Faz uma revisão da educação no Brasil desde a colonização até os dias atuais. Reflete sobre a questão da cidadania e suas relações com a educação e a questão do ensino entendido como uma etapa necessária ao exercício da cidadania. Trata das políticas educacionais no ensino fundamental regular na gestão da prefeita Luíza Erundina de Sousa (1989-1992) mostrando as intenções da administração no caminho da consolidação de uma filosofia educacional que busca resgatar a dignidade dos cidadãos respeitando as diferenças de opinião e dando oportunidade para a participação da comunidade nas decisões da escola. Comentam-se ainda projetos que foram elaborados visando às reais necessidades dos alunos, da comunidade e dos educadores, tais como MOVA, Estatuto do Magistério e Reorientação Curricular.

A presente dissertação procura analisar as condições de implantação do Sistema Único de Saúde, identificando dilemas e desafios para a institucionalização do SUS. O estudo apresenta uma síntese histórica da Política Pública de Saúde no Brasil, ressaltando as dicotomias entre as ações de natureza preventiva, patrocinadas ao longo do tempo pelo Ministério da Saúde, e as de natureza assistencial, afetas ao Ministério da Previdência Social. Nesta perspectiva, o resgate do processo de formulação e implementação das ações integradas e descentralizadas de saúde comparece como de fundamental importância para a consolidação dos pressupostos do SUS, baseados nas diretr;zes constitucionais de universalidade, integralidade, descentralização e participação da comunidade na gestão do Sistema. Os limites desta consolidação são medidos através da verificação das competências das diferentes esferas de governo; do exercício do controle social pela população; e, das possibilidades de financiamento do sistema.

A partir do estudo do sistema de administração do ensino de 1º grau de Minas Gerais, o trabalho constata hipóteses anteriormente formuladas: 1) a administração pública da Educação é comandada por interesses dos setores dirigentes da classe dominante; 2) a dominação que se realiza através dos órgãos administrativos da Educação é sobretudo ideológica. Para melhor fundamentar as questões levantadas, a introdução explicita o pensamento do Guillermo O’Donnell sobre o Estado como o “terceiro neutro” que se apresenta com uma certa exterioridade junto às duas classes antagônicas, mascarando, assim, a dominação; e o de Gramsci, que, a partir da concepção ampliada de Estado, vislumbra a possibilidade de uma contra-ideologia, destacando-se aí o papel dos intelectuais. O capítulo 1, elaborado com apoio em pesquisa bibliográfica, legislação pertinente e entrevistas, aborda a história da administração do ensino de 1º grau no estado de Minas Gerais no período 1930-74, com breve referência à fase antecedente, situando cada etapa em seu contexto político, econômico e social. Procurou-se com isso demonstrar como a administração educacional é comandada basicamente por critérios políticos que refletem os interesses da classe dirigente. Discutem-se principalmente as questões da modernização e da descentralização administrativas no setor educacional, motivadoras das grandes reformas que, apesar de aparentemente transformadoras, mantiveram seu caráter conservador. Constituindo as Delegacias Regionais de Ensino expressão fiel dessa “modernização” e “descentralização”, foi dada ênfase à criação desses órgãos. No capítulo 2, após delimitar o universo da pesquisa de campo realizada em Caratinga MG – foram entrevistados 27 técnicos e 34 usuários – e situar histórica, política e economicamente este município, deixa-se espaço para depoimentos de técnicos e de usuários para depois analisa-los de modo a detectar a submissão de ambos à ideologia dominante, bem como os indícios de recusa/superação dessa ideologia, resultantes da participação desses agentes sociais em outras instâncias organizativas da sociedade civil. Tal reflexão é abordada a partir de quatro temas recorrentes: eficiência, participação da comunidade, descentralização administrativa e interferência político-partidária na administração do ensino de 1º grau. Em conclusão, primeiramente ressaltam-se algumas questões básicas, a saber: a irrelevância da Educação como geradora de uma consciência crítica e via de acesso universal ao saber; o fato de o sistema de administração educacional garantir um espaço para a participação dos setores políticos tradicionais, e ainda como a quase-totalidade dos entrevistados acredita na neutralidade e racionalidade do sistema de administração. A seguir salienta-se a importância do I Congresso Mineiro de Educação (1983) como elemento questionador, com uma breve apresentação e análise desse evento – restrita aos temas centrais desta dissertação – enfocando os colegiados, que parecem indicar uma mudança real de postura na nova política educacional, embora sua dinâmica ainda apresente sérias limitações. Objetivando a superação dessas limitações, o presente trabalho faz algumas recomendações voltadas para os técnicos e os mecanismos do sistema de administração, tendo em vista o fortalecimento de organizações da sociedade civil e maior articulação destas com o sistema.

Este estudo aborda a Ação Comunitária, forma de intervenção educacional em populações carentes, no período de 1950 a 1975. Avalia esta ação, baseando no binômio "Dependência-independência" , partindo do pressuposto que a Ação Comunitária, Dor definição, deve levar as populações-alvo à urna postura de independência para tornarem-se interdependentes na consecução do objetivo do desenvolvimento. o objeto principal do estudo é a evolução histórica de urna instituição particular, a FASE, comparada com outras instituições públicas e privadas, que atuaram nas comunidades ditas marginalizadas, na época analisada. Analisam-se as redefinições de objetivos da instituição e, posteriormente, reformulações das estratégias pedagógicas, usadas no decorrer destes anos, Dara definir três tipos básicos de intervenção: 1. O assistencialismo que, sem usar metodologia específica, atende as comunidades nas suas supostas necessidades, numa postura anti-pedagógica, porque aumenta com isso os laços de dependência da comunidade em relação à instituição interveniente. 2. O DC (desenvolvimento comunitário), metodologia propagada 4 nela 0NU na década de 60, baseada ora em técnicas de planejamento, ora em teorias sociais, e que pretende obter maior participação da comunidade na definição e implementação do seu auto desenvolvimento . Conclui-se que a experiência do De no Brasil, em geral falhou, não tanto por falta de continuidade, mas mais por conjunturas políticosociais adversas, falta de planeiamento global e superficialidade na condu~ão do processo, ficando o DC limitado à Or~ani ? ação da Comunidad e e algumas melhoria s de infra- estrutura hásica, obtidas através de estratéqias de auto-ajuda e mutirãô, sem nun ca atingir os problemas estruturais, causas da mar ginalizacão e da dependência. 3. Partindo da experiência decorrente da implementação do Decreto Legislativo Regional nº 21/2006/M que adaptou à Região Autónoma da Madeira o modelo nacional consignado no Decreto-Lei nº 115-A/98, pretende-se com este trabalho averiguar qual a percepção que os Presidentes dos Conselhos Executivos/Directores têm relativamente ao exercício, áreas e grau de autonomia das escolas com ensino secundário desta Região Autónoma. Utilizando uma metodologia de características qualitativas e quantitativas, recorremos à pesquisa documental, ao inquérito por questionário e à entrevista como instrumentos de investigação. Este trabalho é constituído por duas partes. Na primeira, dedicada à fundamentação teórica/revisão da literatura, pretende-se acompanhar a evolução e afirmação da autonomia, partindo de sistemas de administração centralizados e burocratizados que foram dando lugar a formas mais descentralizadas e abertas à participação dos cidadãos. No domínio da educação, a descentralização e a autonomia ganharam expressão a partir da década de 80 do Século XX, que por força da legislação publicada inicia um período marcado por um discurso que realça as virtudes da gestão centrada nas escolas, num percurso, porém, pouco linear, onde sobressaem as contradições entre o decretado e o construído. A segunda parte deste trabalho, dedicada à parte prática, permite-nos concluir que globalmente as escolas da Região são vistas pelos seus presidentes/directores como bastante autónomas, sentindo-se mais autonomia nos domínios Estratégico, Organizacional e Pedagógico e menos autonomia nos domínios Curricular, Financeiro e Administrativo. O reforço da participação da comunidade, maior protagonismo do Conselho da Comunidade Educativa e das estruturas de gestão intermédia e um maior aproveitamento das potencialidades da legislação, são aspectos a melhorar na implementação do modelo regional de administração e gestão das escolas.

Este artigo resulta de uma investigação qualitativa de natureza etnográfica, desenvolvida numa escola urbana do Funchal, na qual reflecte a acção dos alunos manuseando as ferramentas tecnológicas, na construção e manutenção de Weblogs. A noção de aprendizagem situada surge como um conceito transitório, onde de um lado, estão os processos cognitivos primários, e no outro, a prática social como fenómeno gerador da aprendizagem. Este currículo de aprendizagem emerge da participação em comunidade de prática. É a visão prescritiva da prática, das relações pedagógicas e de outras que os aprendizes constroem enquanto trabalham.

The reality of Latin America points out that the industrialization and urbanization are complementary processes associated each other. Thus, by consequence of the demographic growth, observes the aggravation of an urbanization completely disordered and without infrastructure capable of guaranteeing rights and basic services to the population. In parallel, the dissemination of information, the valorization of human dignity, promoted by social welfare, and expectations of consumption aggravates the tensions among social actors, leading to the Theory of the Right to Development to worry about the (re)construction of cities. Before this reality, the Federal Constitution of 1988 proposed a participatory urban policy, grounded in the ideal of confrontation of social exclusion of a more comprehensive, represented by the principle of the social function of cities, which must be stratified into four inclusion´s central axes, namely: the social in the strict sense, the economic, the cultural and the policy. The Analysis of each of these dimensions, keeping the focus on reality and the Brazilian legal system, composes specific objectives of this work. Thus, through deductive research, with use of technique bibliographical and interdisciplinary, this dissertation aims to make connections between social function and development, proposing an analytical concept for the proposing an analytical concept for the principle of social function of cities, through the study of its basic elements. With this, purports to demonstrate how results, firstly, that the juridical study, to fully understand the process of marginalization, must maintain multidisciplinary perspective, own social sciences. Also aims to demonstrate that the dimensions of inclusion are formed by fundamental rights, individual and collective, of liberties and of social guarantees and that without respect to all of them there is no way to talk about implementation of urban development and nor, consequently, about inclusive cities. At the end, after checking the main legal instruments of urban policy that emphasize the community participation, provided for in the Statute of the Cities, and that potentiate the breakup of the circles of exclusion, the work want contribute to the clarification and the awaken to the importance of a new perspective democratic of development in the country, grounded in the appreciation of the individual for realization of modern management, decentralized and that, therefore, inserts the effective participation of urban communities in the acting of the State

If, on one hand, only with the 1988 Federal Constitution the right to health began to receive the treatment of authentic fundamental social right; on the other, it is certain since then, the level of concretization reached as to such right depicts a mismatch between the constitutional will and the will of the rulers. That is because, despite the inherent gradualness of the process of concretization of the fundamental social rights, the Brazilian reality, marked by a picture of true chaos on public health routinely reported on the evening news, denatures the priority status constitutionally drew for the right to health, demonstrating, thus, that there is a clear deficit in this process, which must be corrected. This concern regarding the problem of the concretization of the social rights, in turn, is underlined when one speaks of the right to health, since such right, due to its intimate connection with the right to life and human dignity, ends up assuming a position of primacy among the social rights, presenting itself as an imperative right, since its perfect fruition becomes an essential condition for the potential enjoyment of the remaining social rights. From such premises, this paper aims to provide a proposal for the correction of this problem based upon the defense of an active role of the Judiciary in the concretization of the right to health as long as grounded to objective and solid parameters that come to correct, with legal certainty, the named deficit and to avoid the side effects and distortions that are currently beheld when the Judiciary intends to intervene in the matter. For that effect, emerges as flagship of this measure a proposition of an existential minimum specific to the right to health that, taking into account both the constitutionally priority points relating to this relevant right, as well as the very logic of the structuring of the Sistema Único de Saúde - SUS inserted within the core of the public health policies developed in the country, comes to contribute to a judicialization of the subject more in alignment with the ideals outlined in the 1988 Constitution. Furthermore, in the same intent to seek a concretization of the right to health in harmony with the constitutional priority inherent to this material right, the research alerts to the need to undertake a restructuring in the form of organization of the Boards of Health in order to enforce the constitutional guideline of SUS community participation, as well as the importance of establishing a new culture budget in the country, with the Constitution as a compass, pass accurately portray a special prioritization directed constitutional social rights, especially the right to health

The purpose of this study is to understand what are the matrix elements in which everyday activities of social author/authors, actor/actors and actress/actresses are embedded, in order to carry out the Escola da Ponte s political and pedagogic process (PPP). Thus, the object of this study is to reflect on an experience developed in a public school supported by the Portuguese State within the scenario of institutions that are committed to building up a school of the people by investing in democratization and community participation in their management process. The methodological course of action was targeted at the presuppositions of qualitative research (WOODS, 1999; BURGESS, 1997; MILLS, 1982; OLIVEIRA, 1998; BOGDAN and BIKLEN, 1994; MACEDO, 2000; CASAL, 1996; GEERTZ, 2000), with data collected from random word association (MACHADO and CARVALHO, 2003), the discourse of the interviewed (KAUFMANN, 1996; SILVA, 2006; 2002), observation notes and documents (ELIAS, 1997). Based on a multiple reference and theoretical framework, the investigation revealed elements that are construed as the raw material and pillars supporting the bridge of a school of the people, as well as the self-organization of the school community which emerges as a dimension that binds together all the elements and brings new arrangements into the school dynamics by moving from the individual to the society (DUPUY, 1990). Along this line, the central argument is that in the short and long run the public school quality does not spring from macro educational policies, nor from ephemeral mass-production programs, projects or governmental policies, but from the intent of the professionals working there in becoming authors and characters in the process of building up and carrying out the PPP. The Project has been conceived in the light of the needs and intentionality of the community whose support comes from the participation and social control held by the students families and the community s power to force to action public administration central agencies aiming at having the State fulfill its responsibilities

In this dissertation, we investigate the process of elaboration of the Political-Pedagogical Project in the Municipal School Ascendino de Almeida , situated in the west zone of Natal city, in Rio Grande do Norte State, Brazil. We performed a qualitative research, using information provided by several sources as: interviews carried out in the Municipal Department of Education and also in the mentioned School, document analysis, and literature reviews, mainly with the objective of knowing more about the complexity of this particular reality. This was done in order to establish a mediation between the actual reality and the social, political, and economic context that surrounds it. We analyze the Political-Pedagogical Project according to the visions of Education theoreticians, under the political-normative plan, and also as a process of educational planning that can collaborate significantly for the introduction of changes in school Education. This instrument of the educative action, as a fruit of the participation of the school community, may constitute itself in an important learning instrument of the participation in the social sphere, demanding from the educators the development of complex abilities so that they can construct the Project. In the data analysis, we describe and analyze the process of elaboration of the Political-Pedagogical Project of the mentioned School. We also determine how participation of the school community was constructed as well as the consequences of this envolvement. We also discuss the abilities they needed to develop, the process of studies and dialogues that gave support to the whole process, and the democratic participation in the school decisions, including a dialogical interaction

This dissertation work studies the Board of Director , created in 1995, in the public schools of the Rio Grande do Norte. It aims to analyze if the creation of this collegiate at Berilo Wanderley State School contributes to accomplish the participation of school segments, democratizing the decision-making in the interior of the institution. This research configures itself as a study of case with information collected together to the representatives of Board through of semi-structuralized interviews. Also they had been essential in the investigation , the informal talks and the registered direct comments in a field diary. For the data analysis we contemplate the following dimensions of the object: the institutionalization process of the Board at Berilo Wanderley State School; the insertion form of the representatives in the collegiate one; the participation of the members in the Board decisions ; the Board s role in the school management and the Board as democratization space. Based in the theoretical and empirical information that we made use, we look for to identify the limits and possibilities of the Board performance in a state public school. The research results indicate that the institutionalization of the Board of Director at the Berilo Wanderley State School presents limits to materialize an effective participation of school community in the essential decisions to the functioning of the school. Also it was possible to underline the fragility of an understanding on the part of school community, the potentialities that the Board in the process of democratization of the school has, translated in the discrepancy between the saying and making of the council members. It can be highlighted that the Board in the school only exists to correspond to a educational policy guideline, with a little significant role , without corresponding to the democratizing possibilities of the collegiate participation. In spite of all the evidenced debilities in the Board of Director experience of the Wanderley Berilo State School , it is worth clarifying that the actor participation, for more limited than either, it represents new something in the setting of the school. In this direction we detach the importance to invest in the improvement of the Board s role, because it can form itself in an educative space for the building of democratic practices in the scope of the school

This research work is focused to show the changes in educational administration from the agreements between the Mossoró / RN and the Ayrton Senna Institute IAS, for education provision. Nowadays, the partnership policy is a constitutive element of the reform of the Brazilian State, which dropped its action on social policies and to strengthen its regulatory role, encouraging private participation in planning, preparation and implementation of public policies, new printing setting the political-social. In this context, the 10 Note Management Programme, developed by the IAS, is part of the neoliberal logic of modernization of public school systems, focusing on results and developing strategies for control and regulation of schools work and its efficiency, effectiveness and greater productivity. The 10 Note focuses on two dimensions: the management of learning and teaching in networking, in a managerial perspective to overcome the culture of failure (expressed as age-grade, dropout and repetition rates in) and implantation of culture of success (as measured in the improvement of the indices). To understanding the process, we have delimited as the object of study, the process of implementing them mentioned program in the city, which its objective is to analyze implications for the school community from the perspective of democratic management, adopting the dimensions of autonomy and participation in institutional processes as a criterion of analysis. From a methodological point of view, the survey was conducted from a literature review and documentary about educational policy developed in the country since the 1990´s, seeking to understand, in a dialectical perspective, the political dimensions of teaching, training and performance of the subjects involved in the school work. Besides the empirical observation, it was also used semi-structured interviews with a methodological tool for gathering information and opinions about the partnership and the implementation of the 10 Note Management Program in the county. The interviewee participants were ex-former education managers, coordinators, school managers, secretaries and teachers. Regarding the dimensions inside the analysis (autonomy and participation), the research led to the conclusion: that GEED, under the guidance of IAS promoted regulation of school autonomy, set up the selection process for exercising the office of school administration and system awards to schools, pupils and teachers, subject to results, there is mismatch between the managerial logic and the democratic management principles, that the ideological discourse of modernization of municipal management coexists with traditional practices, centralizing patronage, which ignores the democratic participation in the school decisions processes, the goals of the partnership were partially achieved, since that the city has improved over the approval and dropouts, although the approval of the Education Municipal Plan of the rules institutional (administrative, financial and educational) and the creation of the Councils observed that the school community participation is still limited, not being characterized as a coordinated intervention, capable of promoting the transformation and improvement its quality in the county. In the same way, the orientation of networking is a limit to the autonomy of schools, given the external definition of goals and strategies to be adopted, along with pressure exerted through the accountability of each school community for their achievements

This work broaches the participation of the Jewish community in the urban expansion of Recife, Brazil, during the Dutch period (1630-1654). With the arrival of the Dutch, the village of Olinda, former capital of Pernambuco, was destroyed and Recife received the juridical statute of city (stad), becoming the capital of Dutch Brazil or New Holland. It became the main West Indians Company s entrepot in South Atlantic, serving as naval base, port of call for ships, and point of export of the sugar production of Pernambuco, and import of European goods and African slaves. In order to such administrative, military and economic functions be carried out, the sand isthmus where Recife used to stay, and the fluvial island of Antônio Vaz, received improvements of many sort. The Dutch hydraulic technology was put in practice, with a posture of opposition between civilization and nature. Among military works and production of urban equipments, the rivers shores were land-filled, canals were built, bridges were lifted, and hundreds of buildings were erected. The civil Dutch population of Recife engaged in the process of production of physical space, which brought a sense of collective action towards the formation of the urban, or burgher, community. From the physical to the social space, there was an effort towards Dutch cultural standards in the urban environment. The Zur Israel Jewish community, formed by private civilians, it is, nonemployees of the WIC, engaged in those processes. It produced physical space through the land-filling and improvement of non healthy areas, and was also responsible for the construction of a significant section of the town s buildings and some of urban equipments, such as stores, markets and slave-warehouses, making more dynamic their economical activities. But their social traffic was due to the adaptation of their behavior to the standards of Dutch sociability. Thus, the community body made itself part of the social body. Disposing of internal selfregulation, it produced spaces with their cultural references cemetery, synagogue, texts enjoying benefits of the government. Zur Israel inscribed itself in the universal history of the Jews as the first community of Americas, and had a fundamental part on the emancipation of Jews within Western society

The current debate on rural development focuses on the territorial approach, recognizing the multifunctional character of rural areas. Emphasize the use of endogenous forces, the need of implement policies which valorize local specificities, the participation of social actors in revitalization of rural areas. In this context tourism enters as a means to induce a new dynamic to rural areas, since the activity is regarded as a channel for the upgrading of the natural and cultural resources and the rural way of life. This study focuses on local-based tourism as a promoter of rural development, giving an analysis of the social reality and potential for this tourism in the district of Dondo. In it, is proposed to analyze the potential for development of local-based tourism in the district of Dondo, assessing the extent to which local reality enables the inclusion of the community in the management of local tourism resources. For this, was showed the inclusion of local-based tourism in the current context of rural development, was identified and organized systematically the factors that influence the implementation of local-based tourism in the study area and was verified as far as possible the study area corresponds to the constraints identified, showing how local-based tourism can best been encouraged. Was adopted a qualitative methodological approach to both the procedures and data processing, but also by critical approach, using bibliographical research, semi-structured interviews that fell on the group of public administrators who work in tourism and community leaders. The critical analysis was based on the principles of sustainability o Sachs particular ecological, social, cultural, economic, space, beyond the analysis of political and institutional aspects. The survey results show that the district of Dondo has a potential for implementing a model of tourism development on a local basis, since it is rich in natural and cultural research, benefits from good network accessibility in the context of the market in the region, the population live according to their habits and customs and value their identity. There is also a good cooperation between community members, although not in tourism, a fact which is observed through the lever of community participation in associations, cooperatives, working in areas such as agriculture, fishing, environment, civic education etc. It also has public funding sources to augment or stimulate local investment. Despite obstacles such as inexistence of policies and local plans for tourism development, lack of awareness of tourism, lack of basic infrastructure, as well as equipment and facilities to support tourism, the results shows that these problems can be solved through a public commitment from both government, and community through a joint planning and participation

Este Ponto de Vista resume as conclusões de um Workshop conjunto, organizado pelos três Programas da FAPESP na Área Ambiental - BIOTA (O Instituto Virtual da Biodiversidade) - BIOEN (Pesquisa em Bioenergia) - Mudanças Climáticas, para discutir a contribuição da comunidade científica para a RIO+20, a Conferência das Nações Unidas para o Desenvolvimento Sustentável. O grupo de pesquisadores brasileiros reunidos pela FAPESP no início de março de 2012 levantou as seguintes preocupações: a) o número reduzido de oportunidades para a comunidade científica interagir com Conferências como a RIO+20; b) as graves deficiências do ZeroDraft, documento produzido pela Divisão das Nações Unidas para o Desenvolvimento Sustentável para a RIO +20; c) o fato do foco de pesquisa dos três Programas de Pesquisa Ambiental da FAPESP - biodiversidade, bioenergia e mudanças climáticas - não estarem na pauta das discussões da RIO+20; d) que pouca ênfase é dada aos oceanos na Agenda da Conferência; e) em relação aos mecanismos de mercado associados com a transição para uma economia mais verde, a necessidade de enfatizar a redução de subsídios perversos e a promoção de incentivos econômicos para atividades ou processos de mitigação e/ou seqüestro de carbono; f) a necessidade de estimular o desenvolvimento e a consolidação da pesquisa na área de avaliação e valoração de serviços ambientais, no Brasil. Os participantes do Workshop reconheceram a necessidade de aprofundar o conhecimento sobre as convenções, tratados e acordos internacionais assinados e ratificados pelo Brasil, bem como as instituições internacionais, programas e iniciativas que promovem a participação da comunidade científica no debate de políticas ambientais globais. Finalmente, do ponto de vista dos três programas da FAPESP dois pontos foram destacados: a) que é imperativo aprofundar o conhecimento científico em cada uma das três áreas focais - biodiversidade, bioenergia e mudanças climáticas - porque é necessário aumentar a massa crítica de pesquisadores e do conhecimento para participar das discussões internacionais nessas áreas estratégicas; b) também é imperativo apoiar e promover projetos de pesquisa que integrem as áreas focais dos três programas, estimulando a constituição de equipes inter e transdisciplinares. Esta é uma tendência mundial na área das mudanças ambientais globais, e os participantes dos três programas sentem que podem dar uma contribuição significativa para o avanço do conhecimento, para o debate internacional e para a efetiva solução dos problemas.
