Global warming has potentially catastrophic impacts in Amazonia, while at the same time maintenance of the Amazon forest offers one of the most valuable and cost-effective options for mitigating climate change. We know that the El Niño phenomenon, caused by temperature oscillations of surface water in the Pacific, has serious impacts in Amazonia, causing droughts and forest fires (as in 1997-1998). Temperature oscillations in the Atlantic also provoke severe droughts (as in 2005). We also know that Amazonian trees die both from fires and from water stress under hot, dry conditions. In addition, water recycled through the forest provides rainfall that maintains climatic conditions appropriate for tropical forest, especially in the dry season. What we need to know quickly, through intensified research, includes progress in representing El Niño and the Atlantic oscillations in climatic models, representation of biotic feedbacks in models used for decision-making about global warming, and narrowing the range of estimating climate sensitivity to reduce uncertainty about the probability of very severe impacts. Items that need to be negotiated include the definition of "dangerous" climate change, with the corresponding maximum levels of greenhouse gases in the atmosphere. Mitigation of global warming must include maintaining the Amazon forest, which has benefits for combating global warming from two separate roles: cutting the flow the emissions of carbon each year from the rapid pace of deforestation, and avoiding emission of the stock of carbon in the remaining forest that can be released by various ways, including climate change itself. Barriers to rewarding forest maintenance include the need for financial rewards for both of these roles. Other needs are for continued reduction of uncertainty regarding emissions and deforestation processes, as well as agreement on the basis of carbon accounting. As one of the countries most subject to impacts of climate change, Brazil must assume the leadership in fighting global warming.

Ecological economics is a recently developed field, which sees the economy as a subsystem of a larger finite global ecosystem. Ecological economists question the sustainability of the economy because of its environmental impacts and its material and energy requirements, and also because of the growth of population. Attempts at assigning money values to environmental services and losses, and attempts at correcting macroeconomic accounting, are part of ecological economics, but its main thrust is rather in developing physical indicators and indexes of sustainability. Ecological economists also work on the relations between property rights and resource management, they model the interactions between the economy and the environment, they study ecological distribution conflicts, they use management tools such as integrated environmental assessment and multi-criteria decision aids, and they propose new instruments of environmental policy.

Shrimps are produced in two different ways. They are fished in the sea (sometimes at the cost of turtle destruction) or they are "farmed" in ponds in coastal areas. Such aquaculture is increasing around the world as shrimps become a valuable item of world trade. Mangrove forests are sacrificed for commercial shrimp farming. This paper considers the conflict between mangrove conservation and shrimp exports in different countries.Who has title to the mangroves, who wins and who loses in this tragedy of enclosures? Which languages of valuation are used by different actors in order to compare the increase in shrimp exports and the losses in livelihoods and in environmental services? The economic valuation of damages is only one of the possible languages of valuation which are relevant in practice. Who has the power to impose a particular language of valuation?

Se realiza una diagnosis socioambiental y un presupuesto para el Plan de Manejo del Parque Nacional Los Quetzales (PNLQ). El PNLQ ocupa una superficie de 4117 ha. Presenta un régimen hí­drico elevado favorecido por la topografí­a quebrada que permite la presencia de fajas de condensación. Estas condiciones favorecen la presencia del bosque nublado que como se ha observado es el hábitat de innumerables especies, algunas de las cuales presentan gran valor ecológico. El presupuesto para el Plan de Manejo refleja cómo los gastos superan en una proporción importante a los ingresos, por lo que se recomienda centrar los esfuerzos en la búsqueda de formas de financiación (pago por servicios ambientales, convenios, co-manejo y donaciones). También se hace precisa una aportación anual del Gobierno Central para la ejecución del Plan.

Scarcities of environmental services are no longer merely a remote hypothesis. Consequently, analysis of their inequalities between nations becomes of paramount importance for the achievement of sustainability in terms either of international policy, or of Universalist ethical principles of equity. This paper aims, on the one hand, at revising methodological aspects of the inequality measurement of certain environmental data and, on the other, at extending the scarce empirical evidence relating to the international distribution of Ecological Footprint (EF), by using a longer EF time series. Most of the techniques currently important in the literature are revised and then tested on EF data with interesting results. We look in depth at Lorenz dominance analyses and consider the underlying properties of different inequality indices. Those indices which fit best with environmental inequality measurements are CV2 and GE(2) because of their neutrality property, however a trade-off may occur when subgroup decompositions are performed. A weighting factor decomposition method is proposed in order to isolate weighting factor changes in inequality growth rates. Finally, the only non-ambiguous way of decomposing inequality by source is the natural decomposition of CV2, which additionally allows the interpretation of marginal term contributions. Empirically, this paper contributes to the environmental inequality measurement of EF: this inequality has been quite stable and its change over time is due to per capita vector changes rather than population changes. Almost the entirety of the EF inequality is explainable by differences in the means between the countries of the World Bank group. This finding suggests that international environmental agreements should be attempted on a regional basis in an attempt to achieve greater consensus between the parties involved. Additionally, source decomposition warns of the dangers of confining CO2 emissions reduction to crop-based energies because of the implications for basic needs satisfaction.

En los últimos años la industria camaronera ha adquirido mucha importancia en Brasil y genera presiones sobre ecosistemas y comunidades tradicionales que viven en equilibrio con su entorno. En Cumbe, una comunidad tradicional del municipio de Aracati, Ceará, Brasil, el ecosistema que rodea a su población es el manglar. Debido a esta fuerte presión, tanto el manglar como los servicios ambientales que la población local se beneficia, están transformándose. En este trabajo, la población local de Cumbe identifica, valora y caracteriza los servicios ambientales que les proporciona el manglar dándole así una vital importancia, que puede servir de precedente para una posible protección. Por otra parte, se hace una aproximación en términos económicos de la pesca artesanal y las granjas de camarón para discutir a corto y a largo plazo cuál es el modelo más sostenible a seguir.

En los últimos años la acuicultura de camarón se ha desarrollado como industria potencial en Brasil y sus actividades generan presiones sobre ecosistemas y comunidades tradicionales que viven en equilibrio con su entorno. En Cumbe, una comunidad tradicional del municipio de Aracati, Ceará, Brasil, el ecosistema que rodea a su población es el manglar. Debido a esta fuerte presión, tanto el manglar como los servicios ambientales de los que la población local se beneficia, están en peligro. Este estudio pretende evaluar las diferencias entre tres áreas de manglar que están afectadas en diferente grado por la presión de las industrias camaroneras. Se evalúan parámetros biológicos y la estructura de los manglares para observar las posibles diferencias y relacionarlas con las diferentes variables.

The TMDL and Water Quality Assessment Section of the Iowa DNR Environmental Services Division have released the report entitled, “Biological Assessment of Iowa’s Wadeable Streams.” The report describes a framework for conducting stream bioassessments and how it is used to evaluate the biological condition of Iowa’s wadeable rivers and streams. The document also serves as a foundation for developing biological water quality standards for the protection of designated aquatic life uses and measuring progress toward the achievement of Federal Clean Water Act goals.

Payments for Environmental Services (PES) are praised as innovative policy instruments and they influence the governance of forest restoration efforts in two major ways. The first is the establishment of multi-stakeholder agencies as intermediary bodies between funders and planters to manage the funds and to distribute incentives to planters. The second implication is that specific contracts assign objectives to land users in the form of conditions for payments that are believed to increase the chances for sustained impacts on the ground. These implications are important in the assessment of the potential of PES to operate as new and effective funding schemes for forest restoration. They are analyzed by looking at two prominent payments for watershed service programs in Indonesia-Cidanau (Banten province in Java) and West Lombok (Eastern Indonesia)-with combined economic and political science approaches. We derive lessons for the governance of funding efforts (e.g., multi-stakeholder agencies are not a guarantee of success; mixed results are obtained from a reliance on mandatory funding with ad hoc regulations, as opposed to voluntary contributions by the service beneficiary) and for the governance of financial expenditure (e.g., absolute need for evaluation procedures for the internal governance of farmer groups). Furthermore, we observe that these governance features provide no guarantee that restoration plots with the highest relevance for ecosystem services are targeted by the PES

Forest management for groundwater protection is a cheap solution for a vital question, which is implemented for decades all over the world. The main challenge is to insure a constant adequate forest management to preserve the service provided. In Lombok Island, the problem is the lack of implementation of the public regulation in the forest area. Therefore payments for environmental services (PES) are used as an alternative in this weak institutional environment. The results of the field research show that, surprisingly, the "famous" Lombok PES case is not a PES at all, even if there are some payments. This research has however happy ends because other "forest for water" PES have been identified in the field. In addition, the legal review identified a way to solve the lack of legal base for PES implementation. Thus, the PES examples that we identified could be spread all over Indonesia without conflicting other regulations (fiscal, local finance, forest, etc.) and circumventing the forest administrations.

Methane-rich landfill gas is generated when biodegradable organic wastes disposed of in landfills decompose under anaerobic conditions. Methane is a significant greenhouse gas, and landfills are its major source in Finland. Methane production in landfill depends on many factors such as the composition of waste and landfill conditions, and it can vary a lot temporally and spatially. Methane generation from waste can be estimated with various models. In this thesis three spreadsheet applications, a reaction equation and a triangular model for estimating the gas generation were introduced. The spreadsheet models introduced are IPCC Waste Model (2006), Metaanilaskentamalli by Jouko Petäjä of Finnish Environment Institute and LandGEM (3.02) of U.S. Environmental Protection Agency. All these are based on the first order decay (FOD) method. Gas recovery methods and gas emission measurements were also examined. Vertical wells and horizontal trenches are the most commonly used gas collection systems. Emission measurements chamber method, tracer method, soil core and isotope measurements, micrometeorological mass-balance and eddy covariance methods and gas measuring FID-technology were discussed. Methane production at Ämmässuo landfill of HSY Helsinki Region Environmental Services Authority was estimated with methane generation models and the results were compared with the volumes of collected gas. All spreadsheet models underestimated the methane generation at some point. LandGEM with default parameters and Metaanilaskentamalli with modified parameters corresponded best with the gas recovery numbers. Reason for the differences between evaluated and collected volumes could be e.g. that the parameter values of the degradable organic carbon (DOC) and the fraction of decomposable degradable organic carbon (DOCf) do not represent the real values well enough. Notable uncertainty is associated with the modelling results and model parameters. However, no simple explanation for the discovered differences can be given within this thesis.

Elinkaariarviointi on menetelmä, missä tuotejärjestelmän aikaiset syötteet ja tuotteet koostetaan yhteen ja tuloksena saadaan sen ympäristökuormitus. Elinkaariarviointi on päätöksentekoa tukeva työkalu. Jätelain kokonaisuudistuksen myötä elinkaariarvioinnin käyttö tullee lisääntymään kuntavastuullisessa jätehuollossa. Helsingin seudun ympäristöpalvelut -kuntayhtymä HSY:n jätehuollon tavoitteena on rakentaa elinkaarimalli, jonka avulla voidaan selvittää koko toiminnan aiheuttama ympäristökuormitus ja taloudelliset vaikutukset. HSY:n jätehuolto on päättänyt toteuttaa elinkaarimallin rakentamisen konsulttityönä. Työn tavoitteena on ollut laatia toimintaohjeisto HSY:n jätehuollon elinkaarimallinnuspalveluiden hankkimiseksi. Elinkaarimalli voidaan tehdä kaupallista ohjelmistoa käyttämällä. Tähän selvitykseen on valittu arvioitavaksi kolme elinkaariarvioinnin työkalua: EASEWASTE, WRATE ja GaBi 4.4. Ohjelmistojen ominaisuuksia on arvioitu kirjallisuuden ja haastattelun perusteella. Työssä on laadittu kriteeristö näiden ohjelmistojen arviointiin. Kirjallisuuden perusteella on selvitetty elinkaariarvioinnin soveltamiskohteet kuntavastuullisessa jätehuollossa. HSY:n jätehuollon elinkaariarvioinnin soveltamiskohteet ja mallinnustarpeet on tunnistettu haastattelemalla HSY:n jätehuollon asiantuntijoita. HSY:n jätehuollolle rakennettavan mallin päivittämistä, käyttöä ja kehittämistä tulisi hallita HSY:n jätehuollon toimesta. Kaikki työssä arvioidut ohjelmistot soveltuvat HSY:n jätehuollon tunnistamien mallinnustarpeiden laskentaan. Elinkaarimallinnuspalveluiden toimintaohjeistolla pyritään varmistamaan HSY:n jätehuollon tarpeisiin soveltuvan mallin hankinta ja jatkotoimenpiteiden suunnittelu.

Vantaan Energia rakentaa ympäristövaatimukset täyttävän jätevoimalan Itä-Vantaan Långmossebergeniin. Jätevoimalassa tullaan käyttämään polttoaineena kierrätykseen kelpaamatonta syntypaikkalajiteltua yhdyskuntajätettä sekä maakaasua. Helsingin seudun ympäristöpalvelut -kuntayhtymä HSY tulee toimittamaan noin 80 % vuosittaisesta jätepolttoaineesta. Tässä työssä on esitetty toimintamalli HSY:n jätteenpolton materiaalivirtojen hallitsemiseksi. Toimintamallin tarkoituksena on antaa ohjeistus jätteiden materiaalivirtojen käsittelymenetelmistä ennen jätteenpolttolaitosta. Lisäksi toimintamallin tarkoituksena on saada vähennettyä pohjakuonan määrää. Toimintamalli sisältää ohjeistuksen kotitalouksien sekajätteen, pienjäteasemien sekajätteen, sekalaisen rakennus- ja purkujätteen sekä kaupan- ja teollisuuden jätteiden käsittelytavoista. Jätevirtojen koostumusta on selvitetty kirjallisuudesta löytyvien tietojen perusteella ja tietoja on täydennetty kesällä 2013 suoritetun lajittelututkimuksen tiedoilla. Tutkimuksen tuloksista selvisi, että pienjäteasemien sekajätteiden lajittelua tehostamalla HSY:llä pystytään tekemään merkittäviä taloudellisia säästöjä. Tutkimuksessa selvisi, että kipsilevy olisi kannattavinta kerätä omalle lavalleen pienjäteasemilla. Sekalaisen rakennus- ja purkujätteen osalta todettiin, että sitä ei kannata ohjata suoraan jätevoimalalle poltettavaksi, eikä sitä voida sijoittaa käsittelemättömänä kaatopaikalle vuoden 2020 jälkeen. Tästä syystä työssä on ehdotettu, että sekalainen rakennus- ja purkujäte ohjattaisiin lajittelulaitokselle käsiteltäväksi ennen sen loppusijoittamista. Tutkimuksen tulosten perusteella voidaan myös todeta, että toimintamallia noudattamalla, pohjakuonan määrää on mahdollista vähentää lähes puolella alkuperäisestä arviosta.
