Preliminary Analysis of the Feasibility of Transferring New Longline Technology to Small Artisanal Vessels off Northeastern Brazil

The catches of three longliners, including two recently converted small artisanal vessels and one large leased foreign longliner, were compared to provide some indication of the feasibility of transferring new longline technology to small vessels in the northeastern Brazilian pelagic longline fishery. Comparisons of catches between the two recently converted vessels operating across the same spatial and temporal scales showed no significant differences for the main target species, providing evidence to suggest that adoption of the technology was rapid and straightforward. A comparison of relative catch rates between one of the recently converted small longliners and the leased longliner across the same temporal scale, but in different areas, showed that while there were significant differences detected for some species, contributing to a significant reduction in total CPUE, the relative abundance of commercially important species within the operational range of the smaller vessels was sufficient for economically viable catches. The results showed that the net financial profit from the artisanal longliner was almost 10 times greater than that derived from existing fishing methods. Reported Trip Costs, Gross Revenues, and Net Returns for U.S. Atlantic Pelagic Longline Vessels

Logbook set and trip summary data (containing catch and cost information, respectively) collected by NOAA’s National Marine Fisheries Service (NMFS) were analyzed for U.S. pelagic longline vessels that participated in Atlantic fisheries in 1996. These data were augmented with vessel information from the U.S. Coast Guard. Mean fish weights and ex-vessel prices from NMFS observers and licensed seafood dealers, respectively, were used to estimate gross revenues. Comparisons revealed that net returns varied substantially by vessel size and fishing behavior (i.e. sets per trip, fishing location, season, and swordfish targeting). While the calculated economic effects of proposed regulations will depend on the descriptive statistic chosen for analysis, which itself depends on the type of analysis being conducted, results show that considering heterogeneity within this fleet can have a significant effect on predicted economic consequences.

Review of a Small-scale Pelagic Longline Fishery off Northeastern Brazil

The annual catches of four small longliners operating off northeast Brazil from 1983 to 1997 were examined across different areas and locations. The total catch comprised tunas (30%), sharks (54%), billfishes (12%), and other fish species (4%). Fishing strategy and annual composition of catches showed large spatial and temporal variabilities with the dominant catches alternating among yellowfin tuna, Thunnus albacares; gray sharks, Carcharhinus spp.; and blue shark, Prionace glauca. Catches of blue and gray sharks showed a significant interaction among seamounts, with gray sharks occurring in maximum abundance around those seamounts that had relatively deep summits and low-sloping depth profiles. Recent Trends in the Catch of Undersized Swordfish by the U.S. Pelagic Longline Fishery

U.S. commercial vessels fishing in the Atlantic Ocean, Caribbean Sea, and the Gulf of Mexico have been subject to regulations limiting the landing of swordfish less than 25 kg whole weight since June 1991. The intent of those regulations was to reduce the mortality of immature swordfihs. Plots of fishing effort from 1990 to 1994 indicate that the regulations were effective in some areas. Fishing effort decreased after 1991 in the Venezuelan Basin, a swordfish nursery area. However, in areas close to the U.S. coastline, effort did not appear to shift away from areas where immature swordfish were discarded. To identify areas with high rates of discarding, plots were made showing areas where the number of discarded swordfish was equal to or greater than the number of fish landed.

Australian Vessel Performance in the East Coast Tuna Longline Fishery

A sample of daily observations on the activities of Australian vessels longlining for yellowfin tuna, Thunnus albacares, during 1987-90 was analyzed, using a production junction approach, to determine the effects of vessel characteristics and operational practices and conditions. Significant differences were found between the tuna fisheries in the northern and southern regions of the inshore yellowfin tuna fishery in the east Australian Exclusive Economic Zone. The type of vessel used, and fishing practices such as soaktime, patrolling the longline, and choice of surface water temperature were found to have significant effects on yellowfin tuna catch rates.

Temporal and Spatial Distribution of Catches of Tiger Sharks, Galeocerdo cuvier, in the Pelagic Longline Fishery Around the Hawaiian Islands

Thirty-five tiger sharks, Galeocerdo cuvier, have been reported caught in pelagic longline gearfrom 25 to 265 n.mi. off the Hawaiian Archipelago during December 1990-May 1993. Fifteen sharks were caught farther than 50 n.mi. offshore, indicating that tiger sharks do occur well offshore and removed from benthic topography. About 89% of the sharks were caught during October-March, while only 56% of the fishing effort occurred during that period.
