To reduce global biodiversity loss, there is an urgent need to determine the most efficient allocation of conservation resources. Recently, there has been a growing trend for many governments to supplement public ownership and management of reserves with incentive programs for conservation on private land. This raises important questions, such as the extent to which private land conservation can improve conservation outcomes, and how it should be mixed with more traditional public land conservation. We address these questions, using a general framework for modelling environmental policies and a case study examining the conservation of endangered native grasslands to the west of Melbourne, Australia. Specifically, we examine three policies that involve i) spending all resources on creating public conservation areas; ii) spending all resources on an ongoing incentive program where private landholders are paid to manage vegetation on their property with 5-year contracts; and iii) splitting resources between these two approaches. The performance of each strategy is quantified with a vegetation condition change model that predicts future changes in grassland quality. Of the policies tested, no one policy was always best and policy performance depended on the objectives of those enacting the policy. Although policies to promote conservation on private land are proposed and implemented in many areas, they are rarely evaluated in terms of their ecological consequences. This work demonstrates a general method for evaluating environmental policies and highlights the utility of a model which combines ecological and socioeconomic processes.

This paper seeks to review the critical role of land in delivering sustainable development, focusing on the supply of affordable homes. It first presents a historical overview of debates on land reform, including nationalisation of development land and betterment, before reviewing the impact of land costs on housing delivery, using London as a case study. It then considers alternative policy approaches to ensuring the most effective use of land resources and development capacity, and sets out a programme embracing planning reform, public land acquisition, disposal and taxation.

Coffee and cocoa represent the main sources of income for small farmers in the Northern Amazon Region of Ecuador. The provinces of Orellana and Sucumbios, as border areas, have benefited from investments made by many public and private institutions. Many of the projects carried out in the area have been aimed at energising the production of coffee and cocoa, strengthening the producers’ associations and providing commercialisation infrastructure. Improving the quality of life of this population threatened by poverty and high migration flows mainly from Colombia is a significant challenge. This paper presents research highlighting the importance of associative commercialisation to raising income from coffee and cocoa. The research draws on primary information obtained during field work, and from official information from the Ministry of Agriculture. The study presents an overview of current organisational structures, initiatives of associative commercialisation, stockpiling of infrastructure and ownership regimes, as well as estimates for both ‘robusta’ coffee and national cocoa production and income. The analysis of the main constraints presents different alternatives for the implementation of public land policies. These policies are aimed at mitigating the problems associated with the organisational structure of the producers, with processes of commercialisation and with environmental aspects, among others.

Työssä esitellään yleiseurooppalaisen GSM-matkapuhelinjärjestelmän verkkoelementtejä ja perehdytään niiden väliseen standardoituun merkinantoprotokollaan. Lisäksi tarkastellaan protokollan lyhytsanomien välitykseen liittyviä operaatioita ja niissä tapahtunutta kehitystä standardoinnin eri vaiheissa. Tavoitteena oli toteuttaa GSM-matkapuhelinverkon merkinantoprotokollaan perustuva ohjelma, jonka tehtävänä on välittää lyhytsanomia matkapuhelin- ja lyhytsanomakeskuksen välillä. Matkapuhelimeen päättyvän lyhytsanoman välitykseen liittyy lisäksi reititystiedon hakeminen vastaanottajan kotirekisteristä. Toteutuksessa on ohjelmointirajapinta, joka helpottaa matkapuhelinverkon uusien palvelusovellusten kehittämistä. Toteutus testattiin standardoituja testitapauksia soveltaen. Yhdenmukaisuustestauksessa käytettiin apuna merkinantoanalysaattoria. Testauksessa tarkastettiin, että protokolla toimii loogisesti oikein. Suorituskykyä ei ole voitu testata todellisessa testiympäristössä, mutta ohjelmallisesti toteutettujen simulaattoreiden avulla on saatu hyviä tuloksia.

Langattomien tiedonsiirtotekniikoiden kehitys on luonut mahdollisuuden Stora Enson ajoneuvojärjestelmän tietoliikennejärjestelmän uudistamiselle ja toiminnan kehittämiselle. Ajoneuvojärjestelmän tietoliikenteen tärkein tehtävä on kuljetuksen ohjaustiedon siirtäminen nopeasti ja luotettavasti Stora Enso Metsän metsäjärjestelmän, tuotantolaitosten ja ajoneuvojärjestelmän ajoneuvojen välillä. Tähän tehtävään ajoneuvojärjestelmä käyttää langatonta tiedonvälitystä. Tässä työssä suunnitellaan ja toteutetaan Stora Enson ajoneuvojärjestelmän kolmannen version tietoliikenne langattoman matkaviestinverkon välityksellä. Tietoliikennejärjestelmän langattoman tiedonvälityksen tekniset ratkaisut perustellaan. Järjestelmätestauksen suunnittelu ja toteutus Stora Enson tuotantoympäristössä esitetään. Testaustuloksia analysoidaan ja verrataan nykyiseen järjestelmään sekä asetettuihin tavoitteisiin, jotta varmistetaan tietoliikennejärjestelmälle asetettujen laatuvaatimusten täyttyminen. Lopuksi tarkastellaan ajoneuvojärjestelmän tulevaisuuden kehityskohteita ja tulevaisuuden tiedonsiirtotekniikoiden mahdollistamia tietoliikenteen kehitysmahdollisuuksia.

The Bruce trail is Canada’s longest and oldest continuous footpath. The trail runs along the Niagara Escarpment from Niagara to Tobermory through private and public land. The main trail is 890 km long and the side trails measure 400 km. In 1961, a “Save the Escarpment” conference was held in Hamilton. Gerry Wolfram, a writer for the St. Catharines Standard proposed that a committee be formed to develop a hiking trail. The Peninsula Field Naturalists Club formed a committee and President Bert Lowe contacted landowners along the proposed route to gain permission to cross their properties. Through Bert Lowe’s effort and dedication, the trail was completed in October 1963. The trail was officially opened on May 24th, 1964 in a ceremony at Queenston. The Niagara group joined the Bruce Trail Association in 1968 at which time the Niagara Bruce Trail Club was formed. The Bruce Trail Association is a charitable, membership-based volunteer organization. Their goal is to preserve public access to the Niagara Escarpment while restoring its natural habitat. The head office of the Bruce Trail Association is located in Hamilton, Ontario. The Niagara Bruce Trail Club’s goal is to secure and preserve a natural corridor along the Niagara Escarpment while providing education, awareness, and access for the public and the future. The club has organized many hikes including special hikes such as the one to commemorate the St. Catharines Centennial. The club has also hosted children’s hikes, cross country skiing hikes, wildflower hikes, jogging hikes, snowshoe hikes and bike outings. They hold annual events such as the End to End hike which is a 3 day walk from Grimsby to Queenston and the 30 km Laura Secord hike to commemorate Laura Secord’s famous walk. Charity hikes have also been held for the Heart and Stroke Foundation and the Lung Association as well as other causes. Major changes have taken place along the trail throughout the years, some of these include: a reroute which eliminated the tunnel passage (1976) and a bridge which eliminated the need to walk to Mountain Road to cross the Queen Elizabeth Way (2008). Other major changes and clean-up projects have been undertaken by the club. The Bruce Trail Conservancy (formerly Association) is made up of 9 clubs including: Niagara Bruce Trail Club (Queenston to Grimsby), Iroquia Bruce Trail Club (Grimsby to Kelso), Toronto Bruce Trail Club (Kelso to Cheltenham), Caledon Hills Bruce Trail Club (Cheltenham to Mono Centre), Dufferin Hi-Land Bruce Trail Club (Mono Centre to Lavender), Blue Mountains Bruce Trail Club (Lavender to Craigleath), Beaver Valley Bruce Trail Club (Craigleath to Blantyre), Sydenham Bruce Trail Club (Blantyre to Wiarton) and Peninsula Bruce Trail Club (Wiarton to Tobermory). En el ámbito organizacional es necesario interiorizar y aplicar conceptos que generen herramientas que hagan posible el adecuado funcionamiento de las empresas a efectos de generar mejores resultados, no sólo en términos monetarios sino también sociales y éticos. En la actualidad, el entendimiento de las situaciones, circunstancias y relaciones que se dan dentro de una empresa es un factor relevante para la implementación de estrategias y técnicas, en aras de aumentar la productividad y la eficiencia de las compañías. Es allí donde empieza a tomar importancia la presencia de un líder en la compañía que actúe como agente de cambio y sea considerado como un modelo a seguir capaz de enfrentar situaciones emergentes, tanto positivas como negativas y así generar un cambio, deseos de mejora, propuestas inspiradoras e innovadoras. Lo anterior con el fin de proponer nuevas estrategias que beneficien a todos los involucrados, para así lograr los objetivos proyectados, evitando al máximo los posibles riesgos en que se pueda incurrir. A lo largo de la revisión teórica se tratará el modelo del liderazgo de rango total como un tipo de liderazgo donde el líder es capaz de moldear los puntos de vista, las percepciones, las actitudes y las creencias de los seguidores. Lo anterior sin dejar a un lado los demás estilos de liderazgo que componen el modelo de liderazgo de rango total, el cual puede ser considerado e incluido como una variable interesante en la realización de estudios para analizar la existencia de la relación entre el estilo de liderazgo y los resultados organizacionales.

El interés de esta monografía es analizar el diseño y la formulación de la Política Pública de Restitución de Tierras del Gobierno de Juan Manuel Santos. En particular, se busca establecer los aciertos y los desaciertos de dicho proceso para evidenciar que si bien la Restitución de Tierras propuesta por el Gobierno fue creada con el propósito de superar las desigualdades asociadas a la tenencia de tierras en Colombia, su formulación ha sido insuficiente para responder a las demandas de las víctimas del conflicto armado. Para tal fin se utilizan los dos modelos para el análisis de políticas públicas propuestos por la Universidad de Rosario como la herramienta teórica principal que permite entender cómo se llevo a cabo la formulación de esta política pública.

El presente documento hace una revisión de la política de reforma agraria en Colombia desde principios del siglo XX hasta 2012, caracterizada por la adjudicación de baldíos a campesinos. En este documento, se busca dar cuenta de la magnitud e importancia de esta política pública que ha perdurado a lo largo del tiempo y con una dinámica continua desde sus inicios, con el fin de aportar a la amplia literatura sobre reforma agraria en Colombia que, si bien analiza las tensiones propias de esta política no cuenta con datos desagregados del comportamiento de la política para más de un siglo. Igualmente se hace un recorrido regional que evidencia la dinámica de la reforma agraria en diferentes regiones a lo largo del tiempo.
