Este trabajo de grado aborda la contribución del periodismo en la configuración del debate en Colombia sobre política de drogas, a través de un análisis de contenido a las columnas y editoriales publicadas entre 2009 y 2013 en cuatro medios de referencia del país. Se identificaron los perfiles de quienes participaron, los argumentos y las políticas defendidas que plantearon, y la manera como presentaron sus opiniones en El Espectador, El Tiempo, La Silla Vacía y Semana. El desarrollo de la discusión en los textos demuestra una evolución respecto al tema en la medida que hay una transformación del paradigma punitivo hacia un camino menos restrictivo frente a la producción, el tráfico y consumo de drogas ilícitas. Se sugiere que los hechos coyunturales motivaron en parte dicho cambio al ejercer influencia en los giros y la visibilidad que toma el debate dentro de la prensa.

El Andean Trade Preference Act, ATPA, o Ley de Preferencias Arancelarias Andinas, es el componente comercial del programa de la Guerra contra las Drogas que el Presidente George Bush expidió el4 de diciembre de 1991. Estas preferencias se hicieron efectivas a partir de 1992 para Colombia y Bolivia y posteriormente en 1993 para Ecuador y Perú. Sin embargo, el ATPA venció el4 de diciembre de 2001, lo que llevó a los gobiernos de los países andinos beneficiarios, a una vigorosa campaña para lograr su prórroga y ampliación. De esta manera, el 6 de agosto de 2002, el Presidente Bush firmó la Ley Comercial de 2002, la cual incluye dentro del Título XXXI la Ley de Preferencias Arancelarias Andinas y de Erradicación de Drogas, ATPDEA, prorrogando y ampliando las preferencias del ATPA. Los países beneficiados por estas preferencias arancelarias son Ecuador, Perú, Bolivia y Colombia, cubre a más de 6500 productos, los beneficios comerciales que se otorgaron a través del ATPA y el ATPDEA son un reconocimiento a la lucha que se adelanta desde hace décadas contra la producción de las drogas ilícitas, este conjunto de preferencias arancelarias son una expresión del principio de corresponsabilidad acogido por la comunidad internacional para hacer frente al problema mundial de drogas. Colombia se ha caracterizado por tener unas magnificas relaciones comerciales con Estados Unidos, y es uno de los países beneficiados que más le ha sacado provecho a los diferentes acuerdos como el ATPA Y ATPDEA, uno de los principales sectores que se destacaron fue el florícola el cual esta amparado por los beneficios arancelarios desde el ATPA.

O objetivo desta pesquisa é estudar o efeito da Lei nº 11.343/06 (Lei de Drogas) sobre o crime de tráfico e porte de drogas e a relação entre crimes de drogas e outros crimes. Para isso, são exploradas as variações da Lei de Drogas, através de análises de regressões com descontinuidade e com variável instrumental, além de estimações com dados em painel, em busca de um efeito causal entre drogas e violência. Como resultados, a Lei de Drogas parece não ter efeito negativo significativo sobre crimes de drogas. Por outro lado, crimes de drogas apresentam uma associação negativa sobre crimes de furto e uma relação positiva com crimes de formação de quadrilha. Para cada redução de 100 crimes de drogas (por mil habitantes) associa-se um aumento de 3,6 crimes de furto (por mil habitantes) e uma diminuição de 27 crimes de formação de quadrilha (por mil habitantes). Não são encontrados efeitos robustos sobre roubos, homicídios, latrocínios, estupros, crimes de lesão corporal e porte de arma de fogo.

National surveys indicate that 6.8 % of the brazilian population is dependent on alcohol and 1 % dependent on illicit drugs, representing a significant portion of the population affected by this issue . Primary Care becomes instrumental in expanding the coverage of this demand and in reducing unnecessary referrals for specialized care. This study aimed to investigate the responsiveness and institutional support of Primary Care Teams in relation to the demands of alcohol and drugs users. The research was conducted in a Family Health Unit in West Sanitary District of Natal City. With quantitative and qualitative nature, our study consisted of two stages. At first, we performed a mapping of alcohol and other drugs abusive use in a sample of the population assisted by Family Heath Teams, using sociodemographic questionnaire and ASSIST (Alcohol, Smoking and Substance Involvement Screening Test). 406 questionnaires were completed. Of these questionnaires, 27.8% are men and 72.2% women, of which 56% are between 20 and 39 years-old, they are housewives, have a stable relationship and are consumers of tobacco (37.6%), marijuana (13%) and especially alcohol (57%). In second stage, two Conversation Circles with Family Health Teams and the referential Family Health Support Center were formed to discuss the data of the mapping realized in the previous phase. The circles, which had participation of 20 of the 37 professional teams from Family Health and 2 from Family Health Support Center, showed a lack of professional training in the subject; inability of the healthcare network in the user embracement; belief of professionals that nothing can be done when matter is alcohol and drugs; and referencing as the only care action performed by teams. Thus we point out the need to support an approach on issues of alcohol and drugs which consider gender issues, investing in Harm Reduction Policy as a possibility of working in this context for recognizing each user in their uniqueness and strategizing with them to promote health in a broad and contextualized way

In the last two or three decades has become common the debate on the harmful effects produced by trade and use of illicit substances in Brazil. The "drug problem" as it became known worldwide in official and media discourses, has become, if not the only, at least the most important determinant of a series of social ills that affect both the rich countries (classified as consumers), and the poor countries (the producers and exporters of these "evil substances"). This situation that today is extremely pernicious, may be better understood through some elements of the story of its constitution. In this sense, we draw a succinct history of drug prohibition worldwide and we use the Foucauldian concept of biopower and the concept of “death policy” designed by André Saldanha Costa to comment briefly on the "drug problem" in Brazil. In this initial approach, we can affirm the importance of these two concepts for the understanding of the “depoliticized life" of drug traffickers as well as the governmental policies, both legal and health focused on this issue.

The involvement of adolescents as workers in the trafficking of illicit drugs has increased in recent decades in Brazil, and perhaps the world, making them also victims and perpetrators of violent acts related to this activity. Given the above, we conducted research – that now present some results in this article – on such subjects. Basically, we pretend to understand if they had, throughout its history, references to the authority that contributed to its entry in that class. The teens were chosen social stratum of low income and working on trafficking. We conducted interviews / conversations with these individuals and analyzed according to the perspective of psychoanalysis extramural. We conclude that, for them, such activity is a possible route in our society, to gain social recognition and feeling of belonging to the adult world and the society of consumers.
