Public organisations are subjected to weak incentivesfor competition. Therefore, institutional Darwinismcannot apply. Regulation and performance monitoring isrequired to protect the public interest. This isparticularly the case of organisations in the healthcare arena, since strong incentives may risk the wholesupply of public health services. Regarding to the pathdependence of the Spanish public health institutionswith respect to the international experience and theobserved health technological changes, this paper triesto ground some theoretical bases for the organisationalchange in our health system. We do this by building ourargument from the very basic public goal: the improvementof the health status of the Spanish population. Thisrequires a better integration of health care services.To this regard, capitation in finance shows somecomparative advantages: it takes an integral view forthe care of the population, it allows for a betterdecentralisation ('deconcentration') of risks to healthproviders and favours managed care under a globalperspective, replacing partial payment to differentproviders. However, the paper shows some potentiallimitations for this purpose and the need of a gradualstrategy for its implementation.

With the support of the Iowa Fly Ash Affiliates, research on reclaimed fly ash for use as a construction material has been ongoing since 1991. The material exhibits engineering properties similar to those of soft limestone or sandstone and a lightweight aggregate. It is unique in that it is rich in calcium, silica, and aluminum and exhibits pozzolanic properties (i.e. gains strength over time) when used untreated or when a calcium activator is added. Reclaimed Class C fly ashes have been successfully used as a base material on a variety of construction projects in southern and western Iowa. A pavement design guide has been developed with the support of the Iowa Fly Ash Affiliates. Soils in Iowa generally rate fair to poor as subgrade soils for paving projects. This is especially true in the southern quarter of the state and for many areas of eastern and western Iowa. Many of the soil types encountered for highway projects are unsuitable soils under the current Iowa DOT specifications. The bulk of the remaining soils are Class 10 soils. Select soils for use directly under the pavement are often difficult to find on a project, and in many instances are economically unavailable. This was the case for a 4.43-mile grading (STP-S- 90(22)-SE-90) and paving project in Wapello County. The project begins at the Alliant Utilities generating station in Chillicothe, Iowa, and runs west to the Monroe-Wapello county line. This road carries a significant amount of truck traffic hauling coal from the generating station to the Cargill corn processing plant in Eddyville, Iowa. The proposed 10-inch Portland Cement Concrete (PCC) pavement was for construction directly on a Class 10 soil subgrade, which is not a desirable condition if other alternatives are available. Wapello County Engineer Wendell Folkerts supported the use of reclaimed fly ash for a portion of the project. Construction of about three miles of the project was accomplished using 10 inches of reclaimed fly ash as a select fill beneath the PCC slab. The remaining mile was constructed according to the original design to be used as a control section for performance monitoring. The project was graded during the summers of 1998 and 1999. Paving was completed in the fall of 1999. This report presents the results of design considerations and laboratory and field testing results during construction. Recommendations for use of reclaimed fly ash as a select fill are also presented.

The goal of the project was to develop a new type of self-consolidating concrete (SCC) for slip-form paving to simplify construction an make smoother pavements. Developing the new SCC involved two phases: a feasibility study (Phase I sponsored by TPF-5[098] and concrete admixtures industry) and an in-depth mix proportioning and performance study and field applications (Phase II). The phase I study demonstrated that the new type of SCC needs to possess not only excellent self-consolidating ability before a pavement slab is extruded, but also sufficient “green” strength (the strength of the concrete in a plastic state) after the extrusion. To meet these performance criteria, the new type of SCC mixtures should not be as fluid as conventional SCC but just flowable enough to be self-consolidating. That is, this new type of SCC should be semi-flowable self-consolidating concrete (SFSCC). In the phase II study, effects of different materials and admixtures on rheology, especially the thixotropy, and green strength of fresh SFSCC have been further investigated. The results indicate that SFSCC can be designed to (1) be workable enough for machine placement, (2) be self-consolidating without segregation, (3) hold its shape after extrusion from a paver, and (4) have performance properties (strength and durability) comparable with current pavement concrete. Due to the combined flowability (for self-consolidation) and shape-holding ability (for slip-forming) requirements, SFSCC demands higher cementitious content than conventional pavement concrete. Generally, high cementitious content is associated with high drying shrinkage potential of the concrete. However, well-proportioned and well-constructed SFSCC in a bike path constructed at Ames, IA, has not shown any shrinkage cracks after approximately 3 years of field service. On the other hand, another SFSCC pavement with different mix proportions and construction conditions showed random cracking. The results from the field SFSCC performance monitoring implied that not only the mix proportioning method but also the construction practice is important for producing durable SFSCC pavements. A carbon footprint, energy consumption, and cost analysis conducted in this study have suggested that SFSCC is economically comparable to conventional pavement concrete in fixed-form paving construction, with the benefit of faster, quieter, and easier construction.

To date there have been few investigations of the substructures in low-volume road (LVR) bridges. Steel sheet piling has the potential to provide an economical alternative to concrete bridge abutments, but it needs investigation with regard to vertical and lateral load resistance, construction methods, and performance monitoring. The objectives of this project were to develop a design approach for sheet pile bridge abutments for short-span low-volume bridges, formulate an instrumentation and monitoring plan to evaluate performance of sheet pile abutment systems, and understand the cost and construction effort associated with building the sheet pile bridge abutment demonstration project. Three demonstration projects (Boone, Blackhawk, and Tama Counties) were selected for the design, construction, and monitoring of sheet pile abutments bridges. Each site was unique and required site-specific design and instrumentation monitoring. The key findings from this study include the following: (1) sheet pile abutment bridges provide an effective solution for LVR bridges, (2) the measured stresses and deflection were different from the assumed where the differences reflect conservatism in the design and the complex field conditions, and (3) additional research is needed to optimize the design.

This report describes a study to evaluate Geopier® soil reinforcement technology in transportation construction. Three projects requiring settlement control were chosen for evaluation—an embankment foundation, a box culvert, and a bridge approach fill. For each project, construction observations, in situ soil testing, laboratory material characterization, and performance monitoring were carried out. For the embankment foundation project, Geopier elements were installed within and around an abutment footprint for the new I-35 overpass at the US Highway 5/Interstate 35 interchange in Des Moines, Iowa. Although the main focus of this investigation was to evaluate embankment foundation reinforcement using Geopier elements, a stone column reinforced soil provided an opportunity to compare systems. In situ testing included cone penetration tests (CPTs), pressuremeter tests (PMTs), Ko stepped blade tests, and borehole shear tests (BSTs), as well as laboratory material testing. Comparative stiffness and densities of Geopier elements and stone columns were evaluated based on full-scale modulus load tests and standard penetration tests. Vibrating wire settlement cells and total stress cells were installed to monitor settlement and stress concentration on the reinforcing elements and matrix soil. Settlement plates were also monitored by conventional optical survey methods. Results show that the Geopier system and the stone columns performed their intended functions. The second project involved settlement monitoring of a 4.2 m wide x 3.6 m high x 50 m long box culvert constructed beneath a bridge on Iowa Highway 191 south of Neola, Iowa. Geopier elements were installed to reduce total and differential settlement while ensuring the stability of the existing bridge pier foundations. Benefits of the box culvert and embankment fill included (1) ease of future roadway expansion and (2) continual service of the roadway throughout construction. Site investigations consisted of in situ testing including CPTs, PMTs, BSTs, and dilatometer tests. Consolidated drained triaxial compression tests, unconsolidated undrained triaxial compression test, oedometer tests, and Atterberg limit tests were conducted to define strength and consolidation parameters and soil index properties for classification. Vibrating wire settlement cells, total stress cells, and piezometers were installed for continuous monitoring during and after box culvert construction and fill placement. This project was successful at controlling settlement of the box culvert and preventing downdrag of the bridge foundations, but could have been enhanced by reducing the length of Geopier elements at the ends of the box culvert. This would have increased localized settlement while reducing overall differential settlement. The third project involved settlement monitoring of bridge approach fill sections reinforced with Geopier elements. Thirty Geopier elements, spaced 1.8 m apart in six rows of varying length, were installed on both sides of a new bridge on US Highway 18/218 near Charles City, Iowa. Based on the results of this project, it was determined that future applications of Geopier soil reinforcement should consider extending the elements deeper into the embankment foundation fill, not just the fill itself.

Over-consolidation is often visible as longitudinal vibrator trails in the surface of concrete pavements constructed using slip-form paving. Concrete research and practice have shown that concrete material selection and mix design can be tailored to provide a good compaction without the need for vibration. However, a challenge in developing self-consolidating concrete for slip-form paving (SF SCC) is that the new SF SCC needs to possess not only excellent self-compactibility and stability before extrusion, but also sufficient “green” strength after extrusion, while the concrete is still in a plastic state. The SF SCC to be developed will not be as fluid as the conventional SCC, but it will (1) be workable enough for machine placement, (2) be self-compacting with minimum segregation, (3) hold shape after extrusion from a paver, and (4) have performance properties (strength and durability) compatible to current pavement concrete. The overall objective of this project is to develop a new type of SCC for slip-form paving to produce more workable concrete and smoother pavements, better consolidation of the plastic concrete, and higher rates of production. Phase I demonstrated the feasibility of designing a new type of SF SCC that can not only self-consolidate, but also have sufficient green strength. In this phase, a good balance between flowability and shape stability was achieved by adopting and modifying the mix design of self-consolidating concrete to provide a high content of fine materials in the fresh concrete. It was shown that both the addition of fine particles and the modification of the type of plasticizer significantly improve fresh concrete flowability. The mixes used in this phase were also found to have very good shape stability in the fresh state. Phase II will focus on developing a SF SCC mix design in the lab and a performing a trial of the SF SCC in the field. Phase III will include field study, performance monitoring, and technology transfer.

Työssä kehitettiin höyryvoimalaitosprosessin tilan seurantaan laitosmittausrutiini, jolla tarkastellaan erityisesti turbiinilaitoksen suorituskykyä ennen ja jälkeen vuosihuoltojen. Laitosmittaukset on kehitetty Teollisuuden Voima Oyj:n Olkiluodon ydinvoimalaitosyksikköjen OL1 ja OL2 tarpeisiin. Mittauksilla saadaan tietoa vuosihuollon kokonaisvaikutuksista prosessiin eli muuttuiko mikään vuosihuollon aikana ja mitkä syyt johtivat muutokseen. Lisäksi säännöllisillä mittauksilla tavoitellaan pitkän aikavälin referenssitietoa prosessin tilasta. Esimerkkimittaukset tehtiin kevään 2008 vuosihuolloissa, R108 ja R208. Työssä on esitetty mittausten suorittaminen, tulosten laskenta ja tarkastelu sekä raportointi. Luotu mittausrutiini pohjautuu höyryturbiinien ja lämmönsiirtimien vastaanottokokeita käsitteleviin standardeihin sekä laitosten viimeisimpiin prosessimuutosten yhteydessä toteutettuihin suorituskykymittauksiin. Laitosmittauksista tehtiin vastaanottokokeita kevyemmät ja yksinkertaisemmat mittaustapahtumat, joilla saadaan kuitenkin riittävän luotettavaa tietoa. Tunnuslukuja, joita ei käytettävissä olevien mittatietojen avulla saatu suoraan selville tai laskettua massa- ja energiataseilla, määritettiin stationaarisen tilan mallinnusohjelmalla TEMPO:lla. Esimerkkimittaukset sujuivat hyvin ja saadut tulokset antoivat kaivattua lisätietoa vuosihuollon vaikutuksesta prosessiin. Generaattorin bruttoteho aleni OL1:llä ja pysyi ennallaan OL2:lla. OL1:n tehon aleneminen selittyi syöttöveden virtausmäärän vähenemisellä, johon vaikutti virtausmittalaitteen lähettimen vaihto. OL2:lla ei havaittu turbiiniprosessissa muutoksia, mutta lauhduttimien suorituskyky parani. Lauhduttimien suorituskyvyn paraneminen ilmeni asteisuuksien pienentymisenä, johon vaikuttivat puhdistaminen ja ilmavuotojen väheneminen.

Tässä diplomityössä jatkettiin Loviisan voimalaitoksen höyryturbiinien suorituskyvyn parannuspotentiaalien tutkimusta. Tavoitteena oli kehittää laitoksen höyryturbiinien suorituskyvyn käytönaikaisia on-line-mittauksia. Selvityksessä perehdyttiin norjalaisen IFE:n kehittämään stationääritilan TEMPOohjelmaan( The Thermal Performance Monitoring And Optimisation system), sen käyttöohjeisiin ja toimintaperiaatteisiin. Työssä esiteltiin laajasti tiedon yhteensovittamisen laskentateoriaa, johon TEMPOn toiminta perustuu. Työssä tarkasteltiin turbiinin todellista paisuntaprosessia, koska sen ymmärtäminen on tärkeässä osassa turbiinin suorituskyvyn valvonnassa. Tutkimuksessa esiteltiin myös turbiineille mahdollisia vikoja sekä niiden syntymisprosesseja. Työssä tarkasteltiin TEMPOn sovittamien tulostiedostojen analysointiohjelman toimivuutta havaitsemalla itse aiheutettuja poikkeamia todellisiin mittaustiedostoihin. Analysointiohjelmalla muodostettuja kuvaajia vertailtiin todellisen prosessin ajotilanteen kuvaajiin ja tarkasteltiin, kuinka poikkeamia on mahdollista havaita kuvaajien avulla. TEMPO-ohjelmalle löydettiin tutkimuksen edetessä kehittämisehdotuksia. Näillä muutoksilla ohjelma saadaan mallintamaan Loviisan voimalaitoksen turbiiniprosessia tarkemmin ja tuloksista saadaan hyödyllisempiä.

Tutkimuksessa selvitettiin kyselytutkimuksella yritysseurannan nykytilaa Koneyrittäjien liiton jäseninä olevissa metsäkoneyrityksissä ja haastateltiin sekä käytiin keskusteluja metsäkonealan asiantuntijoiden kanssa. Työn tuloksena tehtiin ehdotus metsäkoneyrityksille soveltuvan seurantatyökalun tietosisällöstä ja hahmoteltiin työkalun rakenne. Vain 54 prosentilla yrityksistä oli järjestelmällistä yritystoiminnan seurantaa. Yleisin syy seuraamattomuudelle oli ajan puute. Niissä yrityksissä, joilla oli järjestelmällistä seurantaa, talouden tunnusluvuista aktiivisimmin seurattiin liikevoittoa. Puunkorjuuprosessia kuvaavista tunnusluvuista aktiivisimmin seurattiin puunkorjuun tuottavuutta. Ehdotetussa työkalussa rajauduttiin suorituskyvyn taloudelliseen ja prosessinäkökulmaan. Prosessinäkökulmassa keskityttiin puunkorjuuprosessiin ja tutkittiin, kuinka uuden StanForD2010 –tiedonsiirtostandardin avulla puunkorjuun tunnuslukujen tuottaminen voitaisiin automatisoida. Seurantatyökalun sisällöksi ehdotettiin yhteensä 43 talouden ja puun-korjuuprosessin tunnuslukua. Lisäksi ehdotettiin, että yrityksen suorituskykyä kuvaamaan laskettaisiin yrityskohtaisesti valittavista tunnusluvuista johdettu yksi tunnusluku – kokonaissuorituskykyindeksi. Ehdotettu seurantatyökalu mahdollistaa suorituskyvyn mittaamisen tehostamisen metsäkoneyrityksissä. Työkalusta puuttuvat asiakas- ja henkilöstö- sekä oppimisnäkökulmat, joten jatkossa onkin selvitettävä näiden näkökulmien liittäminen työkaluun.

The medial prefrontal cortex (mPFC) is involved in performance-monitoring and has been implicated in the generation of several electrocortical responses associated with self-regulation. The error-related negativity (ERN), the inhibitory Nogo N2 (N2), and the feedback-related negativity (FRN) are event-related potential (ERP) components which reflect mPFC activity associated with feedback to behavioural (ERN, N2) and environmental (FRN) consequences. Our main goal was to determine whether or not rnPFC activation varies as a function of motivational context (e.g., those involving performance-related incentives) or the use of internally versus externally generated feedback signals (i.e., errors). Additionally, we assessed medial prefrontal activity in relation to individual differences in personality and temperament. Participants completed a combination of tasks in which performance-related incentives were associated with task performance and feedback generated from internal versus external responses. MPFC activity was indexed using both ERP scalp voltage peaks and intracerebral current source density (CSD) of dorsal and ventral regions. Additionally, participants completed several questionnaires assessing personality and temperament styles. Given previous studies have shown that enhanced mPFC activity to loss (or negative) feedback, we expected that activity in the mPFC would generally be greater during the Loss condition relative to the Win condition for both the ERN and N2. Also, due to the evidence that the (vmPFC) is engaged in arousing contexts, we hypothesized that activity in the ventromedial prefrontal cortex (vmPFC) would be greater than activity in the dorsomedial prefrontal cortex (dmPFC), especially in the Loss condition of the GoNogo task (ERN). Similarly, loss feedback in the BART (FRN) was expected to engage the vmPFC more than the dmPFC. Finally, we predicted that persons rating themselves as more willing to engage in approach-related behaviours or to exhibit rigid cognitive styles would show reduced activity of the mPFC. Overall, our results emphasize the role of affective evaluations of behavioural and environmental consequences when self-regulating. Although there were no effects of context on brain activity, our data indicate that, during the time of the ERN and N2 on the MW Go-Nogo task and the FRN on the BART, the vrnPFC was more active compared to the dmPFC. Moreover, regional recruitment in the mPFC was similar across internally (ERN) and externally (FRN) generated errors signals associated with loss feedback, as reflected by relatively greater activity in the vmPFC than the dmPFC. Our data also suggest that greater activity in the mPFC is associated with better inhibitory control, as reflected by both scalp and CSD measures. Additionally, deactivation of the subgenual anterior cingulate cortex (sgACC) and lower levels of self-reported positive affect were both related to increased voluntary risk-taking on the BART. Finally, persons reporting higher levels of approach-related behaviour or cognitive rigidity showed reduced activity of the mPFC. These results are in line with previous research emphasizing that affect/motivation is central to the processes reflected by mediofrontal negativities (MFNs), that the vmPFC is involved in regulating demands on motivational/affective systems, and that the underlying mechanisms driving these functions vary across both individuals and contexts.

Applikationsövervakning är en term för att i realtid övervaka applikationer och kunna upptäcka fel innan slutanvändaren märker av ett problem. Med övervakning av applikationer menas inte bara den enskilda programvaran utan allt som rör applikationen i fråga. Trafikverkets önskemål är att leverera en hög kvalité i sina applikationer. I nuläget har utvecklare ingen eller dålig insyn i hur en applikation levererar i en skarp miljö efter att de lämnat över ansvaret till drift. För att kunna hålla en bra kvalité i sina applikationer så vill de undersöka hur applikationsövervakning kan hjälpa till att se behov av ändringar i applikationer innan större problem uppstår. I en fallstudie bestående av intervjuer och dokumentstudier kommer genom användning av situationsbaserad FA/SIMM nuvarande arbetssätt fångas. Samt fånga mål och problem som uttrycks i verksamheten kring utveckling & förvaltning och drift av applikationer. Dessa kommer sedan analyseras för att undersöka på vilket sätt applikationsövervakning skulle hjälpa utvecklare & förvaltare, men även driftspersonal i deras arbete. Resultatet av detta visar att de problem och mål som tas upp dels är organisatoriska i sin natur och arbetssättet DevOps framhålls som en möjlig lösning. Även att applikationsövervakning de facto skulle kunna bidra till en ökad kvalité i applikationerna genom att tillföra en möjlighet att arbeta mer proaktivt.

L’obiettivo della seguente tesi è quello di illustrare le condizioni in cui avviene il trasferimento di conoscenza da consulente a cliente, e come questo sia il fattore abilitante per l’esistenza e l’utilizzo di tale figura professionale da parte delle organizzazioni. Questa tesi nasce dall’esperienza vissuta durante la partecipazione alla XXIV edizione di Junior Consulting, un programma organizzato da CONSEL - ELIS presso Roma, che ha permesso al sottoscritto di prendere parte al progetto di consulenza “Engineering & Construction - Performance Monitoring System” commissionato da Enel Green Power. L’esigenza manifestata dall’azienda era quella di riuscire ad avere una visione chiara e definita della qualità delle attività svolte dalla funzione Engineering & Construction (E&C) e quindi l’obiettivo del progetto si è concretizzato nella definizione di un set di KPI idoneo a rappresentare una misura delle performance della suddetta funzione. Avendo testato, seppure per pochi mesi, l’attività consulenziale, il candidato ha compiuto uno studio teorico che andasse ad analizzare in dettaglio l’attività del consulente, la sua importanza nel mondo economico, il contesto in cui opera e i principali dibattiti accademici di cui è protagonista negli ultimi anni. Nell’elaborato viene analizzato il caso pratico sulla base degli studi della letteratura, con lo scopo di formulare un modello che descriva l’approccio che il consulente dovrebbe avere, durante lo svolgimento delle sue attività, per la realizzazione del trasferimento di conoscenza. Nel primo capitolo è riportato uno studio relativo all’importanza e agli effetti che le società di consulenza hanno avuto nell’ultimo secolo ed in particolare negli ultimi 30 anni. Nel secondo capitolo è descritto il core asset delle società di consulenza, ovvero la conoscenza, e come questa è strutturata e gestita. Nel terzo capitolo sono analizzate le principali teorie sviluppate sulla figura del consulente, sia l’evoluzione storica che le principali posizioni ancora oggi oggetto di dibattito. Nel quarto capitolo l’attenzione è focalizzata sul trasferimento di conoscenza da consulente a cliente e sulle condizioni in cui questo può avvenire. Nel quinto capitolo è presentato il progetto sopracitato, i cui risultati sono riportati negli allegati 1 e 2. Infine, nel sesto capitolo, è presentato un modello di approccio del consulente ottenuto dall’analisi critica del caso pratico sulla base delle evidenze emerse dallo studio della letteratura.

This dissertation, whose research has been conducted at the Group of Electronic and Microelectronic Design (GDEM) within the framework of the project Power Consumption Control in Multimedia Terminals (PCCMUTE), focuses on the development of an energy estimation model for the battery-powered embedded processor board. The main objectives and contributions of the work are summarized as follows: A model is proposed to obtain the accurate energy estimation results based on the linear correlation between the performance monitoring counters (PMCs) and energy consumption. the uniqueness of the appropriate PMCs for each different system, the modeling methodology is improved to obtain stable accuracies with slight variations among multiple scenarios and to be repeatable in other systems. It includes two steps: the former, the PMC-filter, to identify the most proper set among the available PMCs of a system and the latter, the k-fold cross validation method, to avoid the bias during the model training stage. The methodology is implemented on a commercial embedded board running the 2.6.34 Linux kernel and the PAPI, a cross-platform interface to configure and access PMCs. The results show that the methodology is able to keep a good stability in different scenarios and provide robust estimation results with the average relative error being less than 5%. Este trabajo fin de máster, cuya investigación se ha desarrollado en el Grupo de Diseño Electrónico y Microelectrónico (GDEM) en el marco del proyecto PccMuTe, se centra en el desarrollo de un modelo de estimación de energía para un sistema empotrado alimentado por batería. Los objetivos principales y las contribuciones de esta tesis se resumen como sigue: Se propone un modelo para obtener estimaciones precisas del consumo de energía de un sistema empotrado. El modelo se basa en la correlación lineal entre los valores de los contadores de prestaciones y el consumo de energía. Considerando la particularidad de los contadores de prestaciones en cada sistema, la metodología de modelado se ha mejorado para obtener precisiones estables, con ligeras variaciones entre escenarios múltiples y para replicar los resultados en diferentes sistemas. La metodología incluye dos etapas: la primera, filtrado-PMC, que consiste en identificar el conjunto más apropiado de contadores de prestaciones de entre los disponibles en un sistema y la segunda, el método de validación cruzada de K iteraciones, cuyo fin es evitar los sesgos durante la fase de entrenamiento. La metodología se implementa en un sistema empotrado que ejecuta el kernel 2.6.34 de Linux y PAPI, un interfaz multiplataforma para configurar y acceder a los contadores. Los resultados muestran que esta metodología consigue una buena estabilidad en diferentes escenarios y proporciona unos resultados robustos de estimación con un error medio relativo inferior al 5%.
