This article assesses the limitations and potentials of the National High School Exam (ENEM) as an indicator of school effectiveness in Brazil, and considers the effects of introducing contextual variables. A multilevel regression analysis was performed on three levels (individual, school and state) using microdata on 17,359 schools from 2009 and 2010. Contextual factors made it possible to explain 79% of the difference between schools. The raw average and value-added (random effect at the school level) produced contrasting evaluations in 34% of cases; and the average was more stable (r = 0.8) than value-added (r = 0.5) in both years. Various shortcomings in the ENEM as an indicator of school effectiveness were identified. The results show that this league table reveals more about socioeconomic conditions than the schools' own merit, in other words the value-added they are supposedly providing to the students.

Due to the great impact caused by construction, the university has a major role in the development of alternative projects and studies aimed at sustainable development. This project presents the advantages and importance of building in a sustainable manner from the beginning to end of the Center of Experiences at UNESP, Rio Claro / SP. It will be presented alternative building materials that have high environmental performance and that bring the least negative impacts as possible. Providing a Center of Experiences through a sustainable building is in need of the university to renovate the new trends of society in which the construction is in harmony with the environment in which it is inserted. This sustainable building will serve as a model for students and residents of Rio Claro, since the building itself will serve as a way of learning to the audience goer, as well as for the other campuses of UNESP. Thus, this project will serve as a guide for decision makers facing the huge amount of building materials available in the market

The Urbanization is a notable process in our society, being part of it since around 3500 BC in Mesopotamia, currently Iraq area. Since the Industrial Revolution, cities had a significant increase in their growth and began to concentrate increasingly labor and capital. Brazil, despite having had a late industrialization, also had a high population growth in cities, especially in the XVIII century, which were not provided with any kind of planning that targets the ordering and implementation of the urban essential apparatus. Therefore, Brazilian cities started to exhibit countless structural and environmental problems. Associated with inadequate infrastructure, the modifications in the urban atmosphere, like increased heat, air pollution and increased rainfall and storm frequency, cause different types of impacts in cities. Among the most worrisome are those from the intense rain, which cause human and material damage. The city of Rio Claro (SP) can be considered an example of this reality. Thereby, the objective of this study was to analyze the impacts on the population originated from rainfall in the urban area during the period 2005-2010, by the mapping of events and analysis of the active atmospheric systems. The information of the events were collected in the Fire Department and the Press and the synoptic maps were obtained in the library of INPE, in Cachoeira Paulista (SP) and in the site of the Navy of Brazil. The data showed that among 247 occurrences, during the six years, 233 occurred in the spring-summer period. Moreover, after finalizing the maps, it was found the locations considered critical regarding the frequency of occurrences, as: Visconde do Rio Claro Avenue and central area of the city, both with a total of 23 occurrences; Jardim Inocoop, with 20; Tancredo Neves Avenue, with 12 and Vila Paulista, with 10 occurrences. Through the graphs, it was found that the most recurrent atmospheric system, during the studied period, is...

Background: Research coaching program focuses on the development of abilities and scientific reasoning. For health professionals, it may be useful to increase both the number and quality of projects and manuscripts. Objective: To evaluate the initial results and implementation methodology of the Research and Innovation Coaching Program of the Research on Research group of Duke University in the Brazilian Society of Cardiology. Methods: The program works on two bases: training and coaching. Training is done online and addresses contents on research ideas, literature search, scientific writing and statistics. After training, coaching favors the establishment of a collaboration between researchers and centers by means of a network of contacts. The present study describes the implementation and initial results in reference to the years 2011-2012. Results: In 2011, 24 centers received training, which consisted of online meetings, study and practice of the contents addressed. In January 2012, a new format was implemented with the objective of reaching more researchers. In six months, 52 researchers were allocated. In all, 20 manuscripts were published and 49 more were written and await submission and/or publication. Additionally, five research funding proposals have been elaborated. Conclusion: The number of manuscripts and funding proposals achieved the objectives initially proposed. However, the main results of this type of initiative should be measured in the long term, because the consolidation of the national production of high-quality research is a virtuous cycle that feeds itself back and expands over time.

Brazil’s growing status as a potential world power cannot obscure the characteristics of its other reality: that of a country with vast inequalities and high crime rates. The Comando Vermelho, the most prominent organized crime syndicate in Rio de Janeiro, besieges the beauty and charm that attracts tourists to this city. The CV arose not only as a product of the political dictatorship of the seventies, but also of the disenfranchised urban poor crammed into Rio’s favela slums. Today, the CV presents a powerful challenge to the State’s control of parts of Rio territory. As Brazil’s soft power projection grows, it is seriously challenged by its capacity to eliminate organized crime. Economic growth is not sufficient to destroy a deeply embedded organization like the CV. In fact, Brazil’s success may yet further retrench the CV’s activities. Culpability for organized crime cannot be merely limited to the gangs, but must also be shared among the willing consumers, among whom can be found educated and elite members of society, as well as the impoverished and desperate. The Brazilian government needs a top-down response addressing the schism between rich and poor. However, Brazil’s citizens must also take responsibility and forge a bottom-up response to the drug- and corruption-riddled elements of its most respected members of society. Brazil must target reform across public health, housing, education and above all, law enforcement. Without such changes, Brazil will remain a two-track democracy. Rio’s wealthy will still be able to revel in the city’s beauty albeit from behind armored cars and fortified mansions, while the city’s poor will yield – either as victims or perpetrators – to the desperate measures of organized crime.
