The chapter examines possibilities for industrial policy in African countries through the lens of lessons that can be learned from the industrial policy approaches pursued in Ireland as well as in East Asia. As latecomers to industrialization, the small African economies are well positioned to undertake such an exercise, we suggest. This chapter provides some novel insights by providing a comparison between Ireland and the small African economies. To our knowledge such a comparison offers a unique contribution. Cognizant of the fact that a “one size fits all” approach to industrial policy is not appropriate in the African context, we argue in favor of the adoption of a more “holistic” approach to industrial policy in these economies. Such an approach we argue should focus simultaneously on demand and supply factors of industrial development, and on microeconomic as well as macroeconomic factors.

MDF panels of Eucalyptus grandis wood fibers were made in either experimentally in a laboratory or on an industrial production line. In order to analyze the influence of the production condition, the anatomical, physical and mechanical properties of the panels were determined. The wood refining induced the transversal rupture of the transversal fiber wall. The MDF panels obtained from the industrial production line presented less swelling in thickness and absorption values and improved mechanical properties in the requirements of bending strength, module of elasticity and surface resistance. For laboratory MDF panels, it was possible to verify a statistically significant correlation between bending strength and module of elasticity, medium density and internal bond and swelling in thickness and absorption. This tendency was also true for the MDF panels obtained in real conditions of production, however without statistical significance. By comparing the quality properties of MDF panels produced in the laboratory with those obtained in real conditions of production, it was sought to standardize the established variables for obtaining panels on a small scale, as well to make possible the safe transfer and divulgation of information obtained in the laboratory.

Tropical countries face special specific problems in implementing sustainable forest management (SFM). In many countries, questions are raised on whether tropical forests should be publicly, commonly or privately owned and managed in order to enhance sustainability. Other debates also focus on whether small-scale enterprises are better positioned than large-scale industrial concessions to reduce poverty and attain sustainable management. In countries where large tracts of forest are state-owned, concessions are viewed as a means of delivering services of public and collective interest through an association of private investment and public regulation. However, the success of an industrial concession model in countries with large forest resource endowment to achieve multiple goals such as sustainable forest management and local/regional development depends on two critical assumptions. First, forest functions and services should be managed and maintained as public goods. In many cases, additional uses - and corresponding rights - can take place alongside logging activities. Industrial concessions can be more efficient than other tenure models (such as community-based forest management and small-scale enterprises) in achieving SFM, add value to raw material and comply with growing environmental norms. This is especially the case in market-remote areas with low population density and poor infrastructure. Secondly, to achieve these different outcomes, any concession system needs to be monitored and regulated, especially in contexts dominated by asymmetrical information between regulating authorities and concessionaires. New institutional responses have recently been put forward in several countries, providing valuable materials to design a renewed policy mix which associates public and private incentives. This paper provides a survey of the experience of forest concessions in several Central African and South American countries. The concession system is examined in order to clarify the issues involved, the problems encountered, and what can be learned from the shared experience of these countries in the last decade. This paper argues that despite a sometimes patchy record, concessions can help promote SFM so long as they are packaged with a certain number of specific measures. (C) 2008 Elsevier B.V. This paper reports a research that evaluated the product development methodologies used in Brazilian small and medium-sized metal-mechanic enterprises (SMEs), in a specific region of Sao Paulo. The tool used for collecting the data was a questionnaire, which was developed and applied through interviews conducted by the researchers in 32 companies. The main focus of this paper can be condensed in the synthesis-question ""Is only the company responsible for the development?"" which was analyzed thoroughly. The results obtained from this analysis were evaluated directly (through the respective percentages of answers) and statistically (through the search of an index which demonstrates if two questions are related). The results point to a degree of maturity in SMEs, which allows product development to be conducted in cooperation networks. (C) 2007 Elsevier Ltd. All rights reserved.

The purpose of this study is to characterize how Portuguese Small and Medium Enterprises (SMEs) view the Occupational Health and Safety Management Systems (OHSMSs) certification process, after receiving the Quality Management System (QMS) certification. References were based on the ISO 9001 standard for a QMS and OHSAS 18001 for OHSMS. The method used to evaluate the implemented systems, was by form of questionnaire. Those questioned had to have a certified quality management system, an implemented OHSMS and be a SME. The questionnaire was sent to 300 SMEs; 46 responses were received and validated. Of them, only 12 SMEs had the OHSMS certificate according to OHSAS 18001. Within those 12 companies that participated: 7 SMEs are from the industrial sector; 3 belong to the electricity/telecommunications sector and 2 SMEs are from the trade/services activity sector. The size of the sample was small, but corresponds to Portuguese reality. Moreover, 34 SMEs did not have the OHSMS certificate. The questionnaire requested the main reasons for SMEs to opt for non-certification and it was related with high costs, while the main reasons to certificate were, among others, needed to eliminate or minimize risks to workers. The main benefits that Portuguese SMEs have gained from the referred certifications have been, improved working conditions, ensuring compliance with legislation and better internal communication about risks and hazards. Also presented are the main difficulties in achieving an OHSMS certification including high certification costs, difficulties motivating personnel, difficulties in changing the company’s culture and increased bureaucracy.

The purpose of this study was to characterize the situation of Portuguese Small and Medium Enterprises (SMEs) concerning the certification of their Quality Management Systems (QMS), Environmental Management Systems (EMS) and Occupational Health and Safety Management Systems (OHSMS), in their individually form, to identify benefits, drawbacks and difficulties associated with the certification process and to characterize the level of integration that has been achieved. This research was based on a survey carried out by the research team; it was administered to 46 Portuguese SMEs. Our sample comprised 20 firms (43%) from the Trade/Services activity sector, 17 (37%) from the Industrial sector, 5 (11%) from the Electricity/Telecommunications sector and 4 (9%) from the Construction area. All SMEs surveyed were certified according to the ISO 9001 (100%), a quarter of firms were certified according to the ISO 14001 (26.1%) and a few certified by OHSAS 18001 (15.2%). We undertook a multivariate cluster analysis, which enabled grouping variables into homogeneous groups or one or more common characteristics of the SMEs participating in the study. Results show that the main benefits that Portuguese SMEs have gained from the referred certifications have been, among others, an improvement of both their internal organization and external image. We also present the main difficulties in achieving certification. Overall, 7 of the Portuguese SMEs examined indicated that the main benefits of the IMS implementation management included costs reduction, increased employee training and easier compliance of legislation. The respective drawbacks and difficulties are also presented. Finally, we presented the main integrated items in the certified Portuguese SMEs we examined.

Throughout the world, epidemiological studies were established to examine the relationship between air pollution and mortality rates and adverse respiratory health effects. However, despite the years of discussion the correlation between adverse health effects and atmospheric pollution remains controversial, partly because these studies are frequently restricted to small and well-monitored areas. Monitoring air pollution is complex due to the large spatial and temporal variations of pollution phenomena, the high costs of recording instruments, and the low sampling density of a purely instrumental approach. Therefore, together with the traditional instrumental monitoring, bioindication techniques allow for the mapping of pollution effects over wide areas with a high sampling density. In this study, instrumental and biomonitoring techniques were integrated to support an epidemiological study that will be developed in an industrial area located in Gijon in the coastal of central Asturias, Spain. Three main objectives were proposed to (i) analyze temporal patterns of PM10 concentrations in order to apportion emissions sources, (ii) investigate spatial patterns of lichen conductivity to identify the impact of the studied industrial area in air quality, and (iii) establish relationships amongst lichen conductivity with some site-specific characteristics. Samples of the epiphytic lichen Parmelia sulcata were transplanted in a grid of 18 by 20 km with an industrial area in the center. Lichens were exposed for a 5-mo period starting in April 2010. After exposure, lichen samples were soaked in 18-MΩ water aimed at determination of water electrical conductivity and, consequently, lichen vitality and cell damage. A marked decreasing gradient of lichens conductivity relative to distance from the emitting sources was observed. Transplants from a sampling site proximal to the industrial area reached values 10-fold higher than levels far from it. This finding showed that lichens reacted physiologically in the polluted industrial area as evidenced by increased conductivity correlated to contamination level. The integration of temporal PM10 measurements and analysis of wind direction corroborated the importance of this industrialized region for air quality measurements and identified the relevance of traffic for the urban area.

Despite the relevance of trade credit as a source of business financing, the topic is far from being considered exhausted, especially because there is no general and integrated theory explaining the causes and consequences of trade credit.Our research aims to contribute towards the literature that studies the determinants for granting and receiving trade credit. In this sequence, the present study seeks to empirically test some theories about the reasons why companies grant and receive commercial credit. For this purpose we apply a fixed effect model to a panel of 11 040 Portuguese industrial companies, of which 360 are large companies and the majority 10 680 are Small and Medium Enterprises (SME) for the period between 2003 and 2009. We conclude that large companies (with greater access to credit market) serve as financial intermediaries to their clients with less access to finance. In addition, it was observed that the supplier companies use trade credit as a legal means of price discrimination. Finally, financially constrained enterprises, especially in times of financial crisis, use commercial credit as an alternative source of funding, endorsing the hypothesis of substitution between trade credit and bank credit.

A definição de teores mínimos de incorporação de biocombustíveis, constitui objeto de discussão entre grupos pro-desenvolvimento e ambientalistas. Esses últimos argumentam que as consequências da utilização desta fonte energética ainda são desconhecidas. Além disso, alegam que a produção de biocombustíveis é, em parte, responsável pelo aumento no preço dos alimentos, encoraja a conversão de florestas em monoculturas e conduz à exploração de trabalhadores em países em desenvolvimento (PEDs). Para responder à dependência energética dos combustíveis de origem fóssil, e ajudar a reduzir as emissões de gases com efeito de estufa, sobretudo no sector dos transportes, o biodiesel produzido a partir de óleos alimentares usados têm sido apontado como uma “solução verde” capaz de minimizar o problema das alterações climáticas e valorizar um resíduo, e simultaneamente conferir ao setor energético um pouco mais de independência. De forma a desmistificar e clarificar um pouco estas premissas, a presente dissertação pretende fazer um estudo de avaliação do impacto da utilização do biodiesel, nomeadamente no que diz respeito às emissões gasosas. Posteriormente realizou-se, tomando como referência uma pequena frota industrial existente, uma análise comparativa dos consumos e emissões dos principais poluentes decorrentes da utilização do biodiesel em diferentes percentagens de incorporação no gasóleo, comparativamente ao gasóleo puro. O trabalho culmina com uma abordagem técnica sobre o comportamento de um veículo equipado com um motor de ignição por compressão, utilizando como biocombustível o biodiesel.

A dissertação apresentada tem como objetivo primordial testar e validar as potencialidades da termografia na obtenção de dados para reduzir as perdas ou ganhos térmicos em equipamentos e processos, tornando-os mais eficientes. Realizada em estágio curricular, em ambiente empresarial, na empresa Ecoinside, tem como caso de estudo principal uma indústria de tratamento de alumínios. O processo e os equipamentos escolhidos para o estudo foram estudados e compreendidos. Nas imperfeições detetadas foram apontadas medidas corretivas simples e de fácil execução. Mostrou-se, ainda, algumas das poupanças energéticas concedidas por essas retificações. As capacidades da termografia foram testadas noutros ambientes, que não o industrial, pois um dos objectivos era perceber se a câmara termográfica é uma mais-valia a fornecer dados na realização de uma qualquer auditoria energética, confirmando-se que sim. Dá-se, ainda, a conhecer os princípios por detrás da termografia e um pouco da sua história. Ainda no passado, percebem-se as razões do surgimento das auditorias energéticas antes da presente preocupação ambiental e da eficiência energética.

É cada vez mais forte e natural o desenvolvimento de aplicações móveis. Hoje em dia qualquer pessoa seja de forma amadora ou profissional tenta tirar o máximo partido do seu dispositivo móvel, através de aplicações desenvolvidas para as mais diversas áreas. Um dos sistemas operativos que mais programadores apostam é no Android devido à sua versatilidade e ás suas capacidades enquanto sistema operativo dentro de um smartphone. Para além dessas mais-valias, desenvolver uma aplicação para Android não tem qualquer custo, apenas terá, caso seja uma aplicação para adicionar a Google Play Store, caso contrário pode desenvolver-se qualquer tipo de aplicação sem custos, o que não acontece com outros sistemas operativos. Tendo em conta os custos, é normal as pequenas e médias empresas tentarem investir neste tipo de desenvolvimento, pois evitam gastos em licenciamentos para produzir os seus produtos. Seguindo este contexto, esta dissertação insere-se nesse perfil, isto é, tentar encontrar uma solução com baixos custos e que produza os resultados pretendidos. Através das mais diversas API’s é possível adaptar o sistema operativo Android a qualquer área apenas basta enquadrar da melhor maneira ideias e dar asas à imaginação. Desta forma, esta dissertação irá centrar-se na área industrial, na qual o Android pode e deve ser bastante útil, se for usado com rigor. Irá ser abordado o desenvolvimento de aplicações móveis e serão analisadas as tecnologias envolventes no projeto assim como algumas das principais soluções já implementadas e desenvolvidas por empresas no setor e para o sector industrial. O projeto aborda também de que forma é possível aliar o sistema operativo Android á área industrial de forma a permitir um melhor desempenho por parte de todos em prol da empresa á qual está associado. A necessidade de criação desta aplicação, surgiu numa perspectiva de melhoria contínua, com o objectivo de abandonar o procedimento instituído, que era realizado manualmente, passando a fazê-lo de uma forma automática e mais interativa. O processo será realizado pelos colaboradores e terá sempre o seu contributo, mas de uma forma mais rigorosa, simples e eficiente, aumentando a qualidade do serviço.

As increasingly more sophisticated materials and products are being developed and times-to-market need to be minimized, it is important to make available fast response characterization tools using small amounts of sample, capable of conveying data on the relationships between rheological response, process-induced material structure and product characteristics. For this purpose, a single / twin-screw mini-extrusion system of modular construction, with well-controlled outputs in the range 30-300 g/h, was coupled to a in- house developed rheo-optical slit die able to measure shear viscosity and normal-stress differences, as well as performing rheo-optical experiments, namely small angle light scattering (SALS) and polarized optical microscopy (POM). In addition, the mini-extruder is equipped with ports that allow sample collection, and the extrudate can be further processed into products to be tested later. Here, we present the concept and experimental set-up [1, 2]. As a typical application, we report on the characterization of the processing of a polymer blend and of the properties of extruded sheets. The morphological evolution of a PS/PMMA industrial blend along the extruder, the flow-induced structures developed and the corresponding rheological characteristics are presented, together with the mechanical and structural characteristics of produced sheets. The application of this experimental tool to other material systems will also be discussed.

This paper assesses empirically the importance of size discrimination and disaggregate data for deciding where to locate a start-up concern. We compare three econometric specifications using Catalan data: a multinomial logit with 4 and 41 alternatives (provinces and comarques, respectively) in which firm size is the main covariate; a conditional logit with 4 and 41 alternatives including attributes of the sites as well as size-site interactions; and a Poisson model on the comarques and the full spatial choice set (942 municipalities) with site-specific variables. Our results suggest that if these two issues are ignored, conclusions may be misleading. We provide evidence that large and small firms behave differently and conclude that Catalan firms tend to choose between comarques rather than between municipalities. Moreover, labour-intensive firms seem more likely to be located in the city of Barcelona. Keywords: Catalonia, industrial location, multinomial response model. JEL: C250, E30, R00, R12
