Several recent papers have tried to address the genetic determination of eye colour via microsatellite linkage, testing of pigmentation candidate gene polymorphisms and the genome wide analysis of SNP markers that are informative for ancestry. These studies show that the OCA2 gene on chromosome 15 is the major determinant of brown and/or blue eye colour but also indicate that other loci will be involved in the broad range of hues seen in this trait in Europeans.

This paper presents our Semantic Web portal infrastructure, which focuses on how to enhance knowledge access in traditional Web portals by gathering and exploiting semantic metadata. Special attention is paid to three important issues that affect the performance of knowledge access: i) high quality metadata acquisition, which concerns how to ensure high quality while gathering semantic metadata from heterogeneous data sources; ii) semantic search, which addresses how to meet the information querying needs of ordinary end users who are not necessarily familiar with the problem domain or the supported query language; and iii) semantic browsing, which concerns how to help users understand and explore the problem domain.

The paper describes an approach to the development of software aimed at the creation of distant learning portals integrated with education support and educational institution management systems. The software being developed is based on CASE-technology METAS which is used for the creation of adaptive distributed information systems. This technology allows to dynamically adjust the portal’s structure and portal’s functionality enhancements.

The current research activities of the Institute of Mathematics and Informatics at the Bulgarian Academy of Sciences (IMI—BAS) include the study and application of knowledge-based methods for the creation, integration and development of multimedia digital libraries with applications in cultural heritage. This report presents IMI-BAS’s developments at the digital library management systems and portals, i.e. the Bulgarian Iconographical Digital Library, the Bulgarian Folklore Digital Library and the Bulgarian Folklore Artery, etc. developed during the several national and international projects: - "Digital Libraries with Multimedia Content and its Application in Bulgarian Cultural Heritage" (contract 8/21.07.2005 between the IMI–BAS, and the State Agency for Information Technologies and Communications; - FP6/IST/P-027451 PROJECT LOGOS "Knowledge-on-Demand for Ubiquitous Learning", EU FP6, IST, Priority 2.4.13 "Strengthening the Integration of the ICT research effort in an Enlarged Europe" - NSF project D-002-189 SINUS "Semantic Technologies for Web Services and Technology Enhanced Learning". - NSF project IO-03-03/2006 ―Development of Digital Libraries and Information Portal with Virtual Exposition "Bulgarian Folklore Heritage". The presented prototypes aims to provide flexible and effective access to the multimedia presentation of the cultural heritage artefacts and collections, maintaining different forms and format of the digitized information content and rich functionality for interaction. The developments are a result of long- standing interests and work in the technological developments in information systems, knowledge processing and content management systems. The current research activities aims at creating innovative solutions for assembling multimedia digital libraries for collaborative use in specific cultural heritage context, maintaining their semantic interoperability and creating new services for dynamic aggregation of their resources, access improvement, personification, intelligent curation of content, and content protection. The investigations are directed towards the development of distributed tools for aggregating heterogeneous content and ensuring semantic compatibility with the European digital library EUROPEANA, thus providing possibilities for pan- European access to rich digitalised collections of Bulgarian cultural heritage.

Business social networking is a facilitator of several business activities, such as market studies, communication with clients, and identification of business partners. This paper traduces the results of a study undertaken with the purpose of getting to know how the potential of networking is perceived in the promotion of business by participants of the LinkedIn network, and presents two main contributions: (1) to disseminate within the business community which is the relevance given to social networking; and (2) which are the social networks best suitable to the promotion of business, to support the definition of strategies and approaches accordingly. The results confirm that LinkedIn is the most suitable network to answer the needs of those that look for professional contacts and for the promotion of business, while innovation is the most recognized factor in the promotion of business through social networking. This study contributes to a better understanding of the potential of different business social networking sites, to support organizations and professionals to align their strategies with the perceived potential of each network.

A imagem por Ressonância Magnética (RM) invadiu os cenários clínicos a partir da segunda metade dos anos 80 e comparativamente aos métodos de imagem por Raios X (Rx) ofereceu uma notável combinação entre segurança, quanto à exposição às radiações ionizantes, elevadas resolução espacial e de contraste, no que se refere à qualidade de imagem e, enquanto teste de diagnóstico, uma multifacetada sensibilidade e especificidade. A RM é atualmente um método de diagnóstico integralmente implementado na prática clínica e em crescente desenvolvimento. Com o objetivo de promover uma utilização mais efetiva dos recursos tecnológicos em Portugal, o qual contemple uma efetiva equidade no acesso e uma maior justiça distributiva na Saúde, no que se refere à acessibilidade da população a exames de RM, esta análise exploratória pretendeu: i) conhecer a condição portuguesa quanto às tecnologias por RM, ii) fazer a sua caracterização tecnológica e iii) explorar a distribuição territorial de equipamentos segundo a organização geo-demográfica. Simultaneamente pretendeu-se fazer uma análise das políticas de financiamento da Saúde em Portugal e verificar se existem variáveis associadas às medidas implementadas, ou outras, que possam influenciar esta distribuição. Por fim foram identificadas e são sugeridas medidas para a melhoria da acessibilidade da população aos meios complementares de diagnóstico, por RM, disponíveis e estabelecida uma comparação com a conjuntura Europeia. As dimensões analíticas estudadas foram a Tecnológica, Sociodemográfica e Económica. Através destas foram organizadas sequencialmente as etapas de recolha de informação e os dados obtidos foram estratificados e agrupados segundo as mesmas unidades de análise.

O presente documento de dissertação retrata o desenvolvimento do projeto PDS-Portal Institucional cujo cerne é um sistema para recolha, armazenamento e análise de dados (plataforma de Business Intelligence). Este portal está enquadrado na área da saúde e é uma peça fundamental no sistema da Plataforma de dados da Saúde, que é constituído por quatro portais distintos. Esta plataforma tem como base um sistema totalmente centrado no utente, que agrega dados de saúde dos utentes e distribui pelos diversos intervenientes: utente, profissionais de saúde nacionais e internacionais e organizações de saúde. O objetivo principal deste projeto é o desenvolvimento do PDS-Portal Institucional, recorrendo a uma plataforma de Business Intelligence, com o intuito de potenciar os utilizadores de uma ferramenta analítica para análise de dados. Estando a informação armazenada em dois dos portais da Plataforma de dados da Saúde (PDS-Portal Utente e PDS-Portal Profissional), é necessário modular um armazém de dados que agregue a informação de ambos e, através do PDS-PI, distribua um conjunto de análises ao utilizador final. Para tal este sistema comtempla um mecanismo totalmente automatizado para extração, tratamento e carregamento de dados para o armazém central, assim como uma plataforma de BI que disponibiliza os dados armazenados sobre a forma de análises específicas. Esta plataforma permite uma evolução constante e é extremamente flexível, pois fornece um mecanismo de gestão de utilizadores e perfis, assim como capacita o utilizador de um ambiente Web para análise de dados, permitindo a partilha e acesso a partir de dispositivos móveis. Após a implementação deste sistema foi possível explorar os dados e tirar diversas conclusões que são de extrema importância tanto para a evolução da PDS como para os métodos de praticar os cuidados de saúde em Portugal. Por fim são identificados alguns pontos de melhoria do sistema atual e delineada uma perspetiva de evolução futura. É certo que a partir do momento que este projeto seja lançado para produção, novas oportunidades surgirão e o contributo dos utilizadores será útil para evoluir o sistema progressivamente.

ABSTRACT - The problem of how to support “intentions to make behavioural changes” (IBC) and “behaviour changes” (BC) in smoking cessation when there is a scarcity of resources is a pressing issue in public health terms. The present research focuses on the use of information and communications technologies and their role in smoking cessation. It is developed in Portugal after the ratification of WHO Framework Convention on Tobacco Control (on 8 November 2005). The prevalence of smokers over fifteen years of age within the population stood at 20.9% (30.9% for men and 11.8% for women). While the strategy of helping people to quit smoking has been emphasised at National Health Service (NHS) level, the uptake of cessation assistance has exceeded the capacity of the service. This induced the search of new theoretical and practical venues to offer alternative options to people willing to stop smoking. Among these, the National Health Plan (NHP) of Portugal (2004-2010), identifies the use of information technologies in smoking cessation. eHealth and the importance of health literacy as a means of empowering people to make behavioural changes is recurrently considered an option worth investigating. The overall objective of this research is to understand, in the Portuguese context, the use of the Internet to help people to stop smoking. Research questions consider factors that may contribute to “intentions to make behavioural changes” (IBC) and “behavioural changes” (BC) while using a Web-Assisted Tobacco Intervention Probe (WATIP). Also consideration is given to the trade-off on the use of the Web as a tool for smoking cessation: can it reach a vast number of people for a small cost (efficiency) demonstrating to work in the domain of smoking cessation (efficacy)”? In addition to the introduction, there is a second chapter in which the use of tobacco is discussed as a public health menace. The health gains achieved by stopping smoking and the means of quitting are also examined, as is the use of the Internet in smoking cessation. Then, several research issues are introduced. These include background theory and the theoretical framework for the Sense of Coherence. The research model is also discussed. A presentation of the methods, materials and of the Web-Assisted Tobacco Intervention Probe (WATIP) follows. In chapter four the results of the use of the Web-Assisted Tobacco Intervention Probe (WATIP) are presented. This study is divided into two sections. The first describes results related to quality control in relation to the Web-Assisted Tobacco Intervention Probe (WATIP) and gives an overview of its users. Of these, 3,150 answered initial eligibility questions. In the end, 1,463 met all eligibility requirements, completed intake, decided on a day to quit smoking (Dday) and declared their “intentions to make behavioural changes” (IBC) while a second targeted group of 650 did not decide on a Dday. With two quit attempts made before joining the platform, most of the participants had experienced past failures while wanting to stop. The smoking rate averaged 21 cigarettes per day. With a mean age of 35, of the participants 55% were males. Among several other considerations, gender and the Sense of Coherence (SOC) influenced the success of participants in their IBC and endeavour to set quit dates. The results of comparing males and females showed that, for current smokers, establishing a Dday was related to gender differences, not favouring males (OR=0.76, p<0.005). Belonging to higher Socio-economic strata (SES) was associated with the intention to consider IBC (when compared to lower SES condition) (OR=1.57, p<0.001) and higher number of school years (OR=0.70, p<0.005) favoured the decision to smoking cessation. Those who demonstrated higher confidence in their likelihood of success in stopping in the shortest time had a higher rate of setting a Dday (OR=0.51, p<0.001). There were differences between groups in IBC reflecting the high and low levels of the SOC score (OR=1.43, p=0.006), as those who considered setting a Dday had higher levels of SOC. After adjusting for all variables, stages of readiness to change and SOC were kept in the model. This is the first Arm of this research where the focus is a discussion of the system’s implications for the participants’ “intentions to make behavioural changes” (IBC). Moreover, a second section of this study (second Arm) offers input collected from 77 in-depth interviews with the Web-Assisted Tobacco Intervention Probe (WATIP) users. Here, “Behaviour Change” (BC) and the usability of the platform are explored a year after IBC was declared. A percentage of 32.9% of self-reported, 12-month quitters in continuous abstinence from smoking from Dday to the 12-month follow- up point of the use of the Web-Assisted Tobacco Intervention Probe (WATIP) has been assessed. Comparing the Sense of Coherence (SOC) scores of participants by their respective means, according to the two groups, there was a significant difference in these scores of non smokers (BC) (M=144,66, SD=22,52) and Sense of Coherence (SOC) of smokers (noBC) (M=131,51, SD=21,43) p=0.014. This WATIP strategy and its contents benefit from the strengthening of the smoker’s sense of coherence (SOC), so that the person’s progress towards a life without tobacco may be experienced as comprehensible, manageable and meaningful. In this sample the sense of coherence (SOC) effect is moderate although it is associated with the day to quit smoking (Dday). Some of the limitations of this research have to do with self-selection bias, sample size (power) and self-reporting (no biochemical validation). The enrolment of participants was therefore not representative of the smoking population. It is not possible to verify the Web-Assisted Tobacco Intervention Probe (WATIP) evaluation of external validity; consequently, the results obtained cannot be applied generalized. No participation bias is provided. Another limitation of this study is the associated limitations of interviews. Interviewees’ perception that fabricating answers could benefit them more than telling the simple truth in response to questions is a risk that is not evaluated (with no external validation like measuring participants’ carbon monoxide levels). What emerges in this analysis is the relevance of the process that leads to the establishment of the quit day (Dday) to stop using tobacco. In addition, technological issues, when tailoring is the focus, are key elements for scrutiny. The high number of dropouts of users of the web platform mandates future research that should concentrate on the matters of the user-centred design of portals. The focus on gains in health through patient-centred care needs more research, so that technology usability be considered within the context of best practices in smoking cessation.

L'aparició de les revistes en format digital posa de nou de manifest la necessitat de disposar de bons mecanismes de distribució i accés a les mateixes. Això encara esdevé més rellevant en els actuals moments de concentració en grans grups empresarials de l'edició i la distribució de les revistes de l'anomenat àmbit científic, tècnic i mèdic (STM: “scientific, technical and medical”). Davant d'aquest fenomen, encara ho tenen més complicat les publicacions amb una circulació més restringida per raons de llengua o d'especialització. És el cas de moltes revistes publicades a Catalunya, editades i distribuïdes per canals diferents als del sistema STM comercial internacional. Davant d’aquesta problemàtica, el Consorci de Biblioteques Universitàries de Catalunya (CBUC) ha encarregat el present informe. Un dels objectius fonamentals del CBUC és facilitar l'accés dels usuaris a la informació especialitzada; dins d'aquesta es vol prestar un suport especial als continguts creats a Catalunya per tal de facilitar-ne la seva utilització i contribuir al seu desenvolupament futur. Dins l’actual moment de canvi provocat per la irrupció de l’edició digital, es corre el risc de que els continguts catalans no tinguin la suficient presència i utilització en aquest nou suport, cosa que suposaria un evident endarreriment. Per tal d’evitar-ho, el CBUC vol explorar les implicacions i les possibilitats de crear plataformes o portals per a la difusió de les revistes erudites catalanes, en el cas que no ho puguin fer pels canals comercials internacionals. A nivell operatiu aquest informe intenta respondre a les següents preguntes: Què és un portal de revistes científiques?, Quins elements s’han de preveure en la seva constitució?, Quines alternatives de servei hi ha?, Quines problemàtiques tècniques es plantegen? i Existeixen iniciatives o inquietuds semblants a les plantejades pel CBUC?

Informe d'un Grup de Treball sobre Serveis Bibliogràfics de la University of California que presenta un seguit de recomanacions sobre els canvis que aquests serveis haurien d'implementar per millorar les seves prestacions. Els autors posen de manifest el desfasament que pateixen bona part dels serveis bibliotecaris actuals davant les prestacions que ofereixen portals com Amazon o Google. Les recomanacions s'estructuren en quatre apartats: millorar la cerca i la recuperació, redissenyar l'OPAC, adoptar noves pràctiques catalogràfiques i donar suport a la millora continua. L'informe finalitza amb l'enumeració d'una seixantena de possibles actuacions addicionals que també es van considerar i les raons per les quals finalment es van descartar.
