A atuação do Conselho Municipal de Habitação de interesse social em Belém

O presente trabalho tem como objetivo geral analisar a atuação do Conselho Municipal de Habitação de Interesse Social (CMHIS) enquanto gestão da política de Habitação de Interesse Social no Município de Belém a partir de 2005 até 2012. Os objetivos específicos visam identificar e analisar a composição do CMHIS, assim como analisar a sua dinâmica e estrutura, observando se o Conselho consegue manter autonomia nos processos de tomada de decisão e participação da sociedade civil, assim como observar o processo de elaboração do Plano Municipal de Habitação de Interesse Social de 2012, de competência deste conselho. O percurso metodológico foi orientado através da pesquisa qualitativa, e utilizou como instrumentos a pesquisa bibliográfica e documental, além de pesquisa de campo com a aplicação de entrevistas semi-estruturadas aos membros do Conselho Municipal de Habitação de Interesse Social. Os resultados da pesquisa indicaram que o CMHIS, como instrumento de mediação entre o governo e a sociedade civil na Política de Habitação de Interesse Social, não esteve (na maior parte de sua história) e não está em consonância com os objetivos propostos na sua criação, que era a garantia da participação social na gestão da Política de HIS em Belém. Somente no período de 2011 a 2012, quando da elaboração do Plano Municipal de Habitação de Interesse Social, o CMHIS exerceu efetivamente suas funções.

Discussions on the production of housing for residents of low income, in Brazil, has come a long, but still no great solutions. Not only a political problem, the issue of housing involves also social and economic issues. From the beginning there was a downward grade of the slum villages more sophisticated more precarious, as if the social scale. And that is what this work will be done. In an attempt to produce forms of housing for low-income population, but not to be a mere product of capitalism, or political propaganda, but to try to reach a real solution to the problem. The project will propose new forms of construction, use of renewable energy, reuse of water and other, besides new forms of construction, the project aims to create a sustainable education to future residents

Habitação de interesse social: uma proposta de requalificação de uma área central subutilizada

Este trabalho final de graduação apresenta uma proposta de requalificação de uma área central subutilizada da cidade de Presidente Prudente –SP, por meio da implantação de habitação de interesse social. A financeirização da moradia e o Programa Minha Casa Minha Vida

This paper has it is hypotesis on the government program “My Home, My Life” and the assumption that it is a public politic attached to the market logic of financialization of the housing. It is understood that this program encourage capital for the main constructors and incorporated of brazilian heritage elite. It also served as well to promote more rentability to international capital and intensified the sociospacial segregration process as real state speculation has been potencialized. This work aims to present and discuss the program contradictions that have been sustained on the speech of wide subsidy offer and habitance construcution for low income workers - month income until three minimum salaries. Documents have shown that in the first phase of the program, habitance construction for this sector of population corresponded only to 5,5% of total habitation deficit. Businessmen on residance civil construction and public politic representatives have confirmed that the program interests are linked to financial market logic.The real benefits are not for low income workers, but for real state agents through extraordinaty profits of land and the so called new medium workers class(worker class C).We will search for embasement on the country history through the different governments and housing policies, in value theory and the concept of land income to understand the financialization process of the housing. This research is a result of the theatrical Street show named A Árvore dos Mamulengos, an appropriation of the drama text by Vital Santos, this presentation was done from 1989 to 2001, with the Companhia Escarcéu de Teatro, in the city of Mossoró/RN, Brazil. The intention here is to mapping the voices and memories of actors and actresses who have experienced the performance, the developments and achievements which resulted from twelve years of the season. In our study, we consider the importance of the choice for the open space such as streets and squares as the main local for representation considering it as a catalyst factor of aesthetic choice. However, we`ve consider the option for the collaborative process as the methodology staging by interpreters, as well as, the social and cultural determinants that were taking place deeming the realization of the spectacle
