Good afternoon. It is a real pleasure for me to be here with you today, and I thank you for inviting me. I also, as I begin my remarks today, want to thank each of you for the work you do, everyday, to help make this a better university. Please know that work is both valued and appreciated. I'd like to talk with you about a couple of topics today, and after that I'm going to open the floor for questions and comments. I look forward to hearing what you have to say, too. The first topic I'm going to talk about in the next few minutes is our land grant mission. People who know me at all can tell you I am passionate about land grants because I believe being part of a land grant university and helping to advance the land grant mission is one of the great privileges and responsibilities of our times.

This paper investigates language attitudes among ethnic migrant groups in Khartoum, the capital city of Sudan. A questionnaire was used to collect data on language preference, language parents prefer their children to learn, and reasons for language preference. Results suggest that while positive attitude played a significant role in learning Arabic among some of the groups under investigation, it proved to be of no help in maintaining the groups’ ethnic languages. Arabic was reported as very important for education, religious activities, economic privileges and social interaction. Ethnic languages, on the other hand, were preferred for purely symbolic reasons (symbolizing groups’ ethnic identity).

Digital information services are gradually becoming integrated with other systems and services such as library automation systems, student information services, and electronic learning systems. Users demand seamless access to a multitude of digital information services without leaving their desktop computers. They prefer using systems that recognize them when they log on, acknowledge their rights and privileges, and thus provide personalized information services. This paper summarizes the recent developments concerning integrated and personalized digital information services. It first emphasizes the role of the Internet in providing information services and then goes on to discuss the integration and personalization issues by emphasizing their importance for digital information services.

À la fin du XIIIe et au début du XIVe siècle, Édouard Ier (1239-1307), conquérant du Pays de Galles et de l'Écosse, semblait être en conflit perpétuel, que ce soit avec l’Écosse, la France ou le Pays de Galles. Il avait donc grandement besoin de financement. Or dès son règne, on sent que le Parlement avait acquis une importance particulière en Angleterre, de sorte qu’Édouard Ier devait le convaincre de lui accorder les taxes qu’il demandait. Des tensions socio-culturelles héritées de la conquête de 1066 compliquaient de beaucoup la tâche au roi qui se devait de trouver une solution pour unir toute la société anglaise contre ses ennemis. Le roi était également en conflit avec certains de ces sujets. C’était notamment le cas d’Antoine Bek, évêque palatin de Durham qui était menacé de perdre tous ses privilèges et libertés. Dans le but de se racheter auprès du roi, Bek demanda donc à Pierre de Langtoft, un moine du Nord de l’Angleterre, d’écrire une chronique dans laquelle il prêcherait l’union de toute la société anglaise contre les ennemis d’Édouard Ier. C’est celle-ci dont il est question dans ce mémoire, qui étudie la façon dont Pierre de Langtoft calomnie les ennemis du roi, surtout les Écossais et comment il utilise l’histoire pour plaider l’union de toutes les composantes de la société anglaise.

In Europe, roughly three regimes apply to the liability of Internet intermediaries for privacy violations conducted by users through their network. These are: the e-Commerce Directive, which, under certain conditions, excludes them from liability; the Data Protection Directive, which imposes a number of duties and responsibilities on providers processing personal data; and the freedom of expression, contained inter alia in the ECHR, which, under certain conditions, grants Internet providers several privileges and freedoms. Each doctrine has its own field of application, but they also have partial overlap. In practice, this creates legal inequality and uncertainty, especially with regard to providers that host online platforms and process User Generated Content.

Intolerance toward immigrants has recently reached noticeable highs in Switzerland. Referring to the conflict theory, the perception of a specific group as a threat tends to lead to intolerance toward that group. The expectation of a negative relationship between threat and tolerance is nevertheless not assumed to be universally valid for all members of society. In particular, the contact theory assumes that intercultural encounters should promote positive attitudes toward culturally different individuals and groups. Using a new and unique data set, our Heckman selection models reveal that Swiss who view rising immigration to mean a loss of economic privileges and an erosion of Swiss cultural values are less tolerant toward immigrants. Moreover, our results indicate that contact with immigrants may moderate this effect. However, not all group settings are able to reduce the perceived threats in a similar way, and not all sorts of social contact are able to foster tolerance toward immigrants.

Dominada por una coalición de vecinos, esta corporación demoró la entrega del poder a un gobernador y consiguió, tras enfrentar un estallido de lucha facciosa, apoderarse del mando cuando éste murió. Es un ejemplo de cómo la política fue durante el Antiguo Régimen impulsada por la competencia entre los cuerpos por intentar acrecentar sus privilegios y prerrogativas. No obstante, la corona acabó por recortar las competencias del ayuntamiento, limitándolas a la resolución de los asuntos comunales.

As the difficulties Gazprom has faced in recent years on the European market have multiplied1, so more and more symptoms have appeared which may suggest that the company’s dominant position is deteriorating. The decision made by the Russian government in June 2011 to double the tax Gazprom has to pay on the extraction of gas, which was later approved by parliament, was the first time in many years when the company’s fiscal privileges were withdrawn. The process of Gazprom’s assets being taken over by private companies and business partners from within Vladimir Putin’s closest circle is underway. More and more frequently attempts are being made to challenge the company’s monopoly in areas of key importance for the functioning of the entire gas sector, such as Gazprom’s exclusive right to dispose of the Russian gas transportation system and its exports monopoly. Competition from independent gas producers on the domestic market is growing, and Gazprom is gradually being pushed out of some of that market’s most profitable segments (industrial clients). The emerging tendencies in the Russian gas sector derive from a number of factors – from the situation on the European gas market, through difficulties hampering the development of the sector in Russia itself, to the private interests of the current ruling class and its business partners. The plans for a structural reform of the monopoly (including isolating gas transportation system from Gazprom), presented since 2000 by the Ministry for Economic Development and since 2003 by the Russian Association of Industrialists and Entrepreneurs (RSPP), suggest a direction for the changes necessary to stimulate the sector’s development and improve the efficiency of Gazprom itself. However, the monopolist’s current business model gives the government full control over this strategic enterprise, which is a core of Putin’s concept for developing Russia as a global energy power. Despite Putin’s recent statement that he “does not rule out privatising Gazprom in the future” (made at a meeting with political scientists in Moscow on 6 February this year), any structural reform of Gazprom (and consequently, a weakening of the state’s control over it) seems unlikely in the foreseeable future. Still, the developments on the domestic market – growing pressure from other gas companies (oil corporations and independent producers) and changes on the European market2 – may result in the weakening of Gazprom’s monopoly privileges and a gradual deterioration of its special status within Russia.

The op-ed evaluates the successes and limitations of the Occupy Movement in the United States. Ronald W. Cox argues that the Movement was inspirational in directing media focus to the trends of growing inequality and the privileges and power of the one percent. The critique of establishment parties and progressive organizations was a key part of the Occupiers efforts to rethink the meaning of social change. The limitations of the Movement became evident, however, in its extremely decentralized structures that emphasized consensus over majoritarian decision-making, and in its refusal to acknowledge and hold accountable its own leaders.
