Frederick Douglas was a reader of and writer on the nineteenth-century political and social texts and contexts of oppression, which he experienced at home and witnesed while in Ireland and Britain, 1845-47. This thesis is unique in its identification of several surprising lacunae in the research and critical evaluation of Frederick Douglass’ activities of reading and writing and the texts and contexts that supported these activities. This thesis takes Douglass’ relationship with Ireland and the Irish as its starting point, and offers several moments in the transnational space engendered by Douglass’ readerly and writerly experience of the transatlantic axes of Ireland, Britain and America. This thesis draws upon archival research to recover information regarding Douglass’ trip and subjects his reading and writing on Ireland and the Irish to the critical rigours of narratolgical, cultural and discourse analysis. One lacuna is Douglass’ favourite and neglected school primer, the Columbian Orator, which Douglass signified upon across his autobiographical project. The speech by the Irish patriot and exile, Arthur O’Connor, included in the Orator, is crucial to Douglass’ understanding and expression of justice and equality. Genette’s narratological analysis gives theoretical traction to the ways in which, in his autobiographical representations of his British trip, Douglass recalibrates his autobiographies to reflect his changing perspectives on his life and work. Contrary to popular assumptions, Douglass did, in two letters to Garrison address and comment on Irish poverty. This thesis interrogates the strategic anglophilia of these letters. While the World’s Temperance Convention (WTC) refused to discuss African- American slavery, analysis of Douglass’ speech in Covent Garden and of the paratextual apparatus of the published proceedings of the WTC demonstrates the impossibility of separating these closely interrelated reform causes. When a newly discovered poem from Waterford that admonished the city for its disregard for Douglass’ message is juxtaposed with an uncomfortable moment in Cork, we understand that Douglass became a pawn to bolster sectarian rivalries between nationalist and establishment factions. Though Douglass believed imperial politics was the best vehicle for modernity, he recognised that it had failed Ireland: consequently, in Thoughts and Recollections of a Trip to Ireland (1886), he advocates for Home Rule for Ireland.

An historical account is given of the development of the Lake Albert fisheries since Worthington's survey in 1928. It is noted that the development of the fisheries was related to, and dependent upon, improvements in the type of gear and canoes, an incFease in the number of canoes and outboard engines in use, improved marketing facilities and better road communications. Summarized data, collected mainly since 1954, has been analysed and tabulated to show annual exports to the Congo, total annual catches 'and annual catches of individual species. A change in the relative abundance of the various species in the annual catches is described. It is noted that this change was caused by a change-over from large to small mesh size gill-nets, and that it was associated with an increased demand within Uganda for the smaller species of fish, such as Aleste's baremose and Hydrocynus forskahlii. A brief description of fish processing and marketing in the Lake Albert region is given, which emphasizes the suitability of salt-cured fish to the social and physical environment of the area. Finally, a summary of a recent survey of the potential fish resources of the lake is given in the discussion, and estimates of the 1965 catch at the north and south ends of the lake are compared with the findings of the survey. This showed that there is little danger of overfishing the Alestes baremose stocks of the Wanseko area at the 1965 rate of exploitation of the species, and that the total catch for 1965 at the south end of the lake was well below the estimated annual sustainable yield from the area.

The Uganda Fisheries Department had for some time, kept Nile crocodiles in captivity, and had thus collected a considerable amount of data on growth and feeding rates. It had also devised marking and handling techniques, and a system of pens and enclosures to deal with crocodiles up to 3 m. long. The following account describes these techniques and results, which followed a study of a proposed commercial crocodile farm.

The foregoing account gives a picture of the exploitation and control of the wild population of Crocodilus niloticus in Uganda from 1920 to the present day. The economic value of the crocodile is shown, and some idea is given of the possibility of maintaining this economic return to Uganda by farming crocodiles in captivity. The Uganda Fisheries Department is actively pursuing the issues which arise from the present status of the wild population, and the need for artificial rearing of crocodiles.

The rational management of Uganda's fishery depends largely on knowledge of fish production in all its aspects, gained by the collection of statistics at fish landings by Fisheries Assistants. Whatever developments may occur, and whatever the calibre of staff in the future, it will remain essential to collect production and marketing statistics as a basis for control and management policies.

Cadwalladr and Stoneman drew attention to the fact that dug-out canoe construction had ceased around the shores of Lake Albert by 1963. Up to this year, however, dug-out canoes were probably still landing the largest proportion of the commercial fisheries catch on the lake, and its associated waterways. It is only since this time that the catch from dug-outs has declined. and currently the commercial fisheries of the lake are based predominantly on motorised planked canoes.

The Lake Kyoga complex lies towards the north of Uganda, at 311 altitude of 3,400 feet, between 10 and 2° north of the Equator. The lake is extremely elongate and digitate, shallow (1 metre-7 metres), and almost all the coast-line is swampy, with many papyrus beds. Floating islands of sud are a feature. At its eastern extremity, it breaks up into many swampy, isolated lakes. The Nile from its source at Jinja enters Lake Kyoga on its southern side, and leaves the lake at its western extremity, and winds on through to Lake Albert and the Sudan. The Kyoga/Salisbury /Kwania complex covers 2,354 sq. km. of water. Geologically, the lake is a series of flooded river valleys, probably resulting from the uplifting of the western edge of the basin in the Pliocene and the Pleistocene ages aud the endemic fish fauna is very similar to that of Lake Victoria, although Kyoga has not developed the species flocks of haplochromis which characterise the larger lake. The Victoria fauna extends down-stream of Lake Kyoga to the Murchison Falls on the Nile, which forms an almost complete barrier between Kyoga and the typical nilotic fauna of the Nile below Murchison and Lake Albert.

With the encouraging results of trawling experiments in Lake Victoria, it became apparent early in 1969 that commercial trawling on Lake Victoria might well be a viable economic enterprise. Considerable discussion about the optimum size and type of fishing vessel ensued, and the Fisheries Department decided to commission a number of different prototypes for comparative trials.
