Organizations are seeking new, integrated systems that enable rapid changes through early identification of opportunities and problems, tracking of progress against plans, flexible allocation of resources to achieve goals, and consistent operations. Total Quality Management (TQM) is an overall business strategy. It means that all activities of the company will be focused on satisfying all stakeholders of the company. TQM can be realised by using the EFQM model. The EFQM model is a tool that organizations may use as a framework for self-evaluation that enables an organization to identify its strengths and areas for improvement and the extent to which its operations and results are in line with the characteristics of an excellent organization. We focus on a training organisation or to the learning department of an organization. So we are limiting the EFQM model to the training /learning activities. We can apply EFQM perfect on the level of an activity (business line) of a company. We selected the main criteria for which the learner can play the role of assessor. So only three main criteria left: the enabling resources, the enabling processes and the (learning) results for the learner. We limited the last one to “learning results” based on the Kirkpatrick model.

This study aimed to evaluate the effectiveness of the Independent Living (IL) program targeting foster youths to prepare them for effective adulthood. The study employed a pre-post, two-group comparative research design. The IL group was composed of 49 young adults who participated in the IL or SIL (subsidized IL) program prior to their emancipation from foster care (mean age, 20.6 years). The comparison was made up of 18 young adults who experienced foster care but never participated in the IL or SIL programs (mean age, 20.2 years). Data were collected via a mailed survey that included the Daniel Memorial Independent Living Assessment (DMILA) and an additional questionnaire developed by the researcher. The study also examined: (1) why youth in foster care do not participate in IL programs, (2) how participating youth evaluate IL services and what recommendations they make to improve services, and (3) the internal consistency of the DMILA. Results suggest that the DMILA assessment has mediocre reliability. IL program participation is associated with better educational, employment, income, housing, early parenting-prevention, transportation, anger control, criminal-prevention, and self-evaluation outcomes. However, IL participation is not associated with better social support, perceived parenting competence, substance abuse-prevention, sexual risk-prevention outcomes, increased knowledge in money management skills, job seeking and job maintenance skills, interpersonal skills, or lower depression. Results also suggest that the outreach activities of the IL program may be flawed. IL participants reported the IL program was doing best in educational preparation, criminal involvement prevention, and money management preparation and least well in parenting preparation, housing preparation, employment preparation, and substance abuse prevention. To improve services, youths recommended primarily that IL counselors develop closer relationships with youths, that IL training better address organizational skills, and that monthly subsidy be raised and SIL eligibility requirements softened. The study's political context and limitations are also discussed and implications are derived regarding prevention, intervention, outreach, mentorship, empowerment, cross-systems collaboration, and future research. ^

Succinctly defines the terms "accreditation" and "recertification" in order to locate the reader (a) on the theme to develop. Also describes the process of self-assessment of Librarianship and Documentation Race towards the re-accreditation, focusing primarily on results obtained in the development of self-evaluation reports of the various sectors that make up the School. Finally, presents some conclusions both about the overall process of the various reports as described.

The external evaluation of non-higher education schools in Portugal has been developed by the General Inspectorate of Education since 2006. A first cycle of evaluation was completed, covering all educational units in continental Portugal up to 2011. The model of evaluation has since been subject to alterations, and a second cycle of evaluation is now coming to an end. The current model of evaluation is based on documental analysis, analysis of students’ results, and panel interviews with a variety of representatives of the school community, and addresses three domains: results, provision of educational service and management. This paper is part of an ongoing research project, developed by 6 universities and supported by the Portuguese Foundation for Science and Technology (PTDC/CPE-CED/116674/2010) which intends to analyse the impacts and effects this process of external evaluation has had on Portuguese schools. This project includes a variety of perspectives and methodologies. In particular, we will focus on two case studies undertaken in two schools from the northern region of Portugal, and more specifically on the perspectives expressed by the teachers of those schools. These particular schools were chosen because they have been evaluated twice and represent different educational levels (basic and secondary), contexts and results. These case studies included the analysis of documental data, interviews to key informants and a questionnaire directed to teachers (n = 141) – the latter will be the main focus of this paper. Teachers are essential elements of the school community when considering the impacts of external evaluation, as any changes directed at teaching practices, student evaluation, among others are only possible through their direct action and implication. Therefore, their perceptions on the process and its impacts are crucial to the understanding of what does and does not change in schools as a consequence of external evaluation. Although teachers’ opinions are not homogenous and each school reveals a number of differences when it comes to teachers’ perceptions of School Evaluation, it was possible to stress some areas as the most and as the least consensual. Teachers in both schools agree External School Evaluation (ESE) is useful for the identification of the schools’ strengths and weaknesses, values students’ external evaluation results, imposes a model for schools internal evaluation (and in fact contributes to the very existence of internal evaluation practices), and contributes to schools improvement. However teachers in both schools do not believe ESE contributes to teachers’ autonomy produces changes in how curriculum is managed, or leads to innovative teaching practices. These results point to a greater emphasis on change at the levels of school management, self-evaluation and particularly internal evaluation, but little impact on the teaching practices. We believe the classroom is at the core of school practices and teaching processes are essential to any measure of school quality and to their impacts on student learning.

This article considers a procedure for data collection called autoscopy. Autoscopy entails the video recording of a practice with the purpose of allowing analysis and self-evaluation by one of the protagonists of that practice. The objective of the video recording is that of apprehending the actions of the agent (or agents), the scenario, and the plot that make up a situation. The recorded material is subjected to sessions of analysis after the action that aim at the understanding of the reflective process of the agent (or agents) through their verbalizations during the analysis of video recorded scenes. The present text introduces a theoretical basis for the procedure of autoscopy, deals with advantages and limitations of its use, as well as with aspects that deserve attention and, finally, describes the authors' experiences in two studies in which the procedure was employed. Starting from these two experiences, differences and similarities are pointed out between the studies, especially regarding the participants, object, and the time distribution of the video recordings. The authors draw considerations about the formative-reflective potential of the procedure, both for research situations and for the learning and training of various professionals, considering it to be an excellent educational instrument. It is, however, vital to keep in mind the need to recognize and return to the teacher, as an autoscopic participant, his condition as subject of his own profession, thereby promoting, besides the self-evaluation, also the autonomy of his thinking and doing.

OBJETIVO: Estimar a prevalência de excesso de peso e obesidade e fatores associados. MÉTODOS: Foram analisados dados referentes a indivíduos com idade >18 anos entrevistados pelo sistema de Vigilância de Fatores de Risco e Proteção para Doenças Crônicas por Inquérito Telefônico (VIGITEL), realizado nas capitais brasileiras e Distrito Federal em 2006. Para 49.395 indivíduos, o índice de massa corporal (IMC) foi utilizado para identificar excesso de peso (IMC 25-30 kg/m²) e obesidade (IMC >30 kg/m²). Prevalência e razões de prevalência foram apresentadas segundo variáveis sociodemográficas, escolaridade e condição de saúde/comorbidades e auto-avaliação da saúde, estratificadas por sexo. Utilizou-se regressão de Poisson para análises brutas e ajustadas por idade. RESULTADOS: A prevalência de excesso de peso foi de 47% para os homens e 39% para as mulheres, e de obesidade, 11% para ambos os sexos. Observou-se associação direta entre excesso de peso e escolaridade entre homens, e associação inversa entre mulheres. Obesidade foi mais freqüente entre os homens que viviam com companheira e não esteve associada com escolaridade ou cor da pele. As prevalências de excesso de peso e obesidade foram mais altas entre mulheres negras e que viviam com companheiro. A presença de diabetes, hipertensão arterial sistêmica e dislipidemias, bem como considerar sua saúde como regular ou ruim, também foram referidas pelos entrevistados com excesso de peso ou obesidade. CONCLUSÕES: Enquanto cerca de um de cada dois entrevistados foram classificados com excesso de peso, obesidade foi referida por um de cada dez entrevistados. Variáveis socioeconômicas e demográficas, bem como morbidades referidas, foram associadas com excesso de peso e obesidade. Esses resultados foram similares àqueles encontrados em outros estudos brasileiros.

International research has demonstrated significant shortcomings in the health of adults with intellectual disability (ID). Because general practitioners (GPs) are the main providers of primary healthcare for this population, strategies to improve general practice care are an important aspect of rectifying these shortcomings. The present pilot study aimed to determine the effect of various interventions on health maintenance activities and to assess their acceptability to GPs, with a view to informing larger scale studies. The GPs were recruited through an earlier questionnaire-based postal survey. The GPs identified all their adult patients with ID, then obtained consent for participation from three patients randomly selected by the investigators. The GPs completed two self-evaluation forms and case note audits 12 months apart, read a synopsis of the relevant literature provided by the researchers, and completed a comprehensive health assessment (CHA) of their three patients. Forty-five GPs agreed to participate in the CHA programme (CHAP), and 15 completed the project. Thirty-eight patients completed the project. The number of patient-GP dyads who completed the project was too small to demonstrate statistically significant changes in health issues over time. The GPs found that the synopsis of the literature was the best intervention for increasing knowledge and was also the most practical to use in general practice. The CHAP was the intervention that prompted the most action from the GP which would not have been undertaken otherwise. The CHAP appeared to provide a superior review process compared to the other interventions used in the present study. The numbers of health maintenance activities found to be overdue and the number of health issues detected as a result of the process were considerable. The CHAP served as a communication tool and an educative instrument, providing a basis for future studies and strategies to improve the general practice care of adults with ID.

Com as várias reformulações do processo de avaliação de desempenho docente (ADD), passou-se de um processo de avaliação dos professores assente na autoavaliação do docente, para um sistema de heteroavaliação que visa a prestação de contas e a seleção, mas também a melhoria de práticas e o desenvolvimento profissional, através do acompanhamento supervisivo. No entanto, a conciliação entre estas duas perspetivas não é fácil e tem gerado perplexidades e inquietações entre os avaliadores e entre os avaliados. Com este estudo, pretendemos conhecer a perspetiva de avaliadores e avaliados sobre o papel que a Supervisão detém no processo de avaliação de desempenho do professor e o seu contributo para o desenvolvimento profissional do professor e melhoria das práticas. Assim desenhou-se um plano de estudo qualitativo, exploratório e descritivo procurando captar o ponto de vista dos principais intervenientes no processo. O principal meio de recolha de dados foi a entrevista semiestruturada a 4 professores avaliadores e 4 professores avaliados do Departamento de Matemática e Ciências Experimentais de um Agrupamento de Escolas. Os resultados mostram que os docentes discordam do modelo de ADD, mas que o processo vivenciado teve caraterísticas positivas, dando os avaliadores especial relevância à oportunidade de conhecer outros processos de trabalho, a partir da observação de aulas. Avaliadores e avaliados referem ainda o bom relacionamento estabelecido entre ambos, contradizendo as preocupações expressas quando se pronunciaram sobre os problemas do modelo de avaliação. No entanto, ambos os subgrupos focam a falta de formação e qualificação profissional dos avaliadores. Em termos gerais, é possível concluir que a maior parte das dificuldades atribuídas pelos docentes ao modelo de ADD não foi depois sentida na implementação prática. Por outro lado, na opinião dos docentes, o processo experienciado não teve verdadeiro impacto na melhoria das práticas ou no desenvolvimento profissional dos docentes envolvidos. - Abstract The several reformulations of the process of the teacher performance evaluation made the process of evaluating teachers, which was first based on a self-evaluation change into a straight assessment system, which aims not only accountability and selection, but also the improvement of the practice and professional development through the supervision of the teaching practice. However, the conciliation between these perspectives has not been easy and has generated anxieties and perplexities among evaluators and evaluated. With this study we intend to know the perspective of the evaluators and of the evaluated concerning the role supervision has hold in the process of evaluating a teacher’s performance and its contribution to the professional development of the teacher and to the improvement of his practices. Thus, a qualitative, exploratory and descriptive study plan was drawn to get to know the viewpoint of the intervening ones in the process. The main means for data collection was based on a semi structured interview, targeting 4 teacher evaluators and 4 evaluated teachers of the Experimental Sciences and Mathematics Department of a group of Schools. The results show that teachers disagree with the teacher’s evaluation model, but the experienced process had positive characteristics. Besides, evaluators have given special relevance to the opportunity of getting to know other working methods thanks to the lessons’ observations. Evaluators and evaluated also refer the good relationship between both parts contradicting the fears they had when they first pronounced themselves about this evaluation model. However, both subgroups focus the lack of training and professional qualifications of the evaluators. So it’s possible to conclude that most worries mentioned by the teachers when referring to this model of teacher performance evaluation were not verified during its practical implementation. On the other hand, in the opinion of the involved teachers, the experienced process had no real impact on their practice improvement or on their professional development.
