With the rapid advancement of the webtechnology, more and more educationalresources, including software applications forteaching/learning methods, are available acrossthe web, which enables learners to access thelearning materials and use various ways oflearning at any time and any place. Moreover,various web-based teaching/learning approacheshave been developed during the last decade toenhance the capability of both educators andlearners. Particularly, researchers from bothcomputer science and education are workingtogether, collaboratively focusing ondevelopment of pedagogically enablingtechnologies which are believed to improve theinfrastructure of education systems andprocesses, including curriculum developmentmodels, teaching/learning methods, managementof educational resources, systematic organizationof communication and dissemination ofknowledge and skills required by and adapted tousers. Despite of its fast development, however,there are still great gaps between learningintentions, organization of supporting resources,management of educational structures,knowledge points to be learned and interknowledgepoint relationships such as prerequisites,assessment of learning outcomes, andtechnical and pedagogic approaches. Moreconcretely, the issues have been widelyaddressed in literature include a) availability andusefulness of resources, b) smooth integration ofvarious resources and their presentation, c)learners’ requirements and supposed learningoutcomes, d) automation of learning process interms of its schedule and interaction, and e)customization of the resources and agilemanagement of the learning services for deliveryas well as necessary human interferences.Considering these problems and bearing in mindthe advanced web technology of which weshould make full use, in this report we willaddress the following two aspects of systematicarchitecture of learning/teaching systems: 1)learning objects – a semantic description andorganization of learning resources using the webservice models and methods, and 2) learningservices discovery and learning goals match foreducational coordination and learning serviceplanning.

A major issue confronting educators is the extent to which they wish to conform to so-called paradigm shifts in teaching and learning. In the contemporary world of tertiary education these shifts embrace both pedagogy (from instructivist to constructivist) and technology (from classroom to online). As teachers and learners are faced with the potential of these new learning environments, the extent to which learning outcomes are achieved remains a high priority and subject to a wide range of evaluation strategies. Conventionally, evaluation has been positioned at the end of the instructional development cycle, to assess first whether or not the creative effort achieved the original product goals and second whether or not the desired learning outcomes were realized. In the context of online teaching and learning environments, however, the level of understanding teachers, learners and developers have of the medium can impact the ultimate effectiveness of the product. This paper articulates an additional dimension to post-development evaluation processes in proposing proactive evaluation, a framework that identifies critical online learning factors and influences that will better inform the planning, design and development of learning resources. This notion of proactive evaluation advocates resource development being undertaken where all planning activities are assessed against the evaluation criteria that would normally be applied during formative assessment. By performing these evaluation checks proactively, online learning resources will, in principle, work first time as all relevant factors and issues will have been considered and resolved. More importantly, for those participants who are new to online environments, proactive evaluation will perform a scaffolding and professional development role by enhancing online teaching or learning competencies.

Designing e-learning environments for quality professional education is a challenge for education designers, as the continuing practice of simply moving courses online can be surprisingly disabling. We argue that as universities strive to educate for excellence in professional practice, design approaches for the e-learning components must be conceptualized in a broader view of a contemporary learning environment involving integrated virtual and physical dimensions. These are comprehensively considered in an integrated way to facilitate learning experiences providing an emphasis on grounded practice. Our paper considers learning environments in the service of a broader understanding of a professional "practicum." In providing the more flexible, immediate and evolving virtual experiences, e-learning as a feature must take account of a range of education design considerations we model in a framework of elements. These are outlined, and broader issues are illuminated through a comparative case analysis of educational technology developments at Deakin University in the two professional fields of teaching and journalism. The Education Studies Online (ESO) project and the HOTcopy newsroom simulation project exemplify elements of the approach recommended in addressing the challenges of quality professional education. We highlight the generative role of the education designer in adopting an integrative and strategic stance, when creating such environments. Implications for the selection and use of various e-learning resources and corporate e-learning systems become evident as we highlight the dangers of a returning "instructional industrialism" as we risk allowing courses to "move online", rather than moving towards proposed features of contemporary learning environments.

A creative re-acculturation of teachers and students is occurring in virtual classrooms as traditional learning resources, pedagogy, and technology intersect in unexpected ways. This paper reports on a case of authentic, experiential, and constructivist learning developed for tertiary public relations  students. A subject titled ‘Public Communication and Citizenship’ (PCC) at  Deakin University in Australia asked students to examine the problematic and contentious areas of self interest, persuasion, power, and ethics in  contemporary contexts of mass media and globalisation. Feedback from  those students suggests that, in this case, online teaching strategies  successfully integrated with the total learning environment to achieve  higher-order learning. PCC is one example of PR pedagogy combining  theory and technology to move beyond ‘skilling for jobs’.

In essence, the proposal advocates an approach where development is undertaken within an environment where all activities are assessed using the evaluation criteria that would be applied when the product is assessed reactively. By performing these checks proactively, online learning resources will, in principle, work first time as all relevant factors and issues will have been considered and resolved.

This paper addresses the creation of materials and resources for use in online learning, focusing on the new and emerging roles for teachers and learners in conjunction with developments in our understanding of the human-computer interface. As more educational providers adopt network-based technologies as delivery portals, the demand for skills in the creation of effective online resources is becoming critical. If we are to provide the learner with online resources that will enhance knowledge construction and the teacher with clear measures that these activities are effective, then we as resource developers must resurrect the role of what might be termed the online alchemist. Our first task is to ensure that new digital resources are not simply transferred from their original format but repurposed to ensure learner(s) accessing those resources are able to interact with both the content and their collaborative partners with new levels of flexibility and manipulation. We must transcend the too frequent use of technology as a means to replicate existing resources and conceptualise environments that engender new paradigms for teaching and learning. Our challenge remains to ensure the gold we have in effective teaching strategies and learning resources is not tarnished through ineffective applications within the online learning context. One strategy to achieve this is through proactive evaluation, a framework that integrates a set of factors and influences to better inform the development of online learning resources.

This paper reports on an evaluation of an innovative, online resource-based learning (RBL) approach used in first year psychology at Deakin University. The evaluation revealed a number of critical issues that must be considered to ensure effective implementation of an RBL approach. Emphasis is giveen to educational considerations covering the use and value of a diversity of print and electronic learning resources, online discussions and face-to-face teaching arrangements. The importance of strong integration of all elements of the learning environment, and provision of clear guidelines to learning are highlighted.

Many Australian tertiary institutions provide support for academic staff in the design and development of online teaching and learning resources, often employing a centralised unit staffed with educational and instructional designers, multimedia and online developers, audio/video producers and graphic artists. It is not unusual for these units to have evolved from print-based distance education providers and consequently the design and development processes inherent within those units are often steeped in ‘traditional’ sequential instructional development models. We argue that these models are no longer valid for effectively working with academic staff given the dynamic nature of online learning environments and the diversity of skills to implement effective online learning. This paper therefore presents an extended instructional design model in which the development cycle for online teaching and learning materials uses a scaffolding strategy in order to cater for learner-centred activities and to maximise scarce developer and academic resources. The model also integrates accepted phases of the instructional development process to provide guidelines for the disposition of staff and to more accurately reflect the creation of resources as learning design rather than instructional design. It is a model that builds on instructional design processes and integrates concepts of team-based development, shared understanding and the development of relevant communities of practice.

This paper reports on aspects of an Australian study into the factors and conditions that make it possible for secondary school health education teachers to include and affirm gender and sexual diversity in their teaching. The study examined the impact of a two-day intervention designed to prepare teachers to use a major new government-funded teaching and learning resource called Talking Sexual Health. The study found that whilst there was a range of personal and structural barriers inhibiting change, professional development and access to teaching and learning resources could indeed impact positively on teachers' willingness and ability to include and affirm diverse sexualities in their health education programs.

In 2003, Deakin University implemented a centralised learning management system (LMS) under the banner of Deakin Studies Online (DSO), as well as implementing policies requiring all its units of study to have at least a basic online presence from 2004. Given the scope of the university's commitment to online education, it was considered essential to evaluate the effectiveness of this investment. Based on more than 5400 responses obtained from students in 2004 and 2005 as part of the DSO evaluation survey, the analysis presented here identifies those elements of the online learning environment (OLE) that are most used and valued by students, those elements of the OLE that students most want to see improved, and, those factors that most contribute to students' perceptions that use of the OLE enhanced their learning experience. The most used and valued elements were core LMS functions, including accessing unit information, accessing lecture/tute/lab notes, interacting with unit learning resources, reading online discussions, contacting lecturers/tutors and submitting assignments online. The OLE elements identified as most needing attention were receiving feedback on assignments; viewing my marks; and reviewing unit progress. Students felt that using DSO enhanced their learning experience when they were adequately supported by unit teachers and technical support services; when they were able to find and use unit information; and when they were able to read the online contributions of other unit members. The retrospective analysis of data collected in the period 2004-2005 has been shaped by a forward-looking agenda. The array of elements available within, and in association with, traditional LMSs which has emerged since that time raises the future challenge of how to maximise and evidence educational value through the optimal combination of elements from the portfolio of e-learning technologies increasingly available to educators.

A crucial prerequisite for sustainable e-learning is the understanding of learners’ preferences for various pedagogical strategies, technologies, and the management of learning resources. This paper presents an empirical study aiming to empirically test the theoretical (pedagogies, technologies and management) (PTM) model on the preference of learners and on the perceived impact of the effectiveness of e-learning. This study uses structural equation modelling (SEM) to identify the critical dimensions in the PTM model for augmenting the effectiveness of e-learning. This leads to the development of a PTM model with the path coefficients showing weak to strong relationships ranging from 0.15 to 0.42 with acceptable significance levels. The results support the hypothesis that management, technology, resources and metadata ontology dimensions affect the effectiveness of elearning both directly and indirectly through enhancing the management effectiveness of learning resources. However, the result does not support positive influence of pedagogical strategy per se on e-learning effectiveness. The implications of this study indicate the criticality of effective management of learning resources to enhance e-learning effectiveness.

This paper examines the critical dimensions of the effectiveness of e-learning from the perspective of e-learners within the framework of pedagogy, technology and management of learning resources in higher education. A survey is conducted in an Australian University for exploring the association between the critical dimensions of e-learning and the learners' perceived impact of these dimensions on the e-learning effectiveness using multiple regression analysis. The results show that technology, management of learning resources, metadata and management effectiveness of learning resources positively influence the effectiveness of e-learning in higher education.

Successfully leveraging knowledge transfer in distributed e-learning requires effective combination of pedagogies, technologies, and efficient management of learning resources. As a result, identifying and evaluating the critical success factors within each of these facets is vital for the success of e-learning. This paper explores the critical success factors intertwined within the learning ecosystem namely pedagogy, technology and management of learning resources in a higher education e-learning environment. Adopting a hybrid approach consisting of a systematic literature review and interviews with experts in e-learning, this paper shows that there is a discrepancy between theory and practice in e-learning in regard to the application of pedagogies, use of technology, and management of reusable learning objects. This implies that there is a need for tackling various issues regarding the adoption of appropriate e-learning strategies, knowledge sharing, quality, granularity and reusability of learning object for sustainable e-learning.
