Introduction : Economic reform in Indonesia after the Asian currency crisis is often discussed in parallel with Thailand and South Korea, which were alike hit by the crisis. It should however be noted that what happened in Indonesia was a change of political regime from authoritarianism to democracy, not just a change of government as seen in Thailand and South Korea. Indonesia’s post-crisis reform should be understood in the context of dismantling of the Soeharto regime to seek a new democratic state system.    In the political sphere, dramatic institutional changes have occurred since the downfall of the Soeharto government in May 1998. In comparison, changes in the economic sphere are more complex than the political changes, as the former involve at least three aspects. The first is the continuity in the basic framework of capitalist system with policy orientation toward economic liberalization. In this framework, the policies to overcome the crisis are continued from the last period of the Soeharto rule, under the support system of IMF and CGI (Consultative Group on Indonesia). The second aspect is the impact of the political regime change on the economic structure. It is considered that the structure of economic vested interests of the Soeharto regime is being disintegrated as the regime breaks down. The third aspect is the impact of the political regime change on economic policy-making process. The process of formulating and implementing policies has changed drastically from the Soeharto time. With these three aspects simultaneously at work, it is not so easy to identify which of them is the main cause for a given specific economic phenomenon emerging in Indonesia today.    Keeping this difficulty in mind, this paper attempts to situate the post-crisis economic reform in the broader context of the historical development of Indonesian economic policies and their achievements. We focus in particular on the reform policies for banking and corporate sectors and resulting structural changes in these sectors. This paper aims at understanding the significance of the changes in the economic ownership structure that are occurring in the post-Soeharto Indonesia. Economic policies here do not mean macro economic policies, such as fiscal, financial and trade policies, but refer to micro economic policies whereby the government intervenes in the economic ownership structure. In Section 1, we clarify why economic policies for intervening in the ownership structure are important in understanding Indonesia. Section 2 follows the historical development of Indonesia’s economic policies as specified above, throughout the four successive periods since Indonesia’s independence, namely, the parliamentary democracy period, the Guided Democracy period under Soekarno, the Soeharto-regime consolidation period, and the Soeharto-regime transfiguration period2. Then we observe what economic ownership structure was at work in the pre-crisis last days of the Soeharto rule as an outcome of the economic policies. In Section 3, we examine what structural changes have taken place in the banking and corporate sectors due to the reform policies in the post-crisis and post-Soeharto Indonesia. Lastly in Section 4, we interpret the current reorganization of the economic ownership in the context of the historical transition of the ownership structure, taking account of the changes in the policy-making processes under democratization.

The thousands of books and articles on Charles de Gaulle's policy toward European integration, whether written by historians, social scientists, or commentators, universally accord primary explanatory importance to the General's distinctive geopolitical ideology. In explaining his motivations, only secondary significance, if any at all, is attached to commercial considerations. This paper seeks to reverse this historiographical consensus by examining the four major decisions toward European integration during de Gaulle's presidency: the decisions to remain in the Common Market in 1958, to propose the Foucher Plan in the early 1960s, to veto British accession to the EC, and to provoke the "empty chair" crisis in 1965-1966, resulting in the "Luxembourg Compromise." In each case, the overwhelming bulk of the primary evidence-speeches, memoirs, or government documents-suggests that de Gaulle's primary motivation was economic, not geopolitical or ideological. Like his predecessors and successors, de Gaulle sought to promote French industry and agriculture by establishing protected markets for their export products. This empirical finding has three broader implications: (1) For those interesred in the European Union, it suggests that regional integration has been driven primarily by economic, not geopolitical considerations--even in the "least likely" case. (2) For those interested in the role of ideas in foreign policy, it suggests that strong interest groups in a democracy limit the impact of a leader's geopolitical ideology--even where the executive has very broad institutional autonomy. De Gaulle was a democratic statesman first and an ideological visionary second. (3) For those who employ qualitative case-study methods, it suggests that even a broad, representative sample of secondary sources does not create a firm basis for causal inference. For political scientists, as for historians, there is in many cases no reliable alternative to primary-source research.

From 1995 to 1999 Monika Wulf-Mathies served as EU commissioner responsible for regional and cohesion policy. She tells us the story of the EU Commission under President Jacques Santer with regard to the historical development of the preparation of the Economic and Monetary Union (EMU), the Union Treaty of Amsterdam (1999) and the EU-Eastern Enlargement. She touches also controversial aspects of the Santer Commission, which led to her collective demission in 1999. According to Wulf-Mathies the increase of EU's democracy deficit is result of an erosion process of the common institutions caused by the nation states which contributed to their weakness. The democratic substance of the union suffers because of the 'summarization' of the EU decision making processes. Monika Wulf-Mathies argues in favor of the community method, which needs revitalization. She proposes European democracy enforcement and transfers of the national budget und economy policies to EU bodies. This eyewitness talk offers an actual EU analysis as well as an assessment of the Santer Commission.

Many European and American observers of the EC have criticized "intergovemmentalist" ac­ counts for exaggerating the extent of member state control over the process of European integra­ tion. This essay seeks to ground these criticisms in a "historical institutionalist" account that stresses the need to study European integration as a political process which unfolds over time. Such a perspective highlights the limits of member-state control over long-term institutional de­ velopment, due to preoccupation with shorHerm concerns, the ubiquity of unintended conse­ quences, and processes that "lock in" past decusions and make reassertions of member-state control difficult. Brief examination of the evolution of social policy in the EC suggests the limita­ tions of treating the EC as an international regime facilitating collective action among essentially sovereign states. It is ore useful to view integration as a "path-dependent" process that has pro­ duced a fragmented but still discernible "multitiered" European polity.

This thesis follows the argument that, to fully understand the current position of national research laboratories in Great Britain one needs to study the historical development of the government research establishment as a specific social institution. A particular model is outlined in which it is argued that institutional characteristics evolve through the continual interplay between internal development and environmental factors within a changing political and economic context, and that the continuous development of an institution depends on its ability to adapt to changes in its operational environment. Within this framework important historical precedents for formal government institutional support for applied research are identified. and the transition from private to public patronage documented. The emergence and consolidation of government research laboratories in Britain is described in detail. The subsequent relative decline of public laboratories is interpreted in terms of the undermining of a traditional role resulting in legitimation crisis. It is concluded that it is no longer feasible to consider the public research laboratory as a coherent institutional form, and that the future of each individual laboratory can only be considered in relation to the institutional needs of its own sphere of operation. Nevertheless the laboratories have been forced into decline in an essentially unplanned way which may have serious consequences for the maintenance of the scientific and technical infrastructures, necessary for material progress in the national context.

It provides a context for understanding conflicting themes in current debates about business schools and examines how the different types of business school have evolved in the UK within very different education institutions. It places the current challenges faced by business schools in context, offers guidance on the strategic options available, and discusses some of the practical implications of the different paths outlined.

At the same time, statistics is not only misunderstood, misused and abused to a frightening extent, but it is also often much disliked by students in colleges and universities. This lecture discusses/covers/addresses the historical development of statistics, aiming at identifying the most important turning points that led to the present state of statistics and at answering the questions “What went wrong with statistics?” and “What to do next?”. The purpose of this study was to learn about the historical development of Eight Street in order to use this information in the revitalization of this area with the new migration of artists. This study demonstrated a cyclical pattern prompted by the economical success of the immigrant group. The 1960 Cuban migration brought an era of life to Eight Street. As the Cubans became successful they left the area causing a decline. Presently the area is witnessing a migration of artists that may bring it new life. The thesis retrofits buildings in this area to create a series of artist studios. These studios are designed using elements of 1960 Cuban urbanity, an era of robust urban life for this street.

The ammonia synthesis from its elements plays an important role in the survival of humankind. A short historical development of discoveries of the nitrogen cycle, the nitrogen sources for agriculture and the ammonia synthesis (in laboratory and industry) are presented. Some brief aspects of nitrogen chemistry are described. Short biographies of Fritz Haber and Carl Bosch, the main persons in this epopee, are also presented.

This paper reviews the historical development of public health policies in Brazil and the insertion of oral health in this context. Since 1988, Brazil established a Unified National Health System ("Sistema Único de Saúde" - SUS), which was conceived to assure access to health actions and services, including oral health. However, a history of lack of access to health services and the health problems faced by the Brazilian population make the process of building and consolidating the SUS extremely challenging. Since 2004, the Oral Health National Policy has proposed a reorientation of the health care model, supported by an adaptation of the working system of Oral Health teams so that they include actions of health promotion, protection and recovery. Human resources should be prepared to act in this system. The qualifying process must take in consideration knowledge evolution, changes in the work process and changes in demographical and epidemiological aspects, according to a perspective of maintaining a balance between technique and social relevance.

Rooted in a history that dates back 1500 years, the concentration of economic activity and infrastructure in Colombo represents an extreme case of urban primacy within the national context of Sri Lanka. Located on the West Coast of the country, the Colombo metropolitan area accommodates a quarter of the country's 18.6 million population, and is the economic and political core of the country. However, Colombo is a city of extremes. Its modem and well-serviced core stands in stark contrast to the circumstances of more than half of its population, who live in poorly serviced shack and shanty settlements. The proportion of the population living in these areas continues to expand, notwithstanding a history of innovative and participatory approaches to development planning and management. Complicating these development challenges, the potential of the city is undermined by a civil war that has been under way since the early 1980s, taking an immense toll in loss of life, political polarization, and economic opportunity costs. This paper traces Colombo's historical development, provides a description of contemporary characteristics and challenges faced by the city, and examines the evolution of plans and programmes designed to improve the conditions of low-income settlements in the city. A pesquisa analisa da constituição histórica da disciplina História da Educação ministrada na Faculdade de Filosofia Ciências e Letras do Estado do Espírito Santo, posteriormente incorporada a Universidade Federal do Espírito Santo entre os anos de 1951 e 2000. Investiga a constituição histórica da disciplina, as transformações programáticas, legais e institucionais referentes à disciplina de História da Educação, como também as abordagens historiográficas, periodizações e os conceitos de tempo, história e educação. A fundamentação teórica e metodológica articula-se dialogicamente a partir das construções conceituais e metodológicas de Carlo Ginzburg e Mikhail Bakhtin. A partir dos conceitos de polifonia e dialogismo, comum a ambos, investigou-se as vozes e diálogos impressos nas narrativas da disciplina de História da Educação e seu ensino, sejam em camadas mais superficiais ou profundas, encontradas no corpus documental consultado e analisado, que correspondem a: programas de ensino, transparências, leis, estruturas curriculares, documentos de departamento; resenhas e fichamentos de textos, bibliografia obrigatória e complementar, avaliações e entrevistas. Procurou-se no corpus documental dados aparentemente negligenciáveis – pistas, indícios e sinais – remontar uma realidade histórica complexa e não experimentável diretamente. Ao investigar historicamente a trajetória da disciplina História da Educação e seu ensino a partir dos parâmetros legais, programáticos e institucionais, foi possível perceber que as mudanças mais profundas operadas na disciplina não se originam das legislações e reestruturações curriculares, mas dos locais de produção e socialização do conhecimento histórico. Durante o período analisado, as duas esferas de produção historiográficas que mais influenciaram nas abordagens, periodizações e conceitos de tempo, história e educação da disciplina História da Educação do curso de pedagogia pesquisado foram: a editora responsável pela publicação e divulgação dos Manuais de História da Educação da coleção Atualidades Pedagógicas (1951-1979) e os Programas de Pós-graduação em Educação e História (1980 - 2000). Entre 1951 e finais de 1970 observa-se a influência dos Manuais de História da Educação, na organização e programação do ensino de História da Educação e uma abordagem filosófica voltada para a história das ideias pedagógicas e análises do pensamento de filósofos e educadores sobre a educação e respectivas inserções em doutrinas filosóficas europeias. A partir de 1980 as abordagens de cunho econômico, político e ideológico dos contextos históricos educativos passaram a predominar nos programas de ensino das disciplinas de História da Educação I e II, e vigoraram até meados nos anos de 1990. Na disciplina de História da Educação I a abordagem é marcada por análises do contexto de produção e organização das classes sociais; com relação à disciplina História da Educação II, até meados de 1995, trata da educação brasileira. A partir da abordagem fundamentada na Teoria da Dependência após 1995, os documentos consultados começam a mostrar outras marcas que sugerem uma abordagem voltada para a dimensão política e social, abordando a História da Educação Brasileira, a partir dos movimentos sociais e seus respectivos projetos educacionais.

Em geral, a tradição do pensamento metafísico entende que no desenvolvimento histórico da razão há um progresso. A existência do progresso requer o sacrifício do indivíduo ao longo da história. A filosofia de Theodor W. Adorno realiza um exame crítico do processo de esclarecimento vivido no Ocidente. Os estudos de Adorno mostram que a associação entre o “progresso” e o sacrifício da individualidade resulta na barbárie. Deste modo, Adorno evidencia os momentos do irracional conservados na sociedade racionalizada e que ameaçam o processo civilizatório. Neste trabalho, investigamos a influência de Sigmund Freud no pensamento de Adorno. Defendemos que a leitura adorniana de Freud é essencial para a explicação dos fatores subjetivos da personalidade autoritária. No entanto, a razão subjetiva não explica inteiramente os determinantes do caráter autoritário. Por isso, no primeiro capítulo nós apresentamos os pressupostos marxianos da razão objetiva. Além disso, indicamos a relação entre razão objetiva e razão subjetiva. No segundo capítulo, buscamos compreender a teoria de Freud e assinalamos como suas categorias manifestam as condições objetivas assinaladas por Adorno. No terceiro capítulo, examinamos a interpretação marxista realizada por Adorno sobre os determinantes psicológicos que favorecem a manifestação do caráter autoritário. Ao final, nós debatemos os resultados da recepção adorniana de Freud.
