In the past 20 years, decentralization has been proposed as a strategy for enhancing public participation. Aid-providing organizations, such as the World Bank, stimulated decentralization processes in several countries in the hope that this would promote civic empowerment, diminish corruption, enhance efficiency, and improve public service delivery. This assumption forms the basis for a comparative analysis into the relation between decentralization and participation at the local level in Brazil, Japan, Russia and Sweden. A multi-level regression analysis using the data of the Democracy and Local Governance Project was undertaken in order to test the 'one size fits all' and the 'diversity in development' hypotheses. The results show that the second hypothesis was corroborated. Perceived autonomy had a different impact on openness to participation depending on the country considered; in one country (Japan), perceived autonomy diminished public officials' willingness to be open to public participation.

1. The member and associate member countries of the Economic Commission for Latin America and the Caribbean/Caribbean Development and Cooperation Committee (ECLAC/CDCC) have committed to pursuing and achieving the Millennium Development Goals, a common set of goals and targets to bring all people up to minimum acceptable standards of human development by 2015. 2. However, in spite of various capacity-building initiatives, Caribbean countries continued to experience difficulties in addressing additional demands of monitoring and measuring progress created by the Millennium Development Goals and other Internationally Agreed Development Goals. Therefore, it was necessary to implement activities to ensure the further building/strengthening of institutional capabilities for generating reliable social, economic and environmental statistics among Caribbean States. 3. The ECLAC project entitled “Strengthening the Capacity of National Statistical Offices in the Caribbean Small Island Developing States to fulfil the Millennium Development Goals and other Internationally Agreed Development Goals” sought to build and strengthen institutional capabilities for generating and compiling reliable social, economic and environmental statistics in the Caribbean subregion, through the provision of technical support, as well as the conduct of training workshops for statisticians and policymakers. 4. Within the objectives of that project, ECLAC Subregional Headquarters for the Caribbean convened a regional training workshop on the measurement of poverty in the Caribbean in Port of Spain, to build the capacity of government officials and other relevant stakeholders. 5. The overall objective of the workshop was to develop and strengthen the national technical capacity of public officials in data processing, systematization and dissemination of poverty indicators and measurement in the Caribbean subregion. The workshop further sought to review and discuss the current approaches to poverty measurement and monitoring in an effort to identify methods to ensure that monitoring and reporting of the Millennium Development Goals were conducted according to internationally agreed upon methodologies. Furthermore, the workshop also intended to review different methods of poverty measurements, including the multidimensional methodology for the measurement of poverty. 6. Participants were introduced to different methods of poverty measurements and other aggregation proposals which would enable countries to better measure progress towards Goal 1 on poverty, report on it and apply evidence-based approaches to national policymaking and planning.

This paper provides an overview of the key findings of a survey that sought to examine the relationship between local government agencies and agrarian reform communities in the State of São Paulo, particularly with regard to the types of support that have been provided by these agencies to the economic activities of settlements. The research was part of the project "The agencies and services involved in the implementation of public policies for equity and growth", which was supported by the Instituto de Colonização e Reforma Agraria (INCRA/SP), whose activities were carried out throughout 2011. In methodological terms, the research was divided into two stages. In the first stage, it sought to identify the main economic activities, vocations and potential of the influencing areas of the Quilombola communities and settlements in their respective regions and micro-regions. Therefore, a survey was conducted based on secondary data. In the second stage, a qualitative, exploratory, empirical, and multiple case study research was conducted. Local public officials, in charge of the institutional relations with the agrarian reform settlements (and quilombolas communities, in this case, one of the municipalities investigated) were the primary source of data for this analysis that sought to evaluate the strength, types and quality of support (plausible or effective) provided by the municipalities to the economic activities of settlements. The results indicated a set of reasonably heterogeneous components, and frequently, distinct, of particular circumstances. Based on the results some proposals for action plans were indicated, which probably would constitute a standard reference for the formulation and implementation of public policies and actions to improve the economic activities of the settlements.

The federal regulatory regime for addressing airborne toxic pollutants functions fairly well in most of the country. However, it has proved deficient in addressing local risk issues, especially in urban areas with densely concentrated sources. The problem is especially pronounced in Houston, which is home to one of the world's biggest petrochemical complexes and a major port, both located near a large metropolitan center. Despite the fact that local government's role in regulating air toxics is typically quite limited, from 2004-2009, the City of Houston implemented a novel municipality-based air toxics reduction strategy. The initiatives ranged from voluntary agreements to litigation and legislation. This case study considers why the city chose the policy tools it did, how the tools performed relative to the designers' intentions, and how the debate among actors with conflicting values and goals shaped the policy landscape. The city's unconventional approach to controlling hazardous air pollution has not yet been examined rigorously. The case study was developed through reviews of publicly available documents and quasi-public documents obtained through public record requests, as well as interviews with key informants. The informants represented a range of experience and perspectives. They included current and former public officials at the city (including Mayor White), former Texas Commission on Environmental Quality staff, faculty at local universities, industry representatives, and environmental public health advocates. Some of the city's tools were successful in meeting their designers' intent, some were less successful. Ultimately, even those tools that did not achieve their stated purpose were nonetheless successful in bringing attention and resources to the air quality issue. Through a series of pleas and prods, the city managed to draw attention to the problem locally and get reluctant policymakers at higher levels of government to respond. This work demonstrates the potential for local government to overcome limitations in the federal regulatory regime for air toxics control, shifting the balance of local, state, and federal initiative. It also highlights the importance of flexible, cooperative strategies in local environmental protection.^
