This paper explores situations where tenants in public houses, in a specific neighborhood, are given the legislated right to buy the houses they live in or can choose to remain in their houses and pay the regulated rent. This type of legislation has been passed in many European countries in the last 30-35 years (the U.K. Housing Act 1980 is a leading example). The main objective with this type of legislation is to transfer the ownership of the houses from the public authority to the tenants. To achieve this goal, selling prices of the public houses are typically heavily subsidized. The legislating body then faces a trade-off between achieving the goals of the legislation and allocating the houses efficiently. This paper investigates this specific trade-off and identifies an allocation rule that is individually rational, equilibrium selecting, and group non-manipulable in a restricted preference domain that contains “almost all” preference profiles. In this restricted domain, the identified rule is the equilibrium selecting rule that transfers the maximum number of ownerships from the public authority to the tenants. This rule is preferred to the current U.K. system by both the existing tenants and the public authority. Finally, a dynamic process for finding the outcome of the identified rule, in a finite number of steps, is provided.

The public service enterprises are victims of crimes and felonies which may reduce their capacity to perform their functions. These enterprises expend much money and effort in order to prevent those criminal behaviors. For this reason they ask from the authorities more efficient measures against crime; however, such enterprises may feel that they are not being given sufficient importance and/or remedies in dealing with such crime. The aim paper of this is not to study the problem from de substantive criminal law point of view. Rather, this paper’s goal is to study the Colombia’s Rules of Criminal Procedure, which regulate the investigation of this kind of crime. The article will look particularly at the competency of the relevant authorities at the investigative stages. Finally, it will make some recommendations regarding a proper route towards the investigation of these criminal behaviors.

El Korfbal es un deporte que se está introduciendo en las escuelas de Cataluña por los valores que puede favorecer, los cuales se exponen en este artículo : la coeducación, la cooperación y la no violencia. En la comarca del Baix LLobregat se realiza el primer encuentro escolar de éste deporte dando muestra de su aceptación por parte de los maestros de educación física y el alumnado.

Mediante la confección de una revista en soporte magnético y formato hipertextual por parte de profesores y alumnos de 17 escuelas públicas de enseñanza primaria de la comarca del Baix Llobregat (Barcelona) se trabajan de forma interdisciplinar objetivos de las áreas de lengua, conocimiento del medio natural y social, educación artística, visual y plástica y de matemáticas. La recopilación de los artículos e ilustraciones necesarios para la confección, así como la distribución de la revista por las escuelas se realizó usando la XTEC (red telemática Educativa de la Generalitat de Cataluña).

Documento incluído en el volumen 'Experiències d'Innovació Educativa. Educació a Secundària'. Se resume la experiencia llevada a cabo durante el curso 1991-1992 en el Baix Llobregat, para realizar una investigación histórica sobre la Edad Media en esta comarca, por parte del primer ciclo de Educación Secundaria Obligatoria. La técnica usada fue la informática. Se pretende unir el estudio histórico y la comunicación telemática. El pretexto para el intercambio telemático sobre los contenidos de la Edad Media comarcal fue el personaje mítico de Bernat Ramon de Biure y sus viajes por la zona. En la experiencia participaron varias escuelas. Se describen los objetivos y contenidos, los elementos personales y materiales implicados, el proceso y estrategias de desarrollo y la evaluación de la propuesta.

Integrated pest management is a viable alternative to traditional pest control methods. A paired sample design was utilized to measure the effect of IPM education on the number of cockroaches in a 200 unit, seven story public housing building for the elderly in Houston, TX. Glue traps were placed in 71 randomly selected apartments (5traps/unit) and left in place for two nights. Baseline cockroach counts were shared with the property manager, maintenance/janitorial staff, service coordinator, pest control professional and tenant representatives at the end of a one day “Integrated Pest Management in Multi-Family Housing” training course.^ There was a significant decrease in the average number of cockroaches after IPM education and implementation of IPM principles (P < 0.0003). Positive changes in behavior by members of the IPM team and changes in the housing authority operational plan were also found. Paired t-tests comparing the difference between mean cockroach counts at baseline and follow-up by location within the apartment all demonstrated a significant decrease in the number of cockroaches.^ Results supported the premise that IPM education and the implementation of IPM principles are effective measures to change pest control behaviors and control cockroaches. Cockroach infestations in multi-story housing are not solely determined by the actions of individual tenants. The actions of other residents, property managers and pest control professionals are also important factors in pest control.^ Findings support the implementation of IPM education and the adoption of IPM practices by public housing authorities. This study adds to existing evidence that clear communication of policies, a team approach and a commitment to ongoing inspection and monitoring of pests combined with corrective action to eliminate food, water and harborage and the judicial use of low risk pesticides have the potential to improve the living conditions of elderly residents living in public housing.^

Within the context of the health reforms introduced in Spain in the early 20th century and the influence of international health organisations on their development, this article analyses the growing interest that surrounded nourishment and food-related problems at that time in relation to healthcare, the diagnosis provided by hygienists of such problems, and the public health measures applied to resolve them. The issue of hygienic diet and the collective aspect of nutritional problems became priorities in the field of healthcare. Two of the most prominent initiatives involved setting up a Department of Nutrition and Food Hygiene and Bromatological Technique during the early years of the Second Republic, as part of the National School of Health, as well as a Food Hygiene Service. Spanish hygienists underlined the importance of education and the dissemination of information about food hygiene, health and nutrition, in order to overcome the qualitative and quantitative deficiencies observed in the average diet of the Spanish population.

Underground architecture has sheltered man for many centuries, but the current need to emphasize the bioclimatic approach makes the study of excavated housing essential. This traditional construction is a part of the collective human living experience but also a reference in using the natural conditions of each region through simple proposals based on ground thermal inertia. The aim of this paper is to show the typological evolution of the excavated dwelling in Crevillente, in southeast Spain, compared to other worldwide architectural proposals or urban solutions. To show their adaptation to the regional geography and to comprehend both formal and material characteristics of these simple typologies, which do not need extra energy contribution for interior conditioning. This work is part of the doctoral thesis of the author.
