Decisões são tomadas de diversas formas e em todos os momentos, mas foi o francês Henry Fayol que propôs um modelo estruturado para essa tomada de decisão, definindo o papel dos dirigentes e suas responsabilidades na administração da empresa. No desenvolvimento do trabalho, foram estudados diversos modelos de processo decisório, como o modelo clássico racionalista, o modelo da racionalidade limitada, o modelo político, as coalizões envolvidas no processo, teorias de responsabilidade social corporativa, teorias de governança corporativa, entre outros. À luz destes modelos e baseado na missão da Petrobras, de ser uma empresa segura e rentável, o autor faz uma suposição e enquadra o processo decisório da empresa no modelo clássico racionalista, focado na maximização dos lucros e resultados. Devido ao tamanho da empresa e à diversidade de assuntos para a tomada de decisão, o autor foca seus estudos na área de Abastecimento da Petrobras e analisa o processo de tomada de decisão para o aumento dos preços dos combustíveis, com o objetivo de avaliar a veracidade da sua suposição. A metodologia de pesquisa é baseada em uma pesquisa bibliográfica e investigação documental para avaliar se o modelo de tomada de decisão é realmente racional, ou se existem influências ou fatores externos que levam a um novo modelo de processo decisório. Após comparar o modelo racional com os dados e realizações da empresa, o autor faz uma triangulação de métodos, incluindo uma pesquisa de campo para avaliar a percepção dos gestores e stakeholders sobre o modelo de tomada de decisão da empresa. O autor entrevista 11 funcionários da Petrobras e 10 stakeholders externos com o intuito de coletar percepções sobre o processo decisório da Cia., finalizando com uma análise qualitativa dos dados baseada na técnica de análise de conteúdo. Com os resultados da pesquisa, o autor comprova, por meio de documentos da empresa, que a Diretoria Executiva da Petrobras é a responsável pela aprovação da política de preços da Cia. Dentre os fatores de influência no processo decisório da empresa, a inflação foi a de maior destaque, mostrando o viés político na relação entre o governo e a empresa. A política de preços da Cia. continua sendo de médio e longo prazo, acarretando em prejuízos no curto prazo para a área de Abastecimento da Petrobras. Após alcançar todos os objetivos intermediários do trabalho, o autor conclui que a suposição inicial é falsa e que o processo decisório para o aumento dos preços dos combustíveis na Petrobras se aproxima muito mais dos modelos de racionalidade limitada e político, com enfoque nos stakeholders e na competitividade do que do modelo clássico racionalista.

Este estudo objetiva analisar, do ponto de vista da empresa concessionária, as possíveis mudanças na regulamentação das concessões ferroviárias, ao mesmo tempo tenta entender a relação entre a empresa, o governo e a população, e quais seriam beneficiados com as essas alterações. Há uma necessidade real do país de expandir suas linhas para regiões mais afastadas do interior, para promover a integração e gerar um ambiente mais propício para o investimento, assim foram feitas propostas de mudanças na regulação do modelo atual de concessões com o objetivo de proporcionar as bases para que esse cenário possa ser concretizado. Muito se tem discutido sobre a eficácia dessas mudanças, se seriam realmente benéficas para a empresa, e até que ponto o aumento do volume e diminuição de preços consegue gerar valor para ela. Foi utilizado um modelo de fluxo de caixa descontado de uma das malhas da empresa ALL Logística para tentar encontrar o valor dessa malha em três cenários: a situação atual, utilizando as novas regras propostas, e uma situação com concorrência. Os resultados mostraram que a nova proposta de regulamentação, utilizando premissas julgadas como mais plausíveis, diminui o valor da empresa, e pode vir a ser muito custosa para o governo.

This research is part of the field of organizational studies, focusing on organizational purchase behavior and, specifically, trust interorganizational at the purchases. This topic is current and relevant by addressing the development of good relations between buyer-supplier that increases the exchange of information, increases the length of relationship, reduces the hierarchical controls and improves performance. Furthermore, although there is a vast literature on trust, the scientific work that deal specifically at the trust interorganizational still need further research to synthesize and validate the variables that generate this phenomenon. In this sense, this investigation is to explain the antecedents of trust interorganizational by the relationship between the variable operational performance, organizational characteristics, shared values and interpersonal relationships on purchases by manufacturing industries, in order to develop a robust literature, most consensual, that includes the current sociological and economic, considering the effect of interpersonal relationships in this phenomenon. This proposal is configured in a new vision of the antecedents of interorganizational trust, described as significant quantitative from models Morgan and Hunt (1994), Doney and Cannon (1997), Zhao and Cavusgil (2006) and Nyaga, Whipple, Lynch (2011), as well as qualitative analysis of Tacconi et al. (2011). With regard to methodological aspects, the study assumes the form of a descriptive, survey type, and causal trace theoretical and empirical. As for his nature, the investigation, explicative character, has developed a quantitative approach with the use of exploratory factor analysis and structural equation modeling SEM, with the use of IBM software SPSS Amos 18.0, using the method of maximum verisimilitude, and supported by technical bootstraping. The unit of analysis was the buyer-supplier relationship, in which the object under investigation was the supplier organization in view of the purchasing company. 237 valid questionnaires were collected among key informants, using a simple random sampling developed in manufacturing industries (SIC 10-33), located in the city of Natal and in the region of Natal. The first results of descriptive analysis demonstrate the phenomenon of interorganizational trust, in which purchasing firms believe, feel secure about the supplier. This demonstration showed high levels of intensity, predominantly among the vendors that supply the company with materials that are used directly in the production process. The exploratory and confirmatory factor analysis, performed on each variable alone, generated a set of observable and unobservable variables more consistent, giving rise to a model, that needed to be further specified. This again specify model consists of trajectories was positive, with a good fit, with a composite reliability and variance extracted satisfactory, and demonstrates convergent and discriminant validity, in which the factor loadings are significant and strong explanatory power. Given the findings that reinforce the model again specify data, suggesting a high probability that this model may be more suited for the study population, the results support the explanation that interorganizational trust depends on purchases directly from interpersonal relationships, sharing value and operating performance and indirectly of personal relationships, social networks, organizational characteristics, physical and relational aspect of performance. It is concluded that this trust can be explained by a set of interactions between these three determinants, where the focus is on interpersonal relationships, with the largest path coefficient for the factor under study

This work consists in a study of the Shrimp Industry in the state of Rio Grande do Norte, whose central issue relates to the understanding of how the Triple Helix (University, Government and the productive sector) interrelationship limits or expands the industry s innovation process. The study aims to understand how the Triple Helix relationship interferes in the innovation process of shrimp in Rio Grande do Norte. As the knowledge becomes the resource key for production methods, the generation of new technologies, new products and processes which demands joint and integrated action of the institutions comprising the Triple Helix: University, Government and productive sector, which possess the essential resources to innovate the process and can be maximized from cooperative relationships between the referred Institutions. Thus, in this work, it was sharply used the pioneering studies of Sabato and Botana (1968) regarding the cooperation relationship between the scientific-technological sphere, the governmental and the productive base, and studies on the Triple Helix approach, proposed by Etzkowitz and Leydesdorff (2000), in which the university has a key role in the process of technological and innovative development of countries and regions, and under which it is assigned to the very University - the character of the entrepreneurial institution, through the concept of entrepreneurial University. Aiming to overcome the criticism of Cooke (2005), regarding the limitations of the Triple Helix approach, in this study it was used - as analytical perspectives - the perspective of social immersion (Granovetter, 1985, 2005) and the theory of resources dependence (PFEFFER; SALANCIK, 1978). The analytical perspectives presented in here, despite of the different assumptions, are essential to eliminate the bias that one only approach can lead (ASTLEY; VAN DE VEM; 2007). The authors arguments focus on the fact that the integration is possible if the researcher acknowledged that different perspectives may have different descriptions of the same phenomenon. As a research strategy, this study is characterized as a study case, along with the proposed objectives - the qualitative method was used as an approach and, depending on the gathering of the sector s historical, a sectional longitudinal view approach was applied (VIEIRA, 2004). The primary and secondary data were used in order to understand the sector s evolutionary process and its inter-institutional relations - regarding the shrimp culture in Rio Grande do Norte - to promote the development, as the content was used for the technical analysis (BARDIN, 1977). The approach of social immersion and resources addiction dependence made it possible to understand that relationships are established within and between each sphere (university, government and productive sector) characterizing a network of low density relationships and strongly internal and external dependence. Based on the speech of Etzkowitz and Mello (2006), a successful Triple Helix strategy of innovation requires not only the involvement and commitment of the parts, within the institutional sphere and among them, but also the development of mechanisms to coordinate the multiple and complex interactions and interfaces, focusing on promoting both environment and context for innovation and learning; it can be acknowledge from study results that the shrimp in the State of the RN, although there are several institutional mechanisms to promote greater integration and technological development, has been presented disjointed - both internally and between the spheres - and under no legitimate practice when facing the innovational promotion and integration institutions. Due to those factors, the central institutions of the network are crucial to the promotion of innovations, spreading through their direct contacts the importance factor of the sustainable competitive activity in the world market and on the national level. However, it may be concluded, from the data, that the Triple Helix relations are interfering in a negative way on what concerns the promotion of innovations in the shrimp industry in RN

The debate around the thematic of Corporate Social Responsibility - CSR involves economic, social, cultural and symbolic aspects in the relations established between company and society. In Brazilian reality, the CSR, understood as enterprise actions, external and/or internal, that contributes to social and ambient improvement, gains greater visibility in 1990 decade. Although the significant increase of theoretical productions about CSR pertinent elements, it is still scarce the studies that treats about the relation company/society in the northeastern reality, and singularly, in Rio Grande do Norte. It was in this perspective, that, in being the salt industry one of most important in the potiguar economic history formation , the present work investigated practicies and perceptions of salt entrepreneurship about CSR. Considering all the Rio Grande do Norte salt industry history phases, since the period of the Brazil s settling, as well as the characteristics of the study object, was opted to the qualitative research, objectified in interviews half-structuralized realized with the salt segment entrepreneurs, as well as professionals of ambient management and human resources working in potiguar salt segment. The research main results indicated a coexistence between the mechanisms of management seated on personal and paternalists relations, typical of traditional salt industry, and the emergency of innovative elements typical of the modern management, like the CSR. In this context, a tension between continuity and rupture with the traditional mechanisms of management in salt entrepreneurship actions

A pretensão deste trabalho foi o de analisar o discurso da revista semanal Veja sobre o governo de Hugo Chávez Frías, atual presidente da República Bolivariana da Venezuela. Através da leitura das reportagens, procuramos apresentar o comportamento da revista em relação ao se governo e a forma que sua política é classificada, representada. Reunimos edições da revista, entre 1998 a 2002, início do seu governo - eleito em dezembro de 1998, toma posse no início de 1999, período da tentativa de golpe (frustrada) em abril de 2002. O trabalho procura mostrar como as matérias não são isentas e que há um claro posicionamento ideológico da revista, que se insere no conjunto mais geral da mídia conservadora e anti-Chávez. O presidente, eleito e reeleito democraticamente, aparece sempre nas diversas reportagens da revista caracterizado como golpista, ditador, populista, fanfarrão. O nosso objetivo é o de revelar como Veja criou uma imagem negativa do presidente da Venezuela, coerente com os princípios neoliberais defendidos pela revista. A Venezuela com Hugo Chávez, com a chamada Revolução Bolivariana , realiza uma experiência singular de governo num país de larga tradição antidemocrática e afirma caminhar na contracorrente do pensamento hegemônico neoliberal. Em contrapartida, a revista Veja se apresenta com um representante da burguesia financeira e importante sujeito na construção e continuidade do neoliberalismo

Este estudo é sobre O Plano de Desenvolvimento da Educação (PDE/MEC), lançado no segundo mandato do Governo Lula (2006-2010). A sua efetivação se deu por meio do Plano de Ações Articuladas (PAR) no município de São Miguel do Guamá (Pará). Nosso objetivo é compreender e analisar como o PDE se implanta e vem se efetivando através da Secretaria Municipal de Educação de São Miguel do Guamá enfatizando o regime de colaboração na promoção de Políticas Públicas Educacionais no município no período de 2008 a 2011. A metodologia utilizada nessa pesquisa é qualitativa para isso utilizamos a revisão bibliográfica para a sustentação da temática no trabalho empírico e de analise documental, de entrevista semiestruturada e observação não participante. O PAR se constitui enquanto ferramenta de planejamento e ações que tem como propósito melhorar a qualidade da educação, permitindo uma relação direta entre Governo Federal e Governo Municipal. Em São Miguel do Guamá, o PAR segundo os entrevistados representou um avanço considerável na qualidade da educação, pela oferta de cursos e pela disponibilização de recursos técnicos e financeiros para as escolas, ao mesmo tempo que levou a SEMED ao planejamento e aplicação do Projeto Político Pedagógico das escolas, porém, esses avanços se desenvolveram por meio de imposição do Governo Federal ao Governo Municipal, devido o seu baixo IDEB e culminou em perda de autonomia municipal e adoção de medidas involuntárias por parte da comunidade escolar.

O presente trabalho apresenta uma análise do processo de formação das Associações dos policiais Militares do Estado do Pará, suas estratégias de lutas e a relação com o Governo Estadual. O objetivo é investigar os discursos que afirmam e negam os direitos coletivos aos Militares Estaduais e como lidam com a contradição em torno da ideia de cidadania, com base na caminhada do Clube de Cabos e Soldados da Polícia Militar do Pará (CCSPMPA). O esforço resgata as relações estabelecidas entre oficiais e praças, suas vivencias da caserna (dominação, hierarquia, disciplina,...) e suas respectivas percepções em relação aos direitos individuais, (des)respeito às leis vigentes, participações nos Movimentos Reivindicatórios e evolução em busca do direito de ter direitos; os resultados foram obtidos a partir da pesquisa de campo e do emprego da história oral; o corte temporal alcança o período de 1976/2012. Os resultados obtidos indicam que as Polícias Militares apresentam características de instituições totais, fechadas, petrificadas, de estrutura escalar e verticalizada, que funciona a partir de determinações dos mais para os menos graduados, onde os Policiais Militares são explorados, dominados pela hierarquia e disciplina rígidas e convivem sem nenhuma oportunidade de organização coletiva, sendo pois cidadãos não plenos; quanto aos movimentos reivindicatórios, percebe-se que expressam discordâncias entre a cidadania e o militarismo e que apesar da dominação os policiais militares tem vontade de participar, de direcionar seus próprios caminhos a partir da concepção coletiva. A ausência de direitos coletivos afasta essa categoria de servidores públicos do direito de ter direitos.

As iniciativas e discussões em torno dos modelos de uma televisão cultural-educativa e/ou pública entre os anos 1960 e 1974 recebem nesta obra, de Eduardo Amando de Barros Filho uma análise histórica, algo raro na bibliografia sobre o tema. O estudo se baseia na trajetória da TV Cultura, de São Paulo, originariamente uma emissora privada ligada ao condomínio Diário e Emissoras Associados, de propriedade do empresário Assis Chateaubriand, e posteriormente adquirida pelo governo paulista. E conclui que as definições e iniciativas voltadas para a criação de uma TV como serviço público, educacional e cultural são limitadas e frágeis no país. O autor explora aspectos que envolveram a criação e o desenvolvimento da TV Cultura, tais como as visões e opiniões de órgãos de imprensa da época, os debates nos campos político e cultural, as ações que permitiram a concessão da emissora privada, a criação da Fundação Padre Anchieta, à qual a Cultura está vinculada, e sua relação com o governo de São Paulo. Dessa forma traça um painel histórico, que excede os limites das análises convencionais sobre meios de comunicação.

Thus, in this work, it was sharply used the pioneering studies of Sabato and Botana (1968) regarding the cooperation relationship between the scientific-technological sphere, the governmental and the productive base, and studies on the Triple Helix approach, proposed by Etzkowitz and Leydesdorff (2000), in which the university has a key role in the process of technological and innovative development of countries and regions, and under which it is assigned to the very University - the character of the entrepreneurial institution, through the concept of entrepreneurial University. Aiming to overcome the criticism of Cooke (2005), regarding the limitations of the Triple Helix approach, in this study it was used - as analytical perspectives - the perspective of social immersion (Granovetter, 1985, 2005) and the theory of resources dependence (PFEFFER; SALANCIK, 1978). The analytical perspectives presented in here, despite of the different assumptions, are essential to eliminate the bias that one only approach can lead (ASTLEY; VAN DE VEM; 2007). The authors arguments focus on the fact that the integration is possible if the researcher acknowledged that different perspectives may have different descriptions of the same phenomenon. As a research strategy, this study is characterized as a study case, along with the proposed objectives - the qualitative method was used as an approach and, depending on the gathering of the sector s historical, a sectional longitudinal view approach was applied (VIEIRA, 2004). The primary and secondary data were used in order to understand the sector s evolutionary process and its inter-institutional relations - regarding the shrimp culture in Rio Grande do Norte - to promote the development, as the content was used for the technical analysis (BARDIN, 1977). The approach of social immersion and resources addiction dependence made it possible to understand that relationships are established within and between each sphere (university, government and productive sector) characterizing a network of low density relationships and strongly internal and external dependence. Based on the speech of Etzkowitz and Mello (2006), a successful Triple Helix strategy of innovation requires not only the involvement and commitment of the parts, within the institutional sphere and among them, but also the development of mechanisms to coordinate the multiple and complex interactions and interfaces, focusing on promoting both environment and context for innovation and learning; it can be acknowledge from study results that the shrimp in the State of the RN, although there are several institutional mechanisms to promote greater integration and technological development, has been presented disjointed - both internally and between the spheres - and under no legitimate practice when facing the innovational promotion and integration institutions. Due to those factors, the central institutions of the network are crucial to the promotion of innovations, spreading through their direct contacts the importance factor of the sustainable competitive activity in the world market and on the national level. However, it may be concluded, from the data, that the Triple Helix relations are interfering in a negative way on what concerns the promotion of innovations in the shrimp industry in RN
