Az Európai Unió a világgazdaság egyik legfontosabb integrációja. A benne megvalósuló gazdasági integráció szorossága megfelel annak a szintnek, amit Rodrik hiperglobalizációnak nevez. Az elmélet szerint a politika szintjén egyszerre nem megvalósítható a demokratikus politikai döntéshozatal, a teljes világgazdasági integráció, illetve a nemzetállam. A trilemma a globalizáció útjában álló intézményi különbségeken alapszik. Megoldása három módon lehetséges: a demokrácia kiiktatásával a megoldás az arany kényszerzubbony, ahol a piaci mechanizmusok veszik át az állami gazdaságpolitika szerepét; a globális kormányzás megvalósulása esetén a szuverén nemzetállamok tűnnek el a nemzetközi rendszerből; végül a Bretton Woods kompromisszum esetében a globalizáció útjába állítunk akadályokat. Írásunkban a modellt az európai integrációra, egészen pontosan a Gazdasági és Monetáris Unióra alkalmazzuk. Érvelésünk szerint, ha fent kívánjuk tartani az integráció szorosságát, erősíteni kell az integráció szintjén a gazdasági kormányzást, ami pedig csak a tagállami szuverenitás rovására mehet. Ez, mely a GMU esetében leginkább a fiskális föderáció erősítését jelenti ugyanakkor, megnövelve az integráció költségeit, egy többsebességes Európa kialakulása irányába hathat. _____ The European Union with its sophisticated institutional system is the most important regional integration on Earth. This tight form of economic integration converges to the level that Dani Rodrik calls hyperglobalization in his model, the political trilemma of globalisation. In this model Rodrik assumes that from the three desired element of world politics (deep economic integration, the nation state, and democratic politics) only two can be chosen. We can either choose deep integration and the nation state but then we have to abandon democracy; or we can choose deep integration and democracy, but then we have to forfeit the nation state; or we have to circumscribe globalisation to maintain democracy and the nation state. In our paper we develop the mentioned model and then we apply it to the case of the European integration. We argue that if we want to maintain the deep integration among member states in the EU we have to pass more and more functions of the nation states to the federation level. In case of the EMU that means that federal fiscal policy is needed which could lead to multi-speed Europe considering new member states reluctance to give up their specific institutions.

This article uses small states scholarship to map North Korea’s evolution from a post-colonial small state to a system-influencing state due to its nuclear weapons programme. The framework allows for contributions to: (1) The DPRK literature which in some parts has suggested the future collapse of the state, (2) The small states literature that suggests they can only survive if they integrate larger political and/or economic units, (3) The mainstream IR literature and its dominant realist streak that considers great powers and their will as the main drivers in contemporary world politics.

International support is capable of making the difference between the successful defense of democracy and its ignominious defeat. Indeed, the perceived probability of both support for democratically chosen leaders and opposition to their attackers can fundamentally shift the balance in the domestic struggle between them. Nevertheless, although changes to international law and international relations justify a greater international role in preventing and deterring coups and erosions, not all responsibility for protecting democracy should be assigned to the international community. Indeed, the first line of defense should be a democracy’s own domestic initiatives, with the main role of the international community being to support a domestic response to threats to democracy.

The struggle over globalization has arguably been the most important debate in world politics of the 2000 s. This study maps the origins of this debate, its most important actors and its results so far. The focus is on the Global Justice Movement which launched the globalization debate to the mass media spotlight. Particular attention is given to the World Social Forum, the movement s global gathering, analyzed as a new form of global publics. The mediation of the debates initiated by these publics to the Finnish national context is analyzed at two levels: First, through forums for policy debate such as the Helsinki Process on Globalization and Democracy and second, through the public debate in the Finnish mass media. The study proves many common assumptions about the Global Justice Movement wrong. Rather than being a marginal actor, the movement is the initiator of the whole debate. Combining expert knowledge to carnevalistic demonstrations rarely seen in Finland, the movement gains more public attention and more members in Finland than in many other European countries. The political and economic elites are not just adversaries of the movement. Rather, the Finnish elite is divided in two. Some top politicians starting from the president and the minister for foreign affairs adopt many of the movement s claims. Later, the business elite, with support from the nation s largest newspaper, begins a counterattack to challenge the movement and its allies. The return of politics staged by the movement is, first and foremost, a phenomenon in the public sphere. Two downward trends, the decline of party politics and the traditionally strong Finnish field of politically oriented civic associations remain unchanged. This allows for the conclusion that we are witnessing a move from organizational politics towards politics in the public sphere. The study develops a theoretical perspective on social movements as actors in the public sphere. It argues that movements have, in fact, played an important role in the very development of the democratic public sphere as we know it. In the light of this observation, the study assesses the potentials and the pitfalls of social movements and their related publics to global democracy. Methodologically, the most important contribution is the development of Public Justifications Analysis, a method for analyzing political claims in media debates and the ways in which these claims are justified.

Autor książki: Wielka szachownica. Cele polityki amerykańskiej (Warszawa 1998) postrzega stosunki wzajemne pośród uczestników areny międzynarodowej jako wielką szachownicę, na której toczy się pomiędzy nimi „Wielka Polityka” (gra). Sytuacja światowa rozgrywa się, według niego, na jednej szachownicy (arenie międzynarodowej), a uczestnicy „gry” zajmują pozycje pionków. Jest to, więc swoista partia szachów, gdzie silniejszy zdobywa prestiż, pieniądze i władzę, natomiast słabszy przegrywa wszystko, osiągając marginalne znaczenie na globalnej szachownicy. Z kolei J. Nye eksponuje trzy płaszczyzny tej samej szachownicy, a mianowicie: potęgę militarną, gospodarczą oraz „miękkie środki oddziaływania politycznego”, wokół których toczy się polityka międzynarodowa. Jego trylogia poświęcona postrzeganiu potęgi państw powinna być lekturą obowiązkową, skierowaną przede wszystkim do polityków i mężów stanu, z przesłaniem, aby wskazane przez autora czynniki siły stosowali w praktyce, co pomoże im lepiej władać państwem. Jest to także książka przeznaczona dla wszystkich zainteresowanych polityką i jej zagadnieniami związanymi z percepcją potęgi. W niniejszej rozprawie naukowej skoncentrowałam się na trzech najważniejszych książkach J. Nye’a, stanowiących analizę atrybutów potęgi i wyjaśniających jej znaczenie. Są to: Bound to Lead. The Changing Nature of American Power (New York 1991), The Paradox of American Power. Why the World’s Only Superpower Can’t Go It Alone (Oxford 2002) oraz Soft Power. The Means to Success in World Politics (New York 2004; wyd. polskie: Soft Power. Jak osiągnąć sukces w polityce światowej, Warszawa 2007). Stanowią one podstawę do zrozumienia percepcji pojęcia potęgi Stanów Zjednoczonych. Choć autora zajmują także kwestie innych państw, to jednak właśnie mocarstwowość USA jako najpotężniejszego kraju na świecie, posiadającego wszelkie czynniki wzmacniające jego potęgę (władzę), stanowi podstawę rozważań J. Nye’a.

The purpose of this article is to explore the concept of “global governance” and the way it applies to the management of international migration by using trafficking of human beings as a case study. Globalization has altered the scene of world politics. A traditional State-centric view of the world order has been overshadowed by the increasing importance of other actors, including the United Nations, multi-national corporations and non-governmental organizations. Globalization has also altered the dynamics of rule making and their enforcement within the international system, in that not only States but also these non-State actors exercise enormous influence. The concept of global governance acknowledges this as it aims to include all the pertinent actors involved. To illustrate this further, the author will use trafficking of human beings as a case study. Two key principles of global governance are participation and accountability. This article will analyse how these principles are reflected and implemented in the regime dealing with the prevention and suppression of trafficking of human beings.
