Introduction: The critical phase, in jumping events in track and field, appears to be between touchdown and take-off. Since obvious similarities exist between the take off phase in both long jump and pole vault, numerous 3D kinematics and electromyographic studies have only looked at long jump. Currently there are few detailed kinematics electromyographic data on the pole vault take-off phase. The aim of this study was therefore to characterise kinematics and electromyographic variables during the take-off phase to provide a better understanding of this phase in pole vaulting and its role in performance outcome. Material and methods: Six pole-vaulters took part in the study. Kinematics data were captured with retro reflective markers fixed on the body. Hip, knee and ankle angle were calculated. Differential bipolar surface electrodes were placed on the following muscles of the take-off leg: tibialis anterior, lateral gastrocnemius, vastus lateralis, rectus femoris, bicep femoris and gluteus maximus. EMG activity was synchronously acquired with the kinematic data. EMG data were rectified and smoothed using a second order low pass Butterworth Bidirectional filter (resulting in a 4th order filter) with a cut-off frequency of 14 Hz. Results: Evolution of hip, knee and ankle angle show no significant differences during the last step before touchdown, the take-off phase and the beginning of fly phase. Meanwhile, strong differences in EMG signal are noted inter and intra pole vaulter. However for a same subject the EMG activities seem to converge to some phase locked point. Discussion: All pole vaulters have approximately the same visible coordination This coordination reflects a different muscular control among pole vaulters but also for a considered pole vaulter. These phase locked point could be considered as invariant of motor control i.e. a prerequisite for a normal sequence of the movement and performance realization.

Small salient-pole machines, in the range 30 kVA to 2 MVA, are often used in distributed generators, which in turn are likely to form the major constituent of power generation in power system islanding schemes or microgrids. In addition to power system faults, such as short-circuits, islanding contains an inherent risk of out-of-synchronism re-closure onto the main power system. To understand more fully the effect of these phenomena on a small salient-pole alternator, the armature and field currents from tests conducted on a 31.5 kVA machine are analysed. This study demonstrates that by resolving the voltage difference between the machine terminals and bus into direct and quadrature axis components, interesting properties of the transient currents are revealed. The presence of saliency and short time-constants cause intriguing differences between machine events such as out-of-phase synchronisations and sudden three-phase short-circuits.

An extension of the pole-zero matching method proposed by Stefano Maci et al. for the analysis of electromagnetic bandgap (EBG) structures composed by lossless dipole-based frequency selective surfaces (FSS) printed on stratified dielectric media, is presented in this paper. With this novel expansion, the dipoles length appears as a variable in the analytical dispersion equation. Thus, modal dispersion curves as a function of the dipoles length can be easily obtained with the only restriction of single Floquet mode propagation. These geometry-dispersion curves are essential for the efficient analysis and design of practical EBG structures, such as waveguides loaded with artificial magnetic conductors (AMC) for miniaturization, or leaky-wave antennas (LWA) using partially reflective surfaces (PRS). These two practical examples are examined in this paper. Results are compared with full-wave 2D and 3D simulations showing excellent agreement, thus validating the proposed technique and illustrating its utility for practical designs.

This letter presents an ultra compact extracted pole E-plane filter. The proposed structure can achieve up to 65% size reduction in comparison with a standard extracted pole filter designed at 9.5 GHz centre frequency with a 3% fractional bandwidth. The filter has been fabricated and tested using E-plane waveguide technology. Measurements on a fabricated filter confirm the accuracy of the design method.

With temperatures in the Arctic rising at twice the pace of anywhere else in the world, the European Union (EU) decided in 2008 to begin formulating an overall Arctic policy tackling maritime, environmental, energy and transport challenges. This attempt to draft a comprehensive policy on a topic that the EU had rarely touched upon unavoidably ran up against other existing strategies from Arctic and non-Arctic states. Against this background, this paper examines whether the EU’s current Arctic policy is conducive to framing a strategy that is both correctly targeted and flexible enough to represent Europe’s interests. It shows that the EU’s approach can serve as an effective foreign policy tool to establish the Union’s legitimacy as an Arctic player. However, the EU’s Arctic policy is still underestimating its potential to find common grounds with the strategic partners Russia and China. A properly targeted Arctic policy could help influence Russia over the EU’s interests in the Northern Sea Route and strengthen cooperation with China in an endeavour to gain recognition as relevant Arctic players.
