A dissertação procura analisar a possibilidade de as organizações não-governamentais (ONGs) exercerem, por meio da propositura de ações coletivas na Justiça, o controle social sobre órgãos governamentais e seus agentes privados, prestadores de serviços públicos. Para isto, percorre-se as origens do associativismo no Brasil e, mais especificamente, do movimento dos consumidores, relacionando as suas lutas e conquistas com o processo histórico de evolução da democracia. A pesquisa empírica recai sobre a atuação de uma conhecida associação de consumidores (o IDEC - Instituto Brasileiro de Defesa do Consumidor) e as suas atividades enquanto representante dos interesses coletivos dos consumidores de serviços públicos. A partir da análise das ações coletivas ajuizadas por essa entidade contra a Anatel - Agência Nacional de Telecomunicações e suas concessionárias privadas, objetivando o controle social sobre a prestação de serviços públicos de telecomunicações, procura-se explorar os potenciais dessa atuação e compreender os fatores que podem contribuir ou não para a sua eficácia.

A presente dissertação discute o devir das Organizações NãoGovernamentais no Brasil à luz de nossa matriz sócio-política bem como da própria crise civilizatória hodierna. Considerando os desafios inerentes à complexa relação Estado/Sociedade no Brasil, quer pela fragilidade tanto do atual quadro políticoinstitucional quanto da capacidade de organização e democratização da sociedade civil, bem como os imperativos político-econômicos da "nova ordem internacional", buscamos elaborar alguns cenários em que as ONG, para lograrem seus objetivos sociais e políticos, deverão passar por profundas transformações organizacionais e institucionais. À luz das contradições de um modelo de desenvolvimento, política e socialmente excludente, reiteradamente agravadas pelo avanço do neoliberalismo e pela fragmentação de uma modalidade de democracia minimalista, pensamos caber às ONG um papel significativo na mobilização e democratização da sociedade civil brasileira rumo à reconstrução de uma matriz sócio-política capaz de resgatar o povo à nacionalidade, à soberania e à justiça sócio-econômica.

The discussions concerning the absence of a management model appropriate to the peculiarities of third sector organizations have not been impeditive to their emphasized expansion in the last decades. In the attempt of understanding this phenomenon from the perspective of those who manage social organizations, this work based on the theory of social representations to understand the notion that organization managers of the third sector - based in Fortaleza CE - have of the part that they play and how this notion influences the direction of their activities. Social representations of managers of four different categories of non-governmental organizations have been investigated, each category composed of two unities. The categories researched were: social integration through art and education, prevention and treatment of alcohol and drug abuse, children s health assistance and community action. By using Doise s Societal Approach, the role of social managers translated in intraindividual, interindividual and situational processes of their actions, has been analysed within the social representations, focusing on beliefs, values, symbols and stories that give meaning to the existence of non-governmental organizations. Analysis and discussion of data displayed the existence of diversity in the understanding of managers within their practice, in other words, the management profile is also its own manager s. The branch where an organization acts is also preponderant in the shaping of a management style. It could be deduced, from to the organizations researched, that professional formation and the manager s social insertion mainly, are determinative factors in the outlining of a management model of its own. It was concluded that, due to heterogeneity of interests and action segments, there is no systematic process for social management among organizations. Management styles are supported by their director s own perception of achievement, who model organizations according to their contingencies

This study aimed to analyze the leadership style adopted by managers of nongovernmental organizations in the metropolitan region of Belem on the theory of Hersey and Blanchard. This theory is called situational leadership ranks E1, E2, E3, E4 and the styles of leadership and maturity in parallel classes M1, M2, M3 and M4. This study examined the relationship of leadership styles with the maturity of work, identified the relationship of leadership styles as related to psychological maturity and job maturity and psychological maturity. The main objectives were to analyze and relate leadership styles with the maturity of the leaders and understand the phenomenon of leadership from the self-perception of those who lead the organizations studied. To achieve the objectives we used a questionnaire already validated the theory of situational leadership and applied in 320 non-governmental organizations in the metropolitan region of Belem The methodology was quantitative, descriptive and exploratory. The analysis was by descriptive statistics and inferential statistics for univariate and bivariate form, applying the chi-square, the V Crammer and Spearman correlation. The data analysis shows safety, attested to the frequencies, and average margin of error and after application of the tests it was found that a relationship between the leadership style of work with the maturity and psychological maturity. The managers of nongovernmental organizations practicing various styles of leadership and focus on the quadrant of high maturity. It was diagnosed when the manager uses only one style of leadership was the predominance of E3 "share or support", which represents 24% of the sample. As uses two styles of leadership is the predominance of E3 and E2, which represents 76%. So the managers of nongovernmental organizations in the metropolitan region of Belem, practicing a style of leadership support, sharing ideas for decision making using a democratic style

This article presents a research aimed to analyze the approach and the definition of guiding curriculum of teacher training for work in the non-formal education in non-governmental organizations (NGOs). We opted for a qualitative approach and case study of Te- acher Training Course for NGOs, developed by Ong São Paulo-SP. The research instruments were: analysis of documents of the cou- rse, interviews with trainers and coordinator and literature review. In this course, curriculum is defined as a path to be followed by students and instructors and the coordinator of the subjects studied. We adopted the so-called Integrated Curriculum, in which teaching occurs by the study of problem situations and integrators of learning projects. At the end, we suggest improving the course and following that information, it is hoped, one will support the production of fur- ther comparative research.

This article presents research that aimed to discuss the theoretical frameworks about civil associativism prescribed by the trainers of non-governmental organizations (NGOs) workers. The requirements for civil associations made by trainers were analyzed based on two data and reference categories, named empirical and analytical. The empirical categories emerged from the data collected by means of interviews with trainers and also examining the documents that guided the course. The analytical categories were constructed from the literature review on the approaches of civil associations, which are: North American Third Sector Approach; Critical Approach to the Third Sector and Social Local Development (DSL in the Portuguese acronym). The study presents indications that could support the development of other research on the topic and, mainly academic knowledge for further development of new training processes for NGO workers.

De acordo com o quarto relatório do Intergovernmental Panel on Climate Change (IPCC), as regiões semiáridas do mundo estarão entre as mais afetadas pelos impactos das mudanças climáticas globais. Estudos realizados pelo Ministério do Meio Ambiente (MMA), em 2007, confirmam que, no Nordeste brasileiro, não apenas choverá menos e mais irregularmente, mas, também, haverá mais secas, devido ao aquecimento da temperatura. Diante dos diversos impactos sociais, ambientais e econômicos possíveis nesses cenários, é de fundamental importância a verificação de alternativas sustentáveis para o semiárido brasileiro. Este artigo tem por objetivo avaliar o potencial de algumas das tecnologias sociais (TS) de convivência com o semiárido, desenvolvidas por diversas organizações, para a mitigação das mudanças climáticas e a promoção de desenvolvimento humano. Constata-se que as TS tem grande potencial para auxiliar na mitigação e na adaptação das mudanças climáticas, ao mesmo tempo que promovem melhorias na qualidade de vida das localidades onde estão sendo desenvolvidas.

A gestão das organizações não governamentais (ONG’s) apresenta dificuldades peculiares devido a falta de financiamento, o que dificulta a contratação de recursos humanos qualificados e a aquisição de ferramentas de gestão adequadas. Mesmo sem prosseguirem fins lucrativos, estas instituições procuram novas formas de gerir sua estrutura organizacional procurando atingir a missão e os objetivos definidos no seu planeamento. A ADECO - Associação para Defesa do Consumidor - é uma ONG de intervenção cívica e de solidariedade social na defesa dos legítimos interesses de todos os consumidores, e em particular, dos seus associados. Este trabalho propõe o desenvolvimento de um Sistema de Informação Web para a ADECO, que permita automatizar, simplificar e agilizar a informação através de duas vertentes: a pública e a privada. A vertente privada trata da gestão dos seus sócios e suas reclamações e a vertente pública do desenvolvimento de um Site para apresentação de informações, de notícias, e de áudios e vídeos dos programas transmitidos nos órgãos de comunicação social locais. O sistema foi desenvolvido na linguagem PHP, com o auxílio dos Framewoks Codeigniter e Bootstrap e a base de dados criada em MySql, utilizando o sistema de gestão de base de dados (SGBD), Phpmyadmin.
