group of the category, and not for isolated actions and individualized. It is revealed, in the opinion of the ones that represent Regional Council of Social Service, a wide vision of the social worker in that space exercising, among other, functions that don't compete to the professional's profile or restricted to actions and techniques historically exercised in their work fields. A new profile of the professional of the Social Service that it acts in the School Education is possible when his/her action is visualized centered not just in the work with the family, but, doing of the school a proposition space and execution of programs, projects, studies and social researches. He intends, an action politics and of popularization on them know and the social worker competences in the School Education

The present study analyses the actual relations and work conditions found in the third sector in Natal city, in the context of productive restoration and increasingly retraction from the State in providing Social Service before the new approach that has been destined to the social issue. The study talks about the work of the social worker when fighting the different expressions the social issue has, such as social service provision as a way of teamwork associated to work relations and conditions, to accessible resources and quality control management. These are elements that affect and interfere in the accomplishment and in the work of the social worker itself. The State s improvement, according to neoliberal-political precepts and increasingly retraction from the public investment in the areas of social concern (health, social welfare, assistance) and in the wage and employment policy, besides expanding the partnership with the public and private areas, in search for social services with quality, it has diversified the structures of the professional work with the growth of the so called third sector institutions. However, the absorption of the social workers by the third sector groups in general, has as major features the impoverishment of work relations, the maintenance of an unequal salary model, pointing out the deadline contracts and/or single tasks that generate work instability. The research debates, with a critical view and full perspective, over the conception of the third sector, interpreted as an action that expresses functions and values, treated as a real phenomenon generated from the restoration of the capital based on neoliberal principles. This study aims for responding what the established work relations are and under what work conditions the social worker has been fitting in the third sector and how such a reality echoes in the current work conditions for a social work in the city of Natal, before this new model of state intervention that transfers part of the social service provision to distinctive divisions of society, among them the so called third sector. The research results have shown that like the other workers the social worker passes through the same crises, dilemmas, advances and challenges that occur in the world of employment and which are expressed in the drop of salary average in the growth of contemporary contracts, unemployment, and in the ever more selective requirements to one be included in the social spaces, where the professional work is done, having as a result a greater impoverishment of work relations and conditions as well as more vulnerability as a salaried occupation

The present research study the work professional of the Social worker in the National Institute of Social Security of Rio Grande do Norte s State, especially about the working terms, the demands and working process of Social worker in consequence of the limits established with disorganization of his institutional space derived of the Counter-Reforms of the State and of Social Security. In decade of 1990 there was in Brazil adhesion to the neoliberal politics what configured a new organization of work and a new performance of the State. Inside this context, it was accomplished the Counter-Reforms with emphasis in the privatizations, reform of the Social Security and of the device of the Brazilian State, among other actions. Particularly, in Social Service reforms brought profound consequences for the Social workers of INSS, among it: reduction of professionals and in his institutional space. This study situates the Social Worker of Social Security in front of the contemporary modifications in the world of work as well as in front of the consequences come upon of the Counter-Reforms implemented and executed by the neoliberal governments in the country of way the of frame and to enter to the globalized world and the new order of the capital. From the qualitative research based in the critical and dialectic theoreticianmethodological perspective that study the phenomena from your relations, mediations and contradictions, was possible unveil the limits and the possibilities of the professional work of the Social worker in INSS placed the Counter-Reforms of Social Security. Synthetically, the results of this investigation indicate that, there is an worsening in the inconsistency of the work with relation to social worker's functional situation and his working terms in the institution

This work deals with an analysis related to the social worker s practice in the oncology area. It aims to identify demands, work conditions as well as current challenges related to this profession. It considers the specificities of breast cancer and relates it to political decisions in the health sector considering the concept of contemporary capitalism. The study analyzes professional action and the demands presented by breast cancer patients who are currently in treatment in Hospital Dr. Luiz Antônio em Natal-Rio Grande do Norte-Brazil. The methodological procedures considered of documental analysis, semi-structured interviews (with two social workers that work with fifteen breast cancer patients) as well as participant observation; which was done counting with my own professional practice in the oncology area. Thus, the research also discusses the breast cancer issue in the life of the users considering their social-economical, cultural and political determinants. Factors such as age in which the diagnosis was known, the relation user/social workers, number of children, rights of the oncology patient, place where he/she lives, education, civil status, (re)insertion of the professional in the work field, perception of self-esteem and bio-psycho-social representation of breast cancer in the lives of these women, all of which were dealt with in this research

The work of the professional of social worker in social security policy, it is seen wrapped in an adverse situation to consolidate the ethical-political project work, marked by the materialization of the neoliberal policy essentially promotes the reduction of social rights historically achieved by the class struggle worker. In this sense, with the aim of analyzing the statement of work of the Social Worker in Social Security, their struggles and challenges to the realization of rights, against the current situation is that it renders the theoretical basis of the discussions to be fought. Thus, we performed procedures such as methodological research literature and documents in detail of our analytical categories in order to base the discussion on social security policy. The survey area covered was the Executive Management of Social Security Mossoró and Natal, representing a total of 07 (seven) surveyed social workers who work in the Department of Social Work. Thus, the research allowed us a comparison with the work of Social Workers and this allowed us to reach some conclusions: first, the fact that Social Security does not guarantee in its entirety, the conditions necessary for the work of Social Worker, taking into account the lack of human and material resources for its realization, and the virtual absence of professional secrecy, and second, that the social workers surveyed say the ethical-political project of Social Work, in exercise professional from engaging in projects and social movements related to the protection of social rights and working class, thirdly, that the statement of professional design, contributes to the formation of a new professional activities, based on an analysis of whole and an action more interventionist, critical and purposeful, able to relate to the interests of users who seek their services, the consolidation and socialization of social rights. Thus, the direction of the work of professional of social worker to support the theoretical and methodological maturity in recent years acquired the expertise and ethical-political daily, consolidated its space in claiming social security institution, the rights so hard fought in an environment grounded in the disintegration social struggles

In the sociability of the capital, the challenges to the consolidation of social security as a public policy become expressive, which has implications for social security services, particularly for Social Works who works for the security and fulfillment of social rights. Therefore, in this context of denial of these rights becomes relevant the work of social worker, as a professional committed to the ethical-political project and the Matrix Theory and Methodology of Social work, which potentiate the action able to establish professional articulated strategies for the strengthening of collective struggles for equality in society. Thus, this study examines the instrumentality of social work in the contemporary world and its contribution to the realization of rights. For this, we conducted a literature review, using authors dealing with the issue, as Behring (2008), Boschetti (2003), Mota (1995), Guerra (2007) among others, as well as documentary research through laws, decrees, instructions Normative, Internal Guidelines, and especially the analysis of the Matrix itself of Social Work in welfare. We use also of paramount importance to our analysis - the field research, using techniques such as semi-structured interview and questionnaire. The research enables the identification of important aspects of the subject studied, as the understanding of professionals about the instrumentality of Social Works in its ethical-political aspects, both theoretical and methodological and technicaloperative. The demands made by the managers for the profession on the sociooccupational have extrapolated the powers and duties of the Law Regulating the Profession and the Matrix of Social Work in welfare. The subjects of this study emphasize the role of social category of the National Institute of Social Security and the Federal Council of Social Service in defense of Social Works. The knowledge of social and institutional framework is critical to building control strategies that strengthen social security and public policy, the guarantor of social rights for workers in Brazil
