Esta dissertação traça uma trajetória, evitando, no entanto, uma linha evolucionista, dos termos e conceitos que foram usados no decorrer da história para identificar as intervenções das empresas em ações sociais, desde as atuações assistencialistas até a atuação direta em projetos, com criação de institutos e fundações ligados às empresas, compartilhando não só investimentos financeiros, mas conhecimento, tecnologia e mão de obra especializada. Mas, como veremos, só isso não é suficiente para que uma empresa seja caracterizada como socialmente responsável. Como parâmetro, será trabalhada a diferenciação entre responsabilidade social empresarial (RSE) e investimento social privado (ISP), usando as definições e modelos do Instituto Ethos de Responsabilidade Social e do Grupo de Institutos e Fundações e Empresas (GIFE), respectivamente. Como estudo de caso, será apresentada a GTECH Brasil, empresa multinacional do ramo de loterias online, que, para realizar ações sociais, criou o Instituto Gtech de Cidadania e Cultura (IGCC), em 2000. A empresa, fazendo uso da verba disponível de incentivo à cultura, com a Lei Rouanet, realizou um projeto corporativo de arte-educação, chamado Projeto Asa, que tinha por foco trabalhar com jovens de sete a 17 anos, englobando arte e tecnologia. Por acreditar no poder transformador da arte, o projeto foi se atualizando e passou a desenvolver o conceito de arte-cidadania. O Asa funcionou até 2009, durando mais do que a própria empresa, que, em 2006, encerrou as atividades no Brasil. Nesse período, atendeu a mais de 3.500 crianças e jovens. Por meio de documentos, manuais, relatórios e diversas entrevistas, o presente trabalho delineou as atividades sociais da GTECH, analisando se a empresa deveria se enquadrar como RSE ou ISP e também demonstrando alguns dos impactos gerados pelas ações realizadas tanto nos funcionários da empresa, quanto na equipe do projeto e, principalmente, nos jovens que participaram das atividades.

This document analyzes the State’s role in social matters, in terms of social insurance and protection, social promotion and investment, and its distributive and redistributive role. It also describes changes and major trends in the region’s social investment and protection between the beginning of the twentieth century and the 1980s and outlines what is being termed “the reform of social reforms” in the twenty-first century, in the light of the challenges of the region’s social development. Three recent models of universalism are presented, as well as the debates on their potential and limitations. The paper concludes with a summary of the universalist social protection project emerging in the region.

El presente trabajo tiene como objetivo diseñar un modelo de gestión de responsabilidad social sustentado en estándares internacionales para las empresas del sector petrolero venezolano. Esta investigación no se suscribe a un modelo epistémico en particular, como forma parcializada de ver la realidad. Por el contrario, se realizó un abordaje holístico de la investigación, entendiendo el evento de estudio, la gestión de la responsabilidad social, como un evento integrado por distintas visiones de la relación empresa – sociedad. La holística se refiere a una tendencia que permite entender la realidad desde el punto de vista de las múltiples interacciones que la caracterizan. Corresponde a una actitud integradora como también a una teoría explicativa que se orienta hacia una comprensión contextual de los procesos, de los protagonistas y de los eventos. Desde la concepción holística se determinó que la investigación es de tipo proyectiva. Este tipo de investigación propone soluciones a una situación determinada a partir de un proceso de indagación. Implica describir, comparar, explicar y proponer alternativas de cambios, lo que da lugar a los estadios de investigación. En cuanto al diseño de la investigación, aplicando el ciclo holístico, se tiene un diseño que es univariable, transeccional contemporáneo y de fuente mixta. Univariable, porque se enfoca en la gestión de responsabilidad social. Transeccional contemporáneo, porque el evento se estudia en la actualidad y se realiza una sola medición de los datos. De fuente mixta, porque en los estadios descriptivo y explicativo se aplica un diseño de campo, al recolectar los datos directamente en las empresas objeto de estudio, mientras que para los estadios analítico y comparativo se aplica un diseño documental. Las técnicas de recolección de la información estuvieron constituidas por fuentes primarias provenientes de la observación directa, la revisión documental y la aplicación de un cuestionario estructurado tipo escala Likert. El análisis de los datos comprendió el análisis estadístico descriptivo, la estimación de la fiabilidad y el análisis de coeficientes de correlación y análisis de ruta, a través del software estadístico SPSS v.19.0 y AMOS v.20. En los estadios descriptivo y explicativo se estudió la gestión de la responsabilidad social en las empresas del sector petrolero. Los resultados indicaron que las empresas del sector petrolero actúan bajo los lineamientos trazados en el Plan de Desarrollo Nacional y de acuerdo con las políticas, directrices, planes y estrategias para el sector de los hidrocarburos, dictadas por el Ministerio de Energía y Petróleo. También incluyen el compromiso social y la política ambiental en su filosofía de gestión. Tienen en su estructura organizacional una gerencia de desarrollo social que gestiona la responsabilidad social. Las actividades de inversión social se presentan poco estructuradas y en ocasiones se improvisan ya que atienden a los lineamientos políticos del Estado y no a una política interna de sostenibilidad del negocio petrolero. En cuanto a la integralidad de la gestión las empresas no consideran la responsabilidad social en todas las áreas, por lo que deben ampliar su concepción de una gestión responsable, redefiniendo estructuras, estrategias y procesos, con una orientación hacia una gestión sustentable. En cuanto a los estadios analítico y comparativo aplicados al estudio de las guías y estándares internacionales de responsabilidad social, se determinó que en términos de la integralidad de la gestión las iniciativas que destacan son: en cuanto a los principios, las directrices para empresas multinacionales según la OCDE y el Libro Verde de la Unión Europea. En relación con las guías de implementación y control, el Global Reporting Initiative y la norma ISO 26000. Y en cuanto a los sistemas de gestión el Sistema de Gestión Ética y Responsable (SGE 21) y el Sistema de Gestión de Responsabilidad Social IQNET SR10. Finalmente se diseñó una estructura para la gestión integral de responsabilidad social basada en los estándares internacionales y en el concepto de desarrollo sostenible. Por tanto abarca el desarrollo social, el equilibrio ecológico y el crecimiento económico, lo que permite un desarrollo sinérgico. La originalidad del enfoque consistió en la comprensión de la investigación desde una concepción holística, que permitió la integración de las teorías que tratan el tema de la responsabilidad social a través de un abordaje estructurado. ABSTRACT The present research aims to design a model of social responsibility management underpinned by international standards for companies in the Venezuelan oil sector. This research is not framed in a particular epistemic model as a biased way of looking at reality. Instead, a holistic approach to the research was conducted, understanding the event under study, the management of social responsibility as an event composed of different views of the relationship between corporation and society. The term holistic refers to a trend in understanding the reality from the point of view of the multiple interactions that characterize it. It corresponds to an integrative as well as an explanatory theory that is oriented towards a contextual understanding of the processes, of the participants and of the events. From the holistic conception it was determined that this research is of a projective type. The research proposes solutions to a given situation from a process of inquiry. It implies describing, comparing, explaining and proposing alternative changes, which results in the different research stages. Regarding the research design, applying the holistic cycle, an univariate, contemporary cross-sectional and mixed source design is obtained. It is univariate, because it focuses on the management of social responsibility. It is contemporary cross-sectional, because the event is studied in the present time and a single measurement of data is performed. It relies on mixed source, because in the descriptive and explanatory stages a field design is applied when collecting data directly from the companies under study, while for the analytical and comparative stages applies a documentary design is applied. The data collection techniques were constituted by primary sources from direct observation, document review and the implementation of a structured Likert scale questionnaire. The data analysis comprised descriptive statistical analysis, reliability estimates and analysis of correlation and the path analysis through the SPSS v.19.0 and AMOS V.20 statistical software. In the descriptive and explanatory stages social responsibility management in the oil sector companies was studied. The results indicated that the oil companies operate under the guidelines outlined in the National Development Plan and in accordance with the policies, guidelines, plans and strategies for the hydrocarbons sector, issued by the Ministry of Energy and Petroleum. They also include the social commitment and the environmental policy in their management philosophy. They have in their organizational structure a social development management which deals with social responsibility. Corporate social investment is presented poorly structured and is sometimes improvised since they follow the policy guidelines of the state and not the internal sustainability policy of the oil business. As for the integrity of management companies they do not consider social responsibility in all areas, so they need to expand their conception of responsible management, redefining structures, strategies and processes, with a focus on sustainable management. As for the analytical and comparative stages applied to the study of international guidelines and standards of social responsibility, it was determined that, in terms of the comprehensiveness of management, the initiatives that stand out are the following: With respect to principles, the guidelines for multinational enterprises as indicated by OECD and the Green Paper of the European Union. Regarding the implementation and control guides, the Global Reporting Initiative and the ISO 26000 standard are relevant. And as for management systems the Ethics and Responsible Management System (SGE 21) and the IQNet SR10 Social responsibility management system have to be considered. Finally a framework for the comprehensive management of social responsibility based on international standards and the concept of sustainable development was designed. Hence, social development, ecological balance and economic growth are included allowing therefore a synergistic development. The originality of this approach is the understanding of research in a holistic way, which allows the integration of theories that address the issue of social responsibility through a structured approximation.

The European Union’s social policy perspectives have changed quite dramatically over the last several decades. Now EU’s social policy discourse often promises to “invest in people,” sometimes “to invest in children,” and always to pay particular attention to youth. This paper argues that the tools of historical institutionalism can lead to understanding the ideational roots of this social investment perspective so distant from the “European social model.” Coming out of social movements, and with collective identities shaped both by those movement roots and national experiences, activists have effectively focused their practices on altering the social representations of European social solidarity through their interest group interventions, their participation in policy forums, and their mobilization within civil society at the European and sub-European levels. They have been able to make common cause with several epistemic communities that themselves revamped their ideas in the face of new institutional constraints, in order to advance their interests in promoting particular directions for social policy. The paper documents that “ideas” are not a variable and discourse “sometimes important” but that the ideas carried by movements and in epistemic communities are integral to the very definition of their interests that they promote within and with institutions.

L'approche des régimes providentiels élaborée par Esping-Andersen dans les années 1990 présente un grand intérêt dans l'appréhension des lignes directrices de la protection sociale: elle met en relief le jeu d'interrelations entre différents piliers de bien-être (l'État, le marché et la famille) dans la production et la distribution du bien-être. Esping-Andersen a identifié à cet effet trois types de régimes providentiels: les régimes social-démocrate, libéral et conservateur (qui correspondent respectivement aux pays nordiques, anglo-saxons et d'Europe continentale) auxquels certains observateurs ont rajouté le type latin, qui correspond aux pays d'Europe du Sud (Espagne, Grèce, Italie, Portugal). Ces régimes se sont consolidés dans un contexte industriel d'après-guerre et on peut se demander s'ils peuvent tenir la route à l'ère post-industrielle. En effet, le jeu d'interrelations entre l'État, le marché et la famille est appelé à connaître des reconfigurations, pour répondre plus adéquatement aux divers risques nouveaux qu'encourent les individus. La résilience des régimes providentiels est donc mise à l'épreuve et doit composer avec de nouvelles réalités sociales et économiques qui peuvent l'amener vers des terrains qui lui étaient jusque là inconnus. Notre examen s'intéresse à l'évolution des régimes providentiels à l'ère post-industrielle. Nous cherchons à caractériser et à différencier vingt pays de l'OCDE sur la base d'indicateurs quantitatifs de dépenses publiques et de situations socio-économiques couvrant la période de 1985 aux années 2000. Au moyen de l'analyse factorielle des correspondances et de l'analyse de classification hiérarchique, nous avons pu dégager des regroupements de pays qui correspondent assez fidèlement à la typologie d'Esping-Andersen et à ses développements subséquents et à mettre en relief différentes formes de protection sociale à l'ère post-industrielle: soit "l'activation laissée au marché" dans les pays anglo-saxons, "l'activation comme projet en devenir" dans les pays d'Europe continentale et, finalement, "la faible référence à l'activation" dans les pays d'Europe du Sud.

Il y a plusieurs manières de classer les fonds mutuels éthiques. L'une d'elles est de porter l'emphase sur le genre de croyances organisationnelles que nous pouvons retrouver dans ces fonds. Il y a des fonds mutuels éthiques dans lesquels nous pouvons identifier des croyances à orientation financière qui tentent d'expliquer ou de justifier les choix faits par les gestionnaires de ces fonds. Certains autres fonds mutuels éthiques sont plutôt caractérisés par leurs croyances à orientation sociale qui justifient leurs critères sociaux. Dans certains cas, les fonds mutuels éthiques ont les deux genres de croyances. Nous avons analysé ici trois fonds mutuels éthiques (Parnassus Equity Income Fund, Calvert Social Investment Fund Portfolio", "Domini Social Equity Fund") afin de voir si les fonds mutuels éthiques ayant des croyances à orientation financière et/ou sociale auraient une meilleure performance financière que le S & P 500. Nous avons trouvé que le fonds ayant la meilleure performance financière par rapport au S & P 500 était un fonds mutuel éthique ayant des croyances à orientation financière. Les deux autres fonds ayant des croyances à orientation sociale avaient une performance financière plus basse par rapport au S & P 500.

Urban agriculture, if it is to become integrated into the city, needs landscape architectural thinking in order to be woven into the larger urban fabric. Thinking at the scale of ecosystems running through a city creates a framework for spatial change; thinking in assemblages of stakeholders and actors creates a framework for social investment and development. These overlapping frameworks are informed and perhaps even defined by the emergent field of landscape democracy. Cultivating the City is a prospective design project seeking to embody landscape democratic principles. The intention is to reclaim the meaning of landscape as the relationship between people and place, both shaping each other. The design in question is a proposed network of urban agriculture typologies in Porto Alegre, Brazil. These hypothetical designs, emphasizing agroforestry with native species, serve as a basis for dialogue between potential stakeholders and as catalysts for future projects. This landscape architecture project sets out to be a mediator in processes of spatial evolution in order to envision just and sustainable urban landscapes.

Los Estados recurren a la coordinación interagencial cuando enfrentan situaciones complejas como garantizar la legitimidad estatal en territorios recuperados militarmente. En el momento que dos o más entidades deciden cooperar, deben establecer mecanismos para la coordinación de sus acciones y relacionar los esfuerzos individuales con objetivos comunes. El gobierno Uribe ha definido como prioridad el establecimiento de instancias de coordinación interagencial para complementar la Política de Seguridad Democrática con acciones para fortalecer la gobernabilidad, legitimidad y confianza de los ciudadanos en el Estado, en el marco de la recuperación social del territorio.Este artículo (i) presenta una aproximación inicial a la teoría de coordinación interagencial y describe algunas experiencias internacionales y nacionales; (ii) define el fundamento legal y de política del trabajo cívico-militar coordinado en Colombia; (iii) presenta el trabajo para la recuperación social que realiza el Centro de Coordinación de Acción Integral de la Presidencia de la República –CCAI–, mostrando algunos avances en esta tarea; y (iv) finaliza concluyendo que la seguridad e inversión social no son excluyentes y deben ir de la mano, y es necesario consolidar y asegurar la sostenibilidad de la labor realizada.-----Modern states resort to interagency coordination when they face complex situations such as warranting state legitimacy in territories militarily reclaimed. When two or more agencies decide to cooperate, they must establish certain mechanisms to coordinate their actions and to unite individual efforts towards the achievement of common goals. One of the main priorities of President Uribe’s Administration is the establishment of interagency coordination groups to complement the Democratic Security Policy with actions aimed at strengthening governance, legitimacy and citizens’ trust in the State, all this within the general framework of the territories’ overall social recovery.This article (i) presents a first approach to interagency coordination theories and describes some relevant international and national experiences; (ii) defines the legal basis and policy framework behind the coordinated civil-military interagency work done in Colombia; (iii) presents the work being done by the Centro de Coordinación de Acción Integral de la Presidencia de la República (Comprehensive Action Coordination Center of the Colombian President’s Office, CCAI) for the social recovery of the national territory, highlighting some breakthroughs in this field; and (iv) concludes with the assertion that security issues and social investment should not be mutually exclusive, that they have to go hand in hand, and that it is necessary to consolidate and warrant the sustainability of the work done so far.

El estudio busca demostrar la utilidad que tiene la relación estratégica comunitaria en el sector de bebidas alcohólicas en Colombia y cómo la utilizan a través del marketing. Cómo estas funcionan en el sector y si las organizaciones las están aplicando; si lo hacen qué tipo de estrategias emplean para adentrarse y relacionarse con su entorno. Se identifica la efectividad de estas estrategias; si en realidad están promoviendo el desarrollo de la comunidad como el de la organización y paso a seguir se describen las características de esta en el sector objetivo. Se utilizan metodologías tanto cuantitativas como cualitativas para la investigación y análisis de caso analizando la información correspondiente para así poder reseñar y describir los modelos que se utilizan en el sector.

The current energy systems within Curaçao depend primarily on high cost, imported fossil fuels, and typically constitute power sectors that are characterized by small, inefficient generation plants which result in high energy prices. As a consequence of its dependence on external fuel supplies, Curaçao is extremely vulnerable to international oil price shocks, which can impact on economic planning and foreign direct investment within their industrial sectors. The ability of the successive governments to source capital for economic stimulation and social investment is therefore significantly challenging. Additionally, there is over-dependence on two of the most climate-sensitive economic sectors, namely the tourism and fisheries sectors, but the vulnerabilities of the country to the effects of climate change make adaptation difficult and costly. It is within this context that this report focuses on identification of the fiscal and regulatory barriers to implementation of energy efficiency and renewable energy technologies in Curaçao with a view of making recommendations for removal of these barriers. Consultations with key Government officials, the private sector as well as civil society were conducted to obtain information and data on the energy sector in the country. Desktop research was also conducted to supplement the information gathered from the consultations. The major result of the assessment is that Curaçao is at an early stage in the definition of its energy sector. Despite some infrastructural legacies of the pre-independence era, as well as a number of recent developments including the modernization and expansion of its windfarms and completion of a modern Electricity Policy, there are still a number of important institutional and policy gaps within the energy sector in Curaçao. The most significant deficiency is the absence of a ministry or Government agency with portfolio responsibility for the energy sector as a whole; this has: limited the degree to which the activities of energy sector stakeholders are coordinated and retarded the development and implementation of a comprehensive national energy policy. The absence of an energy policy, which provides the framework for energy planning, increases investor risk. Also, the lack of political continuity that has emanated from the frequent changes in Government administrations is a concern among stakeholders and has served to reduce investor confidence in particular, and market confidence in general.
