Die wachsende Weltbevölkerung bedingt einen höheren Energiebedarf, dies jedoch unter der Beachtung der nachhaltigen Entwicklung. Die derzeitige zentrale Versorgung mit elektrischer Energie wird durch wenige Erzeugungsanlagen auf der Basis von fossilen Primärenergieträgern und Kernenergie bestimmt, die die räumlich verteilten Verbraucher zuverlässig und wirtschaftlich über ein strukturiertes Versorgungssystem beliefert. In den Elektrizitätsversorgungsnetzen sind keine nennenswerten Speicherkapazitäten vorhanden, deshalb muss die von den Verbrauchern angeforderte Energie resp. Leistung jederzeit von den Kraftwerken gedeckt werden. Bedingt durch die Liberalisierung der Energiemärkte und die geforderte Verringerung der Energieabhängigkeit Luxemburgs, unterliegt die Versorgung einem Wandel hin zu mehr Energieeffizienz und erhöhter Nutzung der dargebotsabhängigen Energiequellen. Die Speicherung der aus der Windkraft erzeugten elektrischen Energie, wird in den Hochleistungs-Bleiakkumulatoren, errichtet im ländlichen Raum in der Nähe der Windkraftwerke, eingespeichert. Die zeitversetzte Einspeisung dieser gespeicherten elektrischen Energie in Form von veredelter elektrischer Leistung während den Lastspitzen in das 20 kV-Versorgungsnetz der CEGEDEL stellt die Innovation in der luxemburgischen Elektrizitätsversorgung dar. Die Betrachtungen beschränken sich somit auf die regionale, relativ kleinräumige Einbindung der Windkraft in die elektrische Energieversorgung des Großherzogtums Luxemburg. Die Integration der Windkraft im Regionalbereich wird in den Vordergrund der Untersuchung gerückt. Überregionale Ausgleichseffekte durch Hochspannungsleitungen der 230/400 kV-Systeme werden außer Acht gelassen. Durch die verbrauchernahe Bereitstellung von elektrischer Spitzenleistung vermindern sich ebenfalls die Übertragungskosten aus den entfernten Spitzenlastkraftwerken, der Ausbau von Kraftwerkskapazitäten kann in die Zukunft verschoben werden. Die Emission von Treibhausgasen in thermischen Kraftwerken wird zum Teil reduziert. Die Berechnungen der Wirtschaftlichkeit von Hybridanlagen, zusammengesetzt aus den Windkraftwerken und den Hochleistungs-Bleiakkumulatoren bringen weitere Informationen zum Einsatz dieser dezentralen Speichern, als Partner der nachhaltigen Energieversorgung im ländlichen Raum. Die untersuchte Einspeisung von erneuerbarer Spitzenleistung lässt sich auch in die Entwicklungsländer übertragen, welche nicht über zentrale Kraftwerkskapazitäten und Verteilungsnetze verfügen.

In June 2001, after a dry period, the level of the water reservoirs in Brazil was below their operational levels. This situation, combined with other historical factors, led the country into a period of power rationing. As expected, power consumption lowered during this period. After December 2001, when the power rationing ended, electrical utilities expected to return to their normal power consumption in a matter of months, but the level of power consumption only returned to its level around years 2004 2005. Consumer behavior went through a change during this period, and the consumers kept this behavior after, leading to electrical and economical consequences until today. This paper presents an analysis of several factors that led to these events, including historical consumption data and comparisons with similar situations. The objective of this analysis is to give helpful information to electrical utilities, that could deal with similar situations, in their load forecasting studies. © 2006 IEEE.

In the spatial electric load forecasting, the future land use determination is one of the most important tasks, and one of the most difficult, because of the stochastic nature of the city growth. This paper proposes a fast and efficient algorithm to find out the future land use for the vacant land in the utility service area, using ideas from knowledge extraction and evolutionary algorithms. The methodology was implemented into a full simulation software for spatial electric load forecasting, showing a high rate of success when the results are compared to information gathered from specialists. The importance of this methodology lies in the reduced set of data needed to perform the task and the simplicity for implementation, which is a great plus for most of the electric utilities without specialized tools for this planning activity. © 2008 IEEE.

BACKGROUND Symptoms associated with pes planovalgus or flatfeet occur frequently, even though some people with a flatfoot deformity remain asymptomatic. Pes planovalgus is proposed to be associated with foot/ankle pain and poor function. Concurrently, the multifactorial weakness of the tibialis posterior muscle and its tendon can lead to a flattening of the longitudinal arch of the foot. Those affected can experience functional impairment and pain. Less severe cases at an early stage are eligible for non-surgical treatment and foot orthoses are considered to be the first line approach. Furthermore, strengthening of arch and ankle stabilising muscles are thought to contribute to active compensation of the deformity leading to stress relief of soft tissue structures. There is only limited evidence concerning the numerous therapy approaches, and so far, no data are available showing functional benefits that accompany these interventions. METHODS After clinical diagnosis and clarification of inclusion criteria (e.g., age 40-70, current complaint of foot and ankle pain more than three months, posterior tibial tendon dysfunction stage I & II, longitudinal arch flattening verified by radiography), sixty participants with posterior tibial tendon dysfunction associated complaints will be included in the study and will be randomly assigned to one of three different intervention groups: (i) foot orthoses only (FOO), (ii) foot orthoses and eccentric exercise (FOE), or (iii) sham foot orthoses only (FOS). Participants in the FOO and FOE groups will be allocated individualised foot orthoses, the latter combined with eccentric exercise for ankle stabilisation and strengthening of the tibialis posterior muscle. Participants in the FOS group will be allocated sham foot orthoses only. During the intervention period of 12 weeks, all participants will be encouraged to follow an educational program for dosed foot load management (e.g., to stop activity if they experience increasing pain). Functional impairment will be evaluated pre- and post-intervention by the Foot Function Index. Further outcome measures include the Pain Disability Index, Visual Analogue Scale for pain, SF-12, kinematic data from 3D-movement analysis and neuromuscular activity during level and downstairs walking. Measuring outcomes pre- and post-intervention will allow the calculation of intervention effects by 3×3 Analysis of Variance (ANOVA) with repeated measures. DISCUSSION The purpose of this randomised trial is to evaluate the therapeutic benefit of three different non-surgical treatment regimens in participants with posterior tibial tendon dysfunction and accompanying pes planovalgus. Furthermore, the analysis of changes in gait mechanics and neuromuscular control will contribute to an enhanced understanding of functional changes and eventually optimise conservative management strategies for these patients. El objetivo del presente trabajo es el diseño de una máquina para ensayos de Creep, con capacidad de aplicar carga variable. Se busca una máquina liviana, desmontable y fácilmente transportable entre laboratorios. El diseño de la máquina parte de una ingeniería básica, pasando por una etapa de detalle y finalizando en la fabricación y montaje de la misma. Se incluye en el diseño un sistema de adquisición y control de carga. Se diseñó y construyó una máquina accionada por resorte capaz de aplicar 5 kN. Se evalúa su respuesta ante distintos programas de carga. El control de carga es capaz de seguir referencias con evolución suave en el tiempo sin mayores dificultades y mantener la carga constante durante intervalos largos de tiempo. La adquisición de datos se realiza mediante un módulo QuantumX y transductores de desplazamiento y carga HBM.

This paper proposes a novel demand response model using a fuzzy subtractive cluster approach. The model development provides support to domestic consumer decisions on controllable loads management, considering consumers' consumption needs and the appropriate load shape or rescheduling in order to achieve possible economic benefits. The model based on fuzzy subtractive clustering method considers clusters of domestic consumption covering an adequate consumption range. Analysis of different scenarios is presented considering available electric power and electric energy prices. This paper proposes a novel operation and control strategy for a renewable hybrid power system for a standalone operation. The proposed hybrid system consists of a wind turbine, a fuel cell, an electrolyzer, a battery storage unit, and a set of loads. The overall control strategy is based on a two-level structure. The top level is the energy management and power regulation system. Depending on wind and load conditions, this system generates reference dynamic operating points to low level individual subsystems. The energy management and power regulation system also controls the load scheduling operation during unfavorable wind conditions under inadequate energy storage in order to avoid a system blackout. Based on the reference dynamic operating points of the individual subsystems, the local controllers control the wind turbine, fuel cell, electrolyzer, and battery storage units. The proposed control system is implemented in MATLAB Simpower software and tested for various wind and load conditions. Results are presented and discussed.

Designing a heat sink based on a phase change material (PCM) under cyclic loading is a critical issue. For cyclic operation, it is required that the fraction of the PCM melting during the heating cycle should completely resolidify during the cooling period, so that that thermal storage unit can be operated for an unlimited number of cycles. Accordingly, studies are carried out to find the parameters influencing the behavior of a PCM under cyclic loading. A number of parameters are identified in the process, the most important ones being the duty cycle and heat transfer coefficient (h) for cooling. The required h or the required cooling period for complete resolidification for infinite cyclic operation of a conventional PCM-based heat sink is found to be very high and unrealistic with air cooling from the surface. To overcome this problem, the conventional design is modified where h and the area exposed to heat transfer can be independently controlled. With this arrangement, the enhanced area provided for cooling keeps h within realistic limits. Analytical investigation is carried out to evaluate the thermal performance of this modified PCM-based heat sink in comparison to those with conventional designs. Experiments are also performed on both the conventional and the modified PCM-based heat sinks to validate the new findings.

A manageable, relatively inexpensive model was constructed to predict the loss of nitrogen and phosphorus from a complex catchment to its drainage system. The model used an export coefficient approach, calculating the total nitrogen (N) and total phosphorus (P) load delivered annually to a water body as the sum of the individual loads exported from each nutrient source in its catchment. The export coefficient modelling approach permits scaling up from plot-scale experiments to the catchment scale, allowing application of findings from field experimental studies at a suitable scale for catchment management. The catchment of the River Windrush, a tributary of the River Thames, UK, was selected as the initial study site. The Windrush model predicted nitrogen and phosphorus loading within 2% of observed total nitrogen load and 0.5% of observed total phosphorus load in 1989. The export coefficient modelling approach was then validated by application in a second research basin, the catchment of Slapton Ley, south Devon, which has markedly different catchment hydrology and land use. The Slapton model was calibrated within 2% of observed total nitrogen load and 2.5% of observed total phosphorus load in 1986. Both models proved sensitive to the impact of temporal changes in land use and management on water quality in both catchments, and were therefore used to evaluate the potential impact of proposed pollution control strategies on the nutrient loading delivered to the River Windrush and Slapton Ley
