The authors use social control theory to develop a conceptual model that addresses the effectiveness of regulatory agencies’ (e.g., Food and Drug Administration, Occupational Safety and Health Administration) field-level efforts to obtain conformance with product safety laws. Central to the model are the control processes agencies use when monitoring organizations and enforcing the safety rules. These approaches can be labeled formal control (e.g., rigid enforcement) and informal control (e.g., social instruction). The theoretical framework identifies an important antecedent of control and the relative effectiveness of control’s alternative forms in gaining compliance and reducing opportunism. Furthermore, the model predicts that the regulated firms’ level of agreement with the safety rules moderates the relationships between control and firm responses. A local health department’s administration of state food safety regulations provides the empirical context for testing the hypotheses. The results from a survey of 173 restaurants largely support the proposed model. The study findings inform a discussion of effective methods of administering product safety laws. Abordar la infancia desde el enfoque de derechos (ED) implica una lectura de los derechos de los cuales los niños, niñas y adolescentes (NNA) son titulares y de las acciones estatales que se implementan para viabilizar el ejercicio concreto de ellos. Esta perspectiva exige comprender los contenidos de las políticas púb,el grado de participación que se les asigna y los sentidos que ellas toman en términos de progresividad de los derechos. Los cambios de concepción de la infancia desde la Convención Internacional de los Derechos del Niño (CIDN) y los cambios legislativos interpelan al Estado y la sociedad a modificar la visión hegemónica. Nuestra hipótesis gira alrededor de las siguientes considerac.: se han producido algunas modificaciones en las políticas y acciones estatales, aún no se dan las transformaciones necesarias de las lógicas institucionales y de los operadores que estimulen la participación de NNA en el ámbito escolar. Esto se visualiza en la ausencia de análisis cuali de los contenidos de las acc. y la falta de ftes estadísticas específicas, que muestren la orientac.de los contenidos en los principios de la protecc.integral. The issue of children from the rights focus implies a reading of the rights in which children and adolescents are the holders and the state actions that are implemented to enable the exercise of them. This perspective requires understanding the contents of the public policies, the participation level that is assigned, and the senses that they take in terms of rights progressivity of. The conception changes about children since the International Convention on the Rights of the Child and legislative changes challenge to the State and society to modify hegemony vision. Our hypothesis revolves around the following considerations: there have been some public policies and state actions changes, but they not turn out, yet, transformations in logical institutional and actors whose are encourages children participation in school. This could be reflects in the absence of qualitative analysis in the actions contents and the lack of sources specific statistics, that will be showing the control of the principal contents of integral protection. These, raise the questions that delimit our problem research: how is built citizenship exercise through children and adolescent’s participation in the school, and what are the institutional logical that empowers or turns difficult that exercise? Reductions in firing costs are often advocated as a way of increasingthe dynamism of labour markets in both developed and less developed countries. Evidence from Europe and the U.S. on the impact of firing costs has, however, been mixed. Moreover, legislative changes both in Europe and the U.S. have been limited. This paper, instead, examines the impact of the Colombian Labour Market Reform of 1990, which substantially reduced dismissal costs. I estimate the incidence of a reduction in firing costs on worker turnover by exploiting the temporal change in the Colombian labour legislation as well as the variability in coverage between formal and informal sector workers. Using a grouping estimator to control for common aggregate shocks and selection, I find that the exit hazard rates into and out of unemployment increased after the reform by over 1% for formal workers (covered by the legislation) relative to informal workers (uncovered). The increase of the hazards implies a net decrease in unemployment of a third of a percentage point, which accounts for about one quarter of the fall in unemployment during the period of study.

Using microdata from the 2002-2006 Colombian Continuous Household Survey, we find an elasticity of individual wages to local unemployment rates of -0.07. However, the elasticity for informal workers is significantly higher, a result which is consistent with efficiency wage theoretical models and relevant for regional labour markets analysis in developing countries.

As a discipline, logic is arguably constituted of two main sub-projects: formal theories of argument validity on the basis of a small number of patterns, and theories of how to reduce the multiplicity of arguments in non-logical, informal contexts to the small number of patterns whose validity is systematically studied (i.e. theories of formalization). Regrettably, we now tend to view logic 'proper' exclusively as what falls under the first sub-project, to the neglect of the second, equally important sub-project. In this paper, I discuss two historical theories of argument formalization: Aristotle's syllogistic theory as presented in the "Prior Analytics", and medieval theories of supposition. They both illustrate this two-fold nature of logic, containing in particular illuminating reflections on how to formalize arguments (i.e. the second sub-project). In both cases, the formal methods employed differ from the usual modern technique of translating an argument in ordinary language into a specially designed symbolism, a formal language. The upshot is thus a plea for a broader conceptualization of what it means to formalize.

Para fornecer dados sobre a influência climática e a forma de comercialização sobre carotenóides de vegetais, este estudo pesquisou o conteúdo de alfa e beta-caroteno e o valor de vitamina A de sete hortaliças (batata-doce, cenoura, moranga, pimentão, quiabo, tomate e vagem), na cidade de Viçosa (MG), utilizando a Cromatografia Líquida de Alta Eficiência. Compararam-se hortaliças comercializadas nos mercados formal (mercados locais) e informal (feira livre) durante primavera, verão e outono. A cenoura apresentou os teores mais elevados de alfa e beta-caroteno (31,17 e 58,18 µg/g, respectivamente), seguida pela moranga (4,33 e 23,16 µg/g, respectivamente), enquanto a batata-doce apresentou o teor mais reduzido de beta-caroteno (0,51 µg/g). O valor de vitamina A variou conforme o perfil de alfa e beta-caroteno. Com exceção da cenoura e do quiabo, não houve influência significativa do local de comercialização sobre o conteúdo de carotenóides. A variação do conteúdo de carotenos nas estações do ano foi inexpressiva, sendo que apenas o pimentão apresentou valores significativamente diferentes. Porções de 100 g das hortaliças analisadas fornecem entre 3 e 78% da recomendação de vitamina A.

Le capital humain d’un pays est un facteur important de sa croissance et de son développement à long terme. Selon l’Unicef, ce capital humain est constitué en donnant à chaque enfant un bon départ dans la vie : non seule- ment la possibilité de survivre, mais aussi les conditions nécessaires pour se développer et réaliser tout son potentiel. Malheureusement, cet état de fait est loin d’être une réalité en Afrique Subsaharienne. En effet, selon toujours l’Unicef et sur la base d’enquêtes ménages dans 21 pays d’Afrique de l’Ouest et du Centre, c’est près de 32 millions d’enfants qui ont l’âge officiel d’être scolarisés, mais qui ne le sont pas. A ces chiffres, il faut ajouter 17 millions d’enfants scolarisés qui risquent fortement l’exclusion. De son Côté, l’OMS pointe du doigt la mauvaise santé des enfants dans cette région. Ainsi, les décès d’enfants sont de plus en plus concentrés en Afrique subsaharienne où les enfants ont plus de 15 fois plus de risques de mourir avant l’âge de cinq ans que les enfants des régions développées. Les difficultés économiques apparaissent comme la première explication des obstacles à l’amélioration du bien être des enfants aussi bien du côté de l’offre que de la demande. Cette thèse relie trois essais sur d’une part le lien entre conflit armés, l’éducation et la mortalité des enfants et d’autre part sur le lien entre fertilité et éducation des enfants en milieu urbain. Le premier chapitre identifie l’impact de la crise politico-militaire de la Côte d’Ivoire sur le bien être des enfants, en particulier sur l’éducation et la mor- talité infanto-juvénile en exploitant la variation temporelle et géographique de la crise. Il ressort de cette analyse que les individus qui vivaient dans les régions de conflit et qui ont atteint durant la crise, l’âge officiel d’entrer à l’école ont 10% moins de chance d’être inscrits à l’école. Les élèves qui habitaient dans des régions de conflit pendant la crise ont subit une diminu- tion du nombre d’années scolaire d’au moins une année. Les élèves les plus v vi âgés et qui sont susceptibles d’être au secondaire ont connu une décroissance du nombre d’année scolaire d’au moins deux années. Il ressort également que la crise ivoirienne a accru la mortalité infanto-juvénile d’au moins 3%. Mes résultats suggèrent également que la détérioration des conditions de vie et la limitation de l’utilisation des services de santé au cours du conflit con- tribuent à expliquer ces effets négatifs. Des tests de robustesse incluant un test de placebo suggèrent que les résultats ne sont pas dus à des différences préexistantes entre les régions affectées par le conflit et celles non affectées. Le deuxième chapitre étudie les disparités intra-urbaines en matière d’arbitrage entre le nombre d’enfant et la scolarisation des enfants en se focalisant sur le cas de Ouagadougou (Capitale du Burkina Faso). Dans cette ville, au moins 33% des deux millions d’habitants vivent dans des zones informelles (appelées localement des zones non-loties). Cette sous-population manque d’infrastructures socioéconomiques de base et a un niveau d’éducation très bas. Dans ce chapitre, prenant en compte la possible endogénéité du nombre d’enfants et en utilisant une approche "two-step control function" avec des modèles Probit, nous investiguons les différences de comportement des mé- nages en matière de scolarisation entre zones formelles et zones informelles. Nous nous focalisons en particulier sur l’arbitrage entre la "quantité" et la "qualité" des enfants. Compte tenu de l’hétérogénéité des deux types de zones, nous utilisons les probabilités prédites pour les comparer. Nos princi- pales conclusions sont les suivantes. Tout d’abord, nous trouvons un impact négatif de la taille de la famille sur le niveau de scolarisation dans les deux types de zone. Cependant, nous constatons que l’impact est plus aigu dans les zones informelles. Deuxièmement, si nous supposons que le caractère en- dogène du nombre d’enfants est essentiellement due à la causalité inverse, les résultats suggèrent que dans les zones formelles les parents tiennent compte de la scolarisation des enfants dans la décision de leur nombre d’enfants, mais ce ne est pas le cas dans les zones informelles. Enfin, nous constatons que, pour des familles avec les mêmes caractéristiques observables, la probabilité d’atteindre le niveau post-primaire est plus élevée dans les zones formelles que dans les zones informelles. En terme d’implications politique, selon ces résultats, les efforts pour améliorer la scolarisation des enfants ne doivent pas être dirigées uniquement vers les zones rurales. En plus de réduire les frais de scolarité dans certaines zones urbaines, en particulier les zones informelles, un accent particulier devrait être mis sur la sensibilisation sur les avantages de l’éducation pour le bien-être des enfants et leur famille. Enfin, du point vii de vue méthodologique, nos résultats montrent l’importance de tenir compte de l’hétérogénéité non observée entre les sous-populations dans l’explication des phénomènes socio-économiques. Compte tenu du lien négatif entre la taille de la famille et la scolarisation des enfants d’une part et les différences intra-urbaines de comportement des ménages en matière de scolarisation, le trosième chapitre étudie le rôle des types de méthodes contraceptives dans l’espacement des naissances en mi- lieu urbain. Ainsi, en distinguant les méthodes modernes et traditionnelles et en utilisant l’histoire génétique des femmes, ce chapitre fait ressortir des différences de comportement en matière de contraception entre les femmes des zones formelles et informelles à Ouagadougou (capitale du Burkina Faso). Les résultats montrent que les deux types de méthodes contraceptives aug- mentent l’écart des naissances et diminuent la probabilité qu’une naissance se produise moins de 24 mois après la précédente. Prendre en compte les caractéristiques non observées mais invariants avec le temps ne modifie pas significativement l’amplitude du coefficient de l’utilisation de la contracep- tion moderne dans les deux types de zone. Toutefois, dans la zone informelle, la prise en compte les effets fixes des femmes augmentent significativement l’effet des méthodes traditionnelles. Les normes sociales, la perception de la planification familiale et le rôle du partenaire de la femme pourraient expli- quer ces différences de comportement entre les zones formelles et informelles. Par conséquent, pour améliorer l’utilisation de la contraception et de leur efficacité, il est essentiel de hiérarchiser les actions en fonction du type de sous-population, même dans les zones urbaines.

This document provides recent evidence about the persistency of wage gaps between formal and informal workers in Colombia by using a non-parametric method proposed by Ñopo (2008a). Over a rich dataset at a household level during 2008-2012, it is found that formal workers earn between 30 to 60 percent more, on average, than informal workers. Despite of the formality definition - structuralist or institucionalist- adopted, it is clear that formal workers have more economic advantages than informal ones, but after controlling by demographic and labor variables an important fraction of the gap still remains unexplained.

El interés de este estudio de caso es comparar las dinámicas de uso y apropiación del espacio público en parques de origen formal e informal, y discutir sus implicaciones en la vida social y urbana, teniendo como zonas el parque Villa de la Torre (informal) y el parque Cayetano Cañizares (formal). Este trabajo se enmarca en conceptos de uso y apropiación del espacio público, a partir de los cuales se examinan las dinámicas de formalidad e informalidad de los parques zonas de estudio, explorando qué efectos puede tener su origen, y revisando si el parque informal implica falta de apropiación y usos conflictivos, o si por el contrario, las dinámicas que en espacios públicos se dan pueden incluir dinámicas positivas y negativas indistintamente de su origen.

Este artigo deriva de uma pesquisa mais ampla sobre a educação em astronomia e a formação de professores, e apresenta um panorama geral sobre o tema em âmbito nacional. Procuramos gerar uma classificação das instituições e outras iniciativas brasileiras dedicadas à astronomia, levando em conta os seus objetivos, tais como o ensino formal, informal, não-formal, bem como aqueles destinados à popularização dessa ciência. Comenta-se, em forma de um breve ensaio, a importância da atuação contextualizada destas instâncias no ensino da astronomia, levantando um desafio ainda a ser considerado, referente ao estudo das possíveis relações entre estes estabelecimentos e iniciativas, visando o avanço da educação em astronomia, em um movimento contrário à dispersão e pulverização de atividades locais e pontuais dos mesmos. Argumentamos que a pesquisa em ensino de astronomia tem potencial para exercer este papel integrador.

Background: Mycobacterium spp. is one of the most important species of zoonotic pathogens that can be transmitted from cattle to humans. The presence of these opportunistic, pathogenic bacteria in bovine milk has emerged as a public-health concern, especially among individuals who consume raw milk and related dairy products. To address this concern, the Brazilian control and eradication program focusing on bovine tuberculosis, was established in 2001. However, bovine tuberculosis continues to afflict approximately 1,3 percent of the cattle in Brazil. In the present study, 300 samples of milk from bovine herds, obtained from both individual and collective bulk tanks and informal points of sale, were cultured on Löwenstein-Jensen and Stonebrink media. Polymerase chain reaction (PCR)-based tests and restriction-enzyme pattern analysis were then performed on the colonies exhibiting phenotypes suggestive of Mycobacterium spp., which were characterized as acid-fast bacilli.Results: Of the 300 bovine milk samples that were processed, 24 were positively identified as Mycobacterium spp.Molecular identification detected 15 unique mycobacterial species: Mycobacterium bovis, M. gordonae, M. fortuitum, M. intracellulare, M. flavescens, M. duvalii, M. haemophilum, M. immunogenum, M. lentiflavum, M. mucogenicum, M. novocastrense, M. parafortuitum, M. smegmatis, M. terrae and M. vaccae. The isolation of bacteria from the various locations occurred in the following proportions: 9 percent of the individual bulk-tank samples, 7 percent of the collective bulk-tank samples and 8 percent of the informal-trade samples. No statistically significant difference was observed between the presence of Mycobacterium spp. in the three types of samples collected, the milk production profiles, the presence of veterinary assistance and the reported concerns about bovine tuberculosis prevention in the herds.Conclusion: The microbiological cultures associated with PCR-based identification tests are possible tools for the investigation of the presence of Mycobacterium spp. in milk samples. Using these methods, we found that the Brazilian population may be regularly exposed to mycobacteria by consuming raw bovine milk and related dairy products. These evidences reinforces the need to optimize quality programs of dairy products, to intensify the sanitary inspection of these products and the necessity of further studies on the presence of Mycobacterium spp. in milk and milk-based products. © 2013 Franco et al.; licensee BioMed Central Ltd.

Power electronic converters are extensively adopted for the solution of timely issues, such as power quality improvement in industrial plants, energy management in hybrid electrical systems, and control of electrical generators for renewables. Beside nonlinearity, this systems are typically characterized by hard constraints on the control inputs, and sometimes the state variables. In this respect, control laws able to handle input saturation are crucial to formally characterize the systems stability and performance properties. From a practical viewpoint, a proper saturation management allows to extend the systems transient and steady-state operating ranges, improving their reliability and availability. The main topic of this thesis concern saturated control methodologies, based on modern approaches, applied to power electronics and electromechanical systems. The pursued objective is to provide formal results under any saturation scenario, overcoming the drawbacks of the classic solution commonly applied to cope with saturation of power converters, and enhancing performance. For this purpose two main approaches are exploited and extended to deal with power electronic applications: modern anti-windup strategies, providing formal results and systematic design rules for the anti-windup compensator, devoted to handle control saturation, and “one step” saturated feedback design techniques, relying on a suitable characterization of the saturation nonlinearity and less conservative extensions of standard absolute stability theory results. The first part of the thesis is devoted to present and develop a novel general anti-windup scheme, which is then specifically applied to a class of power converters adopted for power quality enhancement in industrial plants. In the second part a polytopic differential inclusion representation of saturation nonlinearity is presented and extended to deal with a class of multiple input power converters, used to manage hybrid electrical energy sources. The third part regards adaptive observers design for robust estimation of the parameters required for high performance control of power systems.

The objective of this study is to evaluate the impact of informal care support networks on the health status, life satisfaction, happiness and anxiety of elderly individuals in Argentina and Cuba. Recent economic changes, demographic changes, the structure of families and changes in women?s labor participation have affected the availability of informal care. Additionally, the growing number of elderly as a percentage of total population has significant implications for both formal and informal care in Argentina and Cuba. Methods: The SABE - Survey on Health, Well-Being, and Aging in Latin America and the Caribbean, 2000 was used as the data source. The survey has a sample of 10,656 individuals aged 60 years and older residing in private households occupied by permanent dwellers in 7 cities in the Latin American and Caribbean region. My study will focus on the Buenos Aires and Havana samples in which there were 1043 individuals and 1905 individuals respectively. General sampling design was used to establish comparability between countries. Individuals requiring assistance are surveyed on their source of help and the relative impact of informal versus paid help is measured for this group. Other measures of social support (number of living children, companionship and number of individuals living in the same dwelling) are used to measure networks for the full sample. Multivariate probit regression analyses were run separately for Cuba and for Argentina to evaluate the marginal impacts of the types of social support on health status, life satisfaction, happiness and anxiety. Results: For Argentina, almost all of the family help variables positively impact good health. Getting help from most other members of the family negatively impacts satisfaction with life. Happiness is affected differently by each of the family help variables but community support increases the likelihood of being happy. Although none of the family or community help variables show statistical significance, most negatively affect anxiety levels. In Cuba, all of the social support variables have a positive marginal impact on the health status of the elderly. In this case, some of the family and community help variables have a negative marginal impact on life satisfaction; however, it appears that having those closest to the elderly, children, spouse, or other family, positively impacts life satisfaction. Most of the support variables negatively impact happiness. Receiving help from a child, spouse or parent is associated with a marginal increase in anxiety, whereas receiving help from a grandchild, another family member or a friend actually reduces anxiety. Discussion: The study highlights the necessity for enhancing the coordination of various care networks in order to provide adequate care and reduce the burdens of old age on the individual, family and society and the need for consistent support for the caregivers. More qualitative work should be done to identify how support is given and what comprises the support. The constant change and advancement of the world, and the growth of the Latin American and Caribbean region, suggests that more updates studies need to be done.

This paper is the fourth in a series of reviews that will summarize available data and critically discuss the potential role of lung-function testing in infants with acute neonatal respiratory disorders and chronic lung disease of infancy. The current paper addresses information derived from tidal breathing measurements within the framework outlined in the introductory paper of this series, with particular reference to how these measurements inform on control of breathing. Infants with acute and chronic respiratory illness demonstrate differences in tidal breathing and its control that are of clinical consequence and can be measured objectively. The increased incidence of significant apnea in preterm infants and infants with chronic lung disease, together with the reportedly increased risk of sudden unexplained death within the latter group, suggests that control of breathing is affected by both maturation and disease. Clinical observations are supported by formal comparison of tidal breathing parameters and control of breathing indices in the research setting.

In the public debate the internet is regarded as a central resource for knowledge and information. Associated with this is the idea that everyone is able and even expected to serve himself or herself according to his or her own needs via this medium. Since more and more services are also delivered online the internet seems to allow its users to enjoy specific advantages in dealing with their everyday life. However, using the internet is based on a range of preconditions. New results of empirical and theoretical research indicate the rise of a social divide in this context. Within the internet, different ways of use can be identified alongside social inequalities. Boundaries of the "real life" are mirrored in the virtual space e.g. in terms of forms of communification and spaces for appropriation. These are not only shaped by invidual preferences but particularly by social structures and processes. In the context of the broader debate on education it is stated that formal educational structures are to be completed by arrangements which are structured in informal respectively nonformal ways. Particularly the internet is suggested to play an important role in this respect. However, the phenomenon of digital inequality points to limitations consolidated by effects of economic, social, and cultural ressources: Economical resources affect opportunities of access, priorities of everyday life shape respective intentions of internet use, social relationships have an impact on the support structures available and ways of appropriation reproduce a specific understanding of informal education ("informelle Bildung"). This produces an early stratification of opportunities especially for the subsequent generation and may lead to extensive inequalities regarding the distribution of advantages in terms of education. Thus the capacity of the virtual space in terms of participatory opportunities and democratic potentials raises concerns of major relevance with respect to social and educational policy. From the perspective of different disciplines involved in these issues it is essential to clarify this question in an empirical as well as in a theoretical way and to make it utilizable for a future-orientied practice. This article discusses central questions regarding young people's internet use and its implications for informal education and social service delivery on the basis of empirical findings. It introduces a methodological approach for this particular perspective and illustrates that the phenomena of digital divide and digital inequality are as much created by social processes as by technical issues.
