In the aftermath of the 2003 U.S.-led invasion of Iraq, scholars of international relations debated how to best characterize the rising tide of global opposition. The concept of “soft balancing” emerged as an influential, though contested, explanation of a new phenomenon in a unipolar world: states seeking to constrain the ability of the United States to deploy military force by using multinational organizations, international law, and coalition building. Soft balancing can also be observed in regional unipolar systems. Multinational archival research reveals how Argentina, Mexico, and other Latin American countries responded to expanding U.S. power and military assertiveness in the early twentieth century through coordinated diplomatic maneuvering that provides a strong example of soft balancing. Examination of this earlier case makes an empirical contribution to the emerging soft-balancing literature and suggests that soft balancing need not lead to hard balancing or open conflict.

This document has been prepared in compliance with Activity III.1.2 of the Work Programme of SELA for the year 2015, entitled “Analysis of the economic and financial relations between Latin America and the Caribbean and the BRICS countries”. The document comprises an introduction, four chapters and a final section with the conclusions and recommendations stemming from the study. Chapter I describes the economic performance of the BRICS countries, their economic relations with Latin America and the Caribbean and the functioning of the development banks of the member countries. Chapter II assesses the financial architecture of Latin America and the Caribbean and explores the needs for financing in the region. Chapter III deals with the regulatory frameworks governing public and private investments in Latin America and the Caribbean and the Bilateral Investment Treaties with the BRICS countries. Finally, Chapter IV describes the main features of the New Development Bank (NDB) and the Contingent Reserve Agreement of the BRICS

Presentación (volumen, valor, origen-destino, modos de transporte, costos de fletes-seguros y productos comerciados) El documento consta de dos partes; la primera incluye la Introducción, donde se detalla el alcance y el contenido de la BTI (Base de datos de Transporte Internacional) mantenida por la Unidad de Transporte de CEPAL. Esta Base de datos abarca estadísticas anuales relativas al flujo comercial y de transporte de Argentina, Bolivia, Brasil, Chile, Colombia, Ecuador, México, Paraguay, Perú, Uruguay y Venezuela. Los lectores son informados acerca de los campos de información incluidos en la base de datos y, si están interesados, pueden requerir información estadística específica, caso por caso a la Unidad de Transporte de CEPAL. La segunda parte del documento contiene cuadros detallados y gráficos relativos al valor y volumen de las importaciones y exportaciones de once países latinoamericanos, cubiertos por la BTI. También se incluye información acerca del uso de diferentes modos de transporte, los costos de los fletes y seguros internacionales y los productos comerciados.
