O objetivo desta dissertação é, a partir da análise de editoriais e artigos do Correio da Manhã, no período de 1956 a 1961, discutir as relações entre modernização da imprensa e política, face à persistência do discurso combativo do jornal sobre temas da política nacional. Partindo de estudos, textos e memórias de jornalistas em atividade naquele momento, dentro e fora do Correio da Manhã, procuramos analisar o movimento que atribui sentido à atividade jornalística para que possamos apontar as discussões às quais damos destaque nesse trabalho. A segunda metade dos anos 1950 foi marcada pelo debate do nacional-desenvolvimentismo, associado ao período de governo de Juscelino Kubitschek (1956-1961), o qual foi acompanhado, por sua vez, pela modernização da imprensa, caracterizada pela busca de imparcialidade do discurso, por mudanças editoriais e pelo melhoramento gráfico. Articulando a análise dos textos de imprensa às modificações vividas no Brasil, apontamos para a impossibilidade de considerar ideologia, técnica, profissionalização e disciplina como termos contraditórios, de acordo com os sentidos que assumiram no período.

This is the tenth Annual report of the Cumberland River Board on information of its activities and responsibilities on river management in its area between the beginning of April 1960, to the end of March 1961. The report contains 5 main sections on water resources, land drainage, fisheries, pollution, and finally the expenditure and income for the 12 month period. The first area that the report deals with is water resources, which includes information on the completion of gauging stations on the River Derwent and Eamont, and the building of a similar station on the River Esk. It also gives information on rainfall and river flow. The section on land drainage looks at work on improvement schemes and information on maintenance work carried out on rivers including Wampool, Waver, Wiza, Ellen, Cocker, Irt, Annas, Mite, Ehen, Marron, Eden, Caldew and Petteril. The fisheries section covers 5 districts of the River Eden, Esk, Derwent, Ellen and South West Cumberland. It includes angling information and a general report for salmon and sea trout, brown trout and freshwater fish. Fish disease and fish hatchery are also covered as well as re-stocking and fisheries protection. The fourth section on pollution deals with water quality and information on sewage and trade effluents. The River Boards preceded the Environment Agency which came into existence in 1996.

EXTRACT (SEE PDF FOR FULL ABSTRACT): Verified reconstructions of seasonal temperature, precipitation and sea-level pressure over North America and the North Pacific have been derived from 65 arid-site tree-ring chronologies in the North American West. Significant reconstructions were obtained for temperature for wide areas in the West and mid-continent. Precipitation reconstructions were significant only in the West, and pressure was reconstructed over wide areas of the North Pacific Ocean and the North American continent.

Hurricanes can cause extensive damage to the coastline and coastal communities due to wind-generated waves and storm surge. While extensive modeling efforts have been conducted regarding storm surge, there is far less information about the effects of waves on these communities and ecosystems as storms make landfall. This report describes a preliminary use of NCCOS’ WEMo (Wave Exposure Model; Fonseca and Malhotra 2010) to compute the wind wave exposure within an area of approximately 25 miles radius from Beaufort, North Carolina for estuarine waters encompassing Bogue Sound, Back Sound and Core Sound during three hurricane landfall scenarios. The wind wave heights and energy of a site was a computation based on wind speed, direction, fetch and local bathymetry. We used our local area (Beaufort, North Carolina) as a test bed for this product because it is frequently impacted by hurricanes and we had confidence in the bathymetry data. Our test bed conditions were based on two recent Hurricanes that strongly affected this area. First, we used hurricane Isabel which made landfall near Beaufort in September 2003. Two hurricane simulations were run first by passing hurricane Isabel along its actual path (east of Beaufort) and second by passing the same storm to the west of Beaufort to show the potential effect of the reversed wind field. We then simulated impacts by a hurricane (Ophelia) with a different landfall track, which occurred in September of 2005. The simulations produced a geographic description of wave heights revealing the changing wind and wave exposure of the region as a consequence of landfall location and storm intensity. This highly conservative simulation (water levels were that of low tide) revealed that many inhabited and developed shorelines would receive wind waves for prolonged periods of time at heights far above that found during even the top few percent of non-hurricane events. The simulations also provided a sense for how rapidly conditions could transition from moderate to highly threatening; wave heights were shown to far exceed normal conditions often long before the main body of the storm arrived and importantly, at many locations that could impede and endanger late-fleeing vessels seeking safe harbor. When joined with other factors, such as storm surge and event duration, we anticipate that the WEMo forecasting tool will have significant use by local emergency agencies and the public to anticipate the relative exposure of their property arising as a function of storm location and may also be used by resource managers to examine the effects of storms in a quantitative fashion on local living marine resources.

A través desta nova série, tentamos conhecer os diferentes aspectos pessoais dos integrantes da comunidade ictiológica ibero-americana. Esta iniciativa compartilha o espírito e o objetivo das biografias de pesquisadores brasileiros, procurando, informalmente, outro ponto de conexão na “comunidade de ictiólogos ibero-americanos”. Talvez esteja equivocado na minha apreciação, mas creio que esta tentativa compensa, já que, com a colaboração generosa e voluntária dos integrantes deste “universo”, marcaremos um registro no tempo da Ictiologia Neotropical.

Mafia waters in the western Indian Ocean on the east coast of Africa is a natural attractive area for fishing. It has extensive coral beds which harbour good fish life and attracts sport fishery in the area. About 12 commercially important fishes listed are caught by sports fishermen. The data indicates that this area can become an attractive centre for sports fishery almost throughout the year with peak season from November to February. Long-term planning of the fishery is necessary. The conservation measures should be evolved and gan fishing, dynamiting or any other kind of distructive fishing should be prohibited. This area has natural potential to become a sports fishing centre in the future and a great attraction for tourists and anglers.

There is apparently great scope for improvement of the design and operational aspects of the gear particularly for the effective exploitation of seasonal fisheries like that of seer, tuna, barracuda etc. In order to evolve improved, yet cheap trolling gear regular investigations were undertaken by the Craft & Gear Wing of the Central Institute of Fisheries Technology, off Cochin for five fishing seasons and the results of these studies are incorporated in this paper.
