Land investment is booming in Laos, driven especially by demand for resources among its rapidly developing neighbours. Still, Laos remains one of the poorest countries in Southeast Asia. The government hopes that projects linked to land investments will improve local productivity, infrastructure, and poverty rates. But there are many risks to local livelihoods and the environment. Ensuring that land investment truly benefits the broader population demands effective regulation and strong political will. This policy brief provides key insights and recommendations drawn from the national inventory of land concessions and leases, the most comprehensive accounting of such land deals to date for a single country.

The mechanisms responsible for the determination of phenotypes are still not well understood; however, it has become apparent that modifier genes must play a considerable role in the phenotypic heterogeneity of Mendelian disorders. Significant advances in genetic technologies and molecular medicine allow huge amounts of information to be generated from individual samples within a reasonable time frame. This review focuses on the role of modifier genes using the example of cystic fibrosis, the most common lethal autosomal recessive disorder in the white population, and discusses the advantages and limitations of candidate gene approaches versus genome-wide association studies. Moreover, the implications of modifier gene research for other monogenic disorders, as well as its significance for diagnostic, prognostic, and therapeutic approaches are summarized. Increasing insight into modifying mechanisms opens up new perspectives, dispelling the idea of genetic disorders being caused by one single gene.

BACKGROUND AND PURPOSE The prevalence and clinical importance of primarily fragmented thrombi in patients with acute ischemic stroke remains elusive. Whole-brain SWI was used to detect multiple thrombus fragments, and their clinical significance was analyzed. MATERIALS AND METHODS Pretreatment SWI was analyzed for the presence of a single intracranial thrombus or multiple intracranial thrombi. Associations with baseline clinical characteristics, complications, and clinical outcome were studied. RESULTS Single intracranial thrombi were detected in 300 (92.6%), and multiple thrombi, in 24 of 324 patients (7.4%). In 23 patients with multiple thrombi, all thrombus fragments were located in the vascular territory distal to the primary occluding thrombus; in 1 patient, thrombi were found both in the anterior and posterior circulation. Only a minority of thrombus fragments were detected on TOF-MRA, first-pass gadolinium-enhanced MRA, or DSA. Patients with multiple intracranial thrombi presented with more severe symptoms (median NIHSS scores, 15 versus 11; P = .014) and larger ischemic areas (median DWI ASPECTS, 5 versus 7; P = .006); good collaterals, rated on DSA, were fewer than those in patients with a single thrombus (21.1% versus 44.2%, P = .051). The presence of multiple thrombi was a predictor of unfavorable outcome at 3 months (P = .040; OR, 0.251; 95% CI, 0.067-0.939). CONCLUSIONS Patients with multiple intracranial thrombus fragments constitute a small subgroup of patients with stroke with a worse outcome than patients with single thrombi.

Multiple osteochondromas (also called hereditary multiple exostoses) is an autosomal dominant disorder characterized by multiple cartilaginous tumors, which are caused by mutations in the genes for exostosin-1 (EXT1) and exostosin-2 (EXT2). The goal of this study was to elucidate the genetic alterations in a family with three affected members. Isolation of RNA from the patients' blood followed by reverse transcription and PCR amplification of selected fragments showed that the three patients lack a specific region of 90 bp from their EXT1 mRNA. This region corresponds to the sequence of exon 8 from the EXT1 gene. No splice site mutation was found around exon 8. However, long-range PCR amplification of the region from intron 7 to intron 8 indicated that the three patients contain a deletion of 4318 bp, which includes exon 8 and part of the flanking introns. There is evidence that the deletion was caused by non-homologous end joining because the breakpoints are not located within a repetitive element, but contain multiple copies of the deletion hotspot sequence TGRRKM. Exon 8 encodes part of the active site of the EXT1 enzyme, including the DXD signature of all UDP-sugar glycosyltransferases. It is conceivable that the mutant protein exerts a dominant negative effect on the activity of the EXT glycosyltransferase since it might interact with normal copies of the enzyme to form an inactive hetero-oligomeric complex. We suggest that sequencing of RNA might be superior to exome sequencing to detect short deletions of a single exon.

Tests of the planktonic foraminifer Globigerinoides ruber (white; d'Orbigny) have become a standard tool for reconstructing past oceanic environments. Paleoceanographers often utilize the Mg/Ca ratios of the foraminiferal tests for reconstructing low-latitude ocean glacial-interglacial changes in sea surface temperatures (SST). We report herein a comparison of Mg/Ca measurements on sample pairs (n = 20) of two G. ruber (white) morphotypes (G. ruber sensu stricto (s.s.) and G. ruber sensu lato (s.l.)) from surface and downcore samples of the western Pacific and Indian Oceans. G. ruber s.s. refers to specimens with spherical chambers sitting symmetrically over previous sutures with a wide, high arched aperture, whereas G. ruber s.l. refers to a more compact test with a diminutive final chamber and small aperture. The G. ruber s.s. specimens generally show significantly higher Mg/Ca ratios compared to G. ruber s.l. Our results from the Mg/Ca ratio analysis suggest that G. ruber s.l. specimens precipitated their shells in slightly colder surface waters than G. ruber s.s. specimens. This conclusion is supported by the differences in delta18O and delta13C values between the two morphotypes. Although it is still unclear if these two morphotypes represent phenotypic variants or sibling species, our findings seem to support the hypothesis of depth and/or seasonal allopatry within a single morphospecies.

Based on discrete samples, we report new high-resolution records of the ~185 kyr Iceland Basin (IB) geomagnetic excursion from Ocean Drilling Project (ODP) Site 1063 on the Bermuda Rise (sedimentation rate 32 cm/kyr) and from ODP Site 983 in the far North Atlantic (sedimentation rate 18 cm/kyr). Two records from Holes 1063A and 1063B are very consistent, and provide the highest resolution of the detailed field behaviour during the IB excursion obtained so far. Inclination records from Holes 983B and 983C in the far North Atlantic are also very consistent, whereas declination anomalies deviate more notably. The pseudo-Thellier (PT) technique was applied along with more conventional palaeointensity proxies (NRM/ARM and NRM/kappa) to recover relative palaeointensity (RPI) estimates from Hole 1063A and Hole 983B. As expected, these proxies indicate that the field intensity generally dropped at both sites during the IB excursion, but also that the history of RPI from the two sites is different. VGPs from Site 1063 indicate that the field at this location experienced some stop-and-go behaviour between patches of intense vertical flux over North America and the tip of South America, areas which coincide fairly well with patches of preferred transitional VGP clustering from reversals and zones of high seismic velocity in the lower mantle. Changes in RPI at this location were generally gradual, possibly due to the proximity of these flux patches, and the first period of VGP-clustering over North America was accompanied by a conspicuous increase in RPI. VGPs from Site 983 track along a different path, and the associated RPI changes are very abrupt and completely synchronous with the onset and termination of the excursion. The differing VGP paths from Sites 1063 and 983 indicate that the global field structure during the IB excursion was not dominated by a single dipole.

Characterising users through demographic attributes is a necessary step before conducting opinion surveys from information published by such users in social media. In this paper, we describe, compare and evaluate different techniques for the identification of the attributes "gender"' and "place of residence" by mining the metadata associated to the users, the content published and shared by themselves, and their friendship networks. The results obtained show that the social network is a valuable source of information for obtaining the sociodemographic attributes of single users.

El software se ha convertido en el eje central del mundo actual, una compleja creación humana que influye en la vida, negocios y comunicación de todas las personas pertenecientes a la Sociedad de la Información. El rápido crecimiento experimentado en el ámbito del desarrollo software ha permitido la creación de avanzadas estructuras tecnológicas, denominadas “Sistemas Intensivos Software”, capaces de comunicarse con otros sistemas, dispositivos, sensores y personas. A lo largo de los próximos años los sistemas se enfrentarán a una mayor complejidad, surgida de la necesidad de operar en entornos de grandes dimensiones y de comportamientos no deterministas. Los métodos y herramientas actuales no son lo suficientemente potentes para diseñar, construir,implementar y mantener sistemas intensivos software con estas características, y detener la construcción de sistemas intensivos software o construir sistemas poco flexibles o fiables no es una alternativa real. En el desarrollo de “Sistemas Intensivos Software” pueden llegar a intervenir distintas entidades o compañías software que suelen estar en ubicaciones geográficas distintas y constituidas por grandes equipos de desarrollo, multidisciplinares e incluso multilingües. Debido a la criticidad del resultado de las actividades realizadas de forma independiente en el sistema resultante, éstas se han de controlar y monitorizar para asegurar la correcta integración de todos los elementos del sistema completo. El objetivo de este proyecto es la creación de una herramienta software para dar soporte a la gestión y monitorización de la construcción e integración de sistemas intensivos software, siendo extensible también a proyectos de otra índole. La herramienta resultante se denomina Positioning System, una aplicación web del tipo SPA (Single Page Application) creada con tecnología de última generación como el framework JavaScript AngularJS y tecnología de back-end como SlimPHP. Positioning System provee la funcionalidad necesaria para la creación de proyectos, familias y subfamilias de productos que constituyen los productos software de los proyectos creados, así como la gestión de socios comerciales y gestión de contactos de dichos proyectos. Todas estas funcionalidades son fácilmente monitorizadas y controladas por gráficos estadísticos generados para cada proyecto. ABSTRACT Software has become the backbone of today’s world, a complex human creation that has an important impact in the life, business and communication of all people involved with the Information Society. The quick growth that software development has undergone for last years has enabled the creation of advanced technological structures called “Software Intensive Systems”. They are able to communicate with other systems, devices, sensors and people. Next years, systems will face more complexity. It arises from the need of operating systems of large dimensions with non-deterministic behaviors. Current methods and tools are not powerful enough to design, build, implement and maintain software intensive systems; however stopping the development or developing unreliable and non-flexible systems is not a real alternative. Software Intensive Systems” development may involve different entities or software companies which may be in different geographical locations and may be constituted by large, multidisciplinary and even multilingual development teams. Due to the criticality of the result of each conducted activity, independently in the resulting system, these activities must be controlled and monitored to ensure the proper integration of all the elements within the complete system. The goal of this project is the creation of a software tool to support the management and monitoring of the construction and integration of software intensive systems, being possible to be extended to other kind of projects. The resultant tool is called Positioning System, a web application that follows the SPA (Single Page Application) style. It was created with the latest technologies, such as, the AngularJS framework and SlimPHP. The Positioning System provides the necessary features for the creation of projects, families and subfamilies of products that constitute the software products of the created projects, as well as the management of business partners and contacts of these projects. All these features are easily monitored and controlled by statistical graphs generated for each project.

When they look at Internet policy, EU policymakers seem mesmerised, if not bewitched, by the word ‘neutrality’. Originally confined to the infrastructure layer, today the neutrality rhetoric is being expanded to multi-sided platforms such as search engines and more generally online intermediaries. Policies for search neutrality and platform neutrality are invoked to pursue a variety of policy objectives, encompassing competition, consumer protection, privacy and media pluralism. This paper analyses this emerging debate and comes to a number of conclusions. First, mandating net neutrality at the infrastructure layer might have some merit, but it certainly would not make the Internet neutral. Second, since most of the objectives initially associated with network neutrality cannot be realistically achieved by such a rule, the case for network neutrality legislation would have to stand on different grounds. Third, the fact that the Internet is not neutral is mostly a good thing for end users, who benefit from intermediaries that provide them with a selection of the over-abundant information available on the Web. Fourth, search neutrality and platform neutrality are fundamentally flawed principles that contradict the economics of the Internet. Fifth, neutrality is a very poor and ineffective recipe for media pluralism, and as such should not be invoked as the basis of future media policy. All these conclusions have important consequences for the debate on the future EU policy for the Digital Single Market.

This book illustrates how the structure of the US banking market and the existence of federal institutions allowed regional financial shocks to be absorbed at the federal level in the US, thus avoiding local financial crisis. The authors argue that the experience of the US shows the importance of a ‘banking union’ to avoid severe regional (national) financial dislocation in the wake of regional boom and bust cycles. They also discuss the extent to which the institutions of the partial banking union, now in the process of being created for the euro area, should be able to increase its capacity to deal with future regional boom and bust cycles, thereby stabilising the single currency.

cprplot2 is a variation of official Stata's cprplot and is used for graphing component-plus-residual plots (a.k.a. partial residual plots). Additional features (compared to cprplot): (1) cprplot2 can handle variables that enter the model repeatedly via different transformations (for example, polynomials). (2) cprplot2 can display component-plus-residual plots using the original units for transformed variables in the model. (3) A wrapper is provided to quickly display several component-plus-residual plots in a single image.

Sterile immunity against malaria can be achieved by the induction of IFNgamma-producing CD8(+) T cells that target infected hepatocytes presenting epitopes of the circumsporozoite protein (CSP). In the present study we evaluate the protective efficacy of a heterologous prime/boost immunization protocol based on the delivery of the CD8(+) epitope of Plasmodium berghei CSP into the MHC class I presentation pathway, by either a type III secretion system of live recombinant Salmonella and/or by direct translocation of a recombinant Bordetella adenylate cyclase toxoid fusion (ACT-CSP) into the cytosol of professional antigen-presenting cells (APCs). A single intraperitoneal application of the recombinant ACT-CSP toxoid, as well as a single oral immunization with the Salmonella vaccine, induced a specific CD8(+) T cell response, which however conferred only a partial protection on mice against a subsequent sporozoite challenge. In contrast, a heterologous prime/boost vaccination with the live Salmonella followed by ACT-CSP led to a significant enhancement of the CSP-specific T cell response and induced complete protection in all vaccinated mice.

O laser de baixa intensidade (LBI) tem demonstrado efeitos bioestimulatórios na movimentação ortodôntica, acelerando a resposta celular e, reduzindo o tempo de tratamento. Entretanto, o uso do LBI seria mais efetivo com maior potência, menor tempo (única irradiação), ou a junção da menor potência e tempo em aplicação fracionada? Este estudo visou quantificar a movimentação de molares de 64 ratos e suas alterações histológicas, submetidos a uma força ortodôntica, liberada por meio de uma mola fechada de níquel-titânio (Niti/25gf), calibrada em 20gf. Os animais foram divididos em quatro grupos (cada grupo com 16 ratos), de acordo com os seguintes protocolos de irradiação do laser GaAlAs(780nm): grupo controle , submetidos à movimentação ortodôntica mas sem aplicação do LBI ; grupo total 1 (P=60mW/DE=15J/cm²/Et=6J/t=100seg), com a movimentação ortodôntica associada à única aplicação do LBI laser (P=60mW/DE=15J/cm²/Et=6J/t=100seg) no dia zero. Grupo total 2 em que o LBI foi aplicado no dia 0, segundo o protocolo P=20mW/DE=15J/cm²/E=6J/t=300seg;,; e Grupo fracionado em que o LBI foi aplicado nos dias 0, 3 e 7, empregando-se o protocolo (P=20mW/DE=5J/cm²/E=2J/t=100seg). Os sacrifício dos ratos foi realizado em quatro momentos (dias 1,4,8 e 15), sendo que 4 ratos de cada grupo foi sacrificado em cada um dos dias. A quantidade de movimentação ortodôntica foi mensurada in loco por meio de paquímetro digital, antes da instalação das molas e, imediatamente após o sacrifício dos animais. Para o exame histológico, as maxilas foram removidas, preparadas e coradas pelo sistema H/E. Os resultados foram avaliados pela Análise de Variância, seguida do teste Tukey (p<0,05). O grupo fracionado apresentou maior movimentação dentária frente aos demais nos dias 4 e 8, sendo que os grupos total 1 e 2 demonstraram maior movimentação dentária que o controle somente no dia 8. Não houve diferença estatisticamente significante entre os grupos total 1 e 2 em todo o período avaliado. Este estudo concluiu que, o laser de baixa intensidade acelerou a movimentação dentária, salientando-se o efeito da aplicação fracionada em relação às aplicações únicas.

Binocular vision is traditionally treated as two processes: the fusion of similar images, and the interocular suppression of dissimilar images (e.g. binocular rivalry). Recent work has demonstrated that interocular suppression is phase-insensitive, whereas binocular summation occurs only when stimuli are in phase. But how do these processes affect our perception of binocular contrast? We measured perceived contrast using a matching paradigm for a wide range of interocular phase offsets (0–180°) and matching contrasts (2–32%). Our results revealed a complex interaction between contrast and interocular phase. At low contrasts, perceived contrast reduced monotonically with increasing phase offset, by up to a factor of 1.6. At higher contrasts the pattern was non-monotonic: perceived contrast was veridical for in-phase and antiphase conditions, and monocular presentation, but increased a little at intermediate phase angles. These findings challenge a recent model in which contrast perception is phase-invariant. The results were predicted by a binocular contrast gain control model. The model involves monocular gain controls with interocular suppression from positive and negative phase channels, followed by summation across eyes and then across space. Importantly, this model—applied to conditions with vertical disparity—has only a single (zero) disparity channel and embodies both fusion and suppression processes within a single framework.
