En este artículo abordaremos cómo se relacionan las experiencias formativas vinculadas al trabajo rural, las identificaciones y los conflictos ambientales en San Ignacio, Misiones (Argentina). Nos interesa problematizar cómo los aprendizajes ligados a las tareas rurales se vinculan con las auto-adscripciones de los sujetos, teniendo como referencia las categorías de actores sociales agrarios regionales y las denominaciones que provienen de agendas estatales de intervención. Estos procesos acontecen en un contexto de creciente concentración de propiedades que se destinan a la explotación forestal, donde observamos, en algunos casos, cierta ambientalización de los históricos conflictos territoriales. Utilizando materiales provenientes de un trabajo de campo etnográfico que iniciamos en 2008, presentaremos a dos familias de pobladores rurales. En ambos casos es posible ver cómo el acceso a la tierra es decisivo para las experiencias formativas en las actividades de reproducción social, y que se liga con identificaciones como "gente de la colonia" y una incipiente referencia a la "agricultura familiar" a partir de las intervenciones del Estado. Estas dos familias permiten mostrar cómo las experiencias e identificaciones se expresan en el contexto de la participación de los sujetos en conflictos sociales, que asumen en un caso la forma histórica de reclamos fundiarios mientras que, en el otro, es posible ver que el ambiente tiene protagonismo incipiente.

Tomando la perspectiva de la ecología política, el artículo analiza los conflictos socioambientales que contextualizaron la sanción de la Ley de Ordenamiento Territorial de Bosques Nativos de la Provincia de Córdoba (Ley 9814/2010). Se caracterizan los actores sociales en disputa y sus lógicas e intereses en juego, y se analizan los argumentos que justificaron las posiciones que asumieron durante el conflicto que precedió a la sanción de la ley. Se identifican las alianzas generadas a fin de constituir grupos de interés para accionar políticamente en la arena legislativa, y se contextualiza la disputa local/provincial en el modelo agropecuario dominante a nivel nacional/global. El trabajo concluye que la ley expresa una alianza de poder consolidada históricamente entre los sectores hegemónicos de poder económico y político local, quienes usan y construyen el marco institucional del Estado en su propio beneficio sin importar los costos ambientales y sociales. Esta alianza contribuye a debilitar las demandas y derechos de los sectores más vulnerables de la sociedad, desconoce los procesos de participación ciudadana y compromete la oferta futura de servicios ambientales por parte del bosque nativo

The research presented in this article aims to identify and to analyze the cases of environmental conflicts in the microrregião de Viçosa, Minas Gerais, Brasil. For this were performed data surveys were conducted in the archives of the Ministério Público regarding the municipalities of microrregião in study and a workshop with various social movements of the mesorregião da Zona da Mata. From this survey on we check the conflict established between environmental legislation and farm workers, and also the concentration of the penalty on small cases of violations of environmental legislation. Thus, we conclude that to think about environmental conflicts is require the recognition of inequalities of power and the different types of knowledge and rationalities involved in the appropriation of natural resources by society.

El trabajo analiza la expansión del monocultivo extractivista en Costa Rica y la Argentina en detrimento del capital natural y las poblaciones campesinas. La metodología incluyó entrevistas realizadas a campo en ambos países y consultas a fuentes documentales, periodísticas y bibliográficas. Se concluye que los conflictos ecosociales son provocados por la ausencia de un ordenamiento territorial, la escasa fiscalización estatal en materia ambiental y la alianza de los gobiernos con el capital concentrado. En este contexto, también se evidencian estrategias de resistencia de los campesinos que luchan por la justicia ambiental y la concreción de una institucionalidad socioambiental acorde con sus intereses

La actividad turística desarrollada en el Mediterráneo español, en general, y en el litoral valenciano, en particular, está vinculada a la demanda de segundas residencias y, con ella, al desarrollo urbanístico. Se trata de un modelo que incide negativamente sobre el territorio y genera fuertes impactos, especialmente medioambientales, apenas frenados por las medidas conservacionistas llevadas a cabo en las últimas décadas. Para comprobar tales afirmaciones, el presente artículo se centra en un territorio concreto como el litoral de la provincia de Alicante, donde los parques naturales mantienen una estrecha relación con algunos de los principales destinos de sol y playa.

A criação de espaços territoriais especialmente protegidos é uma estratégia utilizada pelo homem desde a antiguidade, objetivando a reserva de áreas com características naturais necessárias à manutenção ou à reprodução cultural de populações humanas específicas, regulando e limitando o acesso e a apropriação de certos recursos e/ou reservando-os para usos ou futuros. Os processos de criação dessas “áreas especialmente protegidas” foram contudo intensificados, no final do século XX, com a percepção da finitude dos recursos naturais, e acelerados pelo florescimento e a consolidação do capitalismo, agora “globalizado”. Quando tais processos, são orientados por interesses diversos de grupos sociais hegemônicos, são comuns não só a desestruturação do modo de vida dos usuários dos recursos naturais tradicionalmente relacionados aos “territórios especiais”, como também a expulsão de grupos não-hegemônicos neles já instalados, sempre que suas práticas culturais sejam consideradas como incompatíveis com os fins e os objetivos da área que se pretende proteger. Entre os tipos de área especialmente protegida estabelecidos pela legislação brasileira, encontram-se as Unidades de Conservação da Natureza (UC). Criadas por Lei com o objetivo de conservar a biodiversidade brasileira, as UC vem sendo palco de diversos conflitos ambientais envolvendo populações tradicionais em todos os biomas brasileiros, mas pode ser mais facilmente evidenciada na Amazônia, aonde a megabiodiversidade a proteger se sobrepõe a territórios ocupados por diversas etnias indígenas e outros povos tradicionais. Os conflitos são intensificados quando a categoria de manejo da UC criada restringe o acesso e altera os modos de apropriação e/ou dos usos tradicionais dos recursos naturais da área por parte dos residentes, inclusive impedindo a continuidade da permanência das populações no interior da UC, no caso o grupo das UC de Proteção Integral. À luz dos debates que vem sendo travados no campo da ecologia política, tais processos conflituosos estariam associados à desterritorialização dos grupos afetados pela criação da UC, nos quais o Estado brasileiro seria o responsável direto. Independentemente das diversas abordagens acadêmicas para o conceito de “território”, entende-se atualmente que a territorialização e a desterritorialização (com consequente reterritorialização) são processos interrelacionados e circularmente conectados, não podendo ser compreendidos separadamente. Assim, o objetivo do presente trabalho é contribuir para a compreensão desses processos de des-re-terrritorialização, avaliando como alguns mecanismos previstos na Lei do Sistema Nacional das Unidades de Conservação para o reassentamento das populações anteriormente residentes vem sendo aplicados, no sentido de promover processos de reterritorialização. As reflexões apresentadas se dão a partir do caso dos ribeirinhos e colonos residentes na Estação Ecológica da Terra do Meio, Pará, Brasil. A partir da avaliação, são propostas alternativas para minimizar a situação de injustiça ambiental na qual se encontram esses atores sociais específicos.

The Florida Everglades is a highly diverse socionatural landscape that historically spanned much of the south Florida peninsula. Today, the Florida Everglades is an iconic but highly contested conservation landscape. It is the site of one of the world's largest publicly funded ecological restoration programs, estimated to cost over $8 billion (U.S. GAO 2007), and it is home to over two million acres of federally protected lands, including the Big Cypress National Preserve and Everglades National Park. However, local people's values, practices and histories overlap and often conflict with the global and eco-centric values linked to Everglades environmental conservation efforts, sparking environmental conflict. My dissertation research examined the cultural politics of nature associated with two Everglades conservation and ecological restoration projects: 1) the creation and stewardship of the Big Cypress National Preserve, and 2) the Tamiami Trail project at the northern boundary of Everglades National Park. Using multiple research methods including ethnographic fieldwork, archival research, participant observation, surveys and semi-structured interviews, I documented how these two projects have shaped environmental claims-making strategies to Everglades nature on the part of environmental NGOs, the National Park Service and local white outdoorsmen. In particular, I examined the emergence of an oppositional white identity called the Gladesmen Culture. My findings include the following: 1) just as different forms of nature are historically produced, contingent and power-laden, so too are different claims to Everglades nature; 2) identity politics are an integral dimension of Everglades environmental conflicts; and 3) the Big Cypress region's history and contemporary conflicts are shaped by the broader political economy of development in south Florida. My dissertation concluded that identity politics, class and property relations have played a key, although not always obvious, role in shaping Everglades history and environmental claims-making, and that they continue to influence contemporary Everglades environmental conflicts.

This dissertation addresses issues considered essential for sustainable development of urban waterfronts and beaches. Many of these spaces, even though they are of public authorities, economic market and general population interests - due to its landscape, its importance for recreation purposes and as a basis of " Sun and beach Tourism " (Turismo de Sol e Praia), among other factors - have shown aesthetic, health and cultural degradation, entailing environmental, economic and social losses and conflicts. Based on this perception, the research aims to understand the main reasons for these negative results for beach spaces. To this end, it was chosen the case study of a typical urban beach, Ponta Negra Beach, located in Natal, RN. Ponta Negra is associated with the "postcard" of the city and it has been deserving of municipal urban planning legislation that legally recognizes the importance of its landscape. Also it has received constant investments by the Government through urban projects, arguing to leave the site attractive to its users. Nevertheless, in the last fifteen years, the beach has lived with the expansion of its problems, such as those related to bathing water, to coastal erosion, and to the mangling of its natural surroundings. Social conflicts have also been frequent in this time frame: conflicts between residents of the waterfront and traders who work on the beach, between the traders themselves, between the managers of space and fishermen, between managers and formal and informal traders. Many of these social and environmental conflicts have taken such grand proportions that became legal matters. Assuming that the problems identified are related to the issue of rationality - understood as a system of values, norms and actions that relate means and ends - and upholding the need for focused research on "environmental rationality" to understand and interpret the dynamics of social and environmental problems encountered on site, the research that guides the study relies on the Mexican economist Enrique Leff's theory on "environmental rationality" which, briefly, can be defined as a system of values, norms, actions and means and ends relations based on the principles of environmental management and sustainable development. Among other aspects, rationality encompasses cross-sectional planning of public administration, the participation of society in the management of environmental resources, interdisciplinary reorganization of knowledge, the clash of opposing interests and the conciliation of common goals of different social actors. The study evaluates the relationship between "environmental rationality", as proposed by Enrique Leff, with the management, urban interventions and uses observed in Ponta Negra Beach. For that, some benchmarks were established and considered in the research as related to sustainable development of the "beachy" atmosphere. Analytical instruments chosen were the urban transformations and the environmental and social problems that have been the target of lawsuits. Also part of the study, the problems that were the subject of civil investigations, which are investigation procedures carried out by the Prosecutor's Office.

El artículo rescata la importancia del trabajo de campo geográfico en una región con conflictos socioambientales, como el del el agua en las Sierras Chicas de Córdoba. Se hace eje en una experiencia pedagógica, la Práctica Sociocomunitaria (PSC), llevada a cabo por profesores, alumnos y ayudantes de la materia Geografía Rural, de la carrera de Licenciatura en Geografía de la Facultad de Filosofía y Humanidades (FFyH), en la localidad de La Granja, departamento Colón, de la provincia de Córdoba. La PSC es una experiencia que acerca a los alumnos al campo social de los conflictos territoriales. Se trata de una modalidad que va más allá de un proyecto de extensión, ya que involucra a todos los alumnos del grado que cursan la materia. Y es también una manera de aunar, en nuestro caso desde el quehacer geográfico, las funciones de docencia, investigación y extensión propias de los universitarios. Se pretende, a través de la PSC, acercar a los alumnos de Geografía Rural al trabajo de campo, con organizaciones sociales de base local motorizadas que conocen los problemas de su localidad en profundidad y que trabajan junto con nuestro equipo de investigación. A la vez, el contacto, las reflexiones grupales e individuales, los debates con los estudiantes universitarios, aportarán al colectivo social, una ampliación de la esfera de conocimientos de la realidad sobre la que viven y luchan. El artículo comienza definiendo qué se entiende por PSC. Luego, atendiendo específicamente a nuestra práctica, desarrollamos lo que para nosotros son las dos lógicas que sustentan el trabajo en terreno. Una, referida a la construcción del conocimiento, a los modos diversos de aprender y de saber. Otra, vinculada a la comprensión del conflicto socioterritorial, en relación con el escenario donde se realiza la práctica: la Mesa del Agua y Ambiente de La Granja. Incluimos un apartado sobre la descripción de la experiencia y los resultados, para finalizar con algunas reflexiones pensadas en función de la continuidad de la práctica.

Este trabalho tem como propósito explicitar a relação de injustiça ambiental e as controvérsias entre atores sociais com distintos modos de significação e apropriação territorial no contexto de um conflito ambiental na localidade do Pontal da Barra, praia do Laranjal, Pelotas - RS. Desde uma perspectiva etnográfica, objetiva-se incorporar a dimensão do conflito enquanto elemento central de análise. Para isso, partiu-se da proposta analítica de explicitação do conflito como forma de mapeamento dos diferentes atores sociais em interação, contemplando suas visões, posições, interesses, discursos e estratégias de disputa e legitimação no campo ambiental. Consiste em um conflito ambiental que insurgiu a partir da proposta de implantação de um loteamento residencial no contexto de urbanização do balneário do Laranjal durante a década de 1980, envolvendo os seguintes atores sociais: moradores removidos e os que permanecem no Pontal da Barra; membros da comunidade científica e movimento ambientalista local; empresário do ramo imobiliário e turístico no Pontal da Barra e a intervenção de instâncias públicas. Destaca-se a posição dos moradores, vistos em situação de marginalidade, que passaram a representar obstáculos e entraves, tanto para os interesses imobiliários e turísticos na localidade como para uma parcela significativa de ambientalistas que visam à preservação integral da área do Pontal da Barra. Em conjunto a essas iniciativas de grupos organizados sobressai a posição do Estado enquanto mediador desses conflitos e agente que procura executar estratégias de controle e planejamento do espaço, envolvendo as disputas territoriais e os discursos ambientais em questão. Perante esses órgãos do Estado e setores da iniciativa privada, a situação desses moradores caracteriza-se pela irregularidade fundiária, no qual seu espaço habitado não é reconhecido como deles. Dessa forma, este trabalho foi desenvolvido a partir da seguinte questão: tendo em vista os diferentes atores sociais envolvidos, como tem se configurado, desde a década de 1980, o conflito ambiental em torno da disputa territorial pelo Pontal da Barra, Pelotas/RS. Nessa perspectiva, busca-se desconstruir a retórica hegemônica e dominante que escamoteia as diferenças e naturaliza as desigualdades entre os atores sociais envolvidos procurando silenciar e despolitizar a participação pública no debate dos conflitos ambientais, para, através desse entendimento, corroborar com a discussão de uma Educação Ambiental crítica que tenha nos conflitos existentes a sua pauta de pesquisa e de ação.

Over time, humanity began to realize the negative impact that the modern world has caused to the environment. The Atlantic Forest is one of the richest biomes in biodiversity, covering more than 60% of all species on the planet. This biome covered about 15% of the Brazilian territory, leaving currently only 7% of its fully fragmented forest remnants. This was the biome that suffered most from modernization and strong anthropogenic pressures in Brazil. For the account of environmental degradation, in the second half of the nineteenth century there was a shift in thinking, giving greater emphasis on conservation of some natural landscapes, with the intention of removing the man still preserved nature. Based on American models of conservation there were created the Nature Conservation Units. This study aimed to analyze the environmental quality of the State Park Vitório Piassa, a Conservation Unit located in the city of Pato Branco - PR. The environmental quality was measured by use of bio-indicators and some environmental pressures that the Park has suffered over the years also were identified. Beetles of the familiy Scarabaeinae (Coleoptera: Scarabaeidae) were used as the bioindicators. To compare the most conserved areas and the most degraded areas of the Park, three specific sites were defined within the Atlantic Forest fragment, these insects were captured with pitfall traps and identified as to their species and genera. There were two collections in February and March 2015, which resulted in 945 individuals in 22 species and nine different genus. Then the population of beetles in each area were classified based on ecological measures such as species richness, abundance of individuals of each species through diversity index (Shannon and Simpson) to identify the differences between the sampled groups and equitability (Pielou) to measure the distribution of the total abundance of the species in each area. To meet the objective of identifying the environmental pressures that occur in PEVP, evidence were collected through photographs, watching the field, aerial images and conversations with the resident population in the park. Similarly, if made relevant to build on the project running by the municipality for the construction of infrastructure for public viewing. These data served as subsidies to confront the current situation of the park and the current Brazilian legislation for UC's of full protection, highlighting the existing socio-environmental conflicts in the park, involving political issues and the proximity of the Conservation Unit with the urban area of the city.

In this chapter, the authors made a survey of the research undertaken by social scientists and their reflections on environmental conflicts in Portugal. In these, a critical discourse has emerged concerning, on the one hand, the weak public environmental awareness, and, on the other, the progressive obliteration of environmental movements and their institutionalization throughout the creation of different environmental groups and the incorporation of the “environment” in legislation and in political discourse. In a brief retrospective, we review several conflicts taking into account different relevant factors: level of mobilization, media attention received, organization, impact, and ideological reference they have had in Portugal since the seventies. We have particularly highlighted the movement against nuclear energy and the construction of dams, the pollution caused by intensive breeding, the expansion of eucalyptus plantations, the conflicts against “wild” forms of mining, the business of toxic waste, the expansion of the economy of the concrete, the installation of landfills, and the defense of the natural heritage. This survey has considered three periods: the 1970s, marked by the emergence and performance of ecological movements of different ideological extraction; the second half of the 1980s, marked by the institutionalization of the environment and the imposition of a new legal framework with impact on environmental policies resulting from the integration into the European Economic Community; and finally, a third period, from the 1990s to present, marked by increasing environmental media coverage, with a particular emphasis on environmental conflicts in a context of an increasing liberalization of economic activities and the expansion of extraction and of the concrete economy. This is also the period where the environment emerges in disputes over the uses of the territory as economic and asset value. Most of these conflicts arise from the activities of local agents or national environmental groups that quickly gain strong local roots and sometimes even have some success. However, their impact on the national and Community legislation seems to be less relevant.

This chapter explores the relationship between environmental conflicts and technical progress, trying to understand, in the case of large mines of the Iberian Pyrite Belt, in Alentejo, how emerging environmental problems conditioned the performance or led to the search for alternative technical solutions, taking as chronological limit for this observation the beginning of World War II. In the absence of the archives of the companies, the research was based on existing administrative documents in the state archives (mining engineers reports, the licensing of mining activities), on reports and documents published in specialized mining press, in particular, the Bulletin of the Ministry of Public Works, Trade and Industry, the Journal of Public Works, Trade and Industry (both in Portuguese), and finally in the local press. Despite that limitation, the information available shows that in global competition markets, the success of the British enterprise in Santo Domingo had the active search for new technical solutions for the creation and adaptation of existing knowledge to local problems in order to maximize the mineral resources available. The early development of the hydrometallurgical processes for the treatment of poor ores, named ‘natural cementation’, can be explained as the way these companies tried to solve problems of competitiveness, boosting economies of scale. Thus, they transferred the environmental costs previously limited to agriculture to more fragile social groups, the poor fishermen of Guadiana River and of Vila Real de Santo António. Therefore, the hydrometallurgy of pyrites was developed locally, pioneered in Santo Domingo that allowed the survival and expansion of the British company from the late 1870s, that is, at a time when most small mines shut since they were not able to compete globally. Through different consented and regulated processes (judicial), through conflict or parliamentary mediation, the State imposed exceptionally additional costs to companies, either for compensation, the imposing the application of remediation measures to reduce the environmental damage in some cases, thus contributing to derail some projects. These cases suggest that the interaction between local conflicts, corporate behavior and technological progress proves to be complex. This article aims to contribute to the debate on economic and social history between the environment and technological progress, arguing that the fixed costs and economic imponderable social risks were factors that encouraged the companies to search for new solutions and to introduce innovations since that would allow the expansion of their activity. In this process the companies sometimes faced environmental dilemmas and unforeseen costs with consequences on the economy of firms. The nature of the knowledge needed to address the environmental problems they created, however, is of a very different nature from that knowledge needed to face the environmental burdens that were inherent to the development of its activity.
