The calls for colleges and universities to improve their productivity are coming thick and fast in Brazil. Many studies are suggesting evaluation systems and external criteria to control the quality of teaching and research in universities. Since universities and colleges are not profit-oriented organizations (considering only the legitimate and serious research and teaching organizations, of course), the traditional microeconomics and administrative variables used to measure efficiency do not have any direct function. An alternative would be to create an "as if" market control system to evaluate performance in universities and colleges. Internal budget and resources allocation mechanism can be used as incentive instruments to improve quality and productivity. It will be the main issue of this article.

Category management (CM) is an important tool to strengthen the relationship between manufacturers and retailers. This process has been associated with large corporate retailers; however, some recent researches show that CM is open to companies of any type or size. This possibility is important in emerging markets, where neighborhood supermarkets are still representative and are often considered an alternative for manufacturers to achieve higher margins compared to big chains. In this context, the aim of this research was to analyze the results of a CM initiative in small neighborhood supermarkets from a manufacturer perspective. Data for the study comes from a food manufacturer in Brazil that implemented a CM process with 180 small retailers. A quantitative analysis was conducted in order to analyze the effect of the program on the food manufacturer' s sales and market share. Our analysis suggests an overall positive effect of the program on both, sales and market share.

In the past thirty years, a series of plans have been developed by successive Brazilian governments in a continuing effort to maximize the nation's resources for economic and social growth. This planning history has been quantitatively rich but qualitatively poor. The disjunction has stimulated Professor Mello e Souza to address himself to the problem of national planning and to offer some criticisms of Brazilian planning experience. Though political instability has obviously been a factor promoting discontinuity, his criticisms are aimed at the attitudes and strategic concepts which have sought to link planning to national goals and administration. He criticizes the fascination with techniques and plans to the exclusion of proper diagnosis of the socio-political reality, developing instruments to coordinate and carry out objectives, and creating an administrative structure centralized enough to make national decisions and decentralized enough to perform on the basis of those decisions. Thus, fixed, quantified objectives abound while the problem of functioning mechanisms for the coordinated, rational use of resources has been left unattended. Although his interest and criticism are focused on the process and experience of national planning, he recognized variation in the level and results of Brazilian planning. National plans have failed due to faulty conception of the function of planning. Sectorial plans, save in the sector of the petroleum industry under government responsibility, ha e not succeeded in overcoming the problems of formulation and execution thereby repeating old technical errors. Planning for the private sector has a somewhat brighter history due to the use of Grupos Executivos which has enabled the planning process to transcend the formalism and tradition-bound attitudes of the regular bureaucracy. Regional planning offers two relatively successful experiences, Sudene and the strategy of the regionally oriented autarchy. Thus, planning history in Brazil is not entirely black but a certain shade of grey. The major part of the article, however, is devoted to a descriptive analysis of the national planning experience. The plans included in this analysis are: The Works and Equipment Plan (POE); The Health, Food, Transportation and Energy Plan (Salte); The Program of Goals; The Trienal Plan of Economic and Social Development; and the Plan of Governmental Economic Action (Paeg). Using these five plans for his historical experience the author sets out a series of errors of formulation and execution by which he analyzes that experience. With respect to formulation, he speaks of a lack of elaboration of programs and projects, of coordination among diverse goals, and of provision of qualified staff and techniques. He mentions the absence of the definition of resources necessary to the financing of the plan and the inadequate quantification of sectorial and national goals due to the lack of reliable statistical information. Finally, he notes the failure to coordinate the annual budget with the multi-year plans. He sees the problems of execution as beginning in the absence of coordination between the various sectors of the public administration, the failure to develop an operative system of decentralization, the absence of any system of financial and fiscal control over execution, the difficulties imposed by the system of public accounting, and the absence of an adequate program of allocation for the liberation of resources. He ends by pointing to the failure to develop and use an integrated system of political economic tools in a mode compatible with the objective of the plans. The body of the article analyzes national planning experience in Brazil using these lists of errors as rough model of criticism. Several conclusions emerge from this analysis with regard to planning in Brazil and in developing countries, in general. Plans have generally been of little avail in Brazil because of the lack of a continuous, bureaucratized (in the Weberian sense) planning organization set in an instrumentally suitable administrative structure and based on thorough diagnoses of socio-economic conditions and problems. Plans have become the justification for planning. Planning has come to be conceived as a rational method of orienting the process of decisions through the establishment of a precise and quantified relation between means and ends. But this conception has led to a planning history rimmed with frustration, and failure, because of its rigidity in the face of flexible and changing reality. Rather, he suggests a conception of planning which understands it "as a rational process of formulating decisions about the policy, economy, and society whose only demand is that of managing the instrumentarium in a harmonious and integrated form in order to reach explicit, but not quantified ends". He calls this "planning without plans": the establishment of broad-scale tendencies through diagnosis whose implementation is carried out through an adjustable, coherent instrumentarium of political-economic tools. Administration according to a plan of multiple, integrated goals is a sound procedure if the nation's administrative machinery contains the technical development needed to control the multiple variables linked to any situation of socio-economic change. Brazil does not possess this level of refinement and any strategy of planning relevant to its problems must recognize this. The reforms which have been attempted fail to make this recognition as is true of the conception of planning informing the Brazilian experience. Therefore, unworkable plans, ill-diagnosed with little or no supportive instrumentarium or flexibility have been Brazil's legacy. This legacy seems likely to continue until the conception of planning comes to live in the reality of Brazil.

RESUMO:O desenvolvimento entendido como um processo político, económico e social, visando uma melhoria constante do bem-estar de toda a população, requer a alocação e utilização de recursos para benefício social e económico da sociedade. Porém, em Moçambique, neste processo, o crescimento e progressão dos grupos sociais ainda é desigual, ocorrendo uma certa marginalização e menor participação nos processos de tomada de decisão, das mulheres e dos grupos desfavorecidos. O presente estudo, subordinado ao tema: “A Questão do Género em Moçambique: Contributo para uma análise da sua problemática”, procurou compreender a importância e o contributo das mulheres moçambicanas inseridas em diferentes áreas de desenvolvimento e o seu empoderamento. O estudo foi centrado nas diversas formas de luta e de intervenção contra a pobreza e a exclusão social. A metodologia do presente trabalho consistiu numa pesquisa empírica através da observação participante, onde foram feitas entrevistas, utilizando guiões pré-elaborados que permitiram recolher os perfis sociológicos das ONGs que trabalham directamente com as questões de género. Foram entrevistadas mulheres que ocupam lugares-chave nas instituições governamentais e algumas parlamentares. Foi igualmente consultada a documentação oficial bem como os dados estatísticos que abordam questões ligadas ao género. As observações feitas indicam-nos que a mulher em Moçambique busca gradualmente o seu espaço no desenvolvimento da sociedade, não se esgotando a sua participação apenas nos processos decisórios a nível governamental e das ONGs, antes estendendo-se ao associativismo nos mais diversos campos sociais. A mulher moçambicana participa hoje, individualmente ou organizada em grupo, em lutas e reivindicações colectivas, tendo crescido positivamente ao conseguir ultrapassar diversos obstáculos. A título de conclusão recomenda-se a inclusão de profissionais da área social nos programas de desenvolvimento. Seria uma forma de fortalecer os avanços já alcançados. A presença de assistentes sociais nos órgãos públicos e noutros sectores mais sensíveis, iria por certo permitir reduzir as preocupações dos que buscam estes serviços. ABSTRACT: The present study on the subject: “The Question of Gender in Mozambique: Development and Issues”, demand to understand the importance and contribution that non-governmental organizations provides on the effort of Mozambican woman in having in the society the space that on right belongs to her. The development understood as the economic, social, cultural and political process that aimed a continuous improvement of the population welfare, require the allocation and use of resources for social and economic benefit of society. However in many countries, as is the case of Mozambique, this process is the advancement of certain groups accompanied by the marginalization, exclusion and subordination of others, especially women. Despite improvement in education and combating poverty, access to education for women remains an unusual reality and poverty persists to affect much of Mozambican women, thus causing its social exclusion. On the other hand, although the law recognizes gender equality, women are still oppressed and often the only career that is destined is to be married, take care of the field and having children. However, several exceptions have occurred in which women have to take political positions and functions exclusively reserved to men before. Women's organizations and women leaders participating in favour of the defence of other women have been contributing to its success. UFUPISHO:Maendeleo, yanayosikiwa kama utaratibu wa jamii, ambao unalinga hali njema ya mustarehe wa watu wote wa nchi, yanahitaji toleo na utumizi wa vifaa kwa fadhili ya jamii na ya kiuchumi ya watu jamii. Walakini katika Mozambiki, mwendeleo unaotukia utaratibuni huu hauko sawa. Funzo hili la kuhusu jambo: “ Swali la jinsi ya kuwa kiume au kike Mozambiki: Maendeleo na Tatizo “, lilitafuta kufahamu muhimu na msaada wa wanawake wa Mozambiki katika maeneo mbalimbali ya maendeleo na ongezo la uwezo wao. Funzo lilifanywa juu ya namna nyingi za mapigano na uamuzi kwa kupingana na umaskini na ondoleo katika jamii. Taratibu ya funzo hili ilikuwa uchunguzi jarabati katika onyo la kushirika,ambamo yalifanywa mahojiano, yakitumia maongozi yaliyofanywa mbele ambayo yaliruhusu kujua tabia za elimujamii za “ONGs” ambazo zinafanya kazi juu ya maswali ya jinsi ya kuwa kiume au kike. Walihojiwa wanawake ambao wanamiliki kazi muhimu katika mashirika ya serikali na wanawake wa bunge. Zilichunguwa pia hati rasmi na takwimu zinazohusu maswali ya jinsi ya kuwa kiume au kike. Maonyo yaliyofanywa yanatuonyesha ya kwamba mwanamke katika Mozambika anatafuta kidogo kidogo nafasi yake maendeleoni ya watu jamii, asipojichosha tu kwa kushirika katika taratibu za kubezwa za serikali za “ONGs” na ushirikiano, ukijitanda kwa maeneo ya jamii makubwa zaidi. Mwanamke wa Mozambiki anashirika peke au kwa kundi, akiunganika mapiganoni na madaini ya pamoja, akigua na akiweza kupita vizuizi vingi. Inashauriwa kwamba kama namna ya kuimarisha maendeleo na kwa sababu mwanamke yuko katika sehemu nyingi za jamii, anaingia ndani ya sekta mbalimbali za ufundi kama kwa mfano msaidizi wa jamii. Kuwapo kwa msaidizi wa jamii katika mashirika ya umma na katika sekta nyingine mbalimbali kutaruhusu kumaliza shughuliko ya wale ambao wanatafuta kazi hizi.

Congestion management of transmission power systems has achieve high relevance in competitive environments, which require an adequate approach both in technical and economic terms. This paper proposes a new methodology for congestion management and transmission tariff determination in deregulated electricity markets. The congestion management methodology is based on a reformulated optimal power flow, whose main goal is to obtain a feasible solution for the re-dispatch minimizing the changes in the transactions resulting from market operation. The proposed transmission tariffs consider the physical impact caused by each market agents in the transmission network. The final tariff considers existing system costs and also costs due to the initial congestion situation and losses. This paper includes a case study for the 118 bus IEEE test case.

In this paper is presented a Game Theory based methodology to allocate transmission costs, considering cooperation and competition between producers. As original contribution, it finds the degree of participation on the additional costs according to the demand behavior. A comparative study was carried out between the obtained results using Nucleolus balance and Shapley Value, with other techniques such as Averages Allocation method and the Generalized Generation Distribution Factors method (GGDF). As example, a six nodes network was used for the simulations. The results demonstrate the ability to find adequate solutions on open access environment to the networks.

Cloud computing is increasingly being adopted in different scenarios, like social networking, business applications, scientific experiments, etc. Relying in virtualization technology, the construction of these computing environments targets improvements in the infrastructure, such as power-efficiency and fulfillment of users’ SLA specifications. The methodology usually applied is packing all the virtual machines on the proper physical servers. However, failure occurrences in these networked computing systems can induce substantial negative impact on system performance, deviating the system from ours initial objectives. In this work, we propose adapted algorithms to dynamically map virtual machines to physical hosts, in order to improve cloud infrastructure power-efficiency, with low impact on users’ required performance. Our decision making algorithms leverage proactive fault-tolerance techniques to deal with systems failures, allied with virtual machine technology to share nodes resources in an accurately and controlled manner. The results indicate that our algorithms perform better targeting power-efficiency and SLA fulfillment, in face of cloud infrastructure failures.

The BALA project (Biodiversity of Arthropods of Laurisilva of the Azores) is a research initiative to quantify the spatial distribution of arthropod biodiversity in native forests of the Azores archipelago. Arthropods were collected using a combination of two techniques, targeting epigean (ground dwelling) and canopy (arboreal) arthropods: pitfall traps (with Turquin and Ethylene solutions) and beating samples (using the three most dominant plant species). A total of 109 transects distributed amongst 18 forest fragments in seven of the nine Azorean islands were used in this study. The performance of alternative sampling methods and effort were tested. No significant differences were found in the accumulated number of species captured whether an alternative method was used or whether another transect with similar effort was established in another location within the same fragment. A combination of Ethylene and Turquin traps captured more species per individual, Turquin and beating captured more species per sample, and Turquin captured more species per unit time. An optimization exercise was performed and we found that the protocol applied during recent years is very close to optimal, allowing its future replication with confidence. The minimum combinations of sampling effort and methods, in order to monitor or to inventory diversity, taking into account different proportions of sample completeness are discussed.

This work shows the influence of using different allocation approaches when modelling the inventory analysis in a soybean biodiesel life cycle assessment (LCA). Results obtained using mass, energy and economic based allocations are compared, focusing on the following aspects: normalised potential environmental impact (PEI) categories, total PEI and relative contributions to the total PEI from each life cycle stage and environmental impact category. Similar results are obtained either using economic and energy based allocations. However, different results are obtained when mass based allocation is used when compared with the other two. This study also illustrates that using different allocation approaches in biodiesel LCA may influence the final conclusions, especially in comparative assertions, emphasising the need to perform a sensitivity analysis in the LCA interpretation step.

O panorama atual da emergência e socorro de primeira linha em Portugal, carateriza-se por uma grande aposta ao longo dos últimos anos num incremento contínuo da qualidade e da eficiência que estes serviços prestam às populações locais. Com vista à prossecução do objetivo de melhoria contínua dos serviços, foram realizados ao longo dos últimos anos investimentos avultados ao nível dos recursos técnicos e ao nível da contratação e formação de recursos humanos altamente qualificados. Atualmente as instituições que prestam socorro e emergência de primeira linha estão bem dotadas ao nível físico e ao nível humano dos recursos necessários para fazerem face aos mais diversos tipos de ocorrências. Contudo, ao nível dos sistemas de informação de apoio à emergência e socorro de primeira linha, verifica-se uma inadequação (e por vezes inexistência) de sistemas informáticos capazes de suportar convenientemente o atual contexto de exigência e complexidade da emergência e socorro. Foi feita ao longo dos últimos anos, uma forte aposta na melhoria dos recursos físicos e dos recursos humanos encarregues da resposta àsemergência de primeira linha, mas descurou-se a área da gestão e análise da informação sobre as ocorrências, assim como, o delinear de possíveis estratégias de prevenção que uma análise sistematizada da informação sobre as ocorrências possibilita. Nas instituições de emergência e socorro de primeira linha em Portugal (bombeiros, proteção civil municipal, PSP, GNR, polícia municipal), prevalecem ainda hoje os sistemas informáticos apenas para o registo das ocorrências à posteriori e a total inexistência de sistemas de registo de informação e de apoio à decisão na alocação de recursos que operem em tempo real. A generalidade dos sistemas informáticos atualmente existentes nas instituições são unicamente de sistemas de backoffice, que não aproveitam a todas as potencialidades da informação operacional neles armazenada. Verificou-se também, que a geo-localização por via informática dos recursos físicos e de pontos de interesse relevantes em situações críticas é inexistente a este nível. Neste contexto, consideramos ser possível e importante alinhar o nível dos sistemas informáticos das instituições encarregues da emergência e socorro de primeira linha, com o nível dos recursos físicos e humanos que já dispõem atualmente. Dado que a emergência e socorro de primeira linha é um domínio claramente elegível para a aplicação de tecnologias provenientes dos domínios da inteligência artificial (nomeadamente sistemas periciais para apoio à decisão) e da geo-localização, decidimos no âmbito desta tese desenvolver um sistema informático capaz de colmatar muitas das lacunas por nós identificadas ao nível dos sistemas informáticos destas instituições. Pretendemos colocar as suas plataformas informáticas num nível similar ao dos seus recursos físicos e humanos. Assim, foram por nós identificadas duas áreas chave onde a implementação de sistemas informáticos adequados às reais necessidades das instituições podem ter um impacto muito proporcionar uma melhor gestão e otimização dos recursos físicos e humanos. As duas áreas chave por nós identificadas são o suporte à decisão na alocação dos recursos físicos e a geolocalização dos recursos físicos, das ocorrências e dos pontos de interesse. Procurando fornecer uma resposta válida e adequada a estas duas necessidades prementes, foi desenvolvido no âmbito desta tese o sistema CRITICAL DECISIONS. O sistema CRITICAL DECISIONS incorpora um conjunto de funcionalidades típicas de um sistema pericial, para o apoio na decisão de alocação de recursos físicos às ocorrências. A inferência automática dos recursos físicos, assenta num conjunto de regra de inferência armazenadas numa base de conhecimento, em constante crescimento e atualização, com base nas respostas bem sucedidas a ocorrências passadas. Para suprimir as carências aos nível da geo-localização dos recursos físicos, das ocorrências e dos pontos de interesse, o sistema CRITICAL DECISIONS incorpora também um conjunto de funcionalidades de geo-localização. Estas permitem a geo-localização de todos os recursos físicos da instituição, a geo-localização dos locais e as áreas das várias ocorrências, assim como, dos vários tipos de pontos de interesse. O sistema CRITICAL DECISIONS visa ainda suprimir um conjunto de outras carências por nós identificadas, ao nível da gestão documental (planos de emergência, plantas dos edifícios) , da comunicação, da partilha de informação entre as instituições de socorro e emergência locais, da contabilização dos tempos de serviço, entre outros. O sistema CRITICAL DECISIONS é o culminar de um esforço colaborativo e contínuo com várias instituições, responsáveis pela emergência e socorro de primeira linha a nível local. Esperamos com o sistema CRITICAL DECISIONS, dotar estas instituições de uma plataforma informática atual, inovadora, evolutiva, com baixos custos de implementação e de operação, capaz de proporcionar melhorias contínuas e significativas ao nível da qualidade da resposta às ocorrências, das capacidades de prevenção e de uma melhor otimização de todos os tipos de recursos que têm ao dispor.

This paper presents a distributed predictive control methodology for indoor thermal comfort that optimizes the consumption of a limited shared energy resource using an integrated demand-side management approach that involves a power price auction and an appliance loads allocation scheme. The control objective for each subsystem (house or building) aims to minimize the energy cost while maintaining the indoor temperature inside comfort limits. In a distributed coordinated multi-agent ecosystem, each house or building control agent achieves its objectives while sharing, among them, the available energy through the introduction of particular coupling constraints in their underlying optimization problem. Coordination is maintained by a daily green energy auction bring in a demand-side management approach. Also the implemented distributed MPC algorithm is described and validated with simulation studies.

The IEEE 802.15.4 standard provides appealing features to simultaneously support real-time and non realtime traffic, but it is only capable of supporting real-time communications from at most seven devices. Additionally, it cannot guarantee delay bounds lower than the superframe duration. Motivated by this problem, in this paper we propose an Explicit Guaranteed time slot Sharing and Allocation scheme (EGSA) for beacon-enabled IEEE 802.15.4 networks. This scheme is capable of providing tighter delay bounds for real-time communications by splitting the Contention Free access Period (CFP) into smaller mini time slots and by means of a new guaranteed bandwidth allocation scheme for a set of devices with periodic messages. At the same the novel bandwidth allocation scheme can maximize the duration of the CFP for non real-time communications. Performance analysis results show that the EGSA scheme works efficiently and outperforms competitor schemes both in terms of guaranteed delay and bandwidth utilization.

Timeliness guarantee is an important feature of the recently standardized IEEE 802.15.4 protocol, turning it quite appealing for Wireless Sensor Network (WSN) applications under timing constraints. When operating in beacon-enabled mode, this protocol allows nodes with real-time requirements to allocate Guaranteed Time Slots (GTS) in the contention-free period. The protocol natively supports explicit GTS allocation, i.e. a node allocates a number of time slots in each superframe for exclusive use. The limitation of this explicit GTS allocation is that GTS resources may quickly disappear, since a maximum of seven GTSs can be allocated in each superframe, preventing other nodes to benefit from guaranteed service. Moreover, the GTS may be underutilized, resulting in wasted bandwidth. To overcome these limitations, this paper proposes i-GAME, an implicit GTS Allocation Mechanism in beacon-enabled IEEE 802.15.4 networks. The allocation is based on implicit GTS allocation requests, taking into account the traffic specifications and the delay requirements of the flows. The i-GAME approach enables the use of one GTS by multiple nodes, still guaranteeing that all their (delay, bandwidth) requirements are satisfied. For that purpose, we propose an admission control algorithm that enables to decide whether to accept a new GTS allocation request or not, based not only on the remaining time slots, but also on the traffic specifications of the flows, their delay requirements and the available bandwidth resources. We show that our approach improves the bandwidth utilization as compared to the native explicit allocation mechanism defined in the IEEE 802.15.4 standard. We also present some practical considerations for the implementation of i-GAME, ensuring backward compatibility with the IEEE 801.5.4 standard with only minor add-ons. Finally, an experimental evaluation on a real system that validates our theoretical analysis and demonstrates the implementation of i-GAME is also presented
