Increasingly, the effectiveness of the present system of taxation of international businesses is being questioned. The problem associated with the taxation of such businesses is twofold. A system of international taxation must be a fair and equitable system, distributing profits between the relevant jurisdictions and, in doing so, avoiding double taxation. At the same time, the prevention of fiscal evasion must be secured. In an attempt to achieve a fair and equitable system Australia adopts unilateral, bilateral and multilateral measures to avoid double taxation and restrict the avoidance of tax. The first step in ascertaining the international allocation of business income is to consider the taxation of business income according to domestic law, that is, the unilateral measures. The treatment of international business income under the Australian domestic law, that is, the Income Tax Assessment Act 1936 (Cth) and Income Tax Assessment Act 1997 (Cth), will depend on two concepts, first, whether the taxpayer is a resident of Australia and secondly, whether the income is sourced in Australia. After the taxation of business profits has been determined according to domestic law it is necessary to consider the applicability of the bilateral measures, that is, the Double Tax Agreements (DTAs) to which Australia is a party, as the DTAs will override the domestic law where there is any conflict. Australia is a party to 40 DTAs with another seven presently being negotiated. The preamble to Australia's DTAs provides that the purpose of such agreements is 'to conclude an Agreement for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income'. Both purposes, for different reasons, are equally important. It has been said that: The taxpayer hopes the treaty will prevent the double taxation of his income; the tax gatherer hopes the treaty will prevent fiscal evasion; and the politician just hopes. The first purpose, the avoidance of double taxation, is achieved through the provision of rules whereby the Contracting States agree to the classification of income and the allocation of that income to a particular State. In this sense DTAs do not allocate jurisdiction to tax but rather provide an arrangement whereby the States agree to restrict their substantive law. The restriction is either through the non-taxing of the income or via the provision of a tax credit.

O trabalho analisa a implantação, no último quartel do século XX, na Amazônia oriental brasileira, de indústria voltada à produção de ferro-gusa destinado ao mercado internacional de insumos siderúrgicos. Demonstra que, nos anos 1980, o discurso estatal anunciou as plantas industriais deste segmento como elemento estratégico de modernização econômica da região. Tal postura justificou a concessão de benefícios fiscais, creditícios e de infraestrutura a 22 empresas de siderurgia e metalurgia. No âmbito da dimensão ambiental, o estudo demonstra que a produção de ferro-gusa recorre a processos marcados por baixa eficiência energética e que deles resultou o acesso, sem prudência ecológica, a estoque de biomassa da floresta amazônica, com ampliação da pressão antrópica sobre ela. O estudo evidencia que o plantio de grandes áreas de floresta para produzir carvão vegetal não se concretizou, manteve-se tão-somente como retórica desprovida de base realista. Quanto à dimensão econômica, o estudo indica que as limitações de a indústria de ferro-gusa impulsionar processos de modernização vinculam-se, dentre outros aspectos, ao fato de ela ter na demanda de carvão vegetal o principal elo de articulação com a sociedade e com a economia da região. Tal demanda é suprida por centenas de fornecedores e, por meio dela, a indústria controla a margem de lucro e comprime os custos de produção transferindo custos privados para a sociedade. O estudo demonstra, ainda, que o padrão de atuação deste segmento empresarial vincula-se a condicionamentos econômicos e institucionais: a implantação de florestas energéticas exige investimentos de longo prazo, somados às grandes oscilações no preço do ferro-gusa e a dinâmicas institucionais que abrem possibilidade de se acessar, ilegalmente, biomassa de florestas primárias. Isso levou o segmento a recorrer, historicamente, ao suprimento de carvão vegetal produzido, sobretudo, a partir da biomassa de florestas primárias e não da silvicultura. Com base em tais evidências, o trabalho conclui que a predição estatal de impulso regional modernizante não se materializou. A causa principal foi a inexistência de competências sociais para regular a transformação de matéria e energia em mercadorias, e esta produção teve seus fundamentos marcados pela degradação social e ambiental. Assim, atuou em sentido contrário ao discurso estatal: acelerou a transferência energética, material e de valores para outras regiões. Drenagem energético-material que não foi compensada, nem pela capacidade de a região equilibrar as perdas com importações de produtos, nem pela implementação de dinâmicas eficazes para a industrialização da região.

This paper examines the implications of intergenerational transfers of time and money for labor supply and capital accumulation. Although intergenerational transfers of time in the form of grandparenting are as substantial as monetary transfers in the data, little is known about the role and importance of time transfers. In this paper, we calibrate an overlapping generations model extended to allow for both time and monetary transfers to the US economy. We use simulations to show that time transfers have important positive effects on capital accumulation and that these effects can be as significant as those of monetary transfers. However, while time transfers increase the labor supply of the young, monetary transfers produce an income effect that tends to decrease work effort. We also find that child care tax credits have little impact on parental time and money transfers, but that a universal child tax credit would increase the welfare of the rich while the poor would benefit from a means-tested program.

A study focusing on the identification of return generating factors and to the extent of their influence on share prices the outcome will be a tool for investment analysis in the hands of investors portfolio managers and mutual funds who are mostly concerned with changing share prices. Since the study takes into account the influence of macroeconomic variables on variations in share returns by using the outcome the government can frame out suitable policies on long term basis and that will help in nurturing a healthy economy and resultant stock market. As every company management tries to maximize the wealth of the share holders a clear idea about the return generating variables and their influence will help the management to frame various policies to maximize the wealth of the shareholders.

Este trabalho analisa o papel das micro , pequenas e médias empresas no Brasil, sua importância na geração de rendas e empregos e compara os principais indicadores desse segmento com o de outros países. O trabalho faz uma análise dos principais problemas que dificultam o desenvolvimento das MPME, evidencia o que já foi feito e sugere que as políticas públicas priorizem a melhoria da competitividade das empresas, através da redução dos obstáculos causados pela excessiva regulamentação, dificuldades de acesso a financiamentos de médio e de longo prazos e através de programas e incentivos visando a melhoria da gestão das mesmas. O trabalho evidencia a importância e a evolução dos Distritos Industriais ( APL's) no Brasil, por muitos considerado como uma alternativa de fortalecimento das MPME e de desenvolvimento regional. É feita uma análise dos principais indicadores da economia informal e como algumas medidas de políticas públicas poderiam colaborar para redução dos atuais níveis de informalidade. O trabalho é concluído reenfatizando as principais ações que poderiam ser priorizadas nas diversas áreas - regulamentação, judiciário, tributária, crédito, todas objetivando melhorar a produtividade das MPME.
