Ausgehend von dem von Friedrich Edding geprägten Begriff der Schlüsselfähigkeit entwickelte Dieter Mertens Anfang der 1970er Jahre sein Konzept der Schlüsselqualifikationen. Damit suchte er Wege, Menschen so zu qualifizieren, dass sie ihnen übertragene berufliche Aufgaben, auch in einem sich rasch verändernden Umfeld, bewältigen können. In der vorliegenden Arbeit wird gezeigt, dass die Rezeption des Begriffs in verschiedenen Bildungsbereichen mit unterschiedlichen Intensitäten und Resultaten verlief. Am folgenreichsten war die Rezeption in der Berufsbildung. Von wenigen skeptischen Stimmen abgesehen, stieß das Konzept der Schlüsselqualifikationen auf positive Zustimmung und mehrere Umsetzungsversuche wurden unternommen. Diese führten allerdings zu einer Verlängerung der Liste der Schlüsselqualifikationen (die ursprünglich von Mertens als abschließbar angedacht war). Ein Konsens, was in der Berufsbildung als Schlüsselqualifikationen zu gelten hat, ist immer noch nicht in Sicht. In den allgemeinbildenden Schulen hingegen fand das Konzept keine große Beachtung. Zwar wurde hin und wieder auf den Begriff zurückgegriffen, um beispielsweise allgemein verbindliche Standards in der Schule zu thematisieren oder neuen Inhalten eine Legitimation zu verschaffen, dennoch griff die Debatte in der Schulpädagogik nicht nachhaltig. Gründe dafür liegen zum einen in der dem Konzept inhärenten berufsvorbereitenden Funktion, die der Idealvorstellung einer zweckfreien Bildung widerspricht, zum anderen in der relativ straffen und zentralisierten Gestaltung der Lehrpläne. Die vorliegende Arbeit setzt sich mit dem Konzept der Schlüsselqualifikationen im Hochschulbereich auseinander. Eine Untersuchung von ca. 130 deutsch- und englischsprachigen Arbeiten, die Schlüsselqualifikationen im Hochschulbereich zum Thema haben, belegt eine sehr große Heterogenität der zugrunde liegenden Vorstellungen und konkreten Modelle. Es wird gezeigt, dass die zwei wichtigsten Ordnungsschemata, die gelegentlich zur Abgrenzung der Schlüsselqualifikationen gegenüber anderen Bildungskomponenten herangezogen werden (nämlich die Taxonomie der Lernziele von Bloom und das Handlungskompetenzmodell von Roth in der Weiterentwicklung von Reetz) mit keinem kohärenten Rahmenwerk, das der Fülle der Modelle von Schlüsselqualifikationen im Hochschulbereich gerecht wäre, aufwarten können. Eine Alternative bietet eine diskursanalytische Perspektive foucaultscher Prägung. Begriffen als eine diskursive Formation, haben Modelle der Schlüsselqualifikationen ihre Gemeinsamkeit nicht in dem vermeintlich gemeinsamen Gegenstand. Demnach sind Schlüsselqualifikationen in der heutigen Hochschuldebatte keine Qualifikationen suis generis, die eine eigene Kategorie bilden, sondern eine Antwort auf die Herausforderungen, die die verschiedenartigen Veränderungen in und um Hochschulen mit sich bringen. Es lassen sich drei Kontexte identifizieren, in denen die Modelle der Schlüsselqualifikationen der Herausforderung zu begegnen versuchen: in der Gesellschaft im Allgemeinen, in der vor-universitären Bildung sowie in der Hochschulbildung und in der Berufswelt. In diesen Kontexten artikulieren die Modelle der Schlüsselqualifikationen verschiedene Dimensionen, um Gesellschafts-, Studier und Beschäftigungsfähigkeit der Studierenden zu fördern. Eine vergleichende Analyse der Debatten und Modelle der Schlüsselqualifikationen in der BRD und in England zeigt, dass diese drei Kontexte in beiden Ländern vorfindbar sind, jedoch deren inhaltliche Vorstellung und konkrete Umsetzung aufgrund der Partikularitäten des jeweiligen Hochschulsystems unterschiedliche Akzentuierungen erfahren. Anders als in der BRD betonen die Modelle der Förderung der Studierfähigkeit in England die Brückenkurse als Hilfestellung bei der Vorbereitung auf das Studium. Das hängt mit den uneinheitlichen Zugangsregelungen zum Hochschulstudium und der hierarchischen Struktur im englischen Hochschulsystem zusammen. Bei der Förderung der Beschäftigungsfähigkeit setzen die Modelle der Schlüsselqualifikationen in Deutschland, wo traditionell ein Hochschulstudium als berufsvorbereitend angesehen wird, den Akzent auf Praxisbezug des Studiums und auf Flexibilität. In England hingegen, wo sich das Studium per se nicht als berufsqualifizierend versteht, rücken die Modelle der Schlüsselqualifikationen den Übergang in den Arbeitsmarkt und das Karrieremanagement - subsumiert unter dem Konzept der employability - in den Vordergrund.

Recent UK changes in the number of students entering higher education, and in the nature of financial support, highlight the complexity of students’ choices about human capital investments. Today’s students have to focus not on the relatively narrow issue of how much academic effort to invest, but instead on the more complicated issue of how to invest effort in pursuit of ‘employability skills’, and how to signal such acquisitions in the context of a highly competitive graduate jobs market. We propose a framework aimed specifically at students’ investment decisions, which encompasses corner solutions for both borrowing and employment while studying.

Fieldwork is an important and often enjoyable part of learning in Bioscience degree courses, however it is unclear how the recent reforms to Higher Education (HE) may impact the future funding of outdoor learning. This paper reports on the findings from a recent survey of 30 HE Bioscience practitioners from across the UK. Their current level of fieldwork provision and factors affecting this provision in the future were explored. The data showed that the level of fieldwork had remained similar over the past five years and this was set to remain so over the next academic year and also into the next five years (when it may even increase). Funding of fieldwork was under review in most institutions due to the increase in student tuition fees and it was found that in some cases the cost of compulsory fieldwork will be subsumed within the overall course fee. Many influencing factors were discussed, but the most frequently raised topics were that of the development of employability skills during fieldwork and its importance in attracting and retaining students. Both topics are high on the agenda of HE institutions going forward into the new funding model, suggesting that fieldwork will remain a central part of the Bioscience curriculum.

Robotics is a key theme in many of the degrees offered in Systems Engineering. The topic has proved useful in attracting students to the University, and it also provides the basis of much practical and project work throughout the degrees. This paper focuses on one aspect, a Part 2 project in which students doing various degrees work together to develop a mobile robot which is controlled remotely to navigate an environment and perform specific tasks. In addition to providing practical experience of relevant academic topics, this project helps to contribute to key teaching and learning priorities including problem based learning, motivation and important employability skills.

This presentation discusses some of the major pressures on universities to frame curriculum around employability skills and professional requirements. Recent evaluation of Australian university courses by graduates suggests that many institutions remain perplexed as to how to do this. The presentation suggests that the student evaluations do not necessarily indicate poor curriculum development but possibly a lack of making skill development more overt through teaching and assessment. The main objective of this presentation is to outline and describe a project on how curriculum needs to and can respond to professional needs and what this may entail for the way in which traditional professional courses are taught and assessed. The presentation seeks to involve participants in identifying and discussing options for the teaching and assessment of skills and possible options for how these skills can be progressively developed throughout a course of study.

Of all the factors contributing to turbulent times in Australia, climate change is one that offers both challenges and opportunities for VET. In a time when the response to water availability is subject to ‘extensive debate and policy attention’, our presentation explores what adults living and working in the Alpine region of Victoria understand about the changes to water availability, and what they have learned about adapting to significant climatic changes in their local area. Interviews were conducted in the towns of Bright, Mount Beauty and Albury, with participants from across the Alpine region. Our study found evidence of a strong understanding of the direct impact of climate change on participants’ local community area, and a keen desire to learn about adaptation to change. In addition to an identified need for more information around climate change issues and projected impacts in general, participants saw practical hands-on water education strategies as an important way to educate people to help themselves. Conversations about where or how people learned to adapt to change were broad ranging, and clearly connected to the participants’ backgrounds, livelihoods or where they were situated. This raised the question of what responses VET might develop to address these identified learning needs. Major local industries
of tourism, agriculture, water harvesting and land care are all covered by national Training Packages that include industry- specific units of competence to support learning to live and work in an environmentally sustainable way. In addition, the national Employability Skills framework offers opportunities to build climate change awareness and adaptation into units of competency where they may not be explicitly incorporated. Our presentation will outline the opportunities for VET to act as a change agent in this and other Australian communities impacted by climate change.

This paper analyses multicultural artists' perceptions of their employment and career prospects in the arts. We do this first by reviewing the relatively small body of literature on multicultural artists' careers and supplement that with a literature review of general vocational development literature. Further, we examine the degree to which multicultural artists possess the generic employability skills necessary to gain and retain employment in Australia. We use data from a small-scale qualitative study, conducted in Western Australia, which identified artists' perceptions of barriers to participation in the arts in general and to paid employment in particular. From the literature and studied data, we propose a 'Dual Responsibilities Framework for Career Management of Multicultural Artists'.

This study adds to the literature as it examines the experiences that international postgraduate (IP) students have with a peer-mentoring program at an Australian University. To analyse transition and peer mentoring thirty-four (34) semi-structured interviews with IP students from Indian, Chinese and other national cohorts were conducted. The study found that transitioning IP students who had a mentor, benefitted as it provided a variety of support mechanisms so that IP students could transition to the next stage. Transition was important for mentors who were able to develop greater self-confidence, graduate attributes and other employability skills.

Placements are integral to many university courses and to increasing student employability skills. Nevertheless, several complications, such as the assessment of placement experiences which often go against the principles of procedural justice, may limit placement effectiveness. For example, procedures are not applied uniformly across students; and evaluations of intangible qualities are susceptible to biases. As a result, effort and learning can be compromised. This paper advocates the use of developmental assessment centers to help solve these shortcomings. Developmental assessment centers are often used in organizations to evaluate capabilities of individuals and to facilitate development. Participants complete a series of work related and standardized tasks. Multiple raters then utilize a systematic approach to evaluate participants on a range of competencies, and consequently present constructive feedback to facilitate learning. Therefore, developmental assessment center principles match the key determinants of procedural justice and thus overcome many problems with traditional placement assessments.

This study investigates the learning potential of students' experiences working as editors and publishers for a university's creative arts e-journal. The study is based on a project which aimed to strengthen creative arts students' graduate attributes and employability skills associated with interpersonal and written communication skills, specifically editing and e-publication. The participants were surveyed prior to and after e-publication of each issue of the journal over a two year period. The study focuses on students' and teachers' perceptions of participating in a non-graded, discipline-based work-integrated learning (WIL) activity. The data were analysed in order to explore students' and teachers' attitudes and responses to the challenges with participating in an e-publication process. The findings indicated that students chose to participate in the activity to address certain employability skills as well as desiring an authentic work-based challenge that enhanced the university experience. The results revealed that students require more guidance and informal set lesson plans. The teachers' responses indicated that the most important teaching methods were: (i) provide authentic communication to students and (ii) illustrate relevant industry experience. Recommendations are made for the careful implementation and integration of the online creative arts WIL project into the University's curriculum in order to: (i) connect WIL pedagogy, courses, policies and objectives in higher education, (ii) provide career and self development for WIL teaching and learning practices, and (iii) continually redevelop and evaluate the WIL activity in order to pursue accreditation.

This paper provides discussion of learning experienced by Applied Learning Educators in a workplace context where everyday teaching activities can involve undertaking unfamiliar tasks to the extent that the concept of ‘crossing boundaries’, or acting outside ‘comfort zones’ becomes ‘normalised’. This perspective arises from consideration of extensive interviews with Applied Learning Educators who work in the Victorian Certificate of Applied Learning (VCAL), a senior years’ pathway in Victoria. The pathway is available in settings of schools, Adult Community Education (ACE) and Technical and Further Education (TAFE) and designed to support the engagement of young people in education and their subsequent transition into further study or meaningful work. VCAL Educators use Applied Learning pedagogy in the development of curriculum content that promotes employability skills, connectedness to community and has grounding in student interests and needs. Subsequently student learning in VCAL occurs in and out of classrooms. Applied Learning Educators frequently navigate institutional boundaries in the process of negotiating and developing partnerships with industry and community organisations to enable learning to be undertaken in meaningful and relevant environments. In this paper Boundary Crossing is used as a concept for discussing the wide-ranging nature of VCAL educators’ everyday practice as they respond to the needs of the cohort and requirements of the curriculum. Collegial learning is considered using the notion of Communities of Practice.

Purpose The purpose of this paper is to review how real estate students perceive and define commercial awareness, which is one of the most important employability skills. This paper also examines students’ perceptions about how their courses support and develop their commercial awareness. In addition, it compares students’ and academics’ views on commercial awareness and identifies whether there are any gaps.

Design/methodology/approach –
This paper presents the research findings of a questionnaire survey and e-mail discussions with students who are currently studying Royal Institution of Chartered Surveyors (RICS)-accredited real estate courses in the UK. The questionnaire aimed to gather students’ views on the definitions and components of commercial awareness and identify what skills and attributes are required for its development. It also evaluates how commercial awareness has been embedded in the real estate courses. The aim of each discussion was to gain deeper insight on how components of commercial awareness are embedded in real estate courses, and 17 discussions were conducted. The contents of the e-mail discussions were analysed and similar themes were identified and coded. The frequency of the answer in the questionnaire and comments from interviewees is presented. The findings from students’ views have been compared to published research reporting UK RICS-accredited real estate course providers’ views on commercial awareness. In addition to descriptive statistics, Fisher’s exact test was used to identify the statistical significance between the academics’ and students’ views on commercial awareness.

Findings –
The UK real estate students agreed that the most important definition of commercial awareness is a “person’s ability to understand the economics of business”. They agreed that “financial” component is the most important component of commercial awareness and it is the largest portion of their courses. The most important skill and attribute for commercial awareness development are “critical thinking” and “ability and willingness to update professional knowledge”, respectively. Although the descriptive analysis shows students and academics have different views on the definition and components of commercial awareness and its incorporation within real estate courses, the Fisher exact test shows that only a few elements are different enough to be statistically significant. This analysis shows that while students and academics have slightly different views on commercial awareness they are not very different.  Commercial awareness is an important employability skill, thus, it is still necessary for real estate academics to re-visit the curriculum and to ensure learning outcomes related to commercial awareness have been clearly explained and communicated to students. Furthermore, it is vital for students to obtain practical experience in order to fully develop their commercial awareness. 

Originality/value –
This paper is a pioneer study focused on reviewing real estate students’ views on commercial awareness, including identifying its definition, components and evaluating the extent to which commercial awareness has been embedded in their courses. It also identifies the skills and attributes that students thought were required for the development of commercial awareness.  Furthermore, it discusses students’ preferred ways of enhancing their commercial awareness as part of the course they are studying. It is the first study identifying the statistical difference between students’ and academics’ views on commercial awareness. The understanding of students’ views on commercial awareness, their preferred delivery method and the divergence between students’ and academics’ views on commercial awareness can provide useful insights for course directors on the development and renewal of real estate course curriculum

A case study conducted across a cross-section of stakeholders involved in a year-long co-operative education (co-op) program within an IS business degree in an Australian university, uncovered a range of views of what knowledge was perceived as most worthwhile. This paper discusses these findings drawing on a multidisciplinary review of a wide range of research literature. It is proposed that the diversity of individual views promotes a broader spectrum of worthwhile knowledge that suggests universities recognise the different individual values in the design and delivery of courses and programs so as to provide students with richer, more satisfying leaning experiences.

Work Integrated Learning (WIL) programs, such as co-operative education programs, offer students a learning environment which exists outside the traditional classroom and specific discipline boundaries. This necessitates assessment practices that go beyond traditional practices and relationships. Work placement supervisors are best located to observe the students' learning and development and offer feedback on performance and improvement. An investigation was carried out in order to articulate the role of supervisors and work colleagues in facilitating learning in the workplace environment and their involvement in assessment practices. Interviews were conducted with academics and industry representatives on their perceptions of assessment task validity in terms of professional and generic skill development. A synthesis of the findings formed the basis of the research described in this paper. Key findings highlighted the need for better preparation of industry supervisors as to their role in providing feedback and assessment; better preparation of students for transition from the classroom to the workplace; and the importance of ongoing involvement of the three stakeholders (academic, supervisor and student) to maximise learning and professional development. Recommendations for assessment practices include suggestions on how to involve employers in appraising workplace performance; how to measure the real life application of learning; and the development of generic employability skills. © Common Ground, Kathy Henschke, Joan Richardson.

Research from the fields of adult learning, workplace education, professional development, organisational learning and co-operative education are drawn on to identify elements that should be considered in the design, implementation, management and sustained improvement of co-op programs. Each work placement is unique meld of stakeholders, the job and the organisational context. Key factors that promote learning in the workplace include the engagement of the work place supervisor in the student's professional development; the learning environment within the organisation; and the student's own motivation, abilities and learning orientation: It is proposed that information systems delivering co-op programs need to manage: (a) the development and performance of industry partnerships, (b) the relationships between key stakeholders; and (c) the professional skills development and learning. © 2009 Springer-Verlag US.
