This report is the product of a panel of experts in the science of blooms of unicellular marine algae which can cause mass mortalities in a variety of marine organisms and cause illness and even death in humans who consume contaminated seafood. These phenomena are collectively termed harmful algal blooms or HABs for short. As a counterpart to recent assessments of the priorities for scientific research to understand the causes and behavior of HABs, this assessment addressed the management options for reducing their incidence and extent (prevention), actions that can quell or contain blooms (control), and steps to reduce the losses of resources or economic values and minimize human health risks (mitigation). This assessment is limited to an appraisal of scientific understanding, but also reflects consideration of information and perspectives provided by regional experts, agency managers and user constituencies during three regional meetings. The panel convened these meetings during the latter half of 1996 to solicit information and opinions from scientific experts, agency managers and user constituencies in Texas, Washington, and Florida. The panel's assessment limited its attention to those HABs that result in neurotoxic shellfish poisoning, paralytic shellfish poisoning, brown tides, amnesic shellfish poisoning, and aquaculture fish kills. This covers most, but certainly not all, HAB problems in the U.S.

India started mechanization of fishing craft in early 1950. The traditional craft was subjected to technical scrutiny and some of them mechanized with good results. However, due to limitations inherent in the traditional craft, it was found necessary to develop new series of crafts suitable for the operation of modern fishing gears in areas hitherto unexplored. The impetus given to the development of infrastructure like freezing, canning and ice plants, and quickly expanding export market, increased the demand for marine products, hence craft for immediate, as well as long-term needs had to be introduced. In this article the author discusses design of fishing vessels, information from experience used in development of vessels, designs of distant water vessels, productivity studies, income and expenditure, economic values, production cost, and productivity.

We develop an analytic framework for the analysis of robustness in social-ecological systems (SESs) over time. We argue that social robustness is affected by the disturbances that communities face and the way they respond to them. Using Ostrom's ontological framework for SESs, we classify the major factors influencing the disturbances and responses faced by five Indiana intentional communities over a 15-year time frame. Our empirical results indicate that operational and collective-choice rules, leadership and entrepreneurship, monitoring and sanctioning, economic values, number of users, and norms/social capital are key variables that need to be at the core of future theoretical work on robustness of self-organized systems. © 2010 by the author(s).

This chapter considers the EU’s socio-economic constitution under the lens of humaneness. It argues that the EU’s unique socio-economic constitution demands equilibrium of socio-economic integration instead of widening the gap between economic integration at EU levels and social integration at national levels. While the EU lacks the legislative competences to achieve this equilibrium, the constitutional principle still prevails. Indeed, the EU competences reflect its own values as well as the socio-economic constitutions of its constituent Member States. These frequently do not allow for total state-governance of social spheres such as working life, education, care or other social services. Instead, societal actors are given scope to (co-)govern these spheres at national levels. Accordingly, the apparent tension between the EU’s socio-economic values and principles and its limited competences in the social policy field can be resolved through a dynamic interpretation of the EU Treaties towards a “constitution of social governance”. This interpretation reads the Treaties as authorising governance by societal actors. The chapter connects the idea of humanness to the ideals of social governance at EU level and proposes two options for practical application of the concept. These are rules for trans-national labour markets based on European collective labour agreements and a European higher education sector developed by agreements between universities.

This article addresses the work of Mizrahi women artists, i.e., Israeli-Jewish women of Asian or African ethnic origin, using the artist Vered Nissim as a case study. Nissim seeks to affirm the politics of identity and recognition, as well as feminism in order to create a paradigm shift with regards to the local regime of cultural representations in the Israeli art scene. Endeavouring to find ways of undermining the rigid imbalances between different social groups, she calls for a comprehensive reform of the status quo through artistic activism. Nissim employs a style, content, and medium that disrupts the accepted social order, using humour and irony as unique weapons with which she takes liberties with conventional moral, social, and economic values. Placing issues of race, class and gender at the centre of her work, she seeks to undermine and problematize essentialist attitudes, highlighting the political intersections of different identity categories as the critical analysis of intersectionality unfolds.

Land use is a crucial link between human activities and the natural environment and one of the main driving forces of global environmental change. Large parts of the terrestrial land surface are used for agriculture, forestry, settlements and infrastructure. Given the importance of land use, it is essential to understand the multitude of influential factors and resulting land use patterns. An essential methodology to study and quantify such interactions is provided by the adoption of land-use models. By the application of land-use models, it is possible to analyze the complex structure of linkages and feedbacks and to also determine the relevance of driving forces. Modeling land use and land use changes has a long-term tradition. In particular on the regional scale, a variety of models for different regions and research questions has been created. Modeling capabilities grow with steady advances in computer technology, which on the one hand are driven by increasing computing power on the other hand by new methods in software development, e.g. object- and component-oriented architectures. In this thesis, SITE (Simulation of Terrestrial Environments), a novel framework for integrated regional sland-use modeling, will be introduced and discussed. Particular features of SITE are the notably extended capability to integrate models and the strict separation of application and implementation. These features enable efficient development, test and usage of integrated land-use models. On its system side, SITE provides generic data structures (grid, grid cells, attributes etc.) and takes over the responsibility for their administration. By means of a scripting language (Python) that has been extended by language features specific for land-use modeling, these data structures can be utilized and manipulated by modeling applications. The scripting language interpreter is embedded in SITE. The integration of sub models can be achieved via the scripting language or by usage of a generic interface provided by SITE. Furthermore, functionalities important for land-use modeling like model calibration, model tests and analysis support of simulation results have been integrated into the generic framework. During the implementation of SITE, specific emphasis was laid on expandability, maintainability and usability. Along with the modeling framework a land use model for the analysis of the stability of tropical rainforest margins was developed in the context of the collaborative research project STORMA (SFB 552). In a research area in Central Sulawesi, Indonesia, socio-environmental impacts of land-use changes were examined. SITE was used to simulate land-use dynamics in the historical period of 1981 to 2002. Analogous to that, a scenario that did not consider migration in the population dynamics, was analyzed. For the calculation of crop yields and trace gas emissions, the DAYCENT agro-ecosystem model was integrated. In this case study, it could be shown that land-use changes in the Indonesian research area could mainly be characterized by the expansion of agricultural areas at the expense of natural forest. For this reason, the situation had to be interpreted as unsustainable even though increased agricultural use implied economic improvements and higher farmers' incomes. Due to the importance of model calibration, it was explicitly addressed in the SITE architecture through the introduction of a specific component. The calibration functionality can be used by all SITE applications and enables largely automated model calibration. Calibration in SITE is understood as a process that finds an optimal or at least adequate solution for a set of arbitrarily selectable model parameters with respect to an objective function. In SITE, an objective function typically is a map comparison algorithm capable of comparing a simulation result to a reference map. Several map optimization and map comparison methodologies are available and can be combined. The STORMA land-use model was calibrated using a genetic algorithm for optimization and the figure of merit map comparison measure as objective function. The time period for the calibration ranged from 1981 to 2002. For this period, respective reference land-use maps were compiled. It could be shown, that an efficient automated model calibration with SITE is possible. Nevertheless, the selection of the calibration parameters required detailed knowledge about the underlying land-use model and cannot be automated. In another case study decreases in crop yields and resulting losses in income from coffee cultivation were analyzed and quantified under the assumption of four different deforestation scenarios. For this task, an empirical model, describing the dependence of bee pollination and resulting coffee fruit set from the distance to the closest natural forest, was integrated. Land-use simulations showed, that depending on the magnitude and location of ongoing forest conversion, pollination services are expected to decline continuously. This results in a reduction of coffee yields of up to 18% and a loss of net revenues per hectare of up to 14%. However, the study also showed that ecological and economic values can be preserved if patches of natural vegetation are conservated in the agricultural landscape. -----------------------------------------------------------------------

An experimental survey was undertaken to explore the links between the characteristics of a moral issue, the degree of moral intensity/moral imperative associated with the issue (Jones, 1991), and people's stated willingness to pay (wtp) for policy to address the issue. Two farm animal welfare issues were chosen for comparison and the contingent valuation method was used to elicit people's wtp. The findings of the survey suggest that increases in moral characteristics do appear to result in an increase in moral intensity and the degree of moral imperative associated with an issue. Moreover, there was a positive link between moral intensity/moral imperative associated with an issue and people's stated wtp for policy to address the issue. The paper discusses the relevance of the findings of the survey in the context of the debate concerning the relationship between moral and economic values and the use of the contingent valuation method to estimate people's wtp of policy options with moral dimensions.

This article examines how political discourse, language ideologies, recent Chinese curriculum reforms, and their representations in the media are inextricably related. Using the Speak Mandarin Campaign as background for the inquiry, I focus on textual features of the various media sources, TV advertisements, campaign slogans, official speeches, and newspaper excerpts to illuminate the status and changing role of the Chinese language in Singapore’s sociocultural, economic, and political development. Using critical discourse analysis as an analytical framework, I examine the contradictory ideologies that underpin the government’s language policies and planning activities. On the one hand, the government emphasizes the cultural and economic values of the Chinese language; on the other hand, government schools teach Chinese as a subject. In particular, the recent reforms in Chinese language curriculum have arguably further diluted the content of teaching. In addition I point out how conflicting ideologies behind language policies can lead to cultural confusion and educational uncertainty. These mixed messages make it difficult for schools to offer a consistent language education curriculum that will help students appreciate the value, be it economic, cultural or educational, of the Chinese language.

Although medieval rentals have been extensively studied, few scholars have used them to analyse variations in the rents paid on individual properties within a town. It has been claimed that medieval rents did not reflect economic values or market forces, but were set according to social and political rather than economic criteria, and remained ossified at customary levels. This paper uses hedonic regression methods to test whether property rents in medieval Gloucester were influenced by classic economic factors such as the location and use of a property. It investigates both rents and local rates (landgavel), and explores the relationship between the two. It also examines spatial autocorrelation. It finds significant relationships between urban rents and property characteristics that are similar to those found in modern studies. The findings are consistent with the view that, in Gloucester at least, medieval rents were strongly influenced by classical economic factors working through a competitive urban property market.

A possibilidade de interagir em tempo real com o consumidor, ao contrário dos monólogos que normalmente caracterizam os tradicionais meios de marketing, alterou drasticamente o jeito como o Customer Service pode ser oferecido, pois permite pesquisas e compras de produtos e serviços on-line, o que representa um maior conforto para o homem contemporâneo, cujo tempo é bem escasso. O mercado representa um papel central na economia de qualquer nação, facilitando a troca de informações, bens, serviços e pagamentos, além de criar valores econômicos para compradores, vendedores, intermediários e para a sociedade de modo geral. Os mercados provêem a infra-estrutura física que permite que as transações entre os compradores e os vendedores ocorram. Dessa forma, entende-se que Mercado e Negociação eletrônica são especializações dos conceitos gerais de Mercado e Negociação. O uso de meios eletrônicos e, mais especificamente, o uso da Internet como recurso para promover o comércio, tem revolucionado todas as formas de comercialização existentes, promovendo o surgimento de novos tipos de mercados eletrônicos, os mercados baseados em Internet. Com tais vantagens, os mercados eletrônicos geram novas oportunidades de negócios, proporcionam novas estratégias para se atingir o consumidor, o fornecedor e os intermediários que estejam dispostos a somar valores na integração cliente/fornecedor. Mercados eletrônicos melhoram as informações compartilhadas entre compradores e fornecedores e ajudam a reduzir o custo de logística permitindo promoções rápidas, entregas imediatas e inventários reduzidos. É a infra-estrutura da informação substituindo sistemas de distribuição física. Foi, portanto, sobre esta temática que buscou-se desenvolver todo o trabalho de pesquisa, enfocando-se um caso real: Vitória Web Car, por ser uma organização que direcionou o seu foco para a qualidade dos serviços, como base para o seu crescimento e diferenciação no mercado do varejo virtual brasileiro.

This study seeks to analyze the relationship between values and economic practices in social actions developed by the Caritas Network northeastern in projects linked to the Solidarity Economy over the last decade. This link between economic values and practices is discussed in relation to both Weber (Economy and Society) and Simmel (The Philosophy of Money) with a treatment of the affinities between both the economic sphere and religious ethics and the forms of sociability that bring individuals into contact with the circulation of money. The research scope was comprised of businesses monitored by Caritas in four northeastern states (Pernambuco, Paraíba, Alagoas and Rio Grande do Norte where we sought investigate the influence of ethical values, religious networks, and the economic practices of associations, groups and cooperatives. The field research took place over nine months with visits to local groups in their production areas, participation in trade fairs, training, exchanges, forums and regional meetings. Through this research we saw that money, the symbol and instrument of utilitarian reason, shapes individual behavior and socialization conditions since in business practices it is permeated by religious and ethical values when confronted by their experiences, values and neoliberal practices. The data and conclusions and relates to the overall research of the regional Caritas Network, the place it occupies in the Solidarity Economy and its influence on the sociability of business

Foi desenvolvido um modelo bioeconômico para o cálculo do desempenho, dos custos e das receitas para obtenção de valores econômicos de características de interesse econômico em sistemas de produção de gado de corte no Brasil. As informações de desempenho e de parâmetros biológicos e econômicos foram obtidas em uma propriedade de gado Nelore que realiza ciclo completo com venda de reprodutores. O modelo é determinístico e estático e foram usadas planilhas Excel para a realização dos cálculos. Com base nas informações originais, foram simulados dois sistemas de produção, um fazendo o ciclo completo com venda de reprodutores (CcoR) e o outro, de cria (Cc). Foram calculados os custos e as receitas para esses dois sistemas e, a partir disto, foram obtidos seus lucros anuais. Para o cálculo dos valores econômicos foram escolhidas as características peso à desmama (PD), peso adulto da vaca (PAV), taxa de prenhez (TP) e taxa de desmama (TD), que são de interesse nos dois sistemas de produção. Para avaliar o impacto das mudanças no desempenho das características sobre o lucro anual do sistema de produção, os valores iniciais das características foram aumentados em 1%. Esse aumento resultou em mudanças positivas no lucro, observando-se que a TD foi a característica que apresentou maior impacto nos dois sistemas. Para o CcoR, os valores econômicos para PD, PAV, TP e TD foram, respectivamente, R$ 0,40/kg, R$ 0,09/kg, R$ 3,20/1% e R$ 10,15/1%. Para Cc, estes valores foram, respectivamente, de R$ 1,31/kg, R$ 0,09/kg, R$ 2,41/1% e R$ 3,36/1%. O modelo foi capaz de reproduzir satisfatoriamente o sistema de produção de gado de corte estudado e pode ser adaptado para outras circunstâncias de produção.

A importância econômica de possíveis características biológicas a serem incluídas em objetivos de seleção para diferentes sistemas de produção de bovinos da raça Nelore, mediante o cálculo dos seus valores econômicos foi avaliada nesta pesquisa. Com base em informações de desempenho e parâmetros biológicos e econômicos, foram simulados diferentes sistemas de produção (ciclos de cria e completo) para dois rebanhos. O rebanho 1, com ciclo de cria (Ccr), ciclo completo (Cco) e ciclo completo com venda de reprodutores (CcoR), é um rebanho elite no qual é desenvolvido um programa seleção. Parte deste rebanho é também destinada à produção de animais comerciais. O rebanho 2 é um rebanho exclusivamente comercial, com Ccr e Cco. Os valores econômicos foram calculados usando-se um modelo bio-econômico, para as seguintes características: peso (PD) e taxa de desmama (TD), peso da vaca adulta (PVA), ganho médio diário no confinamento (GMD), pesos ao abate (PA) e de carcaça (PC), peso final dos tourinhos (PFT), rendimento de carcaça (RC) e consumo alimentar no confinamento (CAc) e em pastagem (CAp). Para os sistemas de ciclo completo e de ciclo completo com venda de reprodutores e CcoR (Cco e CcoR), os valores econômicos variaram de R$ 0,34 a R$ 0,40 para PD, R$ 3,51 a R$ 10,15 para TD, -R$ 0,16 a R$ 0,09 para PAV, R$ 0,32 a R$ 0,76 para GMDc, R$ 1,09 a R$ 1,17 para PA; R$ 2,03 a R$ 2,19 para PC, R$ 23,89 a R$ 28,61 para RC, e R$ 11,85 para PFT, - R$0,45 para CAc e - R$ 0,03 para CAp. A taxa de desmama e o rendimento de carcaça foram as características de maior impacto no lucro anual dos dois rebanhos. As análises de sensibilidade demonstraram que, de modo geral, possíveis mudanças nos preços de insumos e produtos influenciariam de forma mais significativa os valores econômicos nos sistemas de produção nos quais esses preços eram mais elevados nas situações básicas.
