Very little research has examined K–12 educational technology decision-making in Canada. This collective case study explores the technology procurement process in Ontario’s publicly funded school districts to determine if it is informed by the relevant research, grounded in best practices, and enhances student learning. Using a qualitative approach, 10 senior leaders (i.e., chief information officers, superintendents, etc.) were interviewed. A combination of open-ended and closed-ended questions were used to reveal the most important factors driving technology acquisition, research support, governance procedures, data use, and assessment and return on investment (ROI) measures utilized by school districts in their implementation of educational technology. After participants were interviewed, the data were transcribed, member checked, and then submitted to “Computer-assisted NCT analysis” (Friese, 2014) using ATLAS.ti. The findings show that senior leaders are making acquisitions that are not aligned with current scholarship and not with student learning as the focus. It was also determined that districts struggle to use data-driven decision-making to support the governance of educational technology spending. Finally, the results showed that districts do not have effective assessment measures in place to determine the efficacy or ROI of a purchased technology. Although data are limited to the responses of 10 senior leaders, findings represent the technology leadership for approximately 746,000 Ontario students. The study is meant to serve as an informative resource for senior leaders and presents strategic and research-validated approaches to technology procurement. Further, the study has the potential to refine technology decision-making, policies, and practices in K–12 education.

O objetivo do presente trabalho é investigar qual procedimento de contratação publica–se o procedimento tradicional regido pela Lei nº 8.666/93, na modalidade concorrência, ou o mais recente Regime Diferenciado de Contratações instituído pela Lei nº 12.462/11 – é mais econômico e célere para a contratação de obras públicas. Para tanto, foi realizada uma análise teórico-comparativa dessas duas modalidades de contratação e um estudo empírico comparativo das licitações dos contratos de restauração e manutenção de rodovia (CREMA) realizadas pelo Departamento Nacional de Infraestrutura de Transporte que foram licitados pelo RDC ou na modalidade concorrência da Lei nº 8.666/93.

The study aims to identify the factors that influence the behavior intention to adopt an academic Information System (SIE), in an environment of mandatory use, applied in the procurement process at the Federal University of Pará (UFPA). For this, it was used a model of innovation adoption and technology acceptance (TAM), focused in attitudes and intentions regarding the behavior intention. The research was conducted a quantitative survey, through survey in a sample of 96 administrative staff of the researched institution. For data analysis, it was used structural equation modeling (SEM), using the partial least squares method (Partial Least Square PLS-PM). As to results, the constructs attitude and subjective norms were confirmed as strong predictors of behavioral intention in a pre-adoption stage. Despite the use of SIE is required, the perceived voluntariness also predicts the behavior intention. Regarding attitude, classical variables of TAM, like as ease of use and perceived usefulness, appear as the main influence of attitude towards the system. It is hoped that the results of this study may provide subsidies for more efficient management of the process of implementing systems and information technologies, particularly in public universities

Outsourcing has emerged as one of the new ways of guiding the work. For its advantages and be consistent with the paradigms of managerial reform, outsourcing also started to be used in the Public Administration. However, taking into account the particularities of the latter, some issues are relevant when outsourcing concluded with the State. Gains notoriety, for example, the step of monitoring these contracts, to the extent that, from this activity, we can avoid the negative effects of outsourcing like the fact that the state will pay for labor and wage liens that are obligation of the company providing the services. This study aims to understand the perception that this process is under the Federal University of Rio Grande do Norte, from the point of view of different stakeholders, also explaining the motivations that these agents have to perform the supervisory process. As a theoretical basis was used the Agency Theory, which reinforces the supervisory activities as a necessary means to minimize moral hazard and adverse selection, seeking to understand not only the different motivations tax contracts to properly perform their duties, but also analyze other phenomena arising from this contractual relationship. To achieve the proposed objectives, were taken a literature review and a presentation of how to organize the management and oversight of contracts in UFRN. The methodological procedures included questionnaires and interviews with those involved in the process. After analyzing the results obtained in the survey instruments , and also based on the laws, regulations and instructions governing the procurement process within the UFRN, it was concluded that the process of overseeing the outsourcing of labor contracts in UFRN is not fully institutionalized, some points should be strengthened in order to have the consolidation of this process, highlighting the need for training of UFRN servers that act as tax, the knowledge that the contractual penalties are applied effectively, the need that there is a supervisor of tax of contractors and also the realization of the rotation system of outsourced employees

The Micro and Small Enterprises are in a special group of companies it given potential for development, employability, and integration into society. Although in Brazil they have high mortality rates, resulted to creation of the Statute of Micro and Small Enterprise in order to encourage it through tax benefits and advantages in public procurement processes. However, the other side of the debate, the public procurement process is the moment when the Public Sector relates to the Private Sector to materialize works, services and shopping. These procurement processes have itself weaknesses, such as excessive bureaucracy, delays and corruption, leading us to inquire: is a good idea promotes the development of micro and small enterprises through weaknesses procurement process? This discussion using theoretical framework, and an analysis of two case studies where the winners of procurement were two enterprises benefited from the Statute of Micro and Small Enterprises

Enquadramento: A segurança é um direito da criança, que deve ser assegurado pelos pais e sociedade em geral, pois devido à sua vulnerabilidade estão sujeitas a um maior risco de lesões e morte. O transporte seguro de recém-nascidos/crianças em automóveis é uma preocupação, pois os acidentes de viação são a principal causa de mortalidade e morbilidade nesta faixa etária. Nos acidentes rodoviários, o uso correto de um sistema de retenção para crianças (SRC), desde o nascimento, constitui uma forma eficaz de proteção. Objetivos: Caracterizar os conhecimentos e atitudes dos pais no uso do SRC; analisar a influência do processo de aquisição e de informação dos pais sobre o uso do SRC; identificar a relação entre as variáveis sociodemográficas dos pais e o uso de SRC; determinar se os conhecimentos são mediadores das atitudes dos pais na utilização do SRC. Métodos: Estudo quantitativo, transversal, descritivo e correlacional, realizado numa amostra não probabilística, por conveniência de 112 pais de recém-nascidos, mães com média de idade de 30,37 anos (Dp=5,63) e pai 33,91 (Dp=6,09). Para recolha de informação utilizou-se um questionário, construído para o efeito, que os pais preencheram 24-48h após o parto durante os meses de março a maio de um centro hospitalar da região norte de Portugal. Resultados: Maioritariamente tinham como escolaridade o ensino secundário e entre 1 a 4 filhos. O SRC fazia parte do ―enxoval‖ do bebé em 54,5% dos participantes, destes, 72,3% já o tinha experimentado no automóvel e pretendiam usá-lo na alta desde a maternidade 97,3%. Contudo, apurou-se que apenas 47,3% o faria de forma adequada, apesar de 83% referir conhecer a legislação e todos reconhecerem que previne lesões em caso de acidente e 67% admitir ter conhecimentos adequados sobre SRC. Concluiu-se haver relação entre os conhecimentos e a idade e a escolaridade das mães, e pelos resultados obtidos, inferimos que melhores conhecimentos conduzem a melhores atitudes na utilização do SRC. Conclusões: Os resultados indicam que os conhecimentos dos pais sobre o uso adequado de SRC continuam insuficientes. Este facto justifica o investimento no ensino, treino e preparação dos pais para a alta segura desde a maternidade, momento particularmente sensível, e que será determinante nas atitudes de promoção da segurança rodoviária das crianças e adolescentes. Materials management function is always a major concern to the management of any industrial organisation as high inventory and an inefficient procurement process affect the profitability to a great extent. Problems multiply due to a very current business environment in India. Hence, existing materials planning and procurement processes and inventory management systems require a re-look with respect to a changing business environment. This study shows a radical improvement in materials management function of an Indian petroleum refinery through business process re-engineering (BPR) by analysing current processes, identifying key issues, deriving paradigm shifts and developing re-engineered processes through customer value analysis. BPR has been carried out on existing processes of “materials planning and procurement” and “warehousing and surplus disposal”. The re-engineered processes for materials management function trigger a few improvement projects that were identified by the group of executives who took part in the re-engineering exercise. Those projects were implemented in an integrated framework with the application of the state of art information technology tools.

This thesis describes a project which has investigated the evaluation of information systems. The work took place in, and is related to, a specific organisational context, that of the National Health Service (NHS). It aims to increase understanding of the evaluation which takes place in the service and the way in which this is affected by the NHS environment. It also investigates the issues which surround some important types of evaluation and their use in this context. The first stage of the project was a postal survey in which respondents were asked to describe the evaluation which took place in their authorities and to give their opinions about it. This was used to give an overview of the practice of IS evaluation in the NHS and to identify its uses and the problems experienced. Three important types of evaluation were then examined in more detail by means of action research studies. One of these dealt with the selection and purchase of a large hospital information system. The study took the form of an evaluation of the procurement process, and examined the methods used and the influence of organisational factors. The other studies are concerned with post-implementation evaluation, and examine the choice of an evaluation approach as well as its application. One was an evaluation of a community health system which had been operational for some time but was of doubtful value, and suffered from a number of problems. The situation was explored by means of a study of the costs and benefits of the system. The remaining study was the initial review of a system which was used in the administration of a Breast Screening Service. The service itself was also newly operational and the relationship between the service and the system was of interest.

No âmbito do plano curricular do Mestrado em Administração Militar (AdMil) procedemos á realização do presente Trabalho de Investigação Aplicada (TIA) intitulado de “A importância dos módulos logísticos do SIG na reorganização logística e financeira do Exército”. É de referir que este assunto é de total interesse porque se enquadra no objetivo estratégico do Exército (OEPB10) que visa incrementar a gestão de recursos apoiada em sistemas de informação publicados na Diretiva de Planeamento do Exército para o biénio 2015 e 2016. O objetivo geral desta investigação é explicar se as funcionalidades do módulo MM do SIG respondem às necessidades do Exército. Pretendemos também identificar se o processo de compras logístico é utilizado em pleno, determinar se é possível fazer uma análise das compras já efetuadas e em curso, determinar se o Exército em SIG consegue gerir as suas existências em quantidade e valor, identificar se existe gestão de necessidades de reabastecimento das U/E/O em SIG e expor as vantagens e inconvenientes da sua utilização, descrever as vantagens da migração dos dados para a aplicação SIG de outras aplicações usadas para a gestão de stocks. O módulo MM do SIG integra a administração de materiais, planeamento, controlo dos materiais, compras, recebimentos de mercadorias, administração de stocks e verificação de faturas. A presente investigação trata-se de um estudo de caso, para tal recorremos ao método hipotético-dedutivo e aplicámos um estudo exploratório/descritivo. Nesta investigação procedeu-se à recolha de informação através de inquéritos por entrevista e por questionário, tendo sido selecionado consequentemente um método misto (qualitativo e quantitativo). Após a análise e discussão dos resultados concluímos que as funcionalidades do módulo MM do SIG implementado no Exército não respondem na totalidade às necessidades do Exército, em determinadas classes de abastecimento no âmbito das existências. Assim é de salientar que do antecedente foram implementadas as ferramentas MM compras centrais e locais, e desde o ano de 2014, têm sido implementados em sistema a gestão dos combustíveis e neste momento o fardamento. Acrescentamos que o módulo MM está integrado e como tal há necessidade de resolver vários problemas considerados externos, nomeadamente a agilização do processo da catalogação, a descentralização das compras que leva a que as U/E/O recorram maioritariamente à utilização de NNA genéricos, não possibilitando a gestão dos materiais em sistema SIG, o que resulta posteriormente numa apresentação incorreta da conta 3 das existências no balanço.

The commercial process in construction projects is an expensive and highly variable overhead. Collaborative working practices carry many benefits, which are widely disseminated, but little information is available about their costs. Transaction Cost Economics is a theoretical framework that seeks explanations for why there are firms and how the boundaries of firms are defined through the “make-or-buy” decision. However, it is not a framework that offers explanations for the relative costs of procuring construction projects in different ways. The idea that different methods of procurement will have characteristically different costs is tested by way of a survey. The relevance of transaction cost economics to the study of commercial costs in procurement is doubtful. The survey shows that collaborative working methods cost neither more nor less than traditional methods. But the benefits of collaboration mean that there is a great deal of enthusiasm for collaboration rather than competition.

Despite being a major user of many technologies and innovations, the healthcare sector's role and influence as a procurer of technologies has been poorly represented by the literature and consequently is not fully understood. Providing a practical example of the introduction of digital signal process (DSP) hearing aids in to the English NHS, this paper discusses the role of public sector procurement agencies in the uptake of technologies from the private sector and their adoption by the public sector. Employing a system of innovation (SI) approach, the paper highlights the need for policy-makers to adopt a dynamic as well as systemic perspective that recognises the shifting roles, responsibilities and interactions of key stakeholders throughout the innovation process.
