The South Carolina General Assembly created the South Carolina Community Block Grant for Education Pilot Program by Proviso 1.94 in the 2014-15 General Appropriation Act. The intent of the proviso is to encourage public school districts and district entrepreneurial public educators to undertake state-of-the-art initiatives to improve student learning and to share the results with the state’s public education community. Although community partnerships were the focus of the grant, school districts were the lead agencies on the grant were directed by proviso to provide reports, summaries and items for the evaluation component of the grant. Through this proviso, one million dollars was allocated for the block grants with direct allocations to school districts. One hundred percent of the funds were allocated to school districts. No grant award was to exceed $250,000 annually unless the grants committee found that exceptional circumstances warranted exceeding this amount.

The South Carolina General Assembly created the South Carolina Community Block Grant for Education Pilot Program by Proviso 1.94 in the 2014-15 General Appropriation Act. The purpose of the proviso was to encourage and sustain partnerships between a community and its public school district for the implementation of innovative, state-of-the-art education initiatives and models to improve learning. Any public school, including a charter school, was eligible to submit a grant application. The proviso asserts that the success of the grant program is best served when there is vigorous community support, which is integral to the development and implementation on innovative initiatives for young people. Through this proviso, one million dollars was allocated for the block grants with direct allocations to school districts. Grants awarded were to be implemented for a period of one year beginning July 1, 2015 until June 30, 2016.

The South Carolina Coastal Information Network (SCCIN) emerged as a result of a number of coastal outreach institutions working in partnership to enhance coordination of the coastal community outreach efforts in South Carolina. This organized effort, led by the S.C. Sea Grant Consortium and its Extension Program, includes partners from federal and state agencies, regional government agencies, and private organizations seeking to coordinate and/or jointly deliver outreach programs that target coastal community constituents. The Network was officially formed in 2006 with the original intention of fostering intra-and inter- agency communication, coordination, and cooperation. Network partners include the S.C. Sea Grant Consortium, S.C. Department of Health and Environmental Control – Office of Ocean and Coastal Resource Management and Bureau of Water, S.C. Department of Natural Resources – ACE Basin National Estuarine Research Reserve, North Inlet-Winyah Bay National Estuarine Research Reserve, Clemson University Cooperative Extension Service and Carolina Clear, Berkeley-Charleston-Dorchester Council of Governments, Waccamaw Regional Council of Governments, Urban Land Institute of South Carolina, S.C. Department of Archives and History, the National Oceanic and Atmospheric Administration – Coastal Services Center and Hollings Marine Laboratory, Michaux Conservancy, Ashley-Cooper Stormwater Education Consortium, the Coastal Waccamaw Stormwater Education Consortium, the S.C. This paper addresses the issue of adolescent pregnancy in Mexico, Central America and South Carolina and implications for social work practice with immigrant communities. The paper is based on current literature and on cross-national, on-line survey of local and international pregnancy prevention programs. The paper analyzes and discusses various psychosocial causes of pregnancy in adolescents, including: limited opportunities for formal education, infrequent open discussions about sexual health, rising costs of adequate birth control, and difficulty in obtaining contraceptives in remote locations. This research paper analyzes current statistics on the effectiveness of existing projects and programs and compares and contrasts research about the validity and efficacy of these programs in both South Carolina and abroad. Finally, the paper addresses implications for social work practice with adolescents in immigrant communities.

This collection is a valuable source on home economics history in South Carolina during the twentieth century. While there is information on the SCHEA from its beginning in 1914 to 1980, the actual records do not start until 1920. An outline of what the South Carolina Home Economics Association was doing from 1914 to 1920, is provided in the “historical file” (see Box 1, folders 1 to 4). The inclusive dates for a particular series may vary and, for most series, the records are incomplete. The collection contains all the records normally created by an organization, including constitutions, correspondence, minutes, reports, handbooks, etc. A wide variety of research topics could be developed from the records, including the SCHEA’s impact on the legislative process in South Carolina (e.g. the passage of the bill for the enrichment of cornmeal and grits in 1943), its cooperation and relationship with relief agencies in the state and its role in improving child health during the 1930s.
