To reduce global biodiversity loss, there is an urgent need to determine the most efficient allocation of conservation resources. Recently, there has been a growing trend for many governments to supplement public ownership and management of reserves with incentive programs for conservation on private land. This raises important questions, such as the extent to which private land conservation can improve conservation outcomes, and how it should be mixed with more traditional public land conservation. We address these questions, using a general framework for modelling environmental policies and a case study examining the conservation of endangered native grasslands to the west of Melbourne, Australia. Specifically, we examine three policies that involve i) spending all resources on creating public conservation areas; ii) spending all resources on an ongoing incentive program where private landholders are paid to manage vegetation on their property with 5-year contracts; and iii) splitting resources between these two approaches. The performance of each strategy is quantified with a vegetation condition change model that predicts future changes in grassland quality. Of the policies tested, no one policy was always best and policy performance depended on the objectives of those enacting the policy. Although policies to promote conservation on private land are proposed and implemented in many areas, they are rarely evaluated in terms of their ecological consequences. This work demonstrates a general method for evaluating environmental policies and highlights the utility of a model which combines ecological and socioeconomic processes.

This paper seeks to review the critical role of land in delivering sustainable development, focusing on the supply of affordable homes. It first presents a historical overview of debates on land reform, including nationalisation of development land and betterment, before reviewing the impact of land costs on housing delivery, using London as a case study. It then considers alternative policy approaches to ensuring the most effective use of land resources and development capacity, and sets out a programme embracing planning reform, public land acquisition, disposal and taxation.

Wild canids (wild dogs and European red foxes) cause substantial losses to Australian livestock industries and environmental values. Both species are actively managed as pests to livestock production. Contemporaneously, the dingo proportion of the wild dog population, being considered native, is protected in areas designated for wildlife conservation. Wild dogs particularly affect sheep and goat production because of the behavioural responses of domestic sheep and goats to attack, and the flexible hunting tactics of wild dogs. Predation of calves, although less common, is now more economically important because of recent changes in commodity prices. Although sometimes affecting lambing and kidding rates, foxes cause fewer problems to livestock producers but have substantial impacts on environmental values, affecting the survival of small to medium-sized native fauna and affecting plant biodiversity by spreading weeds. Canid management in Australia relies heavily on the use of compound 1080-poisoned baits that can be applied aerially or by ground. Exclusion fencing, trapping, shooting, livestock-guarding animals and predator calling with shooting are also used. The new Invasive Animals Cooperative Research Centre has 40 partners representing private and public land managers, universities, and training, research and development organisations. One of the major objectives of the new IACRC is to apply a strategic approach in order to reduce the impacts of wild canids on agricultural and environmental values in Australia by 10%. In this paper, the impacts, ecology and management of wild canids in Australia are briefly reviewed and the first cooperative projects that will address IACRC objectives for improving wild dog management are outlined.

A presente tese apresenta a usucapião superficiária de bens públicos como uma alternativa para assegurar o direito fundamental à moradia em áreas de exclusão social. Para chegar a tal desiderato, encontra-se supedâneo jurídico-normativo na função social da propriedade, especialmente no tocante à sua observância em terras públicas. Utiliza-se, ainda como suporte teórico à tese, a noção contemporânea de que a propriedade hodierna é um instituto plural, complexo, tomando emprestadas as ideias de Salvatore Pugliatti. Além disso, diante dos contornos atuais do Direito Civil-Constitucional, também é importante como lastro a análise da posse com função social, que em muitos casos pode até ser priorizada no confronto com o direito de propriedade meramente formal. Na construção da tese, foram utilizadas duas premissas. A primeira apoia-se na possibilidade do reconhecimento da posse em bens públicos, fundamentando-se especificamente nos regimes legais que a admitem, como a Lei 11.977/2009, por exemplo. Já a segunda se consubstancia na interpretação de que a vedação constitucional à usucapião de bens públicos não é absoluta, obstando apenas a aquisição da propriedade plena destes bens por particulares. A partir destes fundamentos são analisados os requisitos e as consequências do modelo de usucapião superficiária de imóveis públicos para fins de moradia, com ênfase particular quanto ao animus da posse. Conclui-se, ao final, que essa nova modalidade aquisitiva da propriedade superficiária pode ser um importante instrumento para a regularização fundiária em áreas de exclusão social, conferindo segurança jurídica aos moradores e transformando em ativo um amplo estoque fundiário que hodiernamente se apresenta como capital morto, conforme defende Hernando de Soto.

The Bruce trail is Canada’s longest and oldest continuous footpath. The trail runs along the Niagara Escarpment from Niagara to Tobermory through private and public land. The main trail is 890 km long and the side trails measure 400 km. In 1961, a “Save the Escarpment” conference was held in Hamilton. Gerry Wolfram, a writer for the St. Catharines Standard proposed that a committee be formed to develop a hiking trail. The Peninsula Field Naturalists Club formed a committee and President Bert Lowe contacted landowners along the proposed route to gain permission to cross their properties. Through Bert Lowe’s effort and dedication, the trail was completed in October 1963. The trail was officially opened on May 24th, 1964 in a ceremony at Queenston. The Niagara group joined the Bruce Trail Association in 1968 at which time the Niagara Bruce Trail Club was formed. The Bruce Trail Association is a charitable, membership-based volunteer organization. Their goal is to preserve public access to the Niagara Escarpment while restoring its natural habitat. The head office of the Bruce Trail Association is located in Hamilton, Ontario. The Niagara Bruce Trail Club’s goal is to secure and preserve a natural corridor along the Niagara Escarpment while providing education, awareness, and access for the public and the future. The club has organized many hikes including special hikes such as the one to commemorate the St. Catharines Centennial. The club has also hosted children’s hikes, cross country skiing hikes, wildflower hikes, jogging hikes, snowshoe hikes and bike outings. They hold annual events such as the End to End hike which is a 3 day walk from Grimsby to Queenston and the 30 km Laura Secord hike to commemorate Laura Secord’s famous walk. Charity hikes have also been held for the Heart and Stroke Foundation and the Lung Association as well as other causes. Major changes have taken place along the trail throughout the years, some of these include: a reroute which eliminated the tunnel passage (1976) and a bridge which eliminated the need to walk to Mountain Road to cross the Queen Elizabeth Way (2008). Other major changes and clean-up projects have been undertaken by the club. En el ámbito organizacional es necesario interiorizar y aplicar conceptos que generen herramientas que hagan posible el adecuado funcionamiento de las empresas a efectos de generar mejores resultados, no sólo en términos monetarios sino también sociales y éticos. En la actualidad, el entendimiento de las situaciones, circunstancias y relaciones que se dan dentro de una empresa es un factor relevante para la implementación de estrategias y técnicas, en aras de aumentar la productividad y la eficiencia de las compañías. Es allí donde empieza a tomar importancia la presencia de un líder en la compañía que actúe como agente de cambio y sea considerado como un modelo a seguir capaz de enfrentar situaciones emergentes, tanto positivas como negativas y así generar un cambio, deseos de mejora, propuestas inspiradoras e innovadoras. Lo anterior con el fin de proponer nuevas estrategias que beneficien a todos los involucrados, para así lograr los objetivos proyectados, evitando al máximo los posibles riesgos en que se pueda incurrir. A lo largo de la revisión teórica se tratará el modelo del liderazgo de rango total como un tipo de liderazgo donde el líder es capaz de moldear los puntos de vista, las percepciones, las actitudes y las creencias de los seguidores. Lo anterior sin dejar a un lado los demás estilos de liderazgo que componen el modelo de liderazgo de rango total, el cual puede ser considerado e incluido como una variable interesante en la realización de estudios para analizar la existencia de la relación entre el estilo de liderazgo y los resultados organizacionales.

El interés de esta monografía es analizar el diseño y la formulación de la Política Pública de Restitución de Tierras del Gobierno de Juan Manuel Santos. En particular, se busca establecer los aciertos y los desaciertos de dicho proceso para evidenciar que si bien la Restitución de Tierras propuesta por el Gobierno fue creada con el propósito de superar las desigualdades asociadas a la tenencia de tierras en Colombia, su formulación ha sido insuficiente para responder a las demandas de las víctimas del conflicto armado. Para tal fin se utilizan los dos modelos para el análisis de políticas públicas propuestos por la Universidad de Rosario como la herramienta teórica principal que permite entender cómo se llevo a cabo la formulación de esta política pública.

El presente documento hace una revisión de la política de reforma agraria en Colombia desde principios del siglo XX hasta 2012, caracterizada por la adjudicación de baldíos a campesinos. En este documento, se busca dar cuenta de la magnitud e importancia de esta política pública que ha perdurado a lo largo del tiempo y con una dinámica continua desde sus inicios, con el fin de aportar a la amplia literatura sobre reforma agraria en Colombia que, si bien analiza las tensiones propias de esta política no cuenta con datos desagregados del comportamiento de la política para más de un siglo. Igualmente se hace un recorrido regional que evidencia la dinámica de la reforma agraria en diferentes regiones a lo largo del tiempo.

Inscribiendo al artículo en los nuevos estudios de tierras y procurando resolver algunos interrogantes en relación a la ocupación del suelo más allá de la campana bonaerense, nos aproximaremos a los grandes procesos de apropiación y traspaso de los territorios de la frontera del Salado del Norte, en el Departamento Matará, llevados adelante por la elite socio-política local. Analizaremos los mecanismos utilizados para acceder legalmente a la propiedad de la tierra y los negocios entre el estado y los particulares generados con los nuevos territorios en disponibilidad considerados "tierra pública".

En este trabajo se pretende dar a conocer una síntesis de los resultados alcanzados en los estudios sobre la cuestión de la distribución/apropiación de tierras y su vinculación con el desarrollo de la actividad ganadera en territorio neuquino, a partir de establecer la relación existente entre las normas legales -que expresan las políticas de distribución de la tierra pública por parte del estado nacional- y las prácticas concretas -que se definen a partir del accionar del gobierno en la concesión de esas tierras y de las estrategias puestas en juego por los sujetos sociales involucrados para su apropiación especulativa o su puesta en producción efectiva.
