Marine reserves are increasingly being established as a mechanism to protect marine biodiversity and sensitive habitats. As well as providing conservation benefits, marine reserves provide benefits to recreational scuba divers who dive within the reserve, as well as to recreational and commercial fishers outside the reserve through spill-over effects. To ensure benefits are being realised, management of marine reserves requires ongoing monitoring and surveillance. These are not costless, and many marine reserve managers impose an entry fee. In some countries, dive tourism is major income source to coastal industries, and a concern is that high entry fees may dissuade divers. In this paper, the price elasticity of demand for dive tourism in three countries in South East Asia – Indonesia, Thailand and Malaysia – is estimated using a travel-cost model. From the model, the total non-market use value associated with diving in the area is estimated to be in the order of US$4.5 billion a year. The price elasticity of demand in the region is highly inelastic, such that increasing the cost of diving through a management levy would have little impact on total diver numbers.

Community involvement in monitoring Victoria’s Marine Protected Areas (MPAs) engages coastal volunteers in looking after their marine ‘front yards”. The Management Strategy for Victoria’s System of Marine National Parks and Marine Sanctuaries dedicates an entire theme to community engagement with core key performance areas. This includes community participation. The Sea Search community based monitoring program was developed in 2003 to engage volunteers in meaningful ecological data collection for future sustainability of Victoria’s MPAs. Deakin University, an academic institute, and Parks Victoria, the management agency for Victoria’s MPAs, through a research partner program, trialled three different habitat monitoring methodologies. The trails assessed volunteer ability to collect scientific data, and social science aspects for their involvement in a community-based monitoring program. Information collected by volunteers, feeds directly into their local MPA management strategies to address issues such as climate change, introduced pests and human impacts and natural ecological variation.

The Sea Search program addresses the two action programmes, Agenda 21 and the Rio Declaration on Environment and Development, created at the United Nations Earth Summit, held in 1992. Both documents highlight the need for community engagement and capacity building for sustainability, health and integrity of the earth. Involvement in the Sea Search program builds the volunteer’s capacity by learning scientific skills, interacting with other like minded community members, and creating relationships with all organisations involved in the delivery of the program. In this regard, Sea Search is a citizen science program involving all sectors in society by promoting public-interest and research for decision making and planning of Victoria’s system of Marine National Parks and Marine Sanctuaries.

The Channel Islands—sometimes called the Galapagos of North America—are known for their great beauty, rich biodiversity, cultural heritage, and recreational opportunities. In 1980, in recognition of the islands’ importance, the United States Congress established a national park encompassing 5 of California’s Channel Islands (Santa Barbara, Anacapa, Santa Cruz, Santa Rosa, and San Miguel Islands) and waters within 1 nautical mile of the islands. In the same year, Congress declared a national marine sanctuary around each of these islands, including waters up to 6 nautical miles offshore. Approximately 60,000 people visit the Channel Islands each year for aquatic recreation such as fishing, sailing, kayaking, wildlife watching, surfing, and diving. Another 30,000 people visit the islands for hiking, camping, and sightseeing. Dozens of commercial fishing boats based in Santa Barbara, Ventura, Oxnard, and other ports go to the Channel Islands to catch squid, spiny lobster, sea urchin, rockfish, crab, sheephead, flatfish, and sea cucumber, among other species. In the past few decades, advances in fishing technology and the rising number of fishermen, in conjunction with changing ocean conditions and diseases, have contributed to declines in some marine fishes and invertebrates at the Channel Islands. In 1998, citizens from Santa Barbara and Ventura proposed establishment of no-take marine reserves at the Channel Islands, beginning a 4-year process of public meetings, discussions, and scientific analyses. In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters. To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. This booklet describes some results from the first 5 years of monitoring the Channel Islands MPAs. Although 5 years is not long enough to determine if the MPAs will accomplish all of their goals, this booklet offers a glimpse of the changes that are beginning to take place and illustrates the types of information that will eventually be used to assess the MPAs’ effectiveness. Two major anthropogenic activities that disturb coral reefs are fishing and tourism, even though coral reefs are important for both fishing and tourism. Already more than 60 per cent of all reefs worldwide are endangered. The use of explosives and poison by small-scale fishers, to supply the market for live fish for aquariums and for human consumption, cause irreversible damages to reefs. Similarly, rapid and unmanaged coastal development for marine tourism negatively affects coral reefs in many ways. Though marine parks and marine protected areas are being promoted all over the world, developing countries need assistance in establishing and assessing such reserves and for taking appropriate actions for rehabilitation of reefs. These can be accomplished through partnership projects.

The Tanzanian marine environment has been under threat for quite a long time now due to human activities. With the establishment of the Marine Parks and Reserve Act in 1994, several areas have been earmarked as marine parks. This act is aimed at conserving and protecting the marine environment all along the Tanzanian coastline. Once the parks and reserves are established and these areas brought under control, there will be a reduction in the illegal operations along the coast. The measures recently introduced by the government to eradicate dynamite fishing practices along the Tanzanian coastline are highly commendable.

Traditionally, siting and sizing decisions for parks and reserves reflected ecological characteristics but typically failed to consider ecological costs created from displaced resource collection, welfare costs on nearby rural people, and enforcement costs. Using a spatial game-theoretic model that incorporates the interaction of socioeconomic and ecological settings, we show how incorporating more recent mandates that include rural welfare and surrounding landscapes can result in very different optimal sizing decisions. The model informs our discussion of recent forest management in Tanzania, reserve sizing and siting decisions, estimating reserve effectiveness, and determining patterns of avoided forest degradation in Reduced Emissions from Deforestation and Forest Degradation programs.

Along Victoria’s coastline there are 30 Marine Protected Areas (MPAs) that have been established to protect the state’s significant marine environmental and cultural values. These MPAs include 13 Marine National Parks (MNPs), 11 Marine Sanctuaries (MSs), 3 Marine and Coastal Parks, 2 Marine Parks, and a Marine Reserve, and together these account for 11.7% of the Victorian marine environment. The highly protected Marine National Park System, which is made up of the MNPs and MSs, covers 5.3% of Victorian waters and was proclaimed in November 2002. This system has been designed to be representative of the diversity of Victoria’s marine environment and aims to conserve and protect ecological processes, habitats, and associated flora and fauna. The Marine National Park System is spread across Victoria’s five marine bioregions with multiple MNPs and MSs in each bioregion, with the exception of Flinders bioregion which has one MNP. All MNPs and MSs are “no-take” areas and are managed under the National Parks Act (1975) - Schedules 7 and 8 respectively.

This report updates the first Marine Natural Values Study (Plummer et al. 2003) for the MNPs in the Western Port Bay (WP) and Corner Inlet (CI) areas of the Victorian Embayments bioregion. It covers Yaringa, French Island, Churchill Island and Corner Inlet MNPs. This report is one of a series of five reports covering Victoria’s Marine National Park System. It uses the numerous monitoring and research programs that have increased our knowledge since declaration and aims to give a comprehensive overview of the important natural values of each MNP.
